    ROLE PURPOSE:   
     
    The Global Expertise and Humanitarian Surge Platform (GEHSP) operates on behalf of the members and SCI, and is dedicated to identifying, developing and deploying skilled and experienced surge and technical staff from across the movement to meet the needs of our domestic and international responses and programs globally. This helps to improve our response quality, timeliness, and effectiveness; ultimately, this will save the lives of children and their families. The GEHSP is responsible for:

    Ensuring our humanitarian responses and global programs have access to suitably skilled and experienced staff they need to deliver high quality and timely programs;
    Managing the end-to-end deployment process for all deployments;
    Identifying and developing future humanitarian surge and technical staff to meet the needs of our responses and global programs;
    Identifying new and innovative ways to meet the surge needs of our responses.

    The Deployment Manager is a key role within the deployment management function of the GEHSP and will be responsible for:

    Ensuring the identification and safe, rapid deployment of trained, pre-cleared humanitarian and technical staff to all categories of humanitarian emergencies and global programs.
    Providing a quality and timely service to meet the surge capacity needs of response teams and global programs.
    Implementing fit for purpose, end-to-end deployment systems and processes;
    Providing direct line management to a cohort of Humanitarian Surge Team staff (HSTs) and support to Technical Experts (TE), Humanitarian Standby Surge (HSS) and Humanitarian General Surge (HGS) as assigned.
    Deploying to emergencies (up to 50%).

    The Deployment Manager will work closely with other GEHSP staff and will build strong relationships Regional and Country Office staff involved in Humanitarian Response; and will also liaise with other key stakeholders across SCI and Save the Children Members.
    SCOPE OF ROLE:
    Reports to: Head of Deployment
    Staff reporting to this post:  TBC – a cohort of HSTs, HSS HGS and TEs as assigned.
    Budget Responsibilities:  None
    KEY AREAS OF ACCOUNTABILITY:

    Prioritise deployments in line with needs and ensure best fit of individuals for specific deployments working collaboratively with technical and operational leads and functional managers.
    Proactively communicate available surge and technical capacity to all relevant stakeholders, providing advice and guidance to COs and ROs on potential deployment opportunities, advocating where necessary for the deployment of enabling functions such as HR, Finance and specialist roles such as Gender Advisor, Partnerships Advisor, co-ordinating with technical/functional managers where appropriate.
    Directly line manage a cohort of surge and technical staff including linking with appropriate subject matter advice and communities of practice.
    Support identification of staff who are interested and available to take on deployments, and respond to changing priorities through the redeployment of surge resources and negotiate with Members and Country Offices in the release of shared availability capacity.
    Day to day management (workload, learning, wellbeing and morale) of all types of deployable staff during deployments, in addition to direct line management of a cohort of HSTs
    Facilitate the personal and professional development of surge and technical staff in collaboration with technical and functional leads
    Initiate pre-deployment briefings and ensure adherence to safety & security policies including medical checks, security clearances, provision of deployment kit etc.
    Ensure end of deployment requirements are completed and performance review is conducted in conjunction with technical/functional line manager and in-country staff and recorded, signposting staff to appropriate support mechanisms as appropriate, considering gender, ethnicity, age and cultural contexts.
    Embed staff resilience within all aspects of surge deployment in line with the Wellness policies and processes as advised by the Wellbeing Manager.
    Communicate a point of contact for the provision of administrative and logistical support during deployment.
    Ensure the deployment database is maintains accurate and up to date information
    Deploy to emergencies as required/requested, up to 50% to be decided with the GEHSP Head of Deployment.

    EXPERIENCE AND SKILLS
    Essential

    Experience in a management position and of managing a team of remotely located, staff with cross functional specialisms with demonstrable cultural sensitivity
    Field based management experience gained within multiple emergency response contexts, grounded in pragmatic and solution orientated outcomes in sectors such as programs, operations or HR.
    Prior experience working in challenging circumstances (including long hours at little or no notice in the event of a major, sudden onset emergency)
    Dedicated people manager, competent in coaching and mentoring others, with the ability to provide personal support to a diverse cohort of humanitarian staff
    Ability to engage and influence senior decision makers within a humanitarian response

    Migrant Protection Specialist (Children on the Move)

    The Intergovernmental Authority on Development (IGAD) is an eight-member state Regional Intergovernmental Organization (RIGO) of the African Union Commission (AUC) in the Horn of Africa (HOA) that comprises the countries of Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan, Sudan and Uganda, with a combined population of over 260 million people. The mandate of this community is to lead and execute what the Member States are unable to achieve as individual countries; through its regional convening power. The main objective of the IGAD Secretariat is focused on analysis of regional issues, coming up with regional policies and strategies and coordinating their implementation mainly in food security and environmental protection, economic cooperation, regional integration and social development, peace and security for the partners’ mutual benefit.
    In recent years, efforts have been undertaken by IGAD to address forced displacement, migration management. The IGAD’s Regional Migration Policy Framework (RMPF) provides a section for migration and vulnerable groups, with a focus on children and adolescents. The policy has provided a framework for on-going efforts to bring together member states to discuss the strengthening of child protection systems in migration management. These efforts have consistently been supported, individually or collectively, by the Regional Child Protection Network (RCPN) – a regional coordination forum co-chaired by Save the Children (SC) and comprising of UN agencies and NGOs such as LWF, IOM, IRC, World Vision International, Plan International, ICRC, UNHCR and UNICEF which aims to strengthen the migrant protection response in particular children on the move in refugee and IDP operations, as well as in situations of mixed movements.
    Between May and November 2019 there were a number of different workshops, forums and roundtables held across the region with Regional Economic Communities (REC), Member States, and partners at regional and national levels attending. This resulted in the EAC IGAD ‘Roadmap on Strengthening National Child Protection Systems and Cross Border Collaboration to respond to the needs of migrant and refugee children in East and Horn of Africa’. The meetings focused on cross-border coordination for migrant child protection and along with UNICEF, UNHCR and IOM. SC has played an active role to support the EAC and IGAD to develop their cross-border protection mechanisms for children on the move.  Subsequently IGAD identified the need for a strong regional child policy to further cement her efforts at strategic level and ensure regional leadership in pushing for the child-sensitive agenda. An IGAD Child Policy would align its priority to strengthen child-focused approaches and link the process to the Inter-REC roadmap which would secure inclusion of the protection of migrant children into the IGAD RMPF and filter down into national child protection policies and procedures.
    Despite the positive progress made, there exists a number of key gaps and challenges with respect to technical expertise in strengthening child focused approaches. Leveraging on its existing relationship with IGAD, SC will continue to support IGAD to strengthen its efforts to develop cross-border protection mechanisms for children on the move. Through funding from the Swiss Agency for Development and Cooperation (SDC), SCI is currently implementing a 34-month project in Egypt, Sudan and Ethiopia with the overall goal that ‘the countries along the East African Migration Routes develop policies and adequate organizational and institutional capacities to ensure protection and self-reliance of children and youth in vulnerable displacement situations. Through the East African Migration Routes (EAMR) project, SCI will provide technical support to IGAD by seconding a Migrant Protection Specialist (Children on the Move) to lead the development of an IGAD Child policy, ensuring the inclusion of migrant children as a special vulnerable group.

    At least 5 years’ experience in the field of Public Policy, Gender and Development, Human rights/Child rights or related fields;

    Role Purpose: 
    The post holder will be accountable to the USAID Nawiri Health Systems Strengthening Advisor for supporting Finance, HR, IT, supply chain and Administration services in programming contexts. The post holder will be responsible for ensuring compliance with SCI global standards, policies and practices. The position also plays a key role in effectively supporting program implementation activities in line with the annual and country strategic plans.
    Key Areas of Accountability
    Supply Chain.

    Ensure TIMs and other warehousing records are updated daily.
    Support programme logistics in areas of procurement, transport and distribution, warehousing and stock management, management of vehicle fleets, communication systems, and assets.
    Support programme staff to develop procurement plans.
    Support field office procurement requests and LPOs for local procurements liaising with Supply Chain Officers/coordinators in Nairobi and Programme Implementation team 
    Communicate with IT and Supply Chain for maintenance or upgrading or replacement of any asset assigned asset and GPE assigned to the field Office. 

    Security

    Provide security orientation / briefing to all visitors and all incoming or newly appointed SC staff
    Report all safety and security
    Collect and disseminate security related incidents and near misses and data to the APM, field based staff and SSM
    Capacity building of SCI vendors on child safe guarding policies e.g. driver’s hazards while driving to the field areas.
    Plan for and budget the depreciation of vehicle assets to ensure the sustainability of SC’s transportation resources;

    Human resources and administration

    Provide administrative function to ensure the provision of effective administrative support in the field office. Ensure office is clean, well maintained and has all essential suppliers.
    Support the recruitment of casuals at the field office.
    Support in Contract engagements of casuals.
    Maintain clear communication with both the functional (direct) line manager and the technical manager to foster a smooth working relation under existing matrix structure.
    Manage performance of direct reports in the work area through effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
    Facilitate and follow up induction and on boarding of all staff engaging with Save the Children as per the Induction guidelines.

    Financial accounting, planning and budgeting.

    Consolidate all financial documents generated at field office and send to relevant officers in Nairobi; these include supplier invoices, staff liquation, Mpesa payment lists, receipts, etc.
    Support with daily programming accounting operation in liaison with Finance Officers in Nairobi; these include payment of suppliers, processing activity advances, payment of casuals, etc. 
    Set up a tracking system at the field for all documents sent to Nairobi for processing.

    A Degree in Social Sciences or Business Administration from a recognized University.

    The Regional Knowledge and Learning Manager will coordinate Save the Children’s on-going Evidence generation and research agenda across 12 country offices and our Regional Programming Unit, and ensure a strong learning culture is embedded in our programmes and operations.

The K&L Manager will build off of our Monitoring, Evaluation, Accountability and Learning (MEAL) system that is already established, and will collaborate and share good practice from our programmes with technical colleagues and staff in the region, as well as other Save the Children Members.
     
    He/She will organise learning events, produce short learning products (2-page briefs, videos, blogs, etc.) and support use of the global Learning log. The position will be responsible for tracking and documenting promising innovations.

    5-7 years expertise, and Bachelor’s level qualification required, preferably with a focus on research or evaluation methods. Master’s preferred.

    The Thematic Specialist – Relations with Armed Actors will provide technical and operational leadership and guidance through SCI’s Children Affected by Armed Conflict (CAAC) Programme and in collaboration with the SCI Global & ANSA Initiative. The CAAC Programme is a complex cross-regional Programme that enables programming and advocacy initiatives on children affected by armed conflict with a wide range of actors at strategic policy/decision making, and operational level, such as; the African Union, Regional Economic Communities (RECs), Regional Mechanisms (RMs), Treaty Bodies, Bilateral Institutions, Member States, Civil Society Organizations and Armed Actors, both state and non-state. The role will also facilitate cross regional and global coordination and learning through relevant internal and external platforms such as on access, civ-mil relations, safety and security etc.
     
    Within the Programme, the specialist will provide targeted and high-quality guidance, support and capacity strengthening to SCI Country Office’s to enable planning and operationalization of different engagement and negotiations modalities towards armed actors in the field. This role will lead on providing support to country teams to operationalize tools to assess risks and opportunities to advance children’s rights and humanitarian space, through engagement with armed actors. He/she will advise on programming, monitoring and operational footprints to be adaptive and contextually-driven.
    The specialist will work with PMs, Thematic Coordinators, Advocacy, and MEAL specialist as needed to ensure all relevant CAAC Programme activities are implements, and that there are clear quality standards maintained for each area of work. Decision-making will require independent judgement within the roles technical scope as guided by existing guidelines, standards and policies

    Minimum 6 years international humanitarian field experience, including in conflict and restricted access environments.

    Job Description
    Save the Children International Kenya Country office, has an exciting opportunity for you to join our team as Finance & Contracts Coordinator- USAID Advancing Nutrition-Kenya. The primary responsibility of the role holder is to advise the Chief of Party and the organization on financial and compliance management of the contract. The role holder will be responsible for overseeing and ensuring the project is in compliance with finance and contract guidelines according to USAID, USAID Advancing Nutrition and SCI policy and procedures. S/he will manage the full breadth of finance activities, financial controls, and computerized accounting systems for the project that is in operation in Nairobi, Kisumu, Kakamega, and Kitui in alignment with Save the Children’s financial procedures. The job holder will be expected to also support Awards Management, by advising on compliance, chairing monthly awards review meetings in consultation with the Awards Manager, coordinating BVA feedback, and working with budget holders to ensure implementation is on track. The Finance and Contracts Coordinator will be a senior member of the USAID Advancing Nutrition programme team. In this challenging environment, the Finance and Contracts Coordinator will be responsible not only for compliance with critical SCI policies, ensuring that financial resources of the organization are shepherded in an accountable and transparent manner as well as be responsible for ensuring all donor reporting and regulations are followed. The role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    Qualification and Experience
    Essential

    A first degree in Commerce Accounting, Business Administration, Finance, or related field. Post-graduate qualification and (Diploma/MBA) an added benefit.
    Qualified accountant with recognized professional qualification in Accounting (CPA, ACCA)
    Training/certification in USAID cooperative agreement or contract rules and regulations preferred.
    Minimum 5-8 years’ similar work experience within a fast-paced international NGO work environment with 3 years’ experience managing a USAID Contract 
    Excellent communication skills (Verbal and Written)
    Fluency (Verbal and Written) in English is required
    Excellent presentation and facilitation skills of financial information
    Strong team player, collaborative and capable of building effective relationships across all levels
