    SCOPE OF ROLE:

    To oversee the program implementation at community level within the certain area of assignment.

    Build capacity of stakeholders to achieve and sustain results of the OOSC education project in the county.
    Represent SCI in relevant stakeholder forums such as meetings with community leaders, keeping line manager informed of discussion points, issues arising and agreements made.
    Proactively engage communities and local stakeholders to support the projects; conduct regular awareness raising of the project/s, activities and intended outcomes.
    Work with Community leaders, school head-teachers and Ministry of Education representatives for effective implementations of project/s in assigned field locations of responsibility.
    Prepare timely activity reports.
    Coordination community mobilization and training activities.Liase with Child Poverty TS in livelihoods and implement livelihood components of the project.

    Qualifications.
    Essential:

    Degree in Education or equivalent.
    3 years of professional experience in implementing education programming at the field level with NGOs or other relevant actors. Child protection programming is an added advantage.
    Experience working in remote areas. 
    Experience in the design, implementation and reporting.
    Ability to analyse information, evaluate options and to think and plan strategically
    Excellent interpersonal, communication and presentation skills
    Fluency in written and spoken and English

    ROLE PURPOSE
    Nutrition Officer will be responsible for day-to-day implementation of the health components in the Global Malnutrition Initiative Project (MI). MI Project’s main objective is to generate evidence that will inform development of policy and practice regarding the integration of management of acute malnutrition into iCCM. It is a 3 years where CHVs are trained to screen, diagnose and treat moderate acute malnutrition (MAM) and severe acute malnutrition (SAM) and control arm where CHVs are only screening and referring MAM/SAM cases to the nearby health facility for treatment by healthcare professionals. Nutrition officer will play a critical role in promoting delivery of quality life-saving interventions in collaboration with health and nutrition teams within Save the Children and with key stakeholders. In close liaison with MEAL, support in collection, processing and verification of reports/forms and maintains programme/projects databases.
    KEY AREAS OF ACCOUNTABILITY
    Programme
    Together MOH counterpart, contribute to project performance by;

    Providing technical assistance to MoH towards implementation of integrated community case management and community management of acute malnutrition.
    System strengthening through monitoring of IMAM surge and Family MUAC approaches in Loima health facilities.
    Enhance quality service delivery for ICCM+SAM&MAM through mentorship or on job trainings to CHAs and CHVs.
    Through advocacy, contribute to continued and sustained treatment of severe and moderate malnutrition at the county by MOH.
    Work with MOH to strengthen Community Health Service delivery and the community – facility linkage.
    Timely submission of field activity reports to supervisor for onward submission.

    Monitoring and Evaluation.

    Project key performance indicators are within SCI standards
    Delivery of project activities in line with SCI quality bench marks
    At all times, ensure up to date project database for CMAM+ICCM, F-MUAC
    Provide various analysis for nutrition outcomes for CMAM+ICCM and F-MUAC for learning and decision making.
    Document the process of implementation, lessons learnt, case studies and good practice to ensure information is widely disseminated.
    With the support of MEAL team ensure project performance is tracked and quality standards adhered to.
    Collect and manage complaints and feedbacks in close coordination with MEAL team.
    Participate in the design, development and implementation of an M&E framework for health related activities.

    Supervision

    Support regular review meetings with the Sub County Health Management Team and community health assistants.

    Network and coordinate with the relevant sectors and agencies implementing health activities at national and community level.

    Identify areas of synergy in the field with the Ministry of Health and other implementing agencies working with communities. 
    Promote good work relationship with MOH and other partners
    Identify nutrition opportunities for the project

    Implement Community Mobilization Activities.

    Liaise and establish strong links with existing community structures including community units, health committees, village elders and religious leaders and administration.

    Strengthen Community – Health Facility Referral system and Linkage.

    Work with Ministry of Health to strengthen a referral system at community level and implement activities to strengthen the community –facility linkage.

    The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
    ROLE PURPOSE: 
    The MEAL Manager position will be activated from the roster and deployed to support EHU responses.  They will be responsible for ensuring monitoring, evaluation, accountability, and learning mechanisms are in place, both integrating with the wider health and nutrition response where appropriate, and ensuring EHU-specific systems are in place.  This includes accurate and comprehensive: collection of health data, entry into the EHUs health information system, data analysis and reporting, S/he will liaise with the response MEAL lead to ensure appropriate accountability mechanisms are in place and feedback received is being discussed and changes implemented as appropriate. S/he will support learning by assisting as required with a mid-deployment review and end of deployment close-out meeting.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly. The post holder will be roving to multiple locations where the needs are high. 
    MAIN RESPONSIBILITIES

    Liaise with response EHU MEAL advisor to ensure EHU MEAL activities are aligned, appropriate, and comprehensive
    Ensure data collection tools (registers, forms etc) are correctly utilised, kept and updated within project areas including health facilities and communities
    Collect, clean, and enter data in a timely and accuate manner or superives HIS officer to do so
    Analyse data, make necessary visual presentations and give feedback to each service delivery point
    Assist with the preparation and presentation of data for internal and donor reports in a timely manner
    Prepares and submits required epidemiological report to health cluster and/or MoH in a timely manner
    Ensure data is desegregated by sex and flag any gender disparities to enhance gender sensitive programming
    Ensure data is desegregated by age and flag any disparities to improve child-friendly programming
    Identify training needs on data management for facility staff and deliver trainings accordingly
    Ensure two accountability mechanisms are in place and feedback is reviewed and integrated on a regular basis 
    Ensure feedback for EHU is provided to response MEAL team so it is fed into the wider response accountability report
    Conducts client exits interviews for children and adults receiving health services; compile and shares results with team to identify areas for improvement

    Role Purpose
    The Driver is responsible for safe driving of vehicles and staff for Save the Children Kenya programme. He/ She should ensure proper maintenance and cleanliness of vehicles in compliance with safe driving standards.  Ensure the vehicle is fuelled in time for trips and carry out proper management of fuel supply for the assigned vehicle in accordance with SCI policies and procedures.
    Key Areas of Accountability
    Driving and Maintenance:

    Maintain vehicle log and fuel consumption documentation.
    Prepare daily vehicle usage report, including trip use, mileage and fuel consumption
    Providing weekly usage report of vehicles including total mileage, fuel consumption and expenditure.
    Maintain valid drivers’ license.
    Organise the transport of supplies directly to SC designated location for use.
    Complete the logbook for everyday trips and complete the fuel log sheet for any fuel purchases.
    In consultation with the Program Support Officer, coordinate vehicle allocation for staff.
    Keep the vehicle documentation up to date
    Update the whiteboard once the movement plan is approved.

    Control of Vehicles:

    Ensure that all vehicle journeys are authorized in advance by line managers
    Ensure that all vehicle journeys are recorded in the logbook at the start and completion of journey.
    Ensure that keys and vehicle documents are kept in secure place when the vehicle is not in use
    Ensure that all passengers wear seats belts before driving the vehicle
    Ensure that  a waiver is filled and approved when carrying non SCI staff
    Ensure that the Line Manager is immediately informed of any accidents/incidents and that the accident is reported to the police as appropriate and as soon as possible
    Ensure that the vehicle is insured and in the event of an accident, make certain that proper procedures for insurance claims are followed.
    Report on all near misses

    Vehicle checks:

    Check the vehicle prior to its use every morning, fill the checklist and file it.
    Check on taking over a vehicle and ensure that the items listed on the vehicle checklist and in the vehicles tools and materials inventory are present and in functioning order.
    Check level of motor oil, water, tyre pressure, battery water and brakes to ensure that all are up to the standards required before any journey commences.
    The driver is to check for vehicle defects and damage to the vehicle and ensure that he reports them to his line manager promptly.
    Report and supervise all maintenance and repair needs of assigned vehicle.
    Check communication equipment and maintains communication while in the field with base (SSFP)

    Cleanliness and visibility:
    The driver is responsible for ensuring that the vehicle is kept clean on the outside and inside at all times. The driver is also to keep the vehicle tidy and ensure that all dirt is removed from the vehicle after a journey.
    He/She is to ensure SC visibility protocols are adhered to at all times.
    Other

    Follow and abide by traffic rules, regulations, driver safety manual and any other instructions given by supervisor
    Maintain all vehicle safety equipment, as per vehicle safety kit, in liaison with the logistics officer- including first aid kit, communication equipment and fire extinguisher
    Work after duty hours or holidays/weekends as and when required and in prior notice from the line manager
    Escalate complaints and feedback of a serious nature to program support officer and field office child safeguarding focal point.

    The role will be responsible for leading the design of additional operating models that enable the implementation of Save the Children 2030 ambition. The postholder will work with Country, Regional Offices and Centre teams to identify and prioritize critical operating model gaps and will then lead the design of the components of the new models (governance, accountabilities, policies, systems etc.), using pilots when possible. They will also liaise with critical global projects (Localisation, National Offices, SCUSI etc.) and other parts of SCA to understand their needs and interdependencies. An astute thinker, the post-holder will also be encouraged to analyse and test emerging practices and models that could be taken to scale.
    Where applicable, the role will lead the development and pilot of a Change and Deployment Plan in coordination with other functional areas and lead or support any implementation process for the new models.
    The role will also lead on the improvement and updating of relevant tools, including the review and revision of the Country Office Operating Model (COOM) Toolkits and the Centre-Region Operating Model (CROM) with the inclusion of updated guidance on the new operating models developed. COOM provides Country Office Senior Management Teams with the tools they need to ensure they have a fit for purpose structure and effective ways of working in order to deliver programs for children. The Centre-Region Operating Model (CROM) is a framework that provides clarity on the core accountabilities that Country Offices, Regional Offices and the Centre need to achieve.

The role will involve daily liaison with colleagues from SCI Country Offices, Regional Offices, Centre and Members. The development of this work will be framed within the broader scope of the Membership and Organisational Development team.

    Lead on Design of new Operating Models for Country Offices
    Work with end users (Region, Country Offices and Members) to identify and prioritise critical business and operating model gaps
    Identify interdependencies and needs from Global Strategic Initiatives such as Localisation/Shifting Power to Local Communities, Flexible Operating Model etc.
    Solicit information on promising models that are shown to achieve optimal results against programmatic and operational metrics – including assessment and work-planning on how they might be taken to scale.
    Develop methodologies and pathways for the design planning of new models.
    Support the Country and Regional Offices to pilot different models
    Generate, socialize and utilize learning from pilots
    Lead on a cost-of-doing business analysis to drive improvements on resources allocations 
    Develop, together with the membership and organisational development lead, a catalogue of options for Country Offices to support adaptation of business models to local contexts and needs to maximize impact for children
    Support the update of the Geopresence Decision making framework, which outlines the process and decision gates for changing business models.
    Report on progress, ensuring any dependencies and risks are identified and addressed
    Contribute to the broader discussion on the organisational vision and catalogue of models to enable Save the Children to realize the Ambition 2030.
    Participate in a unit overseeing, documenting and extracting learning from transition processes.
    Lead the updates of the Country Office Operating Model (COOM) and the Centre-Region Operating Model (CROOM)
    Set the overall direction for the COOM updates. 
    Lead the detailed project planning and monitor progress, course correcting as required

    ROLE PURPOSE
    This position demands the technical knowledge, management skills and the work experience needed to run a health project. The Nutrition Coordinator will be responsible for ensuring management of Malnutrition Initiative project is executed in line with SC, Country, county, national and international humanitarian standards and donor guidelines and in line with the nutrition sector priorities and in collaboration with other partners in the sector and other related sectors. It will also involve active participation in the nutrition sector coordination forum, other agency and key nutrition sensitive sector liaison, capacity building and supervising staff using techniques and tools available and appropriate to Turkana donor funded sub-counties and health facilities.
    KEY AREAS OF ACCOUNTABILITY
    Programme

    Plan and supervise implementation of project activities together with Save the Children Turkana area programmes team at field level, and MOH counterparts
    Manage project budget including monitoring of expenditures
    Represent SC in all nutrition coordination forums in conjunction with Program Manager
    Consolidate activity reports and ensure timely submission to supervisor for onward submission to program manager and country office
    Organise and coordinate health worker trainings in consultation with County health authorities
    Initiate and participate in all multi-stakeholder advocacy activities, forums and networks aimed at raising the profile of SC project issues in the agenda of government, partner NGOs and communities

    Staff Management and Development

    Support and supervise SC staff working on this project
    Ensure that responsibilities of staff on this project are clearly defined and understood with performance objectives set against work plans and regularly monitored
    Ensure that staff requirements are identified and that staff are given every opportunity to increase their competencies, capacities and own personnel development
    Ensure effective involvement of staff in running the project through participatory approach to planning, implementation, monitoring, evaluation and decision-making

    Monitoring, Evaluation, Accountability & Learning (MEAL)

    With the support of MEAL team ensure project performance is tracked and quality standards adhered to.

    Coordinate regular project monitoring and supervision in liaison with the SCHMTs to ensure quality project implementation according to agreed standards.
    Take lead in preparation and documentation of best practices, lessons learnt including case studies.
    Ensure the compilation of quality and timely reporting for the project both routine project reports and donor reports
    Ensure learning from the project are documented and shared with County officials, programme staff, other SCI partners as well as within the organization.
    Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database
    Escalate complaints and feedback of a serious nature to the Program Manager and field office child safeguarding focal point.

    Coordination and Representation

    Within delegated authority represent SC and maintain working relationship with relevant host government ministries, UN agencies, International and local non-governmental health organizations with a mandate to promote the MNCH agenda and influence policies of Government, UN agencies and other humanitarian actors with regards to MNCH.

    SCOPE OF ROLE: 
    The role will primarily focus on overseeing child protection program and providing technical assistance to the CP team and ensuring accurate planning of CP activities, timely expenditure of activity budget and effective coordination within the team and across other humanitarian actors in Dadaab. The role holder will also be charged with developing quality and timely donor reports and contributing to the proposal and budget development for the CP sector.

    KEY AREAS OF ACCOUNTABILITY:
    PROGRAM DELIVERY

    Performance management and supervision of all CP staff

    Lead and motivate the CP team to ensure effective project implementation. 
    Ensure key problems are brought to the attention of the Program Manager and other relevant senior staff for discussion and review. 
    Ensure that all relevant staff receives appropriate induction and training.
    Make regular support visits to camps.
    Develop and implement an integrated reintegration strategy for vulnerable children returning to their communities with a particular emphasis on education and livelihoods strategies. 

    Monitoring and evaluation of programme activities:

    Develop and undertake training in aspects of child protection for programme and project staff as well as children, partners and community-based child protection networks.  
    Mentor the relevant staff to facilitate the continued development of his project, budget and personnel management capacity. 
    Work with the field Officer to oversee the management of the Separated Children’s Database as a tool for information storage and analysis, and case management. 
    Continue to develop understanding on children’s meaningful participation throughout the programme, and work with child protection staff on strategies to enable children to identify and address the issues of concern to them and promote their voices in local, regional and national.  

    Monitoring , Evaluation and Reporting

    Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team for monitoring and evaluation of programme activities including taking corrective action where necessary; preparation of Counselling reports, documentation of lessons learnt.
    Document milestones and success stories in the community-based child protection initiatives.
    Document programme learning and ensuring it contributes to organizational advocacy.
    Maintain an up to date information pack of various aspects affecting the beneficiaries in liaison with the other program teams and do analysis of the reports  -.
    Ensure timely implementation of budgeted activities in addition to budget tracking and control and ensure clarity of reports on the various advocacy aspects in the camps.

    Partnerships and coordination.

    Ensure close coordination of outreach activities with other agencies in the three camps to ensure complementarity and synergy.
    Build partnerships to enhance community participation, ownership and sustainability of programmes. 
    Collaborate and coordinate with other child protection agencies, governmental institutions, host community partners and community level structures in order to promote community ownership and sustainability of CP initiatives.
    Represent Save the Children and the CP program in interagency working groups and camp coordination meetings and build from the strategies developed through the Child Protection Working Group.
    Represent the CP programme and advocate with community, partners as well as other external visitors.  Liaise closely with other actors in the child protection sector on issues related to vulnerable children.  Ensure that consideration is given to their particular needs within general child protection strategies.  
    Work with appropriate partners within the child protection sector to ensure the mainstreaming of child protection and those children’s rights are considered in the process of legislation formation and institution building.
    Where necessary, represent the Child protection Manager and Coordinators in meetings, both internal and external and engage with the Host Community partner. 

    Implementation of activities and Accountability.

    Coordinate with finance and awards team to ensure effective budget monitoring for the project in line with donor requirements and contractual obligations, including Grant opening, mid-term and closing meetings.
    Timely implementation and strict adherence to the DIP
    Coordinate the timely implementation of all grants and ensure sound and accurate expenditure.
    Proposal development – continuously analyze needs and develops concept notes, outlining clear areas of sensitization and awareness raising.
    Oversee project activities budget expenditures and ensure they are allowable and allocable according to SCI and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the finance department to ensure accurate expenditures and reporting.
    Ensure timely production of activity/events reports as well as monthly reports as per the agreed timelines.
