    Head of Quality Management

    ROLE PURPOSE:
    The Head of Quality Management will play a key role in the International Programme Operations Continuous Improvement team and the organisation as a whole, as it will be responsible for defining and implementing Save the Children International’s (SCI’s) approach to Quality Management. The purpose of which is to ensure that quality is the key driver for all of SCI’s work at all levels / entities and across all functions / departments – both programming and operations.
    They will play both a lead and supporting role in various initiatives that aim to strengthen SCI’s quality management approach and culture. Coordination and collaboration with a range of stakeholders at all levels / entities and across all functions / departments will be key for ensuring SCI’s quality management approach is consistently applied across all areas of the organisation’s work. A key aspect will be to support the continuous improvement and coordination across functions of SCI’s core organisational management processes for strategy and annual planning and reporting. They will also act as a gate-keeper for ensuring that Centre based functions incorporate and align their planning and reporting requirements with these core processes, and only request information from Country and Regional Offices that is deemed mission-critical, minimally burdensome and of value to those involved.
    The role will lead the ongoing development of the Quality Framework, to ensure this is effective in supporting staff across SCI to deliver programmes for children with quality and compliance. SCI’s Quality Framework (QF), contains all of SCI’s Policies, Quality Standards, Procedures, Tools and Supporting Guidance. SCI’s senior leadership has agreed to prioritise the Quality Framework over the next few years, to ensure it is fit for purpose and future proofed. Up to 16,000 staff members are required to follow the mandatory documents (SCI’s Policies and Procedures) contained in the QF. It is therefore crucial that these are high quality, comprehensive and easy to access and use documents which support staff to deliver programmes for children with quality and compliance (both SCI’s internal requirements and the Charity Commission requirements for compliance).
    The role will be responsible for strengthening the organisation’s approach to quality management primarily within SCI, but also as part of Save the Children Association’s (SCA’s – incorporating all of Save the Children’s Member Offices) wider approach. SCA has committed to developing an overarching accountability framework for the whole organisation, of which the QF will play a key role.
    The post holder will manage a team of two people. They will line manage the Quality Framework Senior Manager and the Quality Framework Content Writer.
    EXPERIENCE AND SKILLS
    Essential :

    Significant senior level leadership and management experience in a large and complex international NGO, including experience of working at the field and head office levels.
    Experience of designing and implementing quality management / continuous improvement / learning organisation strategies and approaches in the aid and development sector.
    Experience of designing and implementing change management and organisational development initiatives that aim to strengthen staff behaviours and organisational culture.
    Excellent coordination and relationship building skills using a positive, flexible and collaborative approach; ability to develop and manage productive relationships and work effectively with a broad range and large number of stakeholders and senior staff across different functions with varying priorities, and ensure project outcomes are successfully achieved.

    Strong experience in designing and delivering trainings and other capacity building initiatives, both face-to-face and online.
    Sound judgement and an ability to adopt a pro-active approach to problem solving and effectively prioritise multiple tasks in a constantly changing environment.
    Competent in the use of Microsoft Office including Word, Excel, PowerPoint and Outlook, as well as Teams and SharePoint sites.
    Experience with web-page design a plus.

    ROLE PURPOSE
    The USAID Nawiri project aims to sustainably reduce persistent acute malnutrition in Turkana and Samburu counties. The project is led by the Mercy Corps with other consortium partners including Save the Children. USAID Nawiri will generate evidence on feasible and scalable approaches (what works) in Turkana and Samburu to reduce malnutrition both in the short and long-term. The specific focus of USAID Nawiri is to understand the complex causality of malnutrition, develop homegrown solutions and align the evidence thereof generated to the counties plans through a multi-sectoral approach.
    Under the general guidance and direction of the Field Health and Nutrition Advisor, the health and nutrition officer will support implementation, monitoring and evaluation of all health and nutrition activities in the field of the USAID Nawiri project at the County and Sub-County levels.  Coordinate and work closely with County departments responsible for both health/nutrition specific and sensitive interventions, local partners, and communities. Lead implementation of all health and nutrition activities of the project, prepare reports and build capacity of the County staff and respective local communities. Promote best practices in health and nutrition programs and contribute to the overall success of the USAID Nawiri project. The role will also involve close working collaborations and linkages with the other components of the project including Community Health Systems Strengthening; Adolescent Sexual and Reproductive Health; SBCC; and Health Policy and Advocacy.
    In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
    KEY AREAS OF ACCOUNTABILITY
    Strategic Planning and Programme Development

    Familiarise with NAWIRI’s implementation strategy as informed by phase 1(Learning and research phase). Specifically, support implementation of the Health and Nutrition component of the NAWIRI strategy and ensure that nutrition-sensitive strategies and approaches are integrated into other thematic strategies.
    Support in the development of a county engagement plan that includes skill transfer and capacity strengthening of country government counterparts.
    Build on technical knowledge and understanding of the operations related to nutrition policy and services in Kenya, and how these policies can best work for the needs and peculiarities of Turkana County.
    Ensure that programme activities support and demonstrate good practice in Child Safeguarding
    Using a Child Rights Programming lens, ensure that NAWIRI health and nutrition programme is built around the Theory of Change and is regularly monitored.

    Advocacy and Policy Development

    Actively participate in the development, review, dissemination and operationalization of County level policies, legislation, strategies and other initiatives and developments by government and other stakeholders relating to nutrition, health, WASH and/or food security issues.
    Regularly assess and update management about any changes in the operating environment relevant to USAID Nawiri project and Save the Children’s priorities.
    Support development of the County health and nutrition strategy and implementation plan including dissemination of nutrition advocacy messages for the USAID Nawiri project.
    Monitor implementation of nutrition – related components of the advocacy strategy in the County.
    Ensure visibility of the project in the field through participation and sharing of evidence, learning and recommendations from USAID Nawiri work in technical forums and meetings held at Sub – County level. H/She will also pro- actively engage with other implementing partners during coordination meetings.

    Programme Quality

    Monitor and provide timely, relevant, accurate input on overall technical aspects of USAID Nawiri Health and nutrition programme work in Turkana/Samburu.
    Work closely with other programme staff and consortium partners to ensure effective sequencing, layering and integration.
    Provide relevant technical training Health facility staff on IMAM, MIYCN, SMART & KAP and monitoring and evaluation as required.
    Prepare quality reports to the Field Health and Nutrition Advisor to facilitate timely submission of technical progress performance reports that are of acceptable quality to the Health and Nutrition Lead.
    Provide input during selection of partners and training of partners on health and nutrition.
    Support the implementation of SBC & Reproductive Health and health education activities at the health facility and the community
    Cultivate teamwork and cordial working relationship with health service providers in service delivery to the beneficiaries
    Support growth monitoring and promotion, IMAM Surge, Family Led MUAC, ICCM_IMAM integration and Health & Nutrition activities at the community and health facility level
    Represent SC in all coordination Meetings at the Sub-County and Community level

    Monitoring and Evaluation

    In collaboration with field – based M&E staff, ensure there is adherence to the project M&E framework.
    Participate in collaborate, learn, and adapt (CLA) activities of the programme to ensure all USAID Nawiri interventions are working towards addressing persistent acute malnutrition.
    Routinely monitor child safeguarding issues in the programme and take corrective actions such as modifying programme activities and/or report incidents, when required
    Support timely dissemination of programme findings and lessons learned to key stakeholders at Sub – County level
    Work closely with facility in-charge, CHAs & Nutritionists to generate monthly reports (MOH 713, 715)
    Give weekly updates to SC’s Field Health and Nutrition Advisor.
    Work closely with Health Records and information officers to ensure accurate health & Nutrition from the Health facilities is uploaded
    Strengthen community to Health facilities referrals system
    Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database.

    Other

    Participate actively in PDQ programme meetings, planning and review activities, providing enhanced insight into nutrition programming.
    Actively participate in key relevant internal meetings such as Programme Review Meetings or Area- based meetings as required. Participate in any donor visit to project(s) within the country office portfolio, as required.

    QUALIFICATIONS AND EXPERIENCE

    Bachelor’s degree in Nutrition, Clinical Medicine and Nursing (preferred), or other related health sciences.
    At least 2 years demonstrated experience in implementation of health and nutrition programmes with preference given to nutrition programming in arid and semi-arid land (ASAL) settings.
    Excellent understanding of the nutrition sector within the Kenyan context, particularly maternal, new-born and child nutrition issues including system approach to ending persistent acute malnutrition.
    Clear understanding of nutrition resilience, hunger and food security issues in Kenya, particularly in the context of Turkana county.
    Strong commitment to capacity building of county staff and partners with willingness to adopt a participatory and consultative approaches.
    Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels with County government, local partners and community members while taking into consideration cultural and language difficulties.
    Strong results orientation, with the ability to take initiative and challenge existing mind-sets.
    Excellent written and verbal skills in English, with ability to draft quality reports. Excellent verbal skills in Swahili; Knowledge of the local language and context will be a distinct advantage

    ROLE PURPOSE:    
    As part of our humanitarian ambition and 2030 global strategy, Save the Children is developing and implementing a new Surge Capacity Model that continues to improve the efficient deployment of high quality surge staff to support the delivery of our humanitarian responses.
    The Finance Manager will lead the finance function of the Global Expertise and Humanitarian Surge Platform (GEHSP). S/he will ensure that financial recharge and recovery for the time of deployed staff are properly managed, and report on the financial risk of the platform. The role holder will be expected to work with a wide range of stakeholders across Save the Children International and Member offices and may be required to travel internationally from time to time.
    The post holder may on occasion deploy to responses.
    SCOPE OF ROLE:

    KEY AREAS OF ACCOUNTABILITY 
    Financial management for surge platform

    Lead and manage the finance function of the Global Expertise and Humanitarian Surge Platform, maintaining a broad understanding of the work of the platform and the role of the finance team within it.
    Manage the performance of the remotely-based Finance Officers and the Information and Innovation Officer through coaching, mentoring and other techniques to develop a strong understanding of their role in the platform and the ability to carry out their tasks independently and with initiative.
    Ensure accuracy in the input and management of data in the Agresso finance system and its alignment to the financial information contained in the GEHSP bespoke deployment system (IDS), providing technical assistance to the finance officers where needed.
    Collaborate with colleagues from SCI finance department to ensure that the platform follows SCI financial policies and procedures.

    End-to-end deployment finance

    Ensure that correct and timely postings are made in the Agresso finance system to recharge deployment costs for each deployed staff member to the receiving response, and to receive employment costs from the entity that employs the staff member.
    Ensure that monthly reconciliations are carried out on the balance sheet accounts that are used to hold recharge and recovery transactions, dealing with and escalating any issues so that any old balances are cleared.
    Act as a subject matter point of contact for deployable surge staff, advising any surge staff on humanitarian financial management and finance surge staff on career development.
    Ensure that the finance policies for for deployed staff and roster consultants are fit for purpose, and revise them where necessary.
    Ensure that expense payments are made correctly and in good time to deploying staff, and that roster consultant invoices are paid in good time, trouble-shooting any issues encountered.
    Support the continuous improvement of our deployment processes and systems.
    Ensure that sender rates are available for members, country offices and regional offices deploying their staff members via the GEHSP. Liaise with finance team across all senders to ensure the rates are realistic and up to date.
    Support the set up and management of new streams of surge when and if relevant.
    Support the Information and Innovation Officer in producing high quality deployment data and adapting our current information management solutions according to stakeholder needs.
    Tracking and reporting of financial performance and risk
    Monitor and analyse spend against overall annual budget for the platform on a monthly basis, and advise senior management on appropriate actions in response to analysis.
    Lead on financial risk management and reporting, feeding information and analysis on recent cashflow and current surplus or deficit into the monthly dashboard  and into the scenario-planning tool.
    Provide financial support to the decisions of the Director of Platform, including concerning the use of the platform financial reserve and the reinvestment of surplus.

    Substantial experience of financial management in an international context, operating at all levels of the business, including with senior leaders
    Proven experience of working in humanitarian responses
    Good knowledge of IT finance systems and Microsoft Excel
