    Job Summary

    Duties and responsibilities at this level will entail     :- Developing and reviewing institutional  development  policies,  plans   and  strategies;   spearheading  the establishment of income generating  programs and projects in collaboration with stakeholders; collaborating in areas of research work, professional development, uptake of new technology and resource mobilization in liaison with institutions of higher learning; facilitating partnerships promotions and soliciting funding from donor communities, educational institutions, business entities, foundations, alumni association and governments agencies; overseeing development of proposals for income generating projects; managing activities of College alumni programmes; organizing marketing of medical training  programmes in liaison with Corporate Communications office; facilitating funding of capital projects through public private partnership; and coordinating implementation of College income generating projects to enhance revenue generation.

    Professional qualifications and experience

    For appointment to this grade, a candidate must have:

    Served in the grade of Deputy Manager, Resource mobilization or in a relevant and comparable position in the Public Service or Private Sector Organization for a minimum period of ten (10) years with at least five (5) years” experience in a management capacity;
    Bachelors degree in any Social Sciences from a recognized institution:
    Masters degree in any Social Sciences from a recognized institution;
    Leadership course lasting not less than four (4) weeks work from a recognized institution;
    Proficiency in Computer Applications;
    Demonstrated merit and ability as reflected in performance and results.
    Fulfilled the requirements of Chapter Six of the Constitution; and

    Job Summary
    For appointment to this grade, an officer must:

    Have a Bachelor of Commerce (Accounting OR Finance option), Business Administration (Accounting option) or its equivalent from a recognized institution;
    Have served in the grade of Principal Internal Auditor Grade KMTC 4 or in a comparable position or relevant position in the Public Service or in a reputable private sector organization for a minimum period of ten years (10) years with three years’ experience in a management capacity;
    Have a Masters degree in Business Administration I Masters of Science in Auditing and

    OR

    Have Part II of the Certified Public Accountants Examination or Certified Internal Auditor (CIA) IV
    Have a attended a leadership Course lasting not less than four (4) weeks from a
    Fulfill the requirements of Chapter Six of the Constitution;
    Have been registered by the Institute of Internal Auditors {IIA) or Institute of Certified Public Accountants of Kenya (ICPAK); and
    Be proficient in Computer Applications.
    Have demonstrated administrative capabilities and a high degree of competence in planning, conducting and supervising financial and management audits as well as running a Unit effectively.

    Responsibilities
    This will be the head of the Unit and will be responsible to the CEO for the Internal Audit functions. Duties and responsibilities at this level will entail: advising the Board on commitments entered into without budgetary provisions and adequate funds; carrying out investigations on irregularities identified; and reporting any wastage of College funds resulting from irregular decisions and general misappropriation of financial resources and College property. ln addition the officer will be required to asses training needs for Internal Auditors and review audit guidelines and systems.

    Be responsible for the day-to-day operations of the College.
    Provide leadership to senior management and staff.
    Prepare the annual budgets and establishing proper internal controls.
    Be responsible for the execution and communication of the Board’s strategies, decisions and policies.
    Developing and recommending to the board of directors the annual business plans for the College.
    Ensure that the College mandate, board polices and resolutions are implemented fully and effectively.
    Lead teams to high performance and innovations.
    Ensure prudent management of resources for the achievement of the College mandate and strategic objectives.
    Initiate, establish and strengthen inter-institutional collaborations and strategic partnerships for the realization of College mandate.
    Ensure that all Board papers are accurately written, are relevant and are availed to the Board of directors in good time.
    Ensure that staff remain motivated to discharge their responsibilities effectively and efficiently and in compliance with college statutes.
    Establish and sustain effective relationship with the board of directors, and other stakeholders.
    Being responsible for the achievement of the objectives of the college.
    Providing regular, thorough and prompt communication to the board of directors on key technical, financial and administrative matters.
    Be responsible for stakeholder management and the enhancement of the corporate image of the College.

    Requirements
    For appointment to this grade, a candidate must;

    Hold at least a postgraduate masters or doctorate qualification from a recognized university/institution.
    Have at least ten years knowledge and experience in the relevant field.
    Have served in senior management position for a period of at least five (5) years in a reputable organization.
    Have excellent interpersonal and communication skills.
    Have knowledge and experience in project reviews, monitoring and evaluation.
    Have knowledge in higher learning institutions with versed network and experience in training and programs.
    Have Evidence of involvement in Research, Consultancy and results based performance.
    Demonstrate compliance to chapter six of the Constitution of Kenya 2010, and National values and principles of public service.
    Have undergone Strategic Leadership, Management and Development Program/course.

    In addition, a candidate will be required to submit copies of membership association, certificates of clearance from Kenya Revenue Authority (KRA), Ethics and Anticorruption Commission (EACC), Higher Education Loans Board (HELB), and Credit Reference Bureau (CRB) and provide certificate of good conduct from Directorate of Criminal investigations (DCI)
