    Essential Duties And Responsibilities

    Serve as the organization’s Security Focal Point for Africa, providing security policy guidance and security management support to the HFH entities in the regions, enabling effective program planning, implementation and delivery within the framework of all HFHI security policies and procedures;
    Ensure the mainstreaming of security into all levels of program design, implementation and delivery through the substantive monitoring of ongoing and future projects and program, providing innovative and proactive support, direction and solutions where required;
    Review the impact of current, as well as future potential security factors and trends on HFHI planning, program design and delivery, as well as the possible impact that program design might have on the safety and security, ensuring that possible support measures are identified, and improvements are implemented;
    To protect and minimize the risk to HFHI staff, project personnel, property and operations in all locations and at the same time enabling Habitat for Humanity program delivery throughout;
    Maintain a security network with colleagues with the aim of ensuring coordination and collaboration of the actors of the NGO Security and Private Sector security networks within the Africa region.

    Threat And Risk Assessment

    Lead departmental security risk identification and mitigation measures that align with organizational and regional security risk-management standards and requirements;
    Assist Branches and National Organizations in implementing and maintaining security risk management across the region ensuring security risks are identified, mitigated and managed;
    Inform the development Safety and Security (S&S) procedures and practices which integrate with gender and Diversity, Equality and Inclusion (DEI) support associated roll out and adherence;
    Provide input, including comprehensive security risk analyses and recommendations, to the AVP and the Regional colleagues;
    Inform AVP and Global Safety and Security Director of any areas of concern, non-adherence to HFHI policy and procedures;
    Ensure safety and security risk management processes and best practices are inclusive of gender and LGBTQ+ specific risks and gender equality and diversity is embedded into such processes;
    Ensure that HFH partners receive security management support benefiting from internal systems and best practices relevant to their operations and operating contexts;
    Prepare the Regional Daily Situation Report

    Security Management Planning And Compliance

    Remotely and through a minimum of one visit per country per year, monitor and support adherence to Policy, principles, standards and requirements. Provide a follow-up report with clear findings and actionable recommendations after each visit. Monitor progress and report concerns to regional and global Security leadership;
    Ensure Country security focal points are preparing and sharing accurate safety and security reporting, ensure data consistency and report into global dashboards;
    Prepare twice yearly regional snapshot of safety and security management;
    Support HFH entities within region with safety and security yearly assessment of standard and requirements, definition and monitoring of improvement plans, and progress follow-up;

    Minimum Required

    Advanced University Degree (Master’s Degree or Equivalent), preferably in social sciences, international politics, management, or a related security field, or formal multi-year education in Security Management, such as military or police Senior Command and Staff College (minimum 9 months full time) qualification, with command experience.
    Formal training in security risk management.

    Experience:

    A minimum of 10 years of relevant security and development related experience. Formal multi-year education in Security Management, such as military or police senior Command and Staff College (minimum 9 months full time) qualification, with command experience at senior level, is considered equivalent to an Advanced University Degree.
    Previous experience of working in a conflict/post-conflict or crisis environment is an asset.
    Practical experience from work in, and knowledge of, the security environment in Africa
    In-depth knowledge of security management and risk management.
    Knowledge of INGO business, operations and programming cycle.
    English and French language skills is required for this position

    DUTIES/RESPONSIBILITIES.

    Enhance programme efficiency and effectiveness through evidence base approach and implementation of WASH activity status.
    Responsible for technical part of WASH needs assessments and participate in the selection of target communities and WASH facilities to be rehabilitated and / or build in the project
    Support for the design, establishment of specifications for tendering, quality control of materials and follow-up and evaluation of activities related to the construction of WASH infrastructures in public institutions and communities.
    Planning, organization and community mobilization in target communities on issues related to of construction, operation and maintenance of WASH facilities
    Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built
    Provide technical training to community health volunteers, members of WASH committees and masons (training on construction of small WASH facilities at household level)
    Oversee the construction or rehabilitation of sanitation facilities (latrines, refuse pits, vector control, infection control) drinking water infrastructures (boreholes, pipeline network, reservoirs, water treatment devices)
    Provide technical input and guidance on WASH standards, onsite assistance to the partners, collaborators, suppliers etc, and follow-up of activities of local partners. Ensure the effective communication and networking developed and maintained through partnership and collaboration.
    Ensure the safety of construction sites and community participation.
    Verify through checklist, that WASH infrastructure construction and rehabilitation works done by partners and contractor are carried out according to quality standards established by HFHK
    Participate in the emergency rapid assessment for WASH (water, sanitation, hygiene, waste management), vector control and infection control inventory.
    Ensure the appropriateness of financial, administrative and supply documentation; verify that WASH programme expenditures are within allotments and that data is consistent with the programme information and database. Follow up on queries or initiate corrective action on discrepancies.
    Compile WASH programme implementation, preparedness, training, and orientation materials to promote knowledge sharing with County government, counterparts, WASH sectoral stakeholders, donors, and media.
    Prepare situation reports and weekly data on WASH activities, propose recommendations on the status and to follow up on the standards and strategic indicators.
    Coordinate WASH construction activities with other sectors of HFHK and local actors (governmental and non-governmental), to integrate activities in the same geographical area and for the same beneficiaries.
    Ensure the integration of safeguarding and other crosscutting issues in the design, implementation, and development of WASH construction activities, and ensure activities consider the needs of specific groups and individuals.

    QUALIFICATIONS.
    University degree in one of the disciplines relevant to the following areas: Civil Engineering, Sanitation Engineering, or a field relevant to WASH development assistance.

    Purpose and Objectives of the Assignment
    The Project Coordinator will provide technical and operational support to the three years Challenge Fund for Youth Empowerment Project.     Key Responsibilities

    Plan, lead and perform investigations of allegations of fraud or misconduct in accordance with HFHI policy and applicable professional standards. Includes investigation scoping, planning, fieldwork (document analysis, interviews, field visits, oversight of staff, etc.). Provide clear and concise reports (verbal and written) of findings and recommendations to the Investigations Director and to relevant HFH management related to findings and necessary corrective actions (70%).
    Manage certain operations of the whistleblower hotline and drive HFHI’s efforts to maintain its comprehensive global repository for all allegations of misconduct, by ensuring that all such complaints are acknowledged timely, routed appropriately, investigated thoroughly, and documented effectively (10%).
    Collaborate with management to provide anti-fraud consulting and advisory services, ensuring that fraud risks and lessons learned from investigations are shared internally and incorporated into HFH policies and procedures (5%).
    Support preparation of reports and presentations for management, board and Audit Committee meetings related to investigation and hotline performance and effectiveness (5%).
    Support development of HFH protocols (including policies, procedures, timelines, roles and responsibilities) for communicating the use of the whistleblower hotline and appropriately conducting investigations while respecting the principles of confidentiality, objectivity and impartiality (5%).
    Support Habitat’s continued efforts at enhancing Safeguarding procedures, such as: refining protocol around investigations for Sexual Exploitation, Abuse and Harassment (SEAH) allegations (5%).

    Key Requirements

    Bachelor’s degree in accounting, finance, legal, or related field.
    3+ years of experience in conducting forensic investigations, preferably with a professional services firm (e.g., public accounting firm), large international non-profit or corporation, and preferably on matters both in the US and internationally.
    CPA, CIA and/or CFE (may be in progress).
    Experience in investigative interviewing and forensic data analysis.
    Excellent English communication skills, including both interpersonal communications and professional/technical writing.

    Project Overview
    Habitat for Humanity is currently implementing a 3-year project on Driving Green Growth in the Construction Sector project; funded by the Netherlands Ministry of Foreign Affairs through the Challenge Fund for Youth Employment (CFYE) programme. The project is being implemented in Kenya and co-designed between Habitat, consortium partners, other sector partners and youth working both in formal and informal sections of housing sector. It will apply market systems development approach to facilitate housing firms and relevant stakeholders to link youth to decent green jobs through three interconnected change objectives:

    Create, match and improve 908 green jobs for youth in the construction sector, of which 34% for women
    Increase demand, supply and utilization of green housing products and services
    Increase meaningful participation of women and youth in the construction sector

    Purpose and Objectives of the Research

    The project wishes to conduct market research to understand different knowledge, attitudes and perceptions towards green construction products, motivators, and barriers for uptake for products and green jobs. Specific to this project, the research will focus on green construction materials converted from plastic and agriculture waste. The research will also focus on renewable energy products and services targeted to households. The research findings will guide the project partners in developing targeted marketing strategies and address barriers that may hinder uptake of green construction materials and services.

    Research Objectives

    Identify the primary market for green construction materials and services
    Understand knowledge, attitudes and perceptions of the primary market toward green construction products, jobs and training
    Identify stakeholders and influencing group for green construction materials and services
    Map stakeholders within the built environment that can be leveraged to influence attitudes, demand and uptake of green materials and services from the primary market
    Identify existing structures that can influence attitudes and perceptions, promote demand and uptake of for green materials and services

    Tasks And Responsibilities

    Collaborate with Terwilliger Centre and partners to develop and validate a research plan
    Conduct a debrief workshop with the project to share preliminary findings
    Support partners to develop marketing and communication plans based on research findings
    Lead the research and be responsible for ensuring integrity of the data and its completion within the agreed upon timeframe and following HFHI’s Data Privacy Policy
    Analyze data and submit a detailed report outlining the methodology used, presenting the findings with their interpretations, and discussing the strengths, limitations, and implications of findings

    Experience And Qualifications

    Master’s Degree level with experience working in Behaviour Change, marketing research and other relevant fields. Qualification in Behaviour Change will be an added advantage
    Have minimum 10 years demonstrated experience in qualitative and/or mixed methods research
    Strong commitment and capacity to engage staff and partners through participatory and consultative approach in strategy development
    Extensive experience in data management and analysis, including data collection tools design, database design and management and data quality checks

    Launch the HFH-Africa Fundraising Strategy starting with 2 presentations – 1 to all African National Offices and 2nd one to all relevant fundraisers

    Donor mapping and analysis and draft a comprehensive report which includes but not limited to:

    List of donors including bilateral and multilateral donors, foundations, and companies whose strategies supports housing
    Donors’ key thematic/ focus areas and their relevance to housing work and strategic plan
    Donors’ key opportunities, their funding schedule/timeframe, and size of funding
    Donors’ COVID-19 related interventions and opportunities for housing
    Conduct an in-depth regional stakeholder mapping and analysis and draft a comprehensive report of list of relevant stakeholders and their ranking in terms of influence, power, and interest
    Timeframe of deliverables – a 3-month contract, timeframe for each activity will be provided by the consultant

    MILESTONE 1

    Review documents- Desk Study of all relevant documents, e.g., fundraisers Africa pipelines, Africa Strategy and Framework, WASH strategies capacity statements, donor research etc. by consultant (supported by Africa Team, NOs and HFH fundraising network.
    Interviews- Key internal stakeholder interviews and Key external stakeholder interviews (donors, PEERs). by the consultant (supported by Africa Team, NOs, HFH fundraising network

    MILESTONE 2

    Network mapping- Plotting existing relationships between existing internal and external stakeholders to understand existing circle of influence. By the Consultant.

    MILESTONE 3

    Strategy- Develop final Strategy narrative (2 DRAFTS for review then FINAL), by the consultant.
    Strategy Action Plans- Fill in strategy action plans for fundraisers, regional and national offices, by the consultant.

    MILESTONE 4

    Presentations- Africa Regional (AO, NOs, Fundraising Team), by the Consultant.

    Cooperation

    Consultant will work closely with 2 sponsors VP, African Area Office and VP, Global FOI

    Minimum Requirement and Competencies

    Demonstrable prior experience in conducting business development and fundraising consultancy in the not-for-profit sector.
    University degree preferably in marketing, communications, or development-related studies.
    At least ten years’ experience in developing and implementing fundraising strategies.
    Experience in partnership development financing.
    Advanced University degree in non-profit management, international relations/development, business, or related field.
    Excellent communication skills including in presentations, report writing and research.
