    Scope of Work
    Objectives of the inception phase:
    The consultant will be fully dedicated to providing project planning and management support in the inception phase component 1 of the Improved Resilience of Coastal Communities in Côte d’Ivoire and Ghana project. The inception phase is pivotal for project ownership and planning. During this inception period, Habitat for Humanity seeks to:

    Review the current project implementation context and based on real situation, draft conclusions and recommendations to strengthen implementation of specific project components, accounting for the evolving changes since initial proposal development phase.
    Review and adapt the project strategy to meet the distinct challenges and opportunities in Ghana and Côte d’Ivoire, ensuring the creation of region-specific work plans.
    Develop a concise project work plan that provides an operational roadmap with major milestones and priorities
    Draft Terms of Reference (TORs) for project sub-contracts and project teams after a thorough review of each country’s needs
    Develop efficient project management tools and methodologies in collaboration with Project Steering Committee
    Assess current standards and design a region-specific quality plan complemented by a streamlined monitoring and evaluation framework.
    Ensure that it’s project partners in Ghana and Côte d’Ivoire, with the guidance of the engaged consultant, deeply understand the project design, discuss roles and responsibilities within the decision-making structures, including the communication channels and reporting relationships, conflicts resolution mechanisms.
    Collaborate with HFHI to assess current data and draft a comprehensive project inception report and organize an inception workshop with key stakeholders.

    The engagement of an experienced international consultant is imperative for achieving these objectives.
    ​​​​​​​Duties and Responsibilities

    Under the guidance and in consultation with the HFHI, Africa Area Office Program Operations Director, the responsible Manager, the DRR at HFHI, and relevant stakeholders, the consultants will undertake the following tasks:

    Task 1: Project Initiation and start up

    Coordinate start-up processes for the complex grant involving multiple partners
    Reassess the project management structure, showcasing the reporting lines
    Review TORs of key project staff to ensure effective project execution and management skills for the implementation of concerned projects or separate modules.

    Task 2: Develop Regional Project management plan and subsidiary plans

    Design a specific regional annual work plan for the first year of implementation in Ghana and Côte d’Ivoire. Adjustments to the budget may be necessary based on regional dynamics.
    Clarify and finalize TORs for all project sub-contracts within these countries.
    Reassess the Logical Framework, ensuring region-specific, updated, and measurable indicators.
    Update the M&E framework, including country-specific targets, detailed M&E plans indicating responsibilities of local and international personnel.
    Develop risk management strategies, dependencies and project team actions, with designated ownership.
    Craft evaluation plans in harmony with the socio-economic and environmental conditions of Ghana and Côte d’Ivoire.
    Design a cost and procurement management plan
    Develop and review with the functional managers, for purpose of adoption, the project management control mechanisms (Guidelines, KPI, report templates, etc.) for the follow up of the project, from the initiation through implementation and completion phases.

    Task 3: Communication & Coordination

    Develop other projects plans such as communication plans with documentation showing approaches used within the duration of projects implementation periods
    Work with Subject Matter Experts to estimate the project’s effort required from other functions.
    Outline detailed TORs for the Regional Steering Committee, demarcating roles and responsibilities.
    Host consultation meetings with key stakeholders in Ghana and Côte d’Ivoire
    Determine resource dependencies across multiple projects locations, ensuring synergy between local partners and initiatives .
    Preparation of normal Program Operations Office requirements (e.g. status reports, etc.) in conjunction with the Project team and Area Office

    Task 4: Documentation and Reporting

    Draft an Inception Report for both countries, encapsulating all mentioned analyses.
    Prepare a presentation for a Regional Inception Workshop, refining the report thereafter.

    The engaged consultant will head these tasks. Local staff and partners from Ghana and Côte d’Ivoire will assist in coordination, data collection, and other tasks. Engagement with regional entities, including specific departments in Ghana and Côte d’Ivoire, is essential.

The selected firm will work collaboratively with HFHI staff throughout all stages of the work and shall hold regular progress update meetings.

    It is expected that the selected firm will begin work by October 1st, 2023, with a completion date of January 31st, 2024.

    Management of petty cash and ensure timely disbursement and replenishment of the petty cash as per the policy.
    Maintains current knowledge of local government financial accounting regulations and ensure compliance with tax regulations and other legal requirements.
    Ensure the implementation of all internal control processes and applicable donor requirements in all disbursements and transaction.
    Support in reporting and tracking of expenses and revenue for projects such as Foster Family Foundation etc.
    Participate in the development of the annual budget and ensure that the National Office office is spending according to budget through preparation of monthly budget versus expenditure analysis.
    Assist National Accountant in conducting the month-end and quarterly end close process, including consolidation of project accounts, reconciliations, revaluation, and preparation of financial statements.

    Water Absorption Test: Measure the water absorption capacity of the recycled plastics to evaluate their resistance to water ingress and potential degradation.
    Fire Resistance Test: Conduct fire resistance tests to assess the combustibility and flame spread characteristics of the recycled plastics.
    Durability: Assessing durability including but not limited to resistance to weathering and degradation under UV light.
    Thermal conductivity: determine the thermal conductivity of recycled plastic materials to understand their insulation properties.
    Environmental Impact Analysis: Perform a Life Cycle Assessment (LCA) to evaluate the overall environmental impact of using recycled plastics as building materials.
    Safety: The potential health and safety hazards associated with using recycled waste plastic as a construction material including but not limited to flammability, toxicity, and chemical reactions/emissions
    Identification of appropriate safe handling procedures including but not limited to personal protective equipment during the collection, sorting, recycling, installation, and disposal.

    Test Specimens:

    Prepare standardized test specimens of recycled plastics in accordance with relevant international standards. Ensure that the samples are representative of the commonly available recycled plastics in the market. The specimens will be collected from partnering companies and will mainly focus on roofing sheets, walling system (column, beam and blocks and paving blocks.

    Testing Procedures

    Follow established testing procedures and relevant international standards for each test method. Ensure that testing is conducted in a controlled environment to obtain accurate and reliable results.

    Data Collection and Analysis

    Record all test data and observations meticulously. Analyze the results to determine the mechanical, physical, and environmental properties of the recycled plastics. Compare the performance of recycled plastics with traditional building materials.

    Conclusion & Recommendations

    Summarize the findings of the material testing and assess the overall suitability of recycled plastics as building materials. Highlight the advantages, limitations, and potential applications of recycled plastics in the construction industry. Based on the test results, provide recommendations for the responsible use of recycled plastics in building projects and suggest possible areas for further research and improvement.

    Deliverables

    Expected deliverables include,

    Detailed final study report
    A summary of the findings
    A comprehensive Material Safety Data Sheet (MSDS) for building materials made from recycled plastic waste.
    A detailed final study report with recommendations for application of recycled plastic waste as a building material.

    Timeline

    Provide an estimated timeline for completing the material testing and provide a budget for the resources required for the successful execution of the study. The selected firm will work collaboratively with HFHI staff throughout all stages of the work and shall hold regular progress update meetings.

    It is expected that the selected firm will begin work by October 1st, 2023, with a completion date of January 31st, 2024.

    JOB PURPOSE.

    Reporting to the National Accountant and functionally to the Finance and Operations Manager the position holder will be responsible for offering accounting services to the organization and ensuring that all financial resources that come into the organization are recorded, tracked, and accounted for and used in fulfilment of the core mission of the organization of building and renovating houses that ensure families live in decent houses and decent communities.

    DUTIES

    Assist National Accountant in preparation of supplier’s payment and ensure correct codding of expenses to correct ledger account, donor budget lines (DBLs) and project codes.
    Ensure accuracy in uploading/recording of journals into the financial Management System for review and posting by Finance and operations Manager.
    Management of petty cash and ensure timely disbursement and replenishment of the petty cash as per the policy.
    Maintains current knowledge of local government financial accounting regulations and ensure compliance with tax regulations and other legal requirements.
    Ensure the implementation of all internal control processes and applicable donor requirements in all disbursements and transaction.
    Support in reporting and tracking of expenses and revenue for projects such as Foster Family Foundation etc.
    Participate in the development of the annual budget and ensure that the National Office office is spending according to budget through preparation of monthly budget versus expenditure analysis.
    Assist National Accountant in conducting the month-end and quarterly end close process, including consolidation of project accounts, reconciliations, revaluation, and preparation of financial statements.
    Advise non finance team and implement financial policies and procedures while promoting best practices in all accounting activities.
    Ensure standards for documentation; including forms, support documents and procedures for retention of documents including proper and systematic filing are observed both physical and e-filing.
    Assist in the preparations for the year-end audit and Project audits including providing all necessary documents.
    Perform any other duties as directed by your supervisor.

    KEY PERFORMANCE MEASURES / INDICATORS

    Timely preparations booking of transactions into the Sun System.
    Timely replenishment of the petty cash and Petty Cash Reconciliation.
    Timely filing and payment of statutory returns e.g Withholding tax etc

    QUALIFICATIONS

    University Degree in Accounting, Finance, Commerce, or Business Administration with minimum of CPA Part I or
    Certified Public Accountant Kenya Part III Graduate (CPA K)

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED

    In-depth understanding and proficiency in the use of accounting systems particularly SunSystems, Microsoft Dynamic Navision, QuickBooks etc.
    Ability to train and support field program staff in accounting matters
    Good communication skills, both written and verbal English and National Language

    EXPERIENCE

    At least 3 years and above of middle level working experience in a busy accounting environment in an NGO or Not-For-Profit sector.

    SCOPE OF CONSULTANCY
    The scope of the assessment includes:

    Source and review secondary data for the 9 countries, where HFHI is present in Africa, to understand youth demographics, behaviors and norms, and other relevant dynamics that point to youth challenges and opportunities in the housing ecosystem as well as gaps in research.
    Conduct a desktop research of current youth focused interventions across the 9 countries to understand best practices and youth unmet needs within the housing sector.
    Review definitions of youth programming from peer organizations and global practices.
    Interview program teams in National Offices to map out types of youth programming currently being undertaken.
    Based on country data obtained, review HFH Africa regional strategy and operational framework to align needs with recommended approaches to solutions based on best practices.
    Highlight short term focus areas for youth engagement frameworkfor the next 1-3 years, in the countries that we are present in for the organization’s youth work.
    Conduct the needs assessment process collaboratively with the National Directors of the countries we are present in
    Determine the parameters of youth engagement that the organization should consider based on peer organizations’ youth engagement strategies, the needs established for youth’s participation in the housing ecosystem and any other relevant frameworks.

    CONSULTANT RESPONSIBILITIES

    The deliverables include:
    A Needs Assessment report that outlines:

    General overview and description of the youth in Africa: demographics, social norms and behaviors and any other relevant dynamics in respect to specific countries.
    Youth housing needs in relation to the housing ecosystem and key triggers to these needs.
    Current approaches by HFH National Organizations and peer organizations targeted at addressing youth needs in the housing sector. Youth needs highlighted shall be categorized by country.
    Proposed solutions and partnerships, categorized by country, for addressing youth needs in the housing sector.
    An outline of parameters that will define youth engagement within the housing sector across Africa
    Any other relevant information

    A validation exercise for the report will take place at the end of the assignment.
    HFHI RESPONSIBILITIES
    HFHI shall provide the documentation and information required to support this assignment.
    REPORTING ARRANGEMENTS
    The consultant will be expected to report to the Director-Program Operations, Africa and the Youth Working Group Lead.
    DURATION OF ASSIGNMENT
    We anticipate this work to take no more than 30 calendar days of work (spread across the time from procurement to the validation).
    EXPECTED PROFILE OF CONSULTANT

    Master’s degree with experience in research on youth and/ or housing.
    Have minimum of 10 years demonstrated experience in qualitative and/or mixed methods research.
    Strong commitment and capacity to engage staff and National offices through participatory approach and consultative approaches.
    Extensive experience in data management and analysis.

    SELECTION PROCESS AND EVALUATION CRITERIA
