    ROLE PURPOSE:

We first need to understand the pipeline of opportunities and it is then the feasibility stage of the project lifecycle that provides the information that enables us to make good strategic choices on which projects to take forward considering the benefits case as well as the cost and wider organisational implications.
    The role of the Transformation Development Manager will be to define, embed and manage a robust early stage project management process, working in partnership with our PMO team and Transformation Leaders to understand the needs and opportunities across the movement, conduct or coordinate the prioritised feasibility exercises and business case development and to actively support the project start-up for those that are selected to go forward.
    In addition to the core feasibility and initiation work, this role will act as a key SME supporting wider teams and functions across Save the Children to provide support and guidance on how to go about scoping and setting up new initiatives through hands on guidance and offering ongoing opportunities for capacity strengthening.

    Demonstrated experience working with global stakeholders across different levels of the organisation from a broad range of contexts
    Demonstrated experience playing management roles in transformation projects or working as part of a team leading a large and complex transformation

    At the end of 2019, 79mn million people (>40% children) were displaced by conflict and violence, with many more millions displaced by climate change and other factors. These numbers are increasing rapidly. (Irregular) migration is one of the pivotal political issues of our time, influencing much of the development and donor discourse – and again is an issue that impacts upon millions of vulnerable children worldwide. In response to the increasing impact of displacement and migration crises upon children, Save the Children established its Migration and Displacement Initiative (MDI) at the end of 2016
    The Migration and Displacement Initiative (MDI) is a small unit housed within Save the Children International, which seeks to leverage existing capacity and skills across the Save the Children family, to support the Movement to become a global leader on child focused Migration and Displacement. The MDI is expected to ensure a consistent and cutting edge approach across all of our international programming activities.

    JOB DESCRIPTION
    Under the general guidance and direction of the Field Health and Nutrition Advisor, the health and nutrition officer will support implementation, monitoring and evaluation of all health and nutrition activities in the field of the USAID Nawiri project at the County and Sub-County levels.  Coordinate and work closely with County departments responsible for both health/nutrition specific and sensitive interventions, local partners, and communities. Lead implementation of all health and nutrition activities of the project, prepare reports and build capacity of the County staff and respective local communities. Promote best practices in health and nutrition programmes and contribute to the overall success of the USAID NAWIRI project. The role will also involve close working collaborations and linkages with the other components of the project including Community Health Systems Strengthening; Adolescent Sexual and Reproductive Health; SBCC; and Health Policy and Advocacy. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY
    Strategic Planning and Programme Development

    Familiarise with NAWIRI’s implementation strategy as informed by phase 1(Learning and research phase). Specifically, support implementation of the Health and Nutrition component of the NAWIRI strategy and ensure that nutrition-sensitive strategies and approaches are integrated into other thematic strategies.
    Support in the development of a county engagement plan that includes skill transfer and capacity strengthening of country government counterparts.
    Build on technical knowledge and understanding of the operations related to nutrition policy and services in Kenya, and how these policies can best work for the needs and peculiarities of Samburu County.
    Ensure that programme activities support and demonstrate good practice in Child Safeguarding
    Using a Child Rights Programming lens, ensure that NAWIRI health and nutrition programme is built around the Theory of Change and is regularly monitored.

    Advocacy and Policy Development

    Actively participate in the development, review, dissemination and operationalisation of County level policies, legislation, strategies and other initiatives and developments by government and other stakeholders relating to nutrition, health, WASH and/or food security issues. 
    Regularly assess and update management about any changes in the operating environment relevant to NAWIRI project and Save the Children’s priorities.
    Support development of the County health and nutrition strategy and implementation plan including dissemination of nutrition advocacy messages for the NAWIRI project.
    Monitor implementation of nutrition – related components of the advocacy strategy in the County.
    Ensure visibility of the project in the field through participation and sharing of evidence, learning and recommendations from NAWIRI work in technical forums and meetings held at Sub – County level.
    H/She will also pro- actively engage with other implementing partners during coordination meetings.

    Programme Quality

    Monitor and provide timely, relevant, accurate input on overall technical aspects of NAWIRI Health and nutrition programme work in Samburu.
    Work closely with other programme staff and consortium partners to ensure effective sequencing, layering and integration.
    Provide relevant technical training and support to the County staff on IMAM, MIYCN, C4D,KAP, nutrition surveys and monitoring and evaluation, as required.
    Prepare quality activity report to the Field Health and Nutrition Advisor to facilitate timely submission of technical progress performance reports that are of acceptable quality to the Health and Nutrition Lead.
    Provide input during selection of partners and training of partners on health and nutrition.

    Monitoring and Evaluation

    In collaboration with field – based M&E staff, ensure there is adherence to the project M&E framework.
    Participate in collaborate, learn, and adapt (CLA) activities of the programme to ensure all NAWIRI interventions are working towards addressing persistent acute malnutrition.
    Routinely monitor child safeguarding issues in the programme and take corrective actions such as modifying programme activities and/or report incidents, when required
    Support timely dissemination of programme findings and lessons learned to key stakeholders at Sub – County level
    Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database.

    Other

    Participate actively in PDQ programme meetings, planning and review activities, providing enhanced insight into nutrition programming.
    Actively participate in key relevant internal meetings such as Programme Review Meetings or Area-based meetings as required.  Participate in any donor visit to project(s) within the country office portfolio, as required.  

    QUALIFICATIONS AND EXPERIENCE

    Bachelor’s degree in Nutrition and Nursing (preferred), or other related health sciences.
    At least 2 years demonstrated experience in implementation of health and nutrition programmes with preference given to nutrition programming in arid and semi-arid land (ASAL) settings.
    Excellent understanding of the nutrition sector within the Kenyan context, particularly maternal, new-born and child nutrition issues including system approach to ending persistent acute malnutrition.
    Clear understanding of nutrition resilience, hunger and food security issues in Kenya, particularly in the context of Samburu county.
    Strong commitment to capacity building of county staff and partners with willingness to adopt a participatory and consultative approaches.
    Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels with County government, local partners and community members while taking into consideration cultural and language difficulties.
    Strong results orientation, with the ability to take initiative and challenge existing mind-sets.
    Excellent written and verbal skills in English, with ability to draft quality reports. Excellent verbal skills in Swahili; Knowledge of the local language and context will be a distinct advantage

    INTRODUCTION
    International multilateral aid has been at the forefront of humanitarian crisis for the last 50 years. During this time the sector has institutionalised and professionalised resulting in the entrenchment of power dynamics that favour actors based in the Global North. Having recognised this Save the Children’s Regional Programming Unit (RPU) in East and Southern Africa wants to invest in a partnership that focuses on internal and external critical reflection that complements the Eurocentric dominance of current sectoral research. Rather than considering transformation as an existential threat to the status quo, a position that is arguably perpetuated by echo-chamber recycling mythologies, the RPU wants to further expand the range of gazes to ensure the perspectives and voices of Global South expertise can influence Save the Children and the broader sector. As the sector goes through a fundamental period of uncertainty, INGOs fearful of challenge to their identity and relevance are in a change or be changed moment.To this end, the RPU is seeking a partnership with a regional academic, or think tank entity who specializes in critical reflection and analytical research on the study of humanitarianism to create a space for practitioner-based reflection through a global south lens. The partnership can then harness the access Save the Children enjoys to global north dialogues with a view to disrupting the narrative.
    We’re seeking a consultancy for 2 months to help identify and negotiate an equal partnership and design the structure of the joint Humanitarian Affairs Unit.
    BACKGROUND INFORMATION
    ESARO-Regional Programming Unit, through the DANIDA Hum Program will be pioneering Humanitarian Partnership in the Region in 2022 -2025 framework agreement. 25% of the total funding under the next DANIDA Lot Hum Framework will be implemented through a local partner. This is in line with the organisation humanitarian ambition and priorities for 2022 – 2024 which include Localisation agenda and shifting the power to the national and local actors.DANIDA also aims to facilitate sharing capacity between Save the Children and local partners, and increasing focus on shifting the power to children and communities through the transfer funds, ownership and leadership to local partner organisations, local civil society networks and informal civil society groupings in the global South.
    PURPOSE AND OBJECTIVE OF THE CONSULTANCY
    The purpose of the consultancy is to develop a concept note that outlines an initial structure of the proposed Humanitarian Affairs Unit, including a favouring of the unit being hosted by the partner agency.
    Objectives for the HAU consultancy

    Identify and negotiate a partnership with a research or think tank entity within the East and Southern Africa region.
    With the partner, facilitate a design workshop for the Humanitarian Affairs Unit to harmonize views and ideas from key stakeholders and identify the niche space a HAU can occupy.
    Undertake market analysis on Humanitarian research opportunities in the Region focusing on the demand/consumption of the research produced and the value add in identifying existing gaps in the academic and thought leadership space.

    PURPOSE OF THE CONSULTANCY
    The purpose of the consultancy will be to evaluate the needs of the Unit in terms of communicating our CSP for both internal and external audiences.     Share internally with COs, Members and Global teams to promote our strategy in a relatable.

    ROLES AND RESPONSIBILITIES

    Responsibility of Save the Children.

    Develop the TOR and draw the contract for consultancy services for the assignment.
    Provide required technical and advisory assistance during the entire assignment including access to necessary stakeholders, holding regular briefing meeting and ensuring consultant has necessary background documentation, branding guidelines for their reference.
    Mobilize and schedule visits/meetings with various staff to participate in the activities as agreed.
    Cover the costs of the consultants as per the contractual agreement including transport and facilitation fees for the various services.
    Review and provide final approval to the Consultant’s work plans.
    Approve the final consultancy outputs.
    Process payment to consultant upon completion of all deliverables as per the agreed payment schedule outlined in the contract.

    Responsibility of the Consultant(s)
    The consultant(s) will assume the overall responsibility for designing, delivering and reporting on the assignment within the terms of reference.
    The Consultant(s) shall:

    Undertake a rapid review of the RPU’s Comms needs related to its need to communicate its CSP 2022 – 2023 Strategic and Fundraising programming. The review will provide consultant with solid understanding of the RPU’s overall objectives for the consultancy information needs, audience analysis and make a recommendation for what is most strategic.
    Develop a work plan to define how to deliver the required outcomes of the consultancy according to the schedule of the pilot activities – will include development, review and sign off of the final products.  
    Carry out an orientation session with the key stakeholders within the Unit and ESA RO.
    Develop a final report documenting the process for the consultancy and recommendations for the RPU on how to ensure uptake and use of the comms products.

    CONTRACTING AND REPORTING
    By responding to this TOR the applicant agrees to be responsible for fully understanding the requirements of the document. Save the Children International reserves the right to reject any or all responses to the TOR, to advertise for new responses, or to accept any TOR response deemed to be in the best interests of the organization and what it stands for. Acceptance of this TOR should not be construed as a contract nor shall indicate any commitment on the part of Save the Children for any future action.
    The TOR does not commit Save the Children to pay for any costs incurred in the submission of a response to this TOR or for any cost incurred prior to the execution of a final contract. Save the Children does not pay pitch fees to the bidders

    The CAAC Programme Officer – Youth and CSOs in Peacebuilding will be responsible for technical and operational implementation of the Youth and CSOs in Peacebuilding workstream of a complex cross-regional Programme targeting children, Civil Society Organizations and a wide range of actors such as the African Union, Regional Economic Communities (RECs), Regional Mechanisms (RMs), Treaty Bodies, Bilateral Institutions, Member States and Armed Actors both State and Non-State at strategic policy and decision making level where decisions will require independent judgement within the role’s technical scope, as guided by existing guidelines, standards and guidance of the Head of CAAC Programmes.
    The CAAC Programme Officer – Youth and CSOs in Peacebuilding will provide technical direction in the design and business development, lead on the quality implementation and management of the Youth and CSOs in Peacebuilding workstream deliverables. The role will provide technical guidance to influence change and manage relations with actors at all levels in relation to Youth and CSOs in Peacebuilding. The role, within its technical scope, will be expected to contribute to adaptation, development of solutions and recommendations for change linked to procedures and practices with long-term impact in the field of CAAC, Peace and Security, and Relations with Armed Actors.

    Undergraduate degree in Social Sciences and extensive thorough working knowledge in Child Protection in Armed Conflict and Emergencies
    5 years or more experience in Child Protection Programming with at least 3 years cross-regional level experience. Demonstrated Postgraduate Professional or Specialist working knowledge and experience in Child Protection and specifically CAAC and Peace and Security Programming.
    Demonstrated Professional or Specialist working knowledge and experience in Youth and CSOs in Peacebuilding and specifically CAAC and Peace and Security Programming.
    Solid understanding and engagement with the African Union Peace and Security Architecture.
    Solid understanding of Armed Actors engagement and relations
    Demonstrated experience working on Youth and CSOs in Peacebuilding tools, methodologies and approaches.

    The Regional Programme Operations Advisor will support the regional operations team and country offices with strategic operations initiatives, leading the following processes with a regional lens: Risk Management Plan (RMP) reviews, Humanitarian Operations Control Reviews (OCR), Real Time Reviews (RTR), Global Assurance Audit and reviewing and supporting country offices analyze their Country Office Operating Models (COOM).  This will include working with country offices in the management and execution of these operation control processes, providing guidance and capacity building as well as ensuring a high-quality final product is produced. The post holder will produce reports and analysis to support the Regional Operations department in improving risk management, control reviews and structural changes are managed and implemented in an optimal way across the region.
    Furthermore, the Regional Programme Operations Advisor; will support the roll out of regional capacity building; training and mentoring initiatives that are coordinated through the regional office in liaison with all other functions in the Region. The post-holder will also work with country office Directors of Programme Operations and other associated staff in identifying and supporting (including direct training/mentoring) capacity building needs that will ensure quality and timely programming in Country Offices.
    The post holder will report to the Regional Operations Director and will work closely with the regional operations team; as well as others in the regional office (including HR, Finance, M&E etc.) and country office humanitarian, operations and communications teams.

    As a member of the Regional Senior Leadership Team (SLT) in East and Southern Africa, the Regional Director of Program Development and Quality (PDQ) delivers on a comprehensive portfolio of programmes aligned to the global strategy, while ensuring resource mobilisation, measurement of impact and programme quality across 12 country offices, 2 country programmes and with key stakeholders in the region. 
    The role holder ensures that all our work is aligned with child rights programming, and meets standards for child safeguarding and gender equality.  S/he manages a large, multi-national team of direct and indirect reports to ensure cross-functional engagement in the development and delivery of Country Strategy Plans (CSPs), developing annual plans and reporting on results at the Country Office (CO) level.  
    S/he is responsible for overseeing development and delivery of high quality, evidence-based, innovative programs for children, in all contexts, that contribute to Save the Children’s global Breakthroughs: Survive, Learn, Be Protected. The Regional Director of PDQ ensures that a robust monitoring, evaluation, accountability and learning (MEAL) system is in place, that all COs engage in the collection and use of evidence and that this is shared across the global organization, and that reliable data is used for decision-making. One key aspect of the role is ensuring capability building, mentoring and coaching of technical specialists in order to support program quality in line with global standards and key performance indicators.
    As a senior leader in the regional office, s/he plays a representational role with the government, donors, partners, peer agencies, SC Members and others.  The role ensures that a regional resource mobilisation team positions the country offices and Regional Programming Unit to attract funding from institutional donors, UN agencies, foundations and the private sector to match our strategic ambition.
