    Job description
    The Senior Technical Advisor, (STA) provides management support and technical assistance for the design and implementation of interventions related to Global Health Security Agenda (GHSA) portfolio of MTaPS countries, specifically focusing on technical areas of infection prevention and control (IPC), water, sanitation, and hygiene (WASH), and antimicrobial stewardship (AMS). The STA provides support primarily to the portfolio manager and technical lead of GHSA/IPC/AMR portfolio, but also to the other senior technical staff assigned to specific activities to ensure that the work is of the highest quality. As required, the STA also works with other MTaPS portfolios and technical staff on opportunities, new and existing tools, and headquarters-based and country implementation programs related to strengthening pharmaceutical management systems.

    Technical Support (30%)

    Work closely with the GHSA/IPC/WASH/AMR technical lead and portfolio manager to help develop, review, implement, and monitor technical approaches and strategies for strengthening response to GHSA challenges specifically focusing on IPC, WASH, and AMS, and on improving pharmaceutical management systems to support these technical areas as related the MTaPS deliverables, reporting, knowledge management and learning.
    Provide technical assistance to support the design and implementation of core and country interventions to contain antimicrobial resistance by in improving IPC, WASH, and AMS practices as outlined in GHSA and USAID AMR strategy.
    As needed provide support to other MTaPS pharmaceutical systems strengthening and health elements portfolios in the development and implementation of strategies and work plans, technical activities and monitoring and reporting.
    Facilitate the planning, organization, and conduct of training courses and data collection/analysis covering AMR and pharmaceutical management technical areas for external audiences and MTaPS staff as required.
    Supervise technical staff as assigned.

    Coordination (20%)

    Coordinate with other project activities ensuring harmonization and collaboration with other aspects of the program in country.

    Capacity Building (20%)

    Participate in human resource capacity assessments in the pharmaceutical sector and collaborate internally and externally to develop country-specific capacity building material, strategies and roll out plans.
    Assist Department of Health (DoH) and National Programs to design and review, policies, standards, guidelines, procedures and other relevant materials,
    Participate in the planning and delivery of Pharmaceutical system strengthening programs aimed at building the capacity of department of health, national programs, drug regulatory authority, other pharmaceutical cadres and training institutions.
    Collaborate with stakeholders for the development, deployment and implementation of appropriate tools necessary to improve pharmaceutical management information systems and their appropriate use for decision making.

    Monitoring and Evaluation (20%)

    In coordination with the M&E team, support project for the establishment of mechanisms for collecting relevant data to their established indicators. Also participate in program review activities and provide adequate recommendations.
    Support Technical Advisors and other project staff in the adequate documentation and dissemination of program results and lessons learned including the development and submission of abstracts and articles to scientific journals and conferences.

    Performance Management (10%)

    Supervise assigned Technical Advisors ensuring the adequacy of their performance and their continuous professional development.

    Education:
    Graduate degree in a health-related field with specialized training and/or experience related to GHSA elements such as IPC, WASH and AMS; physician, nurse, pharmacist or other public health qualification preferred.

    MSI’s Development Outreach and Communications Services project, based in Nairobi, Kenya, supports and strengthens the USAID/Kenya East Africa (KEA) Development Outreach and Communications (DOC) activities by providing the Mission with anecdotal, qualitative and quantitative evidence of the effects of its projects on the lives of individual beneficiaries in Kenya, East Africa, and Somalia. Content produced will be used across a range of media and to communicate with various target audiences.
    Position Summary:The Communications Professional is responsible for the team’s overall achievement and quality assurance of deliverables. S/he works with the USAID DOC officer within the Strategic Planning and Analysis Office and leads MSI’s team of local and international communications specialists to implement develop communication and outreach strategies that raise awareness and understanding of USAID/KEA projects and more broadly aim to inspire positive attitudes toward U.S. Foreign Assistance. The purpose of the program is to enhance access to and utilization of quality family planning, reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services in the target areas. The position will be based in Kuresoi, Nakuru County.
    The Senior Technical Officer will oversee the strengthening of provider skills in newborn healthcare services by scaling up high impact interventions and reinforcing widely accepted standard care practices.
    S/he will also be responsible for guiding the scale-up of the use of ORS/zinc in the management of diarrhoea in private facilities as well as addressing inequities in immunization coverage through the Reaching Every Community (REC) approach. The officer will utilize the national Harmonized Competency Based Training Curriculum for Obstetrics and Neonatal Care to ensure appropriate care at various levels as well as a reinforced referral system through continuous trainings and training of trainers.
    Under the guidance of the Senior Technical Advisor, the officer will undertake the following activities;

    Utilizing distance learning approaches, conduct trainings to review standard new-born care practices including early breastfeeding initiation and lactation counseling.
    Introduce high-impact practices such as kangaroo mother care for preterm/low birth weight babies, chlorhexidine cord care, and neonatal resuscitation (Helping Babies Breathe). Additional topics will include compassionate and respectful counseling as well as injectable antibiotics for sepsis treatment.
    Train and mentor healthcare workers at high-volume health facilities in an exchange program to ensure providers have practical supervised experience in a setting with sufficient caseload to ensure diversity and depth of experience.
    Train trainers for the staff of private clinics and pharmacies to provide ORS/ZINC as part of their provided services.
    Promote data review of the various mentoring and quality improvement approaches to ensure continuous provision and quality improvement.
    Using tailored plans and Community Champions, among other approaches, collaborate with county authorities to design and implement a quality assurance strategy and to implement the Reaching Every Community (REC) approach to address inequities in immunization coverage.

    Health Systems Strengthening

    Commodity Management/Supply Chain

    In collaboration with the county health management teams, develop and implement programs to promote effective stewardship and technical leadership of supply chain management and commodity security initiatives
    Act as the project’s principal technical expert and the lead for ensuring quantification and pipeline monitoring of FP/RMNCAH commodities and other essential health products and technologies by the sub-county and county health management teams
    Oversee routine stock status monitoring, through production and dissemination of stock status reports, working closely with county departments of health and other national stakeholders
    Design and implement appropriate tools and approaches for strengthening systems for management and accountability of FP/RMNCAH commodities within Baringo and Nakuru counties as well as monitoring performance of selected indicators
    Plan, organize and conduct training courses covering supply chain and/or commodity management technical areas as required including collaboration with the other stakeholders to develop relevant training materials and in the implementation of capacity-building initiatives
    Assist the county departments of health to develop and implement interventions that ensure improved product quality and patient safety initiatives with a focus on FP/RMNCAH commodities.

    Cross-cutting

    HRH Management Senior Advisor

    The HRH Management Advisor will provide strategic direction and technical oversight for the planning and implementation of interventions and mechanisms required for effective management of HRH systems in the focus Counties and sub-counties. This will include: evidence-based human resource planning; development and management including recruitment, deployment, and retention; and health education and health workforce regulation. The Management Advisor is expected to strengthen human resource directorates in the focus Counties and provide training in HRM to selected staff so they can become effective HR managers. S/he will contribute to HRM program learning and research.
    S/he is responsible for achieving required project results through effective project planning and management, technical assistance, administration and oversight, monitoring and evaluation. S/he ensures a comprehensive approach to workforce capacity development and provides programmatic leadership to ensure seamless planning, implementation of activities, and technical support, in close collaboration with USAID funded HRH Kenya Project.
    The ideal candidate will have technical expertise and prior experience in HRH program implementation, and more specifically HRM, and experience networking with Ministry of Health and other key stakeholders. Previous USAID experience is a plus.
    Specific Responsibilities
    Planning and project development, implementation and delivery of technical results:

    Conduct HRH assessments and employee satisfaction surveys.
    Strengthen the staff training needs assessment system, enhancing staff management and leadership development and strengthening the link to external pre-service training.
    Design and implement long- and short-term retention schemes that are relevant to the Nakuru and Baringo County contexts, including strategies specifically focused on retention of health workers in hard-to-staff sub-counties.
    Support the overall change management process related to improving HRH management in the context of devolution.
    Strengthen HRH coordination forums.
    Develop leadership and management skills of frontline health workers and managers based on MSH’s Leadership Development Program (LDP) to improve service delivery.
    Ensure the alignment of daily HRH activities with project goals, approved workplans and standards for high quality, within-budget, and on-time product delivery.
    Contribute to the development and on-going use of a project monitoring and evaluation plan, including indicators linked to results that meet all MSH and USAID reporting requirements.

    Proposal Summary:
    MSI’s Development Outreach and Communications Services project, based in Nairobi, Kenya, supports and strengthens the USAID/Kenya East Africa (KEA) Development Outreach and Communications (DOC) activities by providing the Mission with anecdotal, qualitative and quantitative evidence of the effects of its projects on the lives of individual beneficiaries in Kenya, East Africa, and Somalia. Content produced will be used across a range of media and to communicate with various target audiences.
    Position Summary:The Communications Professional is responsible for the team’s overall achievement and quality assurance of deliverables. S/he works with the USAID DOC officer within the Strategic Planning and Analysis Office and leads MSI’s team of local and international communications specialists to implement develop communication and outreach strategies that raise awareness and understanding of USAID/KEA projects and more broadly aim to inspire positive attitudes toward U.S. Foreign Assistance. This is a five-year program with an anticipated start in September 2018.
    The Communications Professional will lead the following activities:

    Communication strategy co-development and quarterly plan of action;
    Design and production of 2017 annual calendar highlighting topline results;
    Production of brochures, reports, fact sheets, PowerPoints;
    Production of bi-monthly e-bulletins;
    Communication coordination and training meetings with implementing partners;
    Social media content, toolkits and analytics;
    Media monitoring;
    Preparing for and covering events;
    Gathering content from projects;
    Blog, photographic and video content for USAID platforms;
    Monitoring and Evaluation; and
    Ad hoc requests as requested by USAID/KEA.
    Team and client-relationship management

    Qualifications:

    A Master’s Degree in Communications or a related field of study (or Bachelor’s Degree in a relevant field with an additional 6 years of relevant experience)
    At least 4 years of related public relations, public outreach or Communications for Development experience.
    Demonstrated experience: producing written products such as articles, reports, fact sheets, proposals, speeches, success stories, press releases, web site content, Facebook, Twitter and YouTube content; planning and managing VIP and other site visits; coordinating press engagement.
    Demonstrated experience managing a team and serving in a client-relationship managerial role.
    Excellent computer skills in Microsoft Office Suite are required. Proficiency in Adobe InDesign and Photoshop are desired.
    Native-level English written and oral skills required.

    Job description
    MSH seeks to recruit a highly-motivated and result-oriented Senior Technical Officer, Child and Newborn Health Senior Specialist for a five-year program (2016-2021), implemented in selected sub-counties in Baringo and Nakuru Counties. The purpose of the program is to enhance access to and utilization of quality family planning, reproductive, maternal, newborn, child, and adolescent health (RMNCAH) services in the target areas. The position will be based in Kuresoi, Nakuru County.
    The Senior Technical Officer will oversee the strengthening of provider skills in newborn healthcare services by scaling up high impact interventions and reinforcing widely accepted standard care practices.
    S/he will also be responsible for guiding the scale-up of the use of ORS/zinc in the management of diarrhoea in private facilities as well as addressing inequities in immunization coverage through the Reaching Every Community (REC) approach. The officer will utilize the national Harmonized Competency Based Training Curriculum for Obstetrics and Neonatal Care to ensure appropriate care at various levels as well as a reinforced referral system through continuous trainings and training of trainers.
    Under the guidance of the Senior Technical Advisor, the officer will undertake the following activities;

    Utilizing distance learning approaches, conduct trainings to review standard new-born care practices including early breastfeeding initiation and lactation counseling.
    Introduce high-impact practices such as kangaroo mother care for preterm/low birth weight babies, chlorhexidine cord care, and neonatal resuscitation (Helping Babies Breathe). Additional topics will include compassionate and respectful counseling as well as injectable antibiotics for sepsis treatment.
    Train and mentor healthcare workers at high-volume health facilities in an exchange program to ensure providers have practical supervised experience in a setting with sufficient caseload to ensure diversity and depth of experience.
    Train trainers for the staff of private clinics and pharmacies to provide ORS/ZINC as part of their provided services.
    Promote data review of the various mentoring and quality improvement approaches to ensure continuous provision and quality improvement.
    Using tailored plans and Community Champions, among other approaches, collaborate with county authorities to design and implement a quality assurance strategy and to implement the Reaching Every Community (REC) approach to address inequities in immunization coverage.

    The ideal candidate should have a minimum of Bachelor’s degree in public health or other related field with atleast 5 years demonstrated experience implementing new born and child healthcare interventions.
    The candidate should have proven experience training healthcare workers in high volume settings. S/he should have strong written and oral presentation skills. In addition, s/he should have strong interpersonal, verbal and written communications, teamwork and partnering abilities.
    Willingness to relocate to Kuresoi and to travel within Kenya required.
