    The Senior Technical Advisor (STA) is the project technical lead. The position reports to the Country Project Director (CPD). In close coordination with the CPD, the STA will-

    Provide technical leadership for the project’s financing and governance activities.
    Lead annual workplan development, particularly focusing on the technical strategies and approaches to ensure sustainable interventions
    Manage the implementation of HS4TB Kenya technical activities ensuring that they:

    Ensure timely support to TB National and County Technical working Groups, Steering Committee meetings, and technical consultations as and when required

    Work closely with the local M&E Specialist and Global MEL team to support indicator development, tracking and their timely reporting to USAID
    Develop quarterly, annual progress as well as ad-hoc reports in line with Mission requirements and HS4TB reporting to assure the timely and quality production of program deliverables.
    Lead or participate in key assessments, gap analysis and intervention design in collaboration with key TB financing stakeholders
    Perform other duties as assigned by Country Project Director and HQ based Portfolio manager

    Required Minimum Education

    Masters’ degree in health policy and finance, health economics, health systems, public health or a related field is preferred.

    Experience
    Required:

    Seven (7) years’ experience or more in leading teams and/or managing projects with a health financing focus
    At least 5 years’ experience working with the county governments, Ministry of Health or other government ministries on financing and governance of health programs required

    Preferred:

    Experience in working with USAID-funded projects strongly preferred
    Experience with public health programs supported by bilateral agencies, such as USAID, and international agencies, such as WHO and World Bank, preferred

    Key Tasks and Responsibilities

     Coordinate with the administrative coordinator to ensure that all contracted vendors have current and up to date agreements reflective of agreed service periods, price listings and expectations.

     Hands-on experience QuickBooks and/or a similar accounting system would be considered an asset.

    OVERALL RESPONSIBILITIES
    This position will be responsible for the REACH program’s malaria in pregnancy activities across the specific region of operation and will work with the guidance and support of the Senior Malaria Technical Advisor.
    SPECIFIC ACCOUNTABILITY

    Provide technical support and oversight for the project’s malaria in pregnancy activities and ensure the efficient implementation and timely reporting of these project activities to regional and country-specific donors, MSH headquarters and the project team.
    Coordinate project liaison and collaboration with partners, donors, various USAID country missions, clients, and stakeholders, including MSH headquarters. Maintain a USAID/REACH partnership that engenders trust and respect and build USAID’s confidence in MSH’s ability to get the job done.

    An advanced degree at the Master’s level or above in social science, public health, or other appropriate area is required.
    At least 10 years of professional experience working on malaria control or public health programs, with at least 5 years of technical leadership designing and implementing malaria-related or public health service delivery activities in collaboration with developing countries.
    Respected and recognized leadership in the malaria or malaria in pregnancy sectors.
    Technical expertise in prevention and management of malaria in pregnancy.
    Understanding of current key WHO, Roll Back Malaria Partnership, the President’s Malaria Initiative, and Global Fund to Fight AIDS, Tuberculosis and Malaria issues essential.
    Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, host country officials including National Malaria Control Program and MoH Reproductive Health technical and management leaders, NGOs, private sector groups, USAID, and other donor organizations.

    Support establishment of Infection Prevention and Control (IPC) governance structures in focus counties- S/he works closely with other MTaPS team members to support establishment of Infection Prevention and Control (IPC) governance structures in focus counties and development of related work plans Develop guidelines, SOPs and standards for IPC and HCWM during COVID-19 emergency- S/he will work with the MOH at national level, counties, health facilities and other technical departments of the MoH to develop, adapt or revise supporting documents to enhance facility level readiness Coordinate training on infection prevention and control and healthcare waste management within the context of COVID-19 in selected counties and health facilities- In collaboration with other technical experts on IPC, provide technical assistance to the MoH and the pool of national/county trainers to train health workers at designated counties/health facilities (public and private), likely to receive patients infected with COVID-19 and to strengthen the overall IPC and HCWM competencies and emergency management preparedness Monitor compliance with good waste management and IPC practices & requirements in selected counties and health facilities
    Qualification & Job Requirements

    The ideal candidate should have a Bachelor of Medicine(MD), Infectious disease, Virology, Laboratory sciences or senior nursing expertise with understanding of mode of infection transmission and prevention.Degree, diploma or certification in field epidemiology, disease control, global health or any related field.At least 5 year experience working in healthcare, field epidemiology or emergency management at Senior Level. Certification in emergency management is an added advantage.
    S/he should have knowledge and understanding of the dynamics around COVID-19 emergency response.Demonstrated past experience in emergency management and supporting national level coordination.S/he should have a good mastery of the Kenyan health system, working with counties and health facilities.
    In addition, s/he should be proficient in relevant computer applications which includes word processing, databases, spreadsheets, and presentations (Microsoft Office applications preferred. The successful candidate needs to be a strong team player with excellent communication and interpersonal skills. S/he should work with minimal supervision with ability to work independently and in a team.

    Project Summary
    USAID Central Africa Regional Third-party Monitoring (CART) project will establish independent, impartial, timely, responsive, contextualized, and forward-looking third-party monitoring (TPM) and operational support services. CART will provide a comprehensive range of verification and outcome monitoring and learning services that will increase USAID BHA’s and its implementing partners’ (IP) understanding of the outputs, outcomes, progress, challenges, successes, results, and lessons learned for both emergency and non-emergency activities within Central African Republic (CAR), Democratic Republic of the Congo (DRC), and Republic of Congo (ROC). This project seeks to improve BHA’s capability to utilize humanitarian assistance resources to ameliorate the drivers of poverty and malnutrition characterized by complex emergencies within the region.

    Position Summary
    This Security Officer is responsible for overseeing security management and mitigation functions that support effective program implementation in complex locations. Specifically, the Security Officer (SO) ensures provision of real-time security monitoring and analysis for informing program strategy and for updating and rolling-out policies and procedures with program team members. The SO, with support from the Procurement & Logistics Manager, also provides key input on remote management strategies and contingency plans together with the procurement team and partners, which keep program field teams safe and secure while also ensuring continuity of implementation. This position will be based in either Kinshasa or Goma, DRC.
    Responsibilities

    Monitor and analyze security conditions in the country in general, continually, and more specifically in the areas where the project works, via local media, security reports, and information collected from field-based staff and local partners.
    Help assess security risks that may impact staff movements and safety in different parts of the country and communicate them in a timely manner to ensure timely decision-making and up-to-date situational awareness.
    Support and participate in the field third party monitoring data collection site visits conducted in the project intervention areas.
    Communicate safety and security developments and analysis to staff on a regular basis.
    Ensure the continued relevance and consistent implementation of Standard Operating Procedures related to the health, safety, and security of the field-based staff.
    Recommend changes to security or logistics procedures in conjunction with the Chief of Party (COP) and the Headquarters (HQ) Security Manager, when appropriate.
    Ensure a constant update of the emergency contact list and the issuance of badges on time.
    Evaluate, review, and update the lock down, hibernation and evacuation plan for MSI in DRC and ensure that the practical preparations are in place and known to all staff involved and in coordination with security service provider.
    Follow up on actions to be taken to ensure compliance with safety and security standards.
    Serve as the project’s Security Focal Point (SFP) and provide regular updates and trainings to project staff on basic security topics such as fire safety, communications, etc.
    Serve as SFP with security service provider in regards visitors’ entry, workplace health, and safety and security protocols.
    Ensure drill and trainings required by MSI security policy are completed on schedule.
    Issue regular security and safety updates to project staff, and coordinate emergency messaging in the event of a crisis in accordance with the phone tree and security manual.
    Create an information network in the project operational areas.
    Build strong professional relationships with UN agencies, INGOs, local authorities, other operators, locally and internationally, and other relevant actors.
    Participate in regular security coordination meetings and stay aware of current security problems.

    Qualifications

    Bachelors’ degree in social science, information technology, communications, development studies or another relevant field required.
    Minimum of five years of experience developing and overseeing security strategies, supporting field program implementation and procedures for different kinds of teams with donor-funded programs or the private sector in complex contexts in DRC.
    Proactive, systematic and highly organized, able to responsibly ensure team safety and security, even while under pressure.
    Strong communication skills as well as: a) proactive problem-solving abilities independently and with teams, b) a strong service orientation, and c) inter-personal skills, self-awareness, and emotional intelligence.
    Ability to advise and support staff in a consultative manner.
    Must be reliable, flexible, and able to adapt to abrupt changes on short notice.
    Fluency in French required, advanced level English preferred.
