    Expected Results
    The selected consultant/firm will be expected to deliver on the scope of work below:

    Inception report outlining the detailed approach and methodology to this assignment, problem analysis, local project partners, and target groups.
    Evidence Generation: The consultant will conduct fieldwork to the program areas in Marsabit and Borena woreda to collect evidence and raw data on feasibility of the proposed One Health project.
    Providing a detailed report on the feasibility of the one health concept from analysis of the raw data
    Present summary findings on the One Health Concept to the MI, PACIDA, and other stakeholders before final report for feedback.
    Submit the final report, and final cleaned data set.

    Timeframe and deliverable

    Key Competence

    The consultant/firm should have at least 5 years in designing in Human, livestock and environmental health projects in arid and Semi-Arid areas of Kenya and Ethiopia. A Masters or doctoral-level qualification in Public Health/Veterinary Medicine Development Studies or Social Science preferred with a sound technical knowledge of Human, Animal and Environmental health.

    The German Ministry for Economic Cooperation and Development through MI in partnership with the Ministry of Health (MOH) and Emergency Medical Services (EMS) stakeholders is implementing the Upesi Health Project which seeks to improve emergency medical care with focus on pre-hospital care through promotion of appropriate legislation, enhanced private public partnership, standardized training curriculum, accreditation ,improved coordination of relevant actors and strengthening of systems and associations within Nairobi Metropolitan Services (NMS) emergency services providers.
    Project objective: Contribute to a decrease in direct and premature mortality and invalidity due to preventable medical emergencies by improved EMS in Kenya.
    Outcome 1: Contribution to the development and implementation of appropriate legislation and binding framework for regulation of EMS in Kenya

    Purpose
    The purpose of this consultancy is to conduct an organizational capacity assessment for KCEMT to identify areas for organizational improvement to achieve sustainable results and thereafter facilitate organization development and system strengthening training. The expected results should be well defined because it determines the purpose and direction of the capacity building effort.
    Objectives
    The selected consultant/firm will be expected to deliver on the objectives below:

    Understand the gaps in the organization effectiveness and come up with a Capacity Building Action Plans (CBP) to enhance participants knowledge. This will involve identifying capacity that is already in place to determine opportunities and constraints to the achievement of clearly identified results. A CBP will be developed based on findings from the assessment.
    Understanding and appreciation of Organizational Development and system strengthening as a capacity building strategy for the organization.
    Enhance KCEMT understanding of key elements of an effective and sustainable organization.
    Build commitment to effective management of the organization for greater impact.

    Methodology of the Assignment
    The assignment should be participatory and consultative. The consultant should conduct the needs assessment using a methodology developed in partnership with the KCEMT. The assessment should be built around self-assessment processes as well as broad consultation to help validate, expand, and improve the range of information collected. The capacity assessment framework should recognize the multiple dimensions of capacity in relation to each other as well as to the expected results by including organizational capacity (governance, structures, processes, etc.) as well as the broader context and environment within which the organization functions.

    In conjunction with various donors, sectors, academia, other stakeholders & partners, and the Ministry of Health (MOH), Malteser International implements several health-related projects in Kenya. The main objective is to intensify and scale-up Innovative Health initiatives by contributing to reduction of direct and premature mortality and disability due to medical emergencies through improved pre- and early clinical emergency care (SDG 3) in Kenya.

    In support of our work in Nairobi, Kenya, Malteser International is looking for a experienced Project Manager (m/f/d) – National Position.
     
    As Program Manager of the German Government (BMZ) funded project Sozial Struktur Fond (SSF), you will be responsible for the overall implementation and coordination of the project and all activities related, including M&E, reporting, liaison with all key stakeholders at macro to micro level, planning & facilitation of workshops, etc. You will be also responsible for supporting the Department of Emergency Medical Services of the Ministry of Health in the development and implementation of appropriate legislation for regulation of Emergency Medical Services (EMS). Supporting promotion within the human resource development including regulation of EMS training to address the shortage and inequity of skilled emergency medical care personnel, as well as the improvement and functionality of the pre-hospital care system will be part of this position.

    This position is a connection between the German initiatives and the local partner structure and acts as a constant contact point for all stakeholders in order to harmonize the implementation and to increase public awareness of the initiative. In addition, continuous monitoring and reporting needs to be provided.

    Responsibilities:

    Plan and coordinate the successful and timely implementation of the project activities in Kenya
    Coordinate all activities with core partners and other stakeholders in collaboration with the National Division of Emergency and Disaster Risk Management
    Establish a Kenya EMS Ecosystem Map and keep this map up to date
    Inform the program about the latest developments and activities in the EMS development field in Kenya
    Monitor and evaluate regular project progress on goals, objectives, and results with attention to core and wider stakeholders and process management
    Assure regular reporting for Malteser International, donors, stakeholder, and authorities
    Ensure qualitative development in health sector for emergency medical treatment
    Represent the MI projects at local authorities, partners, NGOs, and donors on BMZ SSF project in Kenya
    Participate and play an active role in coordination meetings, workshops, and stakeholder meetings
    Contribute to the development of local strategies concerning emergency health professionals and ensure linkage to the MI, other main stakeholder’s country strategies and Kenya’s Vision 2030
    Work on lessons learned, best practices and possibilities to expand the project scope to ensure sustainability 
    Bridge gaps and laisse with other strategic national and international alliances, especially from German sectors
    Support the health sector related projects as required
    Networking with stakeholders (MoH, County, Sub-County, partners, donors, etc.)
    Organize and monitor regular project development including site visits to ensure continued progress

    Qualifications:

    Graduate degree in public health or a related field
    At least seven years hands-on project experience in public health, advocacy, management, and coordination of stakeholders and teams
    Experience in facilitating multi-stakeholder processes under emergency and disaster preparedness
    Extensive knowledge of Emergency Medical Training or Emergency Medical Services or Emergency Medical Care
    Experience / exposure to Health Policy Development
    Track record of managing grants, projects, and programmatic activities
    Track record of collaborative and integrative project development and reporting
    Demonstrated cooperative approach, including experience in working with Government officials and Ministries on National and County level, private sector, and academia
    Good negotiation skills, patience, diplomacy and tact
    Ability to prioritize work according to importance and deadlines while meeting work demands
    Possesses initiative and is able to work with minimum supervision
    Ability to work with diverse individuals and groups with demonstrated ability to facilitate workshops, manage teams and support others in their work
    Strong familiarity with MoH and MoE setup

    JOB SUMMARY & PURPOSE:
    The Finance Manager (FM) is responsible for all aspects of accounting and financial reporting, cash management, controllership and the budgeting functions of the Country Office. The FM provides training and coaching to Country Office finance staff as they assume more responsibilities. The FM ensures that projects and programs receive quality financial services required in a timely manner. The FM ensures that financial systems are in place and that senior managers enforce compliance with these systems and that financial risks are mitigated.
    The FM is overall responsible and accountable for the day to day financial operations, implementation, monitoring and developing financial policies at CARE International in Kenya. The FM is responsible for the finance department planning, staff management and supervision. The FM is responsible for the Country Office budget compilation and monitoring, auditing and is the CARE Canada/CARE International liaison on financial matters. The FM provides technical assistance, standardization and quality control to sub-offices and direct support to Sector and Project Managers for national projects.

    Responsible for the overall Country Office financial policy development, monitoring and evaluation.

    Develop and implement CARE International in Kenya financial policies and procedures in compliance with donor rules and regulation, accounting principles and in liaison with CARE Canada and CARE International standards.
    Monitor the implementation of financial policies in CARE International in Kenya, evaluate and review CARE International in Kenya financial policies and procedures
    Ensures Country Office compliance with CARE’s accounting policy vis-à-vis fund accounting in line with CARE’s financial manual and generally accepted accounting principles.

    Respond on all financial correspondence from CARE Canada and CARE International members and other CARE missions.
    Oversee the Country Office’s bank liaisons.
    Financial liaison with Government of Kenya and negotiate on financial compliance requirements.

    Monitor cash flow and ensure adequate cash flow to meet the Country Office’s financial obligations.

    Provides overall management of the Finance staff to ensure that projects are provided with timely financial services to enable their optimum and most efficient utilization.
    Supervise the Dadaab Sub Office Finance & Administration Manager, Budgets & Grants Coordinator, Finance Officers at the Head Office and the Sub Offices.
    Provide direction in the process of planning (including budgets) and prioritization of activities for the finance department.
    Conduct Annual and mid-year appraisals for Finance Department Staff identifying competent performers in order to build up their capacities to take on higher positions for their career growth.

The main objective is to intensify and scale-up Innovative Health initiatives by contributing to reduction of direct and premature mortality and disability due to medical emergencies through improved pre- and early clinical emergency care (SDG 3) in Kenya.

    To support our team in Nairobi, Kenya, Malteser International is looking for a motivated Project Manager (m/f/d) – National position.

    The Program Manager (m/f/d) is responsible for the overall implementation and coordination of the project and all activities related to it, including M&E, reporting, liaison with all key stakeholders at macro to micro level, planning & facilitation of workshops, etc. Positioned in Nairobi, the Program Manager MI is responsible for supporting the Department of Emergency Medical Services of the Ministry of Health in the development and implementation of appropriate legislation for regulation of Emergency Medical Services (EMS), support promotion of human resource development including regulation of EMS training to address the shortage and inequity of skilled emergency medical care personnel established as well as the improvement and functionality of the pre-hospital care system.

    Responsibilities

    The Program Manager acts as connection between the German initiatives and the local partner structure. The position acts as a constant contact point for all stakeholders in order to harmonize the implementation and to increase public awareness of the initiative. In addition, continuous monitoring and reporting pof the German Government financed project (BMZ SSF) will be guaranteed by this position.

    Plan and coordinate the successful and timely implementation of the project activities in the BMZ SSF project in Kenya
