    ROLE PURPOSE:
    Over a period of 10 months, Save the Children (SC) plans to implement an integrated economic recovery and Disaster Risk Reduction (DRR) intervention in Kenya in 2 sub-counties of Turkana and Mandera to address acute malnutrition among adults and children exacerbated by the current climate induced vulnerabilities and inadequate community preparedness to disaster. The project seeks to provide integrated support for increased access to financial services including entrepreneurship skills while strengthening community resilience through nutrition sensitive agriculture (kitchen gardens) and disaster risk reduction approach. The main objective of the project is to improve the resilience capacities of drought affected households and their institutions to respond to and to reduce disaster risks proactively and to adapt to long term trends of food insecurity.
    The position is field-level tasked with planning, coordinating, implementation, monitoring, and evaluation of community-based disaster risk reduction and resilience livelihood related activities in Mandera/Turkana field office. The Officer will spends most of their time in the field, identifying target communities, establishing relationships with community leaders, establishing community-based disaster risk management committees, Village micro-savings and lending association and delivery of nutrition sensitive agriculture activities.

    Role Dimensions:  
    The position holder will work with the project coordinator to ensure successful delivery of the project.  He/She work closely with sub-county and county level stakeholders as well as local community stakeholders. 
    KEY AREAS OF ACCOUNTABILITY : 

    With regular support from the Child Poverty Technical Specialist and the Project coordinator, ensure full implementation of the DRR/Livelihoods Project activities to achieve project goals and objectives including monitoring relevant indicators, coordinating with the relevant actors at county level and facilitating meeting/workshops in in the target counties of Mandera/Turkana over the project period. 
    Prepare project briefs in consultation with programme coordinator and Child poverty technical specialist.
    Lead in the participatory vulnerability and capacity assessments based on the project activities using SCI standard tools.
    Mobilize and support the establishment of CMBDRR committees, village micro-savings and lending association and enhance link to formal structure and relevant county agencies.
    Plan and coordinate relevant trainings to target groups in community-based disaster risk management/VMSLA- establish and maintain transparent, functional relationships with target communities – Ensure daily activities at the field level follow implementation guidelines.
    Play a key role in integrating DRR and Livelihoods, for building the collaborative efforts towards the Resilient Communities Building in Project sites
    As required conduct regular monitoring and inspection visits to DRR/Livelihoods project implementation areas and provide technical assistance as needed or identifying areas of capacity development.
    Participate in project evaluations alongside MEAL and assist in the analysis of results.
    Prepare monthly, quarterly, annual and final narrative reports as per agreement. 
    Collect complaints and feedback during field activities and ensure that these are shared with MEAL officers for updating of the CFRM database
    Escalate complaints and feedback of a serious nature to Program Manager and field office child safeguarding focal point.

    QUALIFICATIONS   
    University degree in desplines related to Disaster Risk Reduction, agriculture, Economics Climate Change, Food security.   
    EXPERIENCE AND SKILLS

    At least three years of experience working in ASAL areas in NGO setting.
    Technical skills and experience in implementing resilience livelihoods and DRR programs in the ASAL areas
    Excellent oral and written communications in English (knowledge of Somali/Turkana language is an added advantage).
    Solid documented technical experience in the following areas: rural livelihood activity including agriculture, disaster risk reduction, income diversification, building resilience and poverty reduction.
    Experience working with multiple stakeholders including private sector development agencies, government agencies and social enterprise in sub-sector/s relevant to livelihood engagement e.g. microfinance

    Role Purpose:
    Save the Children’s programs gather evidence of our results in multiple systems and processes, using many different indicators. Across our program portfolio today we are not able to effectively analyze our results above the program level. We have prioritized building more consistency in how we measure and capture results of our programs. We are in progress of implementing new global tools to standardize how we capture and store data, including digital data collection (Kobo and CommCare) and managing program logframes data (PRIME). We will complement these new tools with improved business processes that allow us to measure results in a more consistent way when possible, so the data is usable to make decisions at scale.
    We have developed a list of prioritised global indicators. The role of the Indicators Specialist will be to manage the governance of this list, advocate for changes where required, and advise on its use. The role is essential to ensuring the Global Indicators are suitable for use across Save the Children, and will lead engagement with stakeholders (Technical Leadership Groups, Technical Working Groups, and Research & Evidence Advisors) to evolve and improve the Global Indicators list. In addition, the role will drive and oversee specific improvements to the Global Indicators, including advocating for changes based on quality criteria and country office user feedback. The role will also manage execution of changes, including managing translations, uploads to SCI IT systems, completion of relevant governance processes, and (where required) overseeing the work of external consultants to develop content for the Global Indicators list. Last, the role is essential to driving uptake of Global Indicators, and will lead the analysis and communication of use data for Global Indicators with senior leaders, including identifying and advocating for potential changes to the Global Indicators where required based on actual usage.

    Support in review of localization initiatives/projects to ensure they comply with donor requirements and SCI policies.

    ROLE PURPOSE:  
    Under the general guidance and direction of the Research and MEAL Specialist; the Monitoring and Evaluation (M&E) Assistant will work as part of the county M&E team responsible for program quality assurance, accountability, documentation and learning. S/he will be involved in day to day implementation of the M & E system sub-county level including data collection, collation, entry, analysis and use for decision-making.     Country Dimensions:   Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own.  Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO. In total, we employ around 250 staff in both countries and had an operating annual budget in 2019 of approximately US$13.5million.  Save the Children is currently a member of NAWIRI consortium (Kenya Development Food Security Activity: Program for Resilient Systems) which is led by Mercy Corps and is being implemented in Turkana and Samburu counties.
    KEY AREAS OF RESPONSIBILITIES:

    Manage information generated through MEAL activities, such as complaints databases, action tracker.
    Organize field visits to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings. 
    Support program staff to strengthen joint planning and monitoring with stakeholders. 
    Contribute to the quality of program design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan etc. 
    Ensure that the agreed action plans are followed in timely manner by program team and that the feedback loop is closed. 
    Share all information (monitoring reports, CFM databases, preliminary verification reports, case studies etc.) with the support of  Research and MEAL Specialist.
    Share MEAL findings & CFM issues in each monthly meeting 
    Support in roll-out  of USAID Nawiri monitoring and evaluation strategy and tools at the Sub County Level
    Collect program routine monitoring data and follow-up with the program team on data collection and reporting.
     Support roll-out and supervision of data collection through Annual Surveys, Post Distribution Monitoring (PDM) and Quality Inquiry Surveys.
    Timely entry of  monitoring data into mobile and  computer-based data collection systems and working with MIS officers to resolve data quality issues observed.
    Entry of IPTT data on PRIME.
    Support  Monitoring and Evaluation activities to ensure that program-based monitoring activities are being performed according to schedule.
    Support in conducting Quarterly data review meetings and Routine Data quality Assurance.
    Support and collaborate with the M&E Officer to provide timely reports and data summaries.
    Assist to maintaining a clear and transparent filing system at the Sub County level office.
    Support the process of testing and adopting relevant technologies for improving the efficiency of the program’s MEL function at the Sub-county level.

    QUALIFICATIONS:

    Must hold at least a diploma in Social Sciences, Public Health, Development Studies, or Population Studies, or relevant field (with coursework in M&E, research and evaluation methodologies, statistical analysis or organizational development) or similar field of study.     At least 1-3 years of program monitoring and evaluation experience ( Entry Level  Fresh Graduate)
    Certificate in Monitoring and Evaluation from UoN, AMREF or KIM will be an added advantage
    Proven experience of undertaking evaluations/research with outstanding skills in qualitative and quantitative research and data analysis using relevant software such as STATA or SPSS and ATLAS.

    Recruitment Support 

    Implementing all aspects of staff recruitment, as directed by the Head of Human Resources Admin, and IT. Supporting and participating in all recruitment processes, and ensure procedures is followed in a fair and transparent manner. 
    Support on organization-wide internal and external recruitment including, but not limited to, job ads, candidate identification, candidate screening, interviews, references, and background checks. 
    Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, incentives, start dates, and other pertinent details. 
    Work closely with the Senior HR/Admin Coordinator, HR Coordinator(Effort Reporting & HRIS) and assist with the new employee orientation and onboarding.

    Staff Welfare 

    Facilitate and administer staff medical insurance, ensuring employee insurance eligibility list is kept current. 
    Be the focal point person for identified benefits providers and liaise with them to address issues arising from the SC Staff medical & life insurance schemes. 
    Track contracts for medical insurance and other staff benefits contracts and inform the HHRA are due for renewal/expiry. 
    Work closely with Finance Department to ensure value-for-money services from benefits providers, including, but not limited to, ensuring credit notes are issued promptly, informing the HHRA and Finance Department of any anomalies/concerns in service provider reports.

    The Finance Director will oversee the Finance function and shared services with developing and implementing the financial strategy of Kenya & Madagascar Country Office. As a member of the Senior Management Team, the Finance Director will have overall responsibility for providing direction and coordination of the Country Office finance function. The Director in his/her capacity is responsible for managing the finance function of the Country Office by providing direction, supervision, capacity-building and evaluation of staff, in both emergency and development settings.     KEY AREAS OF ACCOUNTABILITY

    Leadership of the Kenya Country Office

    Planning and Budgeting

Highlight variances, provide analyses and recommend resolution or reallocation of resources.
    Work along with the Director of Program Operations and the Director of Program Development and Quality in developing plans to meet funding and programming needs. This includes diversification of funding resources
    Identify and effectively manage all key risks, especially financial, related to delivering the Country Office program. Develop mitigation plans at proposal stage

    Manage financial aspects of budget development for new proposals
    Ensure appropriate and adequate emergency finance and grants procedures are detailed in the Country Office Emergency Preparedness Plan in order to enable rapid scale up
    Ensure budget holders understand their responsibilities (e.g., through training)
    Ensure sub-offices receive adequate support to operate efficient accounting systems, including timely receipt of monthly budget variance analysis by budget holders, timely answers to queries and scheduling tasks and deadlines.
    Work with the SMT to design and implement a coherent organizational structure that is consistent with agency practices and appropriate to approved budget and program needs.

    Financial Accounting, Reporting, and Control

    Manage the Country Office financial systems and provide the SMT and all budget holders a monthly update on the budget variance analysis
    Ensure Country Office treasury operations are adequately managed
    Ensure with Program Operations that systems are in place for the control of all assets, funds, equipment, property, and facilities; submit timely financial reports to RO/HO and donors as required
    Ensure that effective systems are put in place, and regularly reviewed, to allow adequate financial management and control including:
    Manage annual accounts preparation;
    Manage the accounting and management information systems;
    Manage cash and cash flow; and control in particular gain/losses on currency exchange;
    Develop and implement financial procedures during emergency responses, including meeting all relevant responsibilities in the Rules and Principles for Emergency Response;
    Develop expenditure procedures, especially around procurement;
    Ensure documentation of all controls procedures and record retention as per the agency policies.
    Conduct finance training for staff in the field and partners as necessary;
    Ensure availability of funds for sub-offices and the Country Office
    Monitor accurate and timely submission of financial reports and attachments to members, donors and government regulatory agencies
    Ensure quarterly effort reporting is prepared with major variances discussed with RO and HO
    Coordinate submission of control reports, respond to findings and recommend solutions or action plans
    Lead and participate in the development of finance policies and procedures to be able to maintain a well-financially controlled environment in both development and emergency contexts
    Coordinate and assist Country Director during any internal or external audits
    Ensure monthly financial reviews (MFRs) are prepared, reviewed with SMT, and submitted to Regional / Home Office regularly.

    Budgets Management

    Supervise development of proposal budgets in collaboration with the proposal development team.
    Ensure all proposal budgets have full cost recovery of direct and indirect costs.
    Flag to the SMT about all the grants with less than full cost recovery.
    Monitor and support completion of financial reports for awards/contracts.
    Ensure proper accounting and closing of books upon receipt of completed reports and documents from various field offices

    Support to Madagascar Programme

    Government Relationships

    Under the direction of the Head of Awards, the Partnerships Specialist, the Awards Coordinator and the Awards Officer, the role will be responsible for supporting the team to adhere to all award management and partnership obligations internally within Save the Children and externally with donors.

    Create partner records in AMS and submit for legal vetting; maintain partner records so that inactive partner records are archived.
    Support in providing orientation to award and non-award staff that need to use AMS.
    Monitor award data quality in AMS and liaise with relevant award managers to improve it. Provide monthly data quality reports and analysis to AM team.
    Participate in the AMS champions’ network and share experience, tips, and best practices on usage of AMS. Identify trends of issues and report to the group.
    Build capacity of staff on AMS use.

    QUALIFICATIONS AND EXPERIENCE
