    Habitat for Humanity International (HFHI) is seeking a seasoned and dynamic leader to serve as Associate Director for Volunteer Programming Regional Coordination as part of the Volunteer and Institutional Engagement (VIE) team. This position will serve as a liaison between VIE and Habitat’s Area Offices (AOs), providing oversight and coordination support to the volunteer efforts that happen regionally. The Associate Director will play a pivotal role in overseeing and optimizing regional volunteer program operations, including Global Village, Habitat’s existing volunteer program, to achieve programming goals and foster collaboration among various departments and stakeholders across Habitat’s global network. The position is expected to collaborate cross-functionally with various departments at headquarters, mainly area office staff.
    This position may be based in one of the following countries: Bratislava, Slovakia; Manila, the Philippines; Nairobi, Kenya; or San Jose, Costa Rica; or the United States. Flexibility exists to be hybrid, if located near an HFHI office.

    Essential Duties and Responsibilities:

    Leadership and Liaison Supervision

    Provide thought leadership and guidance to area office staff managing volunteer efforts, providing the support needed to advance innovative volunteer programming with an understanding of regional context.
    Strategically liaise with all the components of VIE’s work, -including but not limited to Global Village-, to ensure adequate guidance and coordination support will be provided to the regions.
    Be the point of contact for area offices for any queries related to volunteer programming.
    Ensure cross-collaboration between regions in developing and implementing volunteer programs.
    Guide the quick and adequate deployment of needed changes, including problem-solving, as volunteer programs are implemented.

    Coordination Support

    Ensure effective coordination, communication, and alignment of strategies across multiple regions.
    Convene and work closely with area office program directors, relevant HFHI department heads, and national and/or regional teams to promote cross-functional collaboration, document and streamline processes, and drive the efficient implementation of volunteer programs.
    Provide strategic vision to enhance regional performance, foster innovation, and maximize overall impact.

    Cross-Functional Collaboration

    Foster a culture of collaboration, knowledge-sharing, and continuous improvement across regional teams in alignment with VIE.
    Facilitate regular communication to enhance coordination and information exchange.
    Ensure efficient utilization of resources and strategic alignment of initiatives across regions.

    Monitoring and Reporting

    Establish reporting mechanisms to track progress, identify areas of concern, and develop corrective actions.
    Prepare regular reports and presentations to be shared with the rest of the organization, including senior leaders, providing insights into regional achievements, challenges, and opportunities in relation to volunteer programming.

    Minimum Requirements:

    Education:

    Advanced university degree (Master’s degree or equivalent) in international relations, social sciences, development studies, or minimum of 12 years of related field experience
    A first-level university degree (Bachelor’s degree or equivalent) in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

    Minimum years of related experience:

    8 years in leading, developing, implementing volunteer programs or international development work at the regional level or in coordination with a regional entity.
    Minimum of 4 years –out of the 8 required– of direct experience in an international development setting is a must.

    Qualifications:

    Familiarity with diverse volunteer programs and models, from inception to implementation.
    Demonstrated success engaging diverse audiences and community-based volunteers as part of multi-stakeholder engagement.

    Position Summary

    Reporting to the Director, Program Operations, Senior Specialist – Basic Services (WASH, Waste Management and Energy) is responsible for leading the design, implementation and monitoring of WASH infrastructure interventions, waste management and energy-related interventions related to household use in Africa. The purpose of the position is to support the improvement of access to sustainable WASH, waste management and energy services and over all wellbeing of communities. In carrying out the work, this basic services professional interacts with other regional/national/headquarters staff, partner organizations and contracted subject matter experts (SMEs).

    Essential Duties

    Lead basic services (WASH, waste management and energy) business development in the region.
    Conduct technical assessments and data analysis of WASH services.
    Plan and organize capacity building programs for community water management, water quality surveillance and response planning, sanitation and hygiene promotion.
    Support the design and implementation of basic services (WASH, waste management and energy) infrastructure related activities within the region and other Habitat networks.
    Ensure program efficiency and delivery in particular referring to cost effective and innovative solutions to accelerate trend of access with analysis of potential and sector environment.
    Develop Bill of Quantities, and tender documents when necessary.
    Prepare and launch tender bidding procedure for contractor(s) when necessary.
    Supervise the engineering works related to WASH projects in the region.
    Inspect and certify all WASH, waste management and energy infrastructure before contractors are paid, when necessary.
    Provide technical expertise related to the planned WASH infrastructure works carried out by projects.
    Ensure that expenditures and budgets are well-monitored and activities are implemented and completed within budget and on schedule.
    Ensure that all basic services infrastructure is within the acceptable sector and country standards.
    Ensure critical gaps in information, knowledge and understanding relating to water supply, water safety, water resource management and sanitation and hygiene promotion are recognized and addressed by stakeholders in the Habitat programs and partners.
    Draw a capacity building plan and build capacity of Habitat staff on basic services projects.
    Develop technical resources (e.g. strategic framework, standard operating procedures, manuals) to guide basic services Infrastructure interventions, drawing from international best practices, along with field specific observations.
    Develop clear infrastructure monitoring tools (e.g. checklists).
    Participate and represent HFHI in regional basic services sector meetings.
    Support Monitoring, Evaluation, Accountability and Learning (MEAL) team to conduct project monitoring and evaluation of basic services projects.
    Support the resource development team in resource mobilization.
    Document and manage the resources generated from basic services projects monitoring and evaluation for improving future program quality.
    Support National offices to write basic services reports and submit to the donors.

    Minimum Requirements

    Bachelor’s degree in civil, Mechanical engineering or Geological Engineering. Master’s Degree preferred. Candidates with a background in business administration with equivalent WASH experience in the field may also apply.
    Clear understanding of WASH-waste management-energy nexus.
    8+ years’ experience in basic services infrastructure projects (tender procedure, design, planning, implementation, budgeting, reporting, evaluation, and monitoring) and good understanding of current WASH sector trends and indicators.
    Strong project management background with the ability to implement projects within budget and time frame.
    Clearly understand development and disaster WASH contexts and must have some years of experience working in both contexts.
    Experience working with multiple donors and understand donor requirements and how to meet them.
    Adult training skills, as well as capacity building, facilitation and presentation skills.

    Main Purpose

    The need to digitize the lands records in Homa Bay County is based on the requirement under section 17 of the Access to information Act, which requires every public entity to maintain its records in an accurate, authentic and in a manner that facilitates the right of access to information.
    The overall goal of this exercise is to support the county government of Homabay to digitize the land information management system.

    Specific Objectives.

    Enhancing the technical skills required for digitizing land management systems
    Improved data management practices to ensure the accurate collection, storage, and retrieval of land-related information
    Increasing efficiency and accuracy of land management processes.

    SCOPE OF WORK

    To conduct training on digitization of land information system and mapping of county resources e.g., schools, Hospitals, Agricultural areas and ECD schools.

    DELIVERABLES AND TIMING
    The consultancy is expected to start working on the responsibility on the 15th January 20234 for a duration of at least 1 week. Before carrying out the assignment, the consultant is required to submit an inception report and defend the delivery plan through presentation to HFH Kenya management team as shall be scheduled by HFH Kenya during contracting of the assignment. The consultant is expected to work very closely with the HFH Kenya staff and the trainees. The deliverables of this assignment are as follows.

    Provide an inception report describing in detail how the consultant plans to deliver the training.
    Develop training Manual/materials.
    Conduct the training workshop.
    Evaluation Assessment of the Participants.
    Development of a Training Report.
    Support in organizing an exchange Visit to Makueni as an output of the training.

    The consultant will also be required to deliver to HFH Kenya all training materials including and limited to:

    QUALIFICATION AND EXPERIENCE
    The potential Consultant should have the following qualifications.

    JOB PURPOSE

    Reporting to the WASH Coordinator, the Project Engineer will implement the specifications and procedures for construction and installation of major investments in water and sanitation. He/she will assess the day-to-day progress, completion and operation of the borehole accessories (ground well, solar panels, pump, control panel), water reticulation system (pipelines, water kiosks, livestock watering troughs, storage tanks), the common latrine blocks that will be constructed in the school and the household latrines that will be produced by Artisans. The staff will also be responsible for managing contracts of out-sourced technical services and securing the relevant permits and licenses for major constructions and installations.
    The BMZ Kochogo project is a three-year project started in December 2021 and ending in December 2024. Project location is Kochogo South-Nyando Subcounty, Kisumu County. The goal of the project is to have 881 households of Kochogo South sub location (4000 people) cope with the frequent cycles of drought and floods through social structures and physical infrastructures established for management of water, sanitation, and hygiene services.

    DURATION OF CONTRACT: UNTIL END OF DEC 2024
    DUTIES

    Construction-related BOQs considered for repair of boreholes, latrines and hand washing facilities
    Sketches and design of civil and hydraulic works for the execution of construction works
    Technical documentation in every tender dossier related to constructions, water storage, water network pipeline etc
    Providing technical guidance and expertise to the manpower in charge of the works
    Re-scheduling construction/repair works and monitoring implementation of the construction to ensure activities respects the project timelines and milestones
    Conducting WASH assessments to understand the gaps of the vulnerable communities

    KEY PERFORMANCE MEASURES / INDICATORS

    Number of vulnerable households served by WASH.
    Number of Hygiene and Sanitation Sessions conducted
    Number of Safi latrines constructed

    QUALIFICATIONS

    Bachelor’s Degree in Civil Engineering/Water Engineering/Environmental Engineering or Any other related Field

    Must be flexible, willing to perform other duties and work irregular hours.
    Proven experience in working/programming in either relief or development including managing a large-scale Community based water project with evidence of successful implementation of similar projects
    Good communication skills, Strong team player with high team spirit and positive attitude
    Excellent computer skills (particularly Office package, GIS, Google Earth, Database management, Software for Water-Wastewater networks designing) are mandatory
    Knowledge of mobile data collection tools (ODK toolkit)
    Aptitude for community mobilization and capacity building

    EXPERIENCE

    Minimum 2 years’ experience in Engineering project design, proposal writing, needs assessments, surveys, and construction of WASH infrastructure.

    Strong quantitative and/or qualitative data analysis skills and expertise and experience with statistical software packages (e.g. Stata, SAS, SPSS or R) or qualitative data analysis software (e.g., MaxQDA, NVivo or AtlasTi).

    Responsibilities

    Researches, supports, provides solutions, and documents advanced issues regarding Laptops (PC and Mac), Windows OS, MS O365, video/web conferencing tools, endpoint protection, print/file services, imaging systems, software distribution, mobile device management, other relevant technologies with little assistance from others.     The purpose of the baseline survey is to set a benchmark on the initial values for measurement of specific set of monitoring indicators pre-determined by the project. The baseline survey is intended to be more focused on the project site and the specific results of the project (outcomes, and outputs).

    Below are the specific objectives:

    Identify current status (baseline values) of project indicators which would be used to understand changes in the situation in future, including output and outcome indicators from Log frame.
    Review the quality and measurability of the proposed project outcomes in relation to the stated objectives of the project including the relevance, adequacy, and feasibility of the project indicators in measuring the level of achievement of the stated outcomes.
    Propose modifications/refinements to the project outcomes or /and the respective indicators.
    Propose relevant modifications to project interventions in light of the established baseline status so as to ensure optimal realization of the project outcomes.
    Develop key learning questions that will guide the learning agenda during implementation.
    Develop (quarterly) indicator tracking sheet to monitor progress during implementation.
    By providing benchmarks among the target groups, the baseline survey will initiate a process for continued monitoring of the results of the planned interventions. The baseline survey will allow HFH Kenya to understand Improving resilience to climate change for rural people in the semi-arid regions of Laikipia County. We will know the extent of the change caused in the lives, behavior, knowledge, and capacity of the target group by various activities and recommend modifications over time. The development and implementation of the baseline survey will also accompany the overall design of monitoring tools and guidelines, based on the recommendations of the consultant. The baseline report will be used as the benchmark for evaluating the project’s achievement in future.

    Methodology

    HFHK is seeking to hire a consultant to work on the baseline survey for a BMZ Lion project being initiated in Laikipia. The survey is intended to provide HFHK with detailed baseline data on key project indicators to be measured over the course of the project. All data, qualitative and quantitative, collected through the assessment must be disaggregated by village, age and sex.

    Baseline research will involve collecting:

    Secondary documentation: the consultant will be in contact with HFHK staff who will share key documents and required literature, but may also use any other official documents, national, international, and including existing studies.
    Primary Data Collection

    Qualitative data: the qualitative will allow verifying the perceptions, and experiences of respondents on Improved Food Security, reduced impacts of drought on vulnerable communities, livelihood and resilience for vulnerable households (elderlies, children, women and youth) against effects of climate change in Laikipia county, providing the rural population in the Solio with sufficient water that will promote the economic development of the community. The main source of income is agriculture, which is severely limited by the lack of water. As a result, agricultural production is low and smallholder farmers are unable to generate income to meet basic needs. This project will therefore improve access to water to enable agricultural activities and other income-generating activities. The consultant should use qualitative approaches, such as focus group discussions and key informant interviews, as well as participatory exercises and approaches.
    Quantitative data: will used to measure indicators of the project expressed in terms of numbers/percentage/proportion (quantitative indicators)

    Triangulation of information gathered during the quantitative and qualitative research is crucial in this study, with reflection on how the findings relate to the secondary documentation.
    Project Objective 2,270 households in Solio settlement are more resilient and socially and economically strengthened against the negative impacts of climate change.

    HFHK field staff will prepare the field visits for the consultant and data collectors ahead of time. We will ensure respondents are prepared and ready to participate in interviews and FGDs for data collectors, and, if required by the consultant, will accompany the consultant and enumerators on data collection visits.

    Deliverables

    Detailed and professional reporting that addresses both the overall and specific objectives of the survey, and which includes specific recommendations on improving community resilience to climate change, including the need to improve access to safe and sufficient water and to introduce a range of income-generating activities, including climate-smart Agri-cultural practices.
    The report must be in English, clearly, and concisely addressing the information outlined above.
    Documentation will include the following:

    Work plan and Inception Report (with key parameters and indicators to be considered for the baseline survey including the methodologies for data collection and dissemination).
    Data Collection tools based on the four key outcome areas of the Project as elaborated in the Impact Matrix
    Share the raw Data from the field.
    Design and Populate an Indicator Tracker Table with Baseline status for each indicator.
    Present results of the baseline and prepare a draft report for HFH Kenya’s review—clearly identifying information relevant to the outcome areas of our impact matrix; as well as data gaps and areas that may require further assessment.
    Finalize the draft report with inputs form all stakeholders, including HFH Kenya personnel.

    Reporting will include:

    A comprehensive and well-organized Final Report complete with standard reporting formats (main body of the report should be a minimum 50 pages in length, excluding TOC, tables, and annexes).
    An Abridged Report synthesizing the main findings and indicators of the survey (not to exceed 7‐ 10 pages in length).
    Case studies with testimony on improving community resilience to climate change, including the need to improve access to safe and sufficient water and to introduce a range of income-generating activities, including climate-smart agri-cultural practices.
    A set of recommendations on suitable indicators for program monitoring during the implementation and scale up of activities. Recommendations should consider the needs of specific stakeholder groups and be relevant to the effective impact measurement of programme objectives and outcomes.

    The research firm/organization will present findings/recommendations in a meeting organized for key project staff, program partners, and key stakeholders:

    Production of a report summary document to supplement the final report.

    Qualification and Experience
    HFHK is seeking is looking for a consultant/team with the following skills and qualifications:

    Minimum of a masters’ degree qualification from a recognized university in monitoring and evaluation, education, social studies, development studies, economics, or any other relevant degree
    A minimum of 10 years’ experience in conducting project monitoring and evaluation studies in Kenya
    Must have good knowledge and understanding of issues around a food security, water, smart farming and climate change adaptation.
    Must possess solid methodological and research skills demonstrated through several research pieces and evaluations.
    The consultant must have proof of experience in developing assessment tools.
    The consultant must have proof of having conducted extensive baseline and impact surveys and assessments in the fields of Local Markets, Livelihoods/Income Generation, Cash Transfer Programmes, WASH, Protection and Education
