    Job Summary

    Essential Requirements

    Responsibilities
    The Programme Support intern will provide a range of programmatic and administrative support to the Programme Manager, Grant Officers, Programme Monitoring and Evaluation Officer, Capacity Development Officer and Field Officers. Specific duties of the intern will be assigned by the Programme Manager as established by the programme unit key tasks.
    Duties may include but are not limited to the following:
    Programme and grant management support

    Support the program team on day to day programme implementation.
    Ensure that administrative tasks are conducted in accordance to Forum Syd policies and standard operating procedures.
    Support documentation and general coordination of programme unit initiatives.
    Support capacity development of initiatives of implementing partners.
    Ensure proper record and filing system for all program documents and/or other correspondences for documents for easy reference according to set guidelines.

    Field Support

    Participate in programme field visits as planned and/or assigned by programme Manager/team.
    Assist in monitoring programme implementation through providing quality data collection, verifying the accuracy of reported data and develop preliminary reports in collaboration with programme staff.

    Communication Support:

    Support programme related communication initiatives like capturing, preparation and dissemination of information and communication materials and documents on relevant platforms and channels.
    Support programme team in minute taking as well as documentation of action points and follow up issues.

    Logistical support:

    Provide logistical support on travels and hotel bookings, invitations, preparing workshop materials and any other assigned duties by administrative staff
    Perform other duties and tasks as determined by the Programme Manager.

    About the position
    This position is based in Nairobi and is responsible for sub-granting of development funds to Swedish Civil society organizations who work with international development. This includes the first-line helpdesk to Swedish applicant organizations as well as training of Swedish applicant organization and the administrative work necessary to ensure high-quality sub-granting.
    Responsibilities

    Assess programme and project applications and reports in accordance with Forum Syd’s framework for sub-granting.
    Provide coaching to applicant organisations on Forum Syd’s Theory of Change and framework for sub-granting.
    Assess and monitor the capacity of the applicant organisations to meet the requirements of Forum Syd and their compliance with the agreement.
    Analyse and monitor the geographic context and thematic trends relevant to the sub-granting portfolio and prioritised areas of Forum Syd.

    Qualifications

    Relevant academic degree in Development Studies, International Relations, Social Science, Political Science, project management, Human Rights or equivalent qualifications.
    Minimum 5 years of work experience in the development sector working with INGOs and in particular assessing programme and project applications and reports.
    Good understanding of the role of the civil society for/in development in the Eastern and Southern Africa region.
    Good knowledge in Forum Syd’s thematic areas and rights-based approach.
    Good knowledge in Planning, Monitoring and Evaluation (PME) and Result Based Management (RBM)
    Good contextual knowledge in socio-political and economical areas within the areas of operation.

    The Swedish embassy has entered into a Public Private Development Partnership (PPDP) with the International Labour Organization (ILO) as the coordinator of this partnership. On the other hand, the ILO will be entering into an agreement with Forum Syd, a Swedish Non-Governmental Organization with experience working with communities in and around Naivasha, for implementation of one of the expected outcomes.
    Overall, the PPDP will aim at improving the living conditions in and around the project areas, i.e. Narok and Nakuru counties, by acting as a catalyst to boost decent job creation through business development, skills development and community engagement.

    Purpose of the Position
    The Wajibu Wetu programme Field Officer will support the M&E Officer and the Programme Coordination Officer in data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all projects, both new and established throughout the region.
    S/he will provide technical field support to the M&E unit. The Field Officer will work closely with Program teams to assess field conditions, support capacity building initiatives, and facilitate the collection of quality data under the supervision of the Programme Coordination Officer.
    S/he may be assigned to focus on supporting one or more specific grants or projects within a programme as assigned by the M&E Officer. S/he will collaborate with the Programme’s team in reviewing and preparing monthly, quarterly and final narrative and financial donors’ reports.
    Additionally, s/he will work with other members of the team, as need be, on Seed grants support and set up, follow up of program expenses and indicators, implementation of processes, standard operating procedures and any other tasks given to her/him by the M&E Officer or the Program Coordination Officer.
    Responsibilities of the Field Officer:
    Programme Management
    Act as primary point of contact with seed grants regarding technical deliverables, financial oversight, and monitoring and evaluation.
    Day-to-day oversight of project implementation on financial, administrative and general coordination of seed grants activities.
    Assist and participate in developing the technical approach to delivery of training and other capacity building initiatives for the assigned grantees.
    Support seed grantees to ensure that all quarterly financial and narrative reports and expenditure reports are completed, verified, and promptly forwarded to the grants management office.
    Assist the grants management officer in the overall administration of the grant including work plan management and budget management as needed.
    Support Forum Syd’s reporting process for both quarterly internal reports in SOPAL and annual donor reporting.
    Facilitate communication flows between seed grant initiatives and Forum Syd office as required.
    Monitoring and Evaluation Support
    Support the programme M&E Officer and Programme Coordination Officer in creating a framework and procedures for the monitoring and evaluation of seed grantees project activities.
    Support the programme M&E Officer in implementing the key project performance indicators (KPI) as well as monitoring them throughout the duration of the projects.
    Assist Program Coordination Officer in clarifying project information needs.
    Support seed grantees on ways to properly document, organize and capture program progress.
    Support in implementation of tools and/or their revisions as well as data collection procedures under the supervision of the M&E Officer (eg. logical framework, project performance tracking, indicators, data flow chart, M&E Plans).
    Regular field visits to ensure the quality of data collected and to verify the accuracy of reported data. Support and participate in the interim and end of programme evaluation.
    Reporting
    Support M&E Officer and Grants Manager in reviewing seed grantees reports to ensure high quality reports are submitted on time.
    Review and analyze weekly reports with the M&E Officer to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.
    Assist in documenting most significant change stories and other programme successes
    Ensuring that IEC materials are delivered to partners.
    Other Duties Assigned:
    Assist Partners in resolving minor internet issues, Computer and network troubleshooting

    Terms of Reference for Evaluation of Implementation of PAWA Strategic Plan in 2015
     
    Purpose
     
    This is a Short-term consultancy assignment to carry out an evaluation on year one of implementation of core activities of the strategic plan of PAWA. The assignment will also assess organizational capacity development reflecting on the findings of the internal control systems audit carried out in 2014. PAWA is a partner organization to the ongoing Forum Syd Wajibu Wetu Programme.
    Assignment Background
     
    PAWA Initiative is a non-profit initiative established in 2009. It is the philanthropic arm of PAWA254, Kenya’s unique art and cultural collaborative hub that houses, fosters and catalyses creative and community-driven projects for social change. The acronym “PAWA” is Swahili corruption of “power,” while “254” is Kenya’s international telephone code. Our vision is to facilitate a bold, innovative and thriving art and media landscape to create social change in Kenya and exists to provide space and avenues where artists can learn and develop skills that can expose them to further opportunities for enhanced outputs, while promoting social change.
     
    As a bold ‘ARTIVISM’ organization that creatively integrates art and activism to promote active civic participation, livelihoods and employment development for Kenyan youth, PAWA’s work is organized around two thematic areas;
     
    Arts and Culture: PAWA works at developing the capacity of emerging artists and facilitating the integration of this artistic expression for livelihoods development for young people in Kenya. This is achieved through a number of interventions including provision of a state of the art co- working space that consists of creative suites for artists and professional equipment such as cameras, lighting, and other production equipment, skills transfer, networking and partnership opportunities.
     
    Civic Engagement & Social Accountability: PAWA uses art as a form of civic engagement through dance, poetry, graffiti, theatre, music, film and photography all while embedding dialogue and participation. The arts are leveraged to spark civic participation through focusing attention on emerging social concerns in the country and in the process prompt communities to action. Furthermore, through art, PAWA brings forward unheard voices in public discourses and convenes groups of people with divergent views through provision of physical, psychological, experiential, and intellectual spaces conducive to reflection and discussion.”
     
    Objectives and Scope of Work
     
    This Evaluation covers PAWA strategic plan 2015-2019 specifically the fiscal period of Jan. 2015 – Dec. 2105 with direct support from the Embassy of Sweden Nairobi. The assignment will also cover the progress on the implementation of internal controls system audit recommendations, as well as the various activities implemented by PAWA (planned and unplanned). In overall the assignment should cover the following areas;
     
    Regarding the strategic plan and activity implementation in 2015, the evaluator will assess the following;
     
    All activities implemented in the year both those planned within the strategic plan and others implemented in line with PAWA priorities for the year.
    Assess the relevance of PAWA work in 2015 in relation to their strategy and activity plan for the year. e.g. How is the appropriateness of the implemented activities to the problems identified, needs and priorities of its target group/rightholders?
    Effectiveness: Are the strategies, approaches and activities implemented relevant, well-designed and effective? To what extent have the partner communities been involved in the planning, implementation and monitoring processes?
    Efficiency: To what extent have resources (human, financial, administrative, time, etc.) been efficiently utilized and combined to achieve the expected results- towards change process
     
    Regarding internal controls system audit, the evaluation will assess
     
    How well PAWA has been able to incorporate the recommendations from the internal control systems audit in their day to day management
    Specific area of assessment will include progress on the implementation of the recommendations of the system audit action plan, identifying challenges and deviations.
    Broadly the assignment will also include an assessment of the organizational structure in place to implement the organization strategic plan.
     
    Assignment process  
    Preparatory Phase: As soon as the team leader and the team members are identified and contracted, the team shall produce the inception report 5days after signing the contract. Forum Syd shall make all relevant documents available to the team for review in good time before the actual evaluation and assessment.
     
    Evaluation and Assessment Phase: Based on the TOR and the submitted proposal; the team and the Forum Syd will agree on a timetable of the assignment process and a mechanism for reporting. The methodology and the work plan shall be discussed and agreed upon between the team and the Forum Syd. Forum Syd shall brief the team on the PAWA Strategy. To assess the implementation of recommendations of internal control systems audit of 2014 by PAWA the team shall meet regularly over the consultancy period with the Board, Management Team and staff at their offices. 2- 3 short interim reports and feedback meetings shall be provided.
     
    The team shall conduct field visits to agreed project areas and have meetings and workshops with partner communities, PAWA 254 staff and, to the extent possible, with local government and other stakeholders. PAWA shall provide a comprehensive brief on the projects and be responsible for facilitating the co-ordination of meetings and workshops. Prior to commencing the evaluation at each project location, the team shall meet with the project staff for a briefing.
     
    Prior to departure from the project sites, opportunities shall be sought to debrief project staff on the team’s key local project findings. At the end of the strategic plan evaluation phase, a debriefing workshop shall be conducted to discuss the preliminary findings, conclusions and recommendations. The purpose is to inform PAWA, partner communities and other stakeholders of the team’s observations, and to gather feedback to improve the final report. Ample time is set aside for feedback meetings, analysis and reflection together with PAWA staff, management team and Board.
     
    Completion Phase: The evaluation ends when the final report has been delivered and the PAWA management has given their response to the recommendations in writing. PAWA shall also develop an Action Plan to implement the recommendations as appropriate.
     
    Reporting
     
    It is the responsibility of the team leader to compile the reports based on input from the other team members. The final reports should be produced after incorporating feedback from PAWA and partner communities. The report should not exceed 50 pages (excluding annexes) each. A draft report should be sent to Forum Syd, PAWA and partner organization by e-mail for comments within 8days after the debriefing workshops. The final reports should be delivered to Forum Syd and PAWA both as a hard copy and as a PDF file.
     
    The linkages between findings, conclusions and recommendations in the reports should be clear and transparent. The recommendations should refer back to the TOR, be actionable, explicitly linked to the conclusions, clustered, prioritized (very high/high/medium) and with an identified addressee.
     
    Indicative Timetable
     
    The evaluation process shall start on 1st of Nov. 2016 and shall get concluded by 5th Dec. 2016. Keeping this timeline in view, the evaluator has to develop detailed schedule for the evaluation. The consultancy working days shall be staggered across this period. The Evaluation Team Bids for this assignment are open to independent individual consultants or a consultancy firm. If bidding as a team, the team should not exceed 3 persons and each member should have a specific role and responsibility clearly defined in the proposal.

    He/She will be the co-ordinator and liaison person between the field team, community and partners and assist all in data collection from the field.
    He/She will work with other team members in continuous needs assessment, related data collection and managing surveys process at the community levels among other roles as indicated below:
    Specific roles and responsibilities

    In liaison with the Programme Manager, plan for the PPDP project activities and following up on their implementation.
    Keep close coordination and liaison with community mobilizers, communities and partners and assist all in data collection from the field
    Conduct project monitoring and tracking of key activities as per the work plan
    Prepare appropriate periodic progress reports on community activities
    Support selection and training of Trainers of Trainees (ToT) for the Rights Way Forward (RWF)
    Assist the project team in the conduct of training to local work teams/groups for RWF and any other relevant training
    Support the needs assessment and related data collection relevant for the PPDP project
    Take lead in conducting of community forums and workshops in the project targeted
    Provide support for the strengthening of community Groups (Youth Group & Women Groups) to undertake their own development initiatives with special emphasis on women;
    Assist communities in preparation of Community Action Plans and proposals for approval by project authorities and County Administrators
    Help build linkages with the community, local institutions/administration and other stakeholders relevant to the project
    Document and share lessons learnt, achievements and successes from the field.

    Knowledge, skills and qualities required
    Academic / professional qualifications

    A Bachelor’s degree in Social Sciences or development studies
    Diploma in Project Management and/or Monitoring and Evaluation

    Skills, experience and attitude required

    At least two years’ experience working in community empowerment/development initiatives
    Past experience in project management
    Experience in working with participatory community approaches
    Experience and ability to work effectively with diverse stakeholder groups, that is the community, private sector, government and institution
    Excellent organizational skills including time management and ability to coordinate multiple tasks
    Demonstrated ability to handle pressure and within deadlines
    Excellent communication skills in English and Kiswahili
    Facilitation, presentation and strong oral and written communication skills
    Excellent Influencing and networking skills.
    Ability to work with local and international teams
