  • Member of Municipal Board

    Requirements for the Appointment as a Member of Municipal Board

    Holds at least a diploma from an institution recognized in Kenya;
    Has a distinguished career in a medium level management position in either the private or public sector;
    Holds at least five years’ post-qualification professional experience;
    Satisfies the requirements of Chapter Six of the Constitution;
    Is ordinarily resident or has a permanent dwelling in the Municipality; and
    Carries on business in the Municipality or has lived in the Municipality for at least five years

    The Board of the Municipality shall perform the following functions

    Oversee the affairs of the Municipality;
    Develop or adopt policies, plans, strategies and programme and set targets for service delivery;
    Formulate and implement an integrated development plan;
    Control, land sub-division, land development and zoning by public and private sectors for any purpose, including industry, commerce, markets, shopping and other employment centers, residential areas, recreational areas, parks, entertainment, passenger transport, agriculture, and freight and transit stations within the framework of the spatial and master plans for the Municipality as delegated by the County Government of Nyandarua;
    Promoting and undertaking infrastructural development and services within Municipality as delegated by the County Government of Nyandarua;
    Developing and managing schemes, including site development in collaboration with the relevant national and County legislation;
    Maintaining a comprehensive database and information system of the administration;
    Administering and regulating its internal affairs;
    Implementing applicable national and County legislation;
    Entering into contracts, partnerships or joint ventures as it may consider necessary for the discharge of its functions
    Monitoring and, where appropriate, regulating municipal services where those services are provided by service providers other than the Board of the Municipality;
    Preparing and submitting its annual budget estimates to the relevant County Treasury for consideration and submission to the County Assembly for approval as the part of the annual County Appropriation Bill;
    Collecting rates, taxes levies, duties, fees and surcharges on fees as delegated by the County Government of Nyandarua;
    Settling and implementing tariff, rates and tax and debt collection policies as delegated by the County Government of Nyandarua;
    Monitoring the impact and effectiveness of any services, policies, programs or plans;
    Establishing, implementing and monitoring performance management systems;
    Promoting a safe and healthy environment;
    Facilitating and regulating public transport;
    Performing such other functions as may be legislated or delegated by the County
    Government of Nyandarua or as provided by article 5 of the Charter.

    Be in possession of CPA Part I OR Diploma in Internal Auditing or CIA Part II from a recognized institution.

    Duties and Responsibilities

    Verifying periodical financial returns that are required to be submitted from time to time such as pending bills returns, expenditure returns, imprest returns and Appropriation – In -Aid Returns, staff returns and vehicles returns etc.
    Ensuring that Government Physical Assets, plant and equipment supplies, stores, e.t.c are appropriately recorded in the relevant register and are kept under safe custody;
    Ensuring that revenue, Appropriate-In-Aid(A-I-A) and other receipts due to the government are collected promptly, banked immediately and accounted for and where revenue collectable is not fixed ensure that pre-audit of the relevant documents is carried out.

    Duties and Responsibilities:

    Analyzing economic and trade data and reports;
    Disseminating business information;
    Facilitating trade promotion activities;
    Conducting surveys and mapping of various business activities;
    Sensitizing the business community on sources of credit available to Micro, Small and Medium Enterprises (MSMEs);
    Promoting entrepreneurial venture creation, growth, development and graduation Micro, Small and Medium Enterprises (MSMEs);
    Providing training, consultancy and extension services on trade issues;
    Monitoring and analysing price and supply trends of essential commodities in the domestic market;
    Administering the Nyandarua County Trade Fund and Joint Loan Board (JLB) Scheme;
    Providing information on government policies for trade promotion and development and managing business information and solution centres;
    Identify the business opportunities in the domestic market;
    Undertake research and carry out market intelligence for trade development;
    Monitor the impact of trade practices;
    Advise Development Committees on trade matters;
    Prepare periodic field reports and returns on trade activities;
    Promote public-private sector partnerships;
    Carrying out inspection of County Trade Fund and Joint Loan Board (JLB) activities and preparing reports;
    Mobilize the business community to participate in trade fairs and exhibitions;
    Prepare background papers and briefs on trade issues;
    Undertake intra and inter departmental liaison on trade matters for trade development; and
    Prepare the Development Plan chapter relating to domestic trade in the County Development Plan administration

    Requirement for Appointment

    At least Eight (8) years relevant experience
    Must be a serving officer in Nyandarua County Public Service
    Bachelor’s Degree in any of the following disciplines: – Commerce, Marketing, Business Administration, Business Management, Entrepreneurship, Economics, International Trade/Business/Relations, Project Management, Community Development or its equivalent from a recognized institution;
     A Masters degree in any of the above stated field of study ; and
    Demonstrated professional competencies and outstanding administrative and managerial capability in trade development services;
