    About the Project:
    The project is a 5-year USAID funded service delivery project, providing HIV care and treatment, as well as services in the area of family planning/reproductive, maternal, newborn, child and adolescent health (FP/RMNCAH), nutrition, and water, sanitation, and hygiene (WASH). The project is focused on increasing the use of county-led health and social services in four counties in Kenya, namely Baringo, Laikipia, Samburu and Nakuru. 
    Reports to: Technical Officer Care and treatment
    JOB SUMMARY:
    Reporting to the Technical officer care and Treatment, the Retention, Adherence and Linkage associate Technical Officer will support the planning and implementation of Community-facility linkages, Stigma Reduction and Adherence; Psychosocial Support, PHDP and retention activities required for HIV care and treatment and PMTCT services supported in Ministry of Health (Baringo County and Samburu county).
    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    The focal person for on community/facility level interventions at County, sub-county level ensuring improving knowledge and quality of existing health services as well as improving promotive, preventive health services at community
    Provide leadership and technical assistance to health facilities on Client Appointment Management system, design and develop high quality patient-focused appointment management systems to increase demand creation & Retention for HIV care services at the facility.
    Conduct social mobilization of community structures and population to effectively participate in the health promotion programs engaging community Catalysts, religious leaders and community own resource persons
    Provide continuous mentorship on Defaulter Tracing & management (Retention). Ensure effective active client follow up systems through adoption and use of relevant job aids and data collection tools as per client retention and defaulter tracing SOPs
    Provides technical assistance to health care facilities for planning, implementation and evaluation of patient tracing and retention systems and related data management, data quality assurance, data summarization and analysis
    Oversee Adherence Counselling in collaboration with the adherence counsellors/Peer Educator plans and oversees the implementation of high-quality patient-focused demand creation, adherence and retention activities including establishment of functional multidisciplinary adherence support teams at each supported site. Implementation and documentation of targeted adherence sessions for clients who are suspected for treatment failure (STF). Conducts capacity building of adherence support multidisciplinary teams which will include HCW, link desk, mentor mothers, adolescent champion, CHVs in provision of stigma free services which include HIV treatment literacy, adherence monitoring and psychosocial support with emphasis on National specific approach.
    Provide Psychosocial support to oversees compliance to facility level adherence and psychosocial support Standard Operating Procedures (National and project specific), Mentor mothers, Community linkages and defaulter tracing. Ensure the development of structured mechanisms within age- specific patient focused psychosocial support groups to deliver treatment literacy and address psychosocial and environmental barriers to optimal retention & adherence. Coordinate the establishment and management of Treatment literacy groups for various categories of clients. Support the Peer educators and adherence counselors develop a schedule for Treatment literacy sessions for the various groups. Ensure that PHDP interventions and treatment literacy activities are implemented and documented at each supported site
    Conduct Referral and linkages to guide development and maintenance of updated referral directories to strengthen community networking activities and establish community services inventory and SOPs for community-facility referral and linkages and vice versa.
    Support Recording and Documentation in Identifying best practices, document, recommend, implement and disseminate effective and innovative approaches to adherence, client retention, defaulter tracing, community – facility linkage and stigma reduction at each supported site.

     REQUIREMENTS: KNOWLEDGE, SKILL AND ABILITIES

    Excellent technical skills.
    Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV/AIDs.
    Experienced in implementing community-based activities focused on HIV/AIDS, Community strategy and CAGs especially in hard-to-reach counties.
    Experienced in implementing activities and familiarity with the MOH Data tracking tools and KHIS2
    Ability to work with others and maintain compatibility among project staff, sub-contractors, consultants and recipients of assistance.
    Ability to work with minimum supervision, team player with drive and initiative.
    Ability to travel within the county.

    MINIMUM REQUIREMENTS STANDARDS:

    Bachelors degree in social science or public health with 5 years’ relevant experience in Community Health Strategies and RMNCH. Clinical Psychology, Counselling psychology, Social sciences or other equivalent qualifications in social sciences and/or Public Health with 5-7 years’ relevant experience
    Excellent written and oral communication and interpersonal skills.
    Experience in working with multi-cultural communities is an added advantage.
    Excellent computer skills in MS Office Suite.
    Working knowledge of Kiswahili is crucial.

    Position Summary:

    In collaboration with MERL team, monitor and evaluate the impact of Tujenge Jamii’s SBCC activities and strategy.

    Work with other project staff and partners to utilize data in solution design and concept testing, including developing and organizing capacity building activities related to behavior change for FP/RMNCAH, WASH and Nutrition.
    Contribute to development of thematic communication strategies and implement multi-media and community level activities that lead to strengthened awareness and demand for services.
    Promote and support the documentation and dissemination of best practices among project teams and partners. This includes preparation of presentations, briefs and articles for presentations.
    Together with STO-RMNCAH, partners and stakeholders, lead the identification, production and/or adaptation of related job aids, or promotional materials related to FP/RMNCAH, WASH and Nutrition.
    Work collaboratively with SBCC team and other project teams to contribute to annual work planning, resource availability and activity management for efficient and effective program implementation.
    Contribute to timely, accurate, and appropriate reporting of SBCC activities and results including quarterly and annual progress reports.
    Support the Sub-County teams to develop sub-county specific activity plans and track the implementation, including providing TA to CHEWS, sub-county focal persons, CHVs and other community champions such as the youth champions to conduct social mobilization, dialogue days, health action days, integrated outreaches for community action and demand creation.

    Knowledge and Experience:

    Demonstrated experience in identifying barriers to behavior change and developing effective behavior change communications plans including innovative strategies for addressing them-with a focus on FP/RMNCAH, WASH and Nutrition.
    Expertise in strategic communication principles and practices and solid mastery of health behavior change theory grounded in applied field applications.
    Experience and ability to design formative research and evaluations of comprehensive health behavior change initiatives, including the development of data collection instruments and the analysis and utilization of qualitative data.
    Knowledge and experience in designing and implementing evidence-based behavior change approaches that incorporate the role of product, social factors and environment in facilitating change.
    Experience with and working knowledge of GOK’s National health system and the Community Health Strategy.
    Working knowledge and experience in the application of the USAID accelerator behaviors on FP/MNCAH, WASH and Nutrition.
    Previous experience working with international organizations as well as USAID-funded programs.
    Excellent community mobilization and facilitation skills.
    Demonstrated proficiency in MS Office Suite and experience in the use of new and emerging innovative application of information technology tools in social and behavior change communication to reach audiences effectively and at scale.
    Demonstrated success in planning, facilitation, and management of events including
    stakeholder/audience consultation workshops, materials/product pretesting activities, focus groups, meetings, conferences, and program launches.
    Excellent communication, interpersonal, writing and oral presentation skills and proficient in both English and Kiswahili.

    Minimum Requirement Standards:

    Minimum Master’s degree in one of the following or related fields: Social Sciences, Anthropology, health communications, behavioral sciences, health promotion, or community development with 3-5 years of relevant experience
    Extensive experience designing, managing, and evaluating culturally-sensitive behavior change components of FP/RMNCAH, WASH and Nutrition programs.
    Familiarity with the principles and approaches in community mobilization and SBCC and the application of information technology in development programs.
    Must have training in HIV related SBCC approaches
    Minimum 5 years experiences implementing evidence based interventions among community structures focusing on ASRH , mobilization for ANC completion and SBD and family planning uptake.

    Support organization and project based audits for HR relevant sections
    Oversee updating of the HRIMs systems and generate routinely required reports.
    Coordinate processing of the staff payroll and payment of relevant statutory payments.

    Knowledge and Experience:

    A degree in Human Resources Management or Business Administration or related field with at least five years’ experience in a similar position.
    Professional Certification in Human Resource Management
    Member of IHRM Kenya
    Previous experience in NGO’s preferred.
    Ability to manage large volume of work independently, accurately and in a timely manner
    Solid communication skills and decision-making capabilities based on analytical skills and critical thought processes.

    JOB SUMMARY:

    To provide technical leadership and supervision to regional/county technical mentors. Responsible for working closely with the MOH and County Health teams, partners and service providers in the region to strengthen health systems and ensure that the quality of prevention, care and treatment interventions initiated and supported across the program is consistent with the national MOH/County Health Services quality standards and guidelines.
    Responsible for supporting the training, on-site technical supportive supervision, mentorship, coaching and regular updates to the Technical officers and service providers in the area of Adult and pediatric HIV care and treatment, PMTCT, TB/HIV and Quality assurance and improvement.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    Provide direct technical assistance to the regional mentors and health care facilities staffs supported by the project including clinical mentoring, strengthening monitoring and evaluation and information system, facilitation of community linkages, patient flow analysis, improvement of adherence support system, development or improvement of referral system, etc.
    Provide technical oversight, monitoring and support to county/sub county multi-disciplinary teams as assigned
    Supporting accelerated HIV care and treatment efforts directed towards increasing enrolment of HIV
    infected children and adolescents
    Ensure that project-supported clinical care activities at ART/PMTCT/TB sites conform to Kenya
    National HIV care and treatment guidelines and the project standards.
    Guide the development and/or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
    Spearheading continuous quality improvement (CQI) implementation in supported counties
    Partnering with MOH/NASCOP in offering mentorship, orientation, training and technical updates to service providers
    Supporting Site Improvement Monitoring Systems (SIMS) evaluation in supported counties, the
    formulation and monitoring of activity plans to mitigate identified gaps in performance
    Contributing to formulation of JWP in collaboration with MOH and overseeing the implementation
    of the JWPs that the project has with service delivery partners while strengthening collaboration with
    MOH/County Health Services
    Representing the project and organization in key sector meetings when called upon
    Writing and evaluating relevant reports as part of the routine project reporting and accountability requirements
    Participate in the development of quarterly and annual plans and activity reports.
    Establish and maintain good working relationships with MOH staff at all levels and other partners to ensure effective and efficient implementation of the program at all levels.
    Maintain smooth regular information flow with County MOH officials, FHI 360 technical staff on technical issues.
    Perform other related duties as assigned.

    REQUIREMENTS: KNOWLEDGE, SKILL AND ABILITIES

    Comprehensive knowledge of integrated HIV and AIDS, TB, QA/QI, reproductive health, family planning, public health
    Ability to provide a wide range of clinical services and capability to effectively transfer skills combined with effective communication
    Excellent managerial and administrative skills.
    Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS/TB.

    MINIMUM REQUIREMENTS STANDARDS:

    Working experience of at least 5 years post qualification and 5-7yrs experience in a HIV/AIDS/TB. MPH added advantage.
    Bachelor’s degree (added advantage) in relevant field with 5-7 years’ relevant experience in successful field implementation of HIV/AIDS/TB programs in Kenya
    A Registered Clinical Officer/ Nurse with at least Seven (7) years’ work experience in a supervisory role.
    HIV/AIDS/TB program management experience
    Familiarity with decentralized public health systems.
    Familiarity with current national service delivery guidelines for the prevention, management and control of HIV and TB disease conditions
    Strong program management skills and experience in diplomacy with other stakeholders.
    Excellent computer skills in MS Office Suite.

    Provide technical leadership in the implementation of RMNCH/FP activities.
    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    Provide overall technical guidance and leadership for implementation of activities within the FP/RMNCAH technical area including joint support supervision on MNCAH/RH/FP services to the health facilities together with Health managers
    Contribute to the capacity building of the project staff and MOH competences in FP/RMNCAH knowledge and skills including mentorship, coaching, OJT, and regular updates
    Work with Division of Family Health to develop and review policies, tools, and strategies to improve access to FP/MNH interventions
    Coordinating nutrition activities in collaboration with nutrition expert for women and children aged below 5years. These include HiNi assessments and follow up on action plans, nutrition assessments and counselling (NACs) and community BFCI.
    Review and analyze data for performance monitoring of the FP/MNCAH program and utilize the data to take corrective actions through monthly and quarterly data review meetings at the sub counties and facility levels.
    In collaboration with other team members, preparation of quarterly and annual reports as expected by the funding agency
    Provide leadership in writing of abstracts for conferences and manuscripts for publication
    Planning, Conducting, evaluation and follow up of trainings, sensitizing and orientation in Nakuru County on BeMONC, AYSRH and FP among other trainings.
    Capacity building in Emergency Obstetric Care in both Basic and Comprehensive care facilities
    Provide guidance and support to county staff to coordinate and link initiatives of other partners in supporting health facilities in service delivery

    Identification and tracking of pregnant women in the community through National Government Administrative structures (NGAO) with the aim of improving demand creation and uptake of maternal Health services (ANC uptake and Skilled Birth Attendance) to reduce maternal and perinatal mortalities
    Provide technical guidance in QA/QI in RMNCAH service delivery. This include identification, tracking and evaluation of sub-optimally performing indicators in maternal and newborn health
    Support formation and operationalization of MPDSR committees at facility and community levels

    MINIMUM REQUIREMENTS STANDARDS:

    Bachelor’s degree (added advantage) in relevant field with 3-5 years’ relevant experience in successful field implementation of RH/FP programs in Kenya.

    Minimum Requirements:

    BS/BA in relevant field and 5 years work experience in qualitative research.
    Experience working with health programs and market research is preferred
    Fluent in both Kiswahili and spoken English.
    Excellent organizational skills and ability to follow study-specific procedures and guidelines reliably.
    Excellent interpersonal communication skills, including ability to adapt to changing situations and group dynamics.
    Proficiency in basic computer technology including word processing (e.g. Microsoft Word), email and basic data entry (e.g. Microsoft Excel).
