    Purpose of the Consultancy

    The main objective of this assignment is to conduct a context and gender gap analysis identifying needs, constraints and opportunities for women and men in the target areas as to affect future programming.

    The consultancy therefore shall:

    Conduct a systematic review and in-depth analysis of previous gender gap analysis reports produced by different actors.
    Review existing laws, policies and national action plans on gender equality and how they have or are expected to contribute to Government and non-government led gender programming, in the targeted areas.
    Conduct focus groups and key informant interviews to further explore factors and vulnerabilities which facilitate or hinder gender roles, decision making, access and control to services and resources and how gender impacts opportunities.
    Undertake stakeholder analysis of different actors undertaking gender programming and document lessons learnt in the 6 target areas.
    Provide operational recommendations for strengthening JIA programming and provide key elements of a gender strategy for the Kenya country office.
    Develop a monitoring plan for key gender indicators for each of JIA’s strategic objectives (thematic areas).
    Create a gender and power analysis tool for JIA.
    Draft and deliver the final version of the gender gap analysis report.
    Deliver a power point presentation for the JIA team on the findings as part of the final reporting process.
    Timeframe of the Consultancy

    Expected Project duration: 35 days

    Scope of Work

    Under the supervision of the Johanniter International Assistance Programme Manager, the consultant will conduct secondary data review and primary data collection using a variety of methodologies including FGDs and KIIs with key stakeholders. He/she will be responsible for carrying out the following functions and tasks;

    Use key recent statistics and provide a technical interpretation on the situation of women and girls, men and boys – to provide a clear baseline for future measurement relevant to Johanniter’s 3 programmatic strategic objectives: Health, Livelihoods and Emergency Preparedness and Response;
    A clear and coherent analysis of national and county legal and policy frameworks on gender issues;
    Provide a clear breakdown of the key barriers to achieving gender equality (including social norms, legislative, institutional capacity, political will etc.);
    A mapping of actors (including county and national level advocacy networks) with the mandate and capacity to advocate for gender equality (NGOs, donors, International Organisations, International Financial Institutions, line ministries, gender equality national structure, etc.);
    A mapping of knowledge / information gaps (e.g. sex-age disaggregated statistical information);
    Recommend clear and tangible suggestions for addressing gender inequalities in the areas of JIA programming;
    The final document/report should not be more than 55 pages.
    Expected Output and Deliverables
    Inception Report

    The Inception Report must outline the approach to be taken for the context and gender gap analysis including the methodology to be used for data collection and the outline of the final report. Maximum of 20 pages.

    Final Report

    The final output will be an analytical and operative report based on qualitative and quantitative secondary data review and including information gathered during the field research. The report should contain (but not be limited to) the following sections:

    The methodology should be clearly elucidated showcasing the methodologies used in gathering and analysing information leading to the development of the final report.

    Context Analysis

    This section will provide an overview of the current country and county situation from a gender perspective, including all references. The analysis will be presented in a format that identifies gender inequalities he and will consider the various interrelated causal factors, highlighting trends and forces factors which contribute to g gender inequalities.

    The Consultant should provide an overview and analysis of gender inequalities explaining the situation of men and women, girls and boys, according to the following areas:

    Legal and Human Rights framework (at regional, national or local level)

    Protection and full enjoyment of all human rights by women, girls, men and boys in the country (i.e. inheritance, land tenure, status, marriage, labour laws, violence – especially violence against women and girls, traditional vs. civil law, etc.).

    Policy framework

    Formulation and design of national gender equality policies including their effective level of implementation as well incorporation of gender mainstreaming tenets across board.

    Political setting

    Process of transformation, participation and access to power, representation and participation in provincial and national parliaments, local government, safety and security, etc.

    Overall economic situation

    Economic policies and reforms, public expenditures (i.e. Gender Responsive Public Services), social sector spending, public investment, welfare subsidies, employment and labour in both the formal and informal sector, etc.

    Socio-economic situation

    Poverty situation, income distribution, demographic situation, provision and access to services and resources through the whole life cycle (i.e. health – including sexual and reproductive health, education, livelihood systems, disability) etc.

    Socio-cultural context

    Ethnic and tribal groups, family structure (focusing on female-headed households), children (focusing on girls), youth, migrant labour (refugee situation in Turkana), food security, housing and urban development, livelihood systems, traditional laws etc. Ethnic/tribal discrepancies of particular importance should be considered.

    Existing gaps in the legal and policy frameworks as well as the conduct and practise in relation to gender equality. This section should also detail proposed recommendations to remedy the identified gaps.
    Government, gender focused agencies (particularly women’s organisations), international community and private sector response.
    Relevant actions taken and planned by key actors to address the issues previously identified.

    Under each section above, the Consultant shall provide information and analysis of what is currently being undertaken for promotion of gender equality in the country and in the specific counties, the shortcomings and main challenges to be addressed.

    Recommendations

    In this section, the consultant will provide recommendations to contribute to gender programming in existing and future JIA programmes and overall strategy.

    Power point presentation

    The PowerPoint presentation should highlight key findings and recommendations from the assessment.

    Johanniter International Assistance (JIA) Responsibilities

    The JIA Programme Manager and Johanniter’s implementing partners will provide the consultant with the available internal documents such as the JIA strategy, relevant data, project reports, etc.
    JIA and its implementing partners will provide contacts for the relevant Ministry Departments in Turkana, Isiolo, Wajir and Mandera Counties if needed.
    JIA will provide the necessary logistical support required for this assignment i.e., vehicle hire, accommodation, meals etc.

    Minimum Qualifications

    ESSENTIAL: A Bachelors’ degree in gender studies, social sciences or development studies.
    ESSENTIAL: Over 10 years of work experience in undertaking gender assessments and implementing gender mainstreaming in Kenya.
    ESSENTIAL: Extensive experience conducting gender gap analyses for INGOs and development partners, within the past 5 years.
    ESSENTIAL: Demonstrated knowledge of contemporary conversations, approaches and developments in the field of gender and women’s rights in particular in East Africa and the Horn of Africa.

  • Finance Officer Kenya (National Staff)

    Finance Officer Kenya (National Staff)

    Manages the preparation and maintenance of a variety of financial records and reports, including those related to the general ledger, accounts payable, accounts receivable, payroll, budgets and supervises data gathering, data entry and financial planning work associated with rate setting and analyses.

    Budgeting:

    Oversees and proactively participates in the preparation and presentation of the project budgets and the organizational annual budget.
    Extracts Budget Monitoring Reports on the 15th of each month, highlighting over or underspending and shares feedback to the Finance Coordinator, Programme Manager and Head of Mission.
    Participates in monthly budget review meetings.

    Training and Capacity Building of Johanniter & Partner Finance Staff:

    Works together with the Finance Coordinator in planning the work plans (Quarterly, Monthly and weekly) to ensure that all essential tasks required for the proper financial management procedures are followed.

    Payments to suppliers/ vendors:

    Receives payment requests from the Logistics department, prepares the payment vouchers and submits them for authorization and approval to the Finance Coordinator and Head of Mission. Ensures that all documentation is present and properly signed and dated correctly.
    Ensures that all receipts are stamped using the Johanniter Paid stamp and donor stamp and that all invoices and/receipts are signed by the suppliers.
    Undertakes market visits on an ad hoc basis to cross check prices of different items to ensure that prices offered to Johanniter are matching the market prices.
    Ensures the invoices are arranged in a chronological order and files them accordingly in the various files for each cashbook.

    Ensures the accountancy is of the expected quality, reliability and transparency:

    Ensures the management of cash boxes {following up advances and maintaining the advances register, expenditure reconciliations etc.)
    Prepares the periodic cash forecast for the country office and for projects in coordination with the programme team and partners and submits it to the Finance Coordinator and HoM for approval and timely disbursement.
    Checks all vouchers to ensure all procurement procedures are followed (RFPs, QET, PA, PO, NCP) and that the Payment Vouchers are complete and are systematically signed by authorized persons.
    Reviews and checks that expenditures are validated by the management taking into consideration all the validation thresholds for Johanniter e.g. Program Manager, Head of Mission and the Head of Programmes at HQ.
    Reviews and ensures that all vouchers from Partners are photocopied after thorough checking of all necessary documentation, relevant signatures and any other requirement as per the financial guidelines, upload them as intended {e.g. 4juh).
    Scans all monthly closing vouchers and uploads them onto the 4JUH platform by the 15th of each month.
    Ensures all vouchers are properly filed for audit purposes and that access to the documents is limited to finance staff only.

    Updates and controls the monthly accountancy:

    Maintains the cashbook in the specified SUN upload template, ensuring that all transactions are properly recorded.
    Ensures booking text descriptions and L-codes (project code L 1, JUH budget lines L2, donor budget lines L3, source of funds L4, Country L5, partner L6, person L7 and Fibu code) are rightly allocated.
    Ensures accuracy and completeness of the cashbooks and ensures proper filing of all financial documents.
    Monitors expenses for all activities and ensures that payment is released to the right person in a transparent manner.
    Uploads cash reports on the SUN system for partners and country office for review and posting.
    Performs a weekly cash count every Friday and reports any discrepancy to the Finance Coordinator for further action. Files all cash count reports in a separate file for audit purposes.
    Reviews all documentation from the partners to ensure completeness accuracy and compliance to Johanniter finance guidelines and donor requirements and upload on SUN System.
    Prepares monthly closing documents, including the monthly cash counts and the bank reconciliation in the presence of Finance Coordinator and the Head of Mission. Analyses any possible cash box disparities and provides technical assistance for their resolution (propositions on reorganization).

    Ensures the correct finance implementation of HR procedures:

    Ensures the timely payment of statutory deductions (NSSF, NHIF, NITA and tax (PAYE) to various Government departments prior to the deadline and ensures these are booked accordingly in the Accounting System.
    Follows up on the Expatriate Tax payments for those registered for Taxes in the country.

    Other duties:

    Assists the Finance Coordinator in preparation of project financial reports {monthly, quarterly and final).
    Facilitates the Audit process ensuring that all documentation needed is made available to the Auditors, answer some queries and coordinates with other finance team to ensure smooth Audit process.
    Supports the Finance Coordinator in other tasks as requested.

    Person Specification
    Professional Qualification and Experience:

    Bachelor’s Degree in Business Administration, Accounting, or Management
    Minimum of CPA part II
    Minimum of three (3) years of solid experience in financial management, and administration in an International NGO setting.
    Excellent skills in Microsoft Excel, Word and computerized accounting. Knowledge of the SUN System or any accounting software is essential.

    Job Responsibilities and Accountabilities
    Overalljob purpose
    The Grants Officer will work closely with the Programmes Team and the Regional Funding Coordinator to support the Country Office team(s) and implementing partners in new business development and grant management processes to ensure the country has a diversified funding portfolio.
    Tasks:
    Coordination, partnership building and visibility:

    Supports in the mapping of relevant donor opportunities and identification of new donors.
    Participates in donor and partner meetings for potential collaboration.
    Works with the Country Office team(s) to develop country programme briefs and other visibility and marketing materials for sharing with new potential donors and partners.

    Audit Services Required

    The audit firm will conduct an audit of the Johanniter Kenya operations for the year 2022.
    The audit will be carried out in accordance with International Auditing Standards.
    The Scope of the audit is to be covered as follows:

    The audit will be carried out in accordance with the International Auditing Standards and will include tests and verification procedures as the auditors deem necessary;
    Verify that funds have been used in accordance with the established policies and procedures of Johanniter.
    That goods and services financed have been procured in accordance with the Johanniter established policies and procedures;
    That appropriate supporting documents, records and books of accounts relating to all activities have been kept;
    That the financial statements have been prepared in accordance with applicable accounting standards and give a true and fair view of the financial position of Johanniter and of its receipts and expenditures for the period ended on that date;
    Comprehensive assessment of the adequacy and effectiveness of the accounting and overall internal control system to monitor expenditures and other financial transactions.
    To determine whether the financial management capacity and financial systems and internal control mechanisms within the organization are adequate to manage the funds provided to the program;

    Audit Approach
    The auditors’ work should include but not limited to sufficient tests to establish whether:

    Johanniter Kenya has adequate accounting and financial operations and reporting systems.
    An adequate budgetary control system is in place to monitor actual expenditure against budget and to take effective remedial action as necessary, with adequate segregation of duties in the maintenance and review of accounts and the performance of reconciliations
    Goods and services have been procured in accordance with the relevant organisational policies and procedures;
    Inventories and assets registers are complete and accurate;
    All necessary supporting documents, records, and accounts have been kept in respect of all project ventures;
    Expenditure of funds has been approved at the correct level of delegated authority. This includes initial approval to incur expenditure and the payment of claims, invoices, salaries, allowances and any other items of expenditure charges to the project budget;

    The Audit Deliverable

    The Auditors on completion of the audit work will submit 5 (five) original copies of the Audit Report appended to the Financial Statements along with the reports to JUH Head of Mission
    Management letter in accordance with the scope of work described above.

    The Audit Report and Management Letter
    Audit Report
    The audit report should clearly indicate the auditor’s opinion. This should include at least the following:

    The audit standards that were applied
    Whether the financial statements are adequately and fairly presented;
    Express an opinion as to reasonableness of the financial statements in all material respects.
    Issue an opinion on the program’s financial statement,

    The draft audit report should be submitted to Johanniter International Assistance by [TBA] and the signed audit report will be submitted to Johanniter International Assistance by [TBA]
    Management Letter
    The management letter should cover the following topics/issues:

    Give comments and observations on the accounting records, procedures, systems and controls that were examined during the course of the audit;
    Identify any specific deficiencies and areas of weakness in systems and controls and make recommendations for improvement;
    Report on the implementation status of recommendations pertaining to previous period audit reports;
    Communicate any matters that have come to their attention during the audit which might have a significant impact on the sustainability of the organization or any other matters that the auditors consider pertinent;

    Audit Duration
    The audit work shall be completed within three weeks from the date of commencement of the audit.
    Qualification of the Audit Firm

    A copy of Audit Certificate of the audit firm appointed as to ensure professional accreditation. A Firm having affiliation/membership with an internationally reputed audit firms will be more recommended.
    The audit firm should provide the following with its submissions:
    A brief capability statement justifying its suitability for the assignment. Global networks or international affiliation advantages if any should be disclosed. – A technical proposal detailing the firms understanding of the terms of reference, proposed audit methodologies, detailed work plan and deliverables.     In coordination with the programmes team provides the required logistics support for project-related logistics.

    Specific Objectives

    To identify major contributing factors to the severity of road crashes in Kiambu, Nyeri, Laikipia, Embu and Meru
    To diagnose the cause of crashes such as poor design or lack of proper traffic signs.
    To identify accident blackspots locations in the selected counties based on secondary data collected.
    To develop maps showing accident spots areas.
    To Analyze and suggest recommendations and way forward to St john in terms of road safety guidelines
    To develop county blackspot management guidelines highlighting major causes of accidents at the identified blackspot in the 5 counties. etc.
    To document the black spot in the 5 Counties using 15 minutes’ documentary which will be used as educational and lobbying material by St. John
