    Medical Superintendent

    Main Clinical Duties and Responsibilities

    Overseeing and monitoring Root Cause Analysis and Corrective Actions & Preventive Actions on all the audit findings and reporting the findings to the quality committee and recommending action plans and corrective measures promptly;
    Ensure the culture of patient safety in all patient care areas which includes deliverance of safe clinical practices, identification of patient & avoidance of medication errors;
    Attending medical-legal cases pertaining to the Hospital, in coordination with the Lead Consultant, Management and CEO;
    Coordinate and supervise the attendance of Medical Officers, consultants/visiting consultants and ensure they comply with the set protocols. Facilitate orientation of the clinical staff;
    Has overall responsibility for delivery of quality primary and secondary health care. This includes ensuring clinical practices that guarantee high-quality clinical outcomes; providing supervision and advice on clinical activities, including both outpatient and inpatient services, ward rounds, and surgical interventions; promoting a culture of learning and keeping up up-to-date on diagnostic and treatment practices;
    Heading the medical records department and make sure that all the records are properly archived as per hospital policy, closed audits of case sheets are being done by Medical Records team, proper file coding is being followed and any record should not be given to patient/attendant/consultant/legal authorities without the permission or sign off of the Medical Superintendent and the Lead Consultant;
    Ensures that clinical cases that require treatment beyond the hospital’s capacity are referred to a higher service in a timely and professional manner. Develop networks with referral hospitals to facilitate referral processes;
    Develops and implements strategies to ensure that staff comply with quality assurance guidelines; monitors service quality and for investigating incidents and complaints in the hospital;
    Together with clinical heads of department, provides leadership in the formulation, implementation, and review of and compliance with all internal standard operating procedures (SOPs) and treatment protocols; ensures adherence at all levels in the facility with set standards; oversees adherence to appropriate medical waste management and infection control practices and protocols;
    Represents and manages the relationship and communication between the hospital and regulatory bodies;
    Promotes the use and internal consumption of collected data within the facility to inform decisions impacting patient care, financial management, and clinical outcomes. Participates with the Management and other heads of departments in data analysis and interpretation;

    Main Managerial Responsibilities

    Ensures favorable staff working environment within approved budget and needs;
    Supervises senior hospital management team activities, ensuring that patients and staff concerns and needs are attended to and that departments are managed proactively with a view to improving efficiency and maintaining professional etiquette;
    Together with the lead consultant and medical officers, it organizes and facilitates capacity-building sessions through mentoring, coaching, in-service training, and continuing medical education (CME);
    Leads, with the department heads, the personnel recruitment and selection process; periodical and annual appraisals; performance reviews and discipline. Ensures that all medical staff in contact with patients are licensed by their respective professional body; that the licenses are up to date and that a record of such license is kept in the staff personnel files;
    Chairs meetings with hospital clinical staff and ensures appropriate and periodic CMEs and relevant training for staff;
    Promotes and nurtures a culture of good stewardship, accountability, and transparency at all levels of hospital operations;
    Facilitates the sustainability of hospital operations via the development of public/private partnerships, collaboration with private doctors and hospitals;
    Reviewing the staffing rotas to ensure they are all well prepared taking into shift safety and business levels in addition to ensuring that they are accurate and​ submitted in a timely manner;
    Any other duties as may be assigned.

    Qualifications and Requirements Competencies and Skills

    Deep passion for access to healthcare change;
    Qualified medical doctor with surgical skills and at least 10 years’ clinical experience; valid medical registration license;
    Previous clinical practice and/or experience working in a maternity hospital hospital(s);
    Knowledge of computerized hospital management systems is an advantage;
    Ability to understand data across many clients–looking for patterns in outcomes, care, etc;
    Fluency in written – good presentation skills and spoken English;
    Previous experience in hospital staff supervision, quality management, inter-departmental coordination, coaching, and training;
    Previous experience in a similar medical superintendent position is an added advantage.

    Responsibilities

    Establish, in collaboration with our clinical teams, a standardized training plan for Jacaranda Maternity midwifery teams, inclusive of all full time and locum midwives.
    Establish, in collaboration with our clinical teams, special training and programs that focus on areas of skill-building and practice for staff that need additional support.
    Determine the appropriate modes of training delivery for the training plan–these should include in-person, virtual-live conference, recorded videos, in-person direct observation, quizzes and assessments, and randomized auditing.
    Create role-plays, lectures, handouts, and other materials for all training, in accordance with the agreed upon modes of training delivery.
    Maintain a database of skill set scoring of all midwife-nurses who work at Jacaranda Maternity, and report on this monthly to clinical managers and non-clinical managers.
    Assemble both a Weekly Quality of Practice report and a Monthly Quality of Practice report.
    Participate and at times lead in RCAs.
    Organize Quality of Practice meetings at no less than a 5–6-week interval with relevant clinical and management stakeholders.
    Highlight any dangerous practices to clinical and non-clinical leaders and quickly move to prevent any dangerous or negligent practices.
    Participating in clinical practice in very urgent or emergency situations that cannot be addressed by others (due to lack of skill or a momentary staffing challenge).
    Participate in our staff recruitment and assessment process for new staff.
    KPIs that track success of the PDM
    The number and % of nurse-midwives progressing on schedule through the standardized training plan.
    Successful and ongoing identification of midwives-nurses requiring additional special training.
    The Number of performance audits completed per month

    Reporting Lines
    The Practice Development Manager will have three important reporting lines:

    A traditional / formal reporting line to a designated Senior Doctor, who will guide and approve on the training plans, training techniques. The Senior Doctor will also review all data related to quality monitoring with the PDM at least monthly.
    A collaborative reporting line with our Branch Managers, ensuring that training plans, feedback about individuals’ quality of practice, and any branch-level logistics and cost concerns are addressed.
    A reporting line that keeps non-clinical managers and senior managers informed on and involved with progress, challenges, and solutions. This line will often be a source of innovation-oriented review and identifying the best implementation routes for the practice development plans.

    Nurse/Midwife

    Prepare and analyze monthly, quarterly, and annual financial statements.
    Generate financial reports for management review, providing insights and recommendations.
    Conduct variance analysis to identify discrepancies and propose corrective actions.

    General Ledger Maintenance:

    Maintain the general ledger by recording and verifying financial transactions.
    Prepare and post journal entries for month-end and year-end close processes.
    Reconcile general ledger accounts and ensure accuracy in financial reporting.

    Accounts Payable and Receivable:

    Process and record vendor invoices, ensuring timely and accurate payments.
    Manage accounts receivable, track incoming payments, and follow up on outstanding balances.
    Reconcile accounts payable and receivable accounts to ensure accuracy and completeness.

    Budgeting and Forecasting:

    Assist in the preparation of the annual budget and financial forecasts.
    Monitor budget performance and report any significant variances.
    Provide support in compiling data for budget analysis and forecasting activities.

    Compliance and Audit Support:

    Ensure compliance with financial regulations.
    Assist in the preparation of documentation for internal and external audits.
    Implement and maintain internal control policies and procedures to safeguard hospital assets.

    Payroll Processing:

    Support the payroll process by ensuring accurate calculation and timely disbursement of salaries.
    Maintain payroll records and resolve any payroll-related issues.

    Financial Documentation and Record Keeping:

    Maintain accurate and organized financial records, both electronic and paper-based.
    Ensure timely and accurate filing of all financial documents.
    Assist in the development and maintenance of financial policies and procedures.

    Collaboration and Communication:

    Work closely with the finance team and other hospital departments to ensure smooth financial operations.
    Communicate effectively with vendors, customers, and other stakeholders to resolve financial issues.
    Provide support and assistance to other members of the finance team as needed.

    Other Duties:

    Participate in continuous professional development and training.
    Perform other related duties as assigned by the Senior Accountant.

    Qualifications:

    Education: Bachelor’s degree in Accounting, Finance, or a related field.
    Experience: 2-5 years of accounting experience, preferably in a healthcare or hospital setting.
    Previous experience in audit is an added advantage.

    Skills:

    Strong understanding of accounting principles and practices.
    Proficiency in accounting software and MS Office, particularly Excel.
    Excellent organizational and time management skills.
    Strong attention to detail and accuracy.
    Effective communication and interpersonal skills.
    Ability to work independently and as part of a team.
