    The Regional Advocacy and Campaigns Manager under the guidance of the Head of Advocacy, Campaigns, Communication and Media, ESA will support efficient and effective implementation of Advocacy and Campaigns Country Plans in the East and Southern Africa region. She/he will be responsible in tracking and supporting the development and implementation of campaign strategies that will engage the public to influence governments and other institutional policies and practice to achieve positive and lasting changes to influence children’s survival, learning and protection. She/he will be responsible to ensure a child centred lens to all campaigns and clear connection related to priority thematic and policy advocacy.
    The Regional Advocacy and Campaign Manager will play a key role to enable the implementation by Country Offices of creative and impactful campaigns which lead to positive changes for the most deprived and most marginalised children across Eastern and Southern Africa. He/she will provide support to Save the Children Country Offices in the development and implementation of their campaign and popular mobilisation plans. She/he will be responsible in tracking and supporting the development and implementation of campaign strategies that will engage the public to influence government and other institutional policies and practice to achieve positive and lasting changes to fulfil children’s rights.
    This role will also serve as the Right2Grow (R2G) Advocacy Liaison Officer. R2G is a Strategic Partnership between Action Against Hunger, the Centre for Economic Governance and Accountability Africa (CEGAA), Max Foundation, Save the Children, The Hunger Project and World Vision. With funding from the Dutch Government (Civil Society Strengthening – Power of Voices), R2G will collaborate with communities, community-based organisations and civil society organisations in Bangladesh, Burkina Faso, Ethiopia, Mali, South Sudan and Uganda from 2021-2025, to advocate for coordinated policies and actions in the domains of Nutrition and WASH (Nutrition-WASH nexus).
    Lobby and Advocacy are at the heart of the R2G programme, and especially covering as an overall umbrella the activities in the six countries. Based on the global lobby and advocacy strategy, as well as the country plans, the role will support and feed the global lobby and advocacy activities. At the same time, the position will ensure collaboration with the Global Lead on Lobby and Advocacy, the Dutch Advocacy Lead and the CSO Mutual Capacity Support on L&A, where required, as well as with the Communication Lead.
    Advocacy is central to Save the Children’s theory of change and to achieving our ambitious goals for children. Evidence-based advocacy, supported by popular awareness and mobilisation, can lead to improved policies and programs that result in improved outcomes for Children. Most advocacy and campaign activities are delivered nationally by our Country Offices and Partners, but a dedicated regional capacity is essential to help catalyse, support and coordinate this work, as well as engage with regional institutions where this adds value. It is important to build the capacity of all Staff and Partners involved in national and regional advocacy, and to use evidence from program work to inform national, regional and global advocacy.

    BA or Masters Degree in related field.
    Strong background in advocacy leadership at a senior level on international issues, including policy development and supporting advocacy as part of programmes- at least seven years of demonstrated experience.
    Practical experience of building networks and engaging with coalitions.
    Experience of campaigning for and with Children with demonstrable understanding and experience of how to connect Children’s issues with public opinion and actions.
    Experience of public campaigning in a corporate or an NGO environment, with proven record in successfully leading the development and implementation of successful advocacy and campaign strategies to achieve policy and normative change.

    The Regional Security Specialist (RSS)- position has been created to provide support to ESARO Country Offices (12) through increasing capacity and offering technical support and advice on all aspects of staff safety and security and by ensuring appropriate systems are in place at country level.
    The RSS supports the Regional Safety and Security Director (RSSD) in supporting the Region’s Country Office safety and security management improvements consistent with SC Safety and Security Policy by conducting safety and security assessments; and reviewing and analysing incident reports and security updates.  In addition, the RSS will be available to deploy, sometimes at very short notice, to SCI declared emergencies to ensure safety and security management is addressing emergency response.     Audit

    Manage and coordinate the planning of the Camp Child Protection activities to ensure minimal disruption to programme Activities-Including staffing issues and office administration; to ensure effective management of programme resources.
    Facilitate regular interviews and home visits with relevant persons who can give information on the child (the child, his/her family, leader, teacher, neighbour)
    Participate in camp level interagency meetings and engage in the identification and building of linkages with other partners/agencies, the Government and the community to ensure that issues related to child protection are raised and addressed.
    Comply with all relevant Save the Children policies and procedures with respect to child protection, code of conduct, health and safety, security, equal opportunities and other relevant policies
    Manage BID community workers staff annual leave and time off ensuring minimal disruption to programme activities.
    Collect required data and coordinate with the MEAL team on a monthly basis and ensure data is correctly captured.
    Identify and build links with other partners, ensuring that issues for child protection are raised and addressed.
    Coordinate the identification; follow up of children in alternative care and, monitoring of foster parents/Guardianship.
    Ensure the placement of children in alternative care adhere to SCI procedure and with the Kenya alternative care guidelines (Guidelines for Alternative Care of Children in Kenya 2011).

    Qualifications and Experience

    Support to Programme Delivery

    The Health Project Officer will play key role with Ministry of Health and stakeholders in coordinating, implementing, reporting and monitoring the project. S/he will have significant responsibility for delivery of timely results and for coordination with governmental, partner and community stakeholders at sub county level to ensure a coherent project model is established on the ground.
    Ensure effective delivery of community-based FP/HTSP intervention in synergy with the supply side to address the demand side causes of poor uptake of modern contraceptive among the semi/nomadic population
    Regular reporting to the Project Manager with monthly field updates
    Analyze and use project/field data to improve project implementation strategies.
    Provide effective on spot coaching to facility health workers on family planning
    Plan implementation of behavior change communication strategies targeting different audiences
    Organizing and rolling out training for community health volunteers, community health committees, Muslim religious leaders, mother to mother support groups and facility health workers
    Strengthen facility and community based data review for decision making

    Partnerships for RMNCH

    Ensure close collaboration with both local and international non-governmental organizations active in health programming in the county to facilitate knowledge sharing and refinement of the model.
    Ensure effective integration with other health grants run by Save the Children and other health partners in Mandera and Wajir to maximize the use of resources
    Provide on-going support to county government and other partners in OJT and clinical mentorship of health workers on family planning.

    Monitoring, evaluation, accountability and learning (MEAL)

    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to ensure effective monitoring and evaluation of programme activities including preparation of monitoring reports and mainstreaming accountability mechanisms.
    To support dissemination of study findings, including through the preparation of drafts of reports and manuscripts for publication; making presentations at SCHMT meetings; and supporting feedback to study participants.
    Contribute to advocacy for application of research findings in decision-making processes at county and subcounty level
    Make regular field visits, and document such visits, to review and support creation and strengthening of community-based structures and mechanisms needed for the process of social change, and to monitor project activities.
    Developing and sharing periodic project reports including trip reports, distribution reports, activity reports, weekly reports, monthly and quarterly donor reports
    Ensure effective documentation of case studies, success stories or human interest stories

    Qualifications and Experience

    Role Purpose:
    The post holder will be accountable to the Programme Manager for supporting Finance, HR, IT, supply chain and Administration services in programming contexts.     Key Areas of Accountability
    Supply Chain.

    In charge of warehouse at field office level, ensure TIMs and other warehousing records are updated daily.
    Support programme staff to develop procurement plans.
    Support in the development of field level supplier prequalification, supplier database and framework agreements.
    Coordinate field office procurement requests and LPOs for local procurements liaising with Supply Chain Officers in Nairobi and Programme Implementation team.
    Monitor the PR/POs in Prosave and follow up with suppliers for delivery.
    In consultation with supply chain officer, assist identifying obsolete information in Prosave that require cleaning e.g. irrelevant PRs/POs, inactive suppliers etc
    Coordinate delivery and recording of items sourced from local suppliers working closely with Nairobi supply chain team.
    Manage fleet at field office level; Coordinate fleet requests, allocate vehicles, ensure compliance with all SCI fleet management policies and SOPs.
    Maintain records including allocation of assets and GPEs assigned to Field Office.
    Communicate with IT and Supply Chain for maintenance or upgrading or replacement of any asset assigned asset and GPE assigned to specific Field Office.
    Prepare and share monthly fleet reports with fleet officer in Nairobi.
    Assist the PM in security matters at the field office
    Responsible of goods and Parcel dispatches to Nairobi and the field respectively.
    Train and taught our vendors on child safe guarding policies e.g. drivers hazards while driving to the field areas.

    Financial Accounting, Planning and Budgeting.

    Assist with documentation at field office level. Consolidate all financial documents generated at field office and send to relevant officers in Nairobi; these include supplier invoices, staff liquation, Mpesa payment lists, receipts, etc.
    Assist as needed with daily programming accounting operation in liaison with Finance Officers in Nairobi; these include payment of suppliers, processing activity advances, payment of casuals, etc.
    Monitor field office and guesthouse utilities costs e.g. water, electricity, telephone/Mobile usage, billing, and others related office utilities.
    Scanning of all payment and share with supply chain and Admin focal point persons and Finance officer in Nairobi
    Responsible of petty cash at the field and sharing the balancing weekly
    Set up a tracking system at the field for all documents sent to Nairobi for processing
    Training of field teams on how to use finance documents, e.g. advance request, liquidations and Mpesa payments

    Contract Duration: 4 Months (Renewable subject to performance and funding availability)

    QUALIFICATIONS AND EXPERIENCE

    A Degree in Social Sciences or Business Administration from a recognized University.
    Strong knowledge/experience HR and admin, logistics and financial management.
    Demonstrates a strong drive and commitment to achieve agreed objectives
    Minimum three-year’s relevant experience in Support Services within a busy organization preferably an INGO.
    Proficiency in spoken and written English. Knowledge of the local language and context will be a distinct advantage
    Excellent interpersonal skills with the ability to maintain confidentiality
    Proficiency in working with computers particularly spread sheets and word processing
    Experience of working within a team and team building.
    Ability to work in a multi-cultural setting
    Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels.
    Strong results orientation, with the ability to challenge existing mind-sets.
    Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.

    Counter Fraud Officer- Data Analyst Applications Analyst & Support Specialist

    The individual will work closely with the Global Counter Fraud Director to ensure the continued development and embedding of an efficient and effective counter fraud framework and culture in the region, specifically: 

    Support the Global Counter Fraud Director in developing a proactive approach to fraud prevention and detection through data analytics;
    Staying alert to emerging fraud trends in the sector and adapting analytical routines to address the new risks; and
    Be responsible for producing fraud ‘heat maps’ as and when necessary to support the information requirements of the Global Counter Fraud Director, SCI SLT and other stakeholders.

    Supporting the Regional Fraud Lead in the coordination of fraud management administration and communication in the East and Southern Africa (ESA), including:

    Support in stakeholder communications relating to fraud incident reports and investigation updates;
    Support with case management and record updates and uploads to the case management system, Datix; and
    Support in the planning and coordination of logistics for fraud trainings sessions conducted by the Regional Fraud lead and other members of the global fraud team (face-to-face awareness training, investigation trainings, Fraud Focal point trainings etc.)

    In the event of a significant or major event, the post-holder maybe expected to work outside the normal job description and be able to vary working hours accordingly. The post-holder may be required to get involved in special projects within the fraud function as appropriate.
    In order to be successful you will bring/have:
    Essential:

    Bachelor’s degree / formal qualification in a relevant field; and
    Has relevant experience (audit/risk/investigatory) applicable to the role with knowledge of common analytical tools such as CaseWare IDEA, ACL, etc.
    Strong analytical skills to be able to identify fraud risk areas in complex operational environments from both structured (financial systems) and unstructured data (conversations, investigation reports, complaints etc.);
    A proven experience in using data analytics tools in an audit/risk/investigatory setting to identify and address red flags;
    Awareness of global standards and legislation around fraud and corruption;
    Substantial experience in forensic investigation with thorough knowledge and/or experience in audit.
    Aware of current best practices in investigation techniques;
    Excellent communicator and facilitator, able to clearly and confidently articulate and present findings with impact;
    Strong negotiating skills to influence all levels of staff, showing ability to work collaboratively and with peers from different departments;
    Experience of working within an international development setting.
    The ability to undertake occasional overseas travel
    Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures;
    Commitment to Save the Children values; and
    The existing right to work in Kenya.

    Desirable:

    Formal investigation qualification;
    Knowledge of regional law and regulatory environments;
    Previous experience of delivering training sessions /workshops;
    Membership of a professional anti-fraud body and/or professional data analytics certification; and Knowledge of SCI systems including Agresso, TIM, ER/CAM, PPM Prime, ProSave Source-to-Pay, Datix etc.

    Contract duration: 24 months
    Location: Save the Children operates in 12 Countries within the East and Southern Africa Region i.e. South Sudan, Sudan, Somalia, Ethiopia, Rwanda, Tanzania, Uganda, Kenya, Malawi, Zambia, Zimbabwe and Mozambique.
    This role will be based in any Country Office with SCI Presence under National Contract terms
