    Organizational Setting
    The tasks envisaged for this consultancy are to be carried out through the Emergency Centre for Transboundary Animal Diseases (ECTAD), which is currently implementing a number of projects in various countries in Africa, Asia and Middle East. Within the ECTAD framework, the Animal Production and Health Division (AGA) is closely working with the Emergency and Rehabilitation Division (TCE) under the Strategic Program 5 to support various aspects of the animal health programme of FAO, including the USAID-funded Emerging Pandemic Threats (EPT-2) and Global Health Security Agenda (GHSA) Programmes. Since 2015, USAID has been investing in building M&E systems and capacities for EPT2/GHSA supported projects and countries.

    Reporting Lines
    The National Monitoring and Evaluation (M&E) Officer will work under the overall guidance of the FAO Representative (FAO-R) in Kenya, the direct supervision of the ECTAD Team Leader, the direct technical supervision of the M&E Global Coordinator of ECTAD/AGAH at the FAO HQ, and in close collaboration with the FAO Programme in the country and ECTAD Eastern Africa Regional teams.
    Technical Focus
    The M&E Officer will support the M&E reporting at country level including the quality assurance of the information for ECTAD projects in FAO Kenya.
    Tasks and responsibilities
    The incumbent will undertake the following duties and responsibilities:

    Collect and assure the quality of information required for reporting on project and programme-level indicators.
    Liaise with/backstopping of technical officers concerning M&E information provision and validation.

    Tasks and responsibilities

    Develop and implement country specific communication strategy by identifying stakeholders, goals, objectives and timelines and consulting with thematic and technical teams.

    Organizational Setting
    The post is located in the FAO Representation in Kenya.
    The County Programme Officer is recruited to spearhead implementation of a USAID funded project which is on Increasing Smallholder Productivity and Profitability (ISPP) and implemented by FAO-Kenya in five counties – Machakos, Makueni, Taita Taveta, Tharaka Nithi and Kitui.     Reporting Lines

    Technical Focus
    Provide both technical coordination and operational support to the county governments on agriculture development and in line with FAO’s country programme framework
    Tasks and responsibilities
    The County Programme Officer (CPO) is expected to undertake the following functions among others:

    Work closely with the County Government and the department of Agriculture in the Implementation of the ISPP project;
    Support county agricultural and nutrition officers and partners in building capacity within the framework of FAO and USAID delivery modalities;

    Field School Master Trainer

    The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
    The post is located in the FAO Representation in Kenya.
    Background
    About one third of officially registered refugees in Kenya are hosted in Turkana County, specifically in Kakuma Refugee Camp. Initially set up for 100,000 people, as of 2016, Kakuma hosts about 163,192 refugees and asylum seekers, representing about 15% of the total population of Turkana County. To accommodate the increasing number of refugees in Kakuma, the County Government of Turkana allocated some 1,500 hectares of land in Kalobeyei for a new settlement on 19th June 2015. The Government of Kenya, the County government of Turkana and all key stakeholders agreed to use the land to develop a settlement that will promote the self-reliance of refugees and host communities by providing them with better livelihoods opportunities and integrated services and thus the KISEDP concept was born.
    The objective of KISEDP is “to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities in Kalobeyei through the establishment of an integrated settlement area, in which refugees and the host community live together peacefully, have access to social services and develop economic ties to build sustainable livelihoods”. For FAO the expected project outcome is “Support host communities and refugees to increasingly be able to ensure their own food and nutrition security”
    Under this outcome one of the outputs is “Establishment of Field Schools amongst the refugee and host communities” where the key activities include: establishment of 22 farmers’ schools within the Kalobeyei settlement, 34 pastoralists and livestock field schools amongst the host communities and 6 Junior farmer field and lives skills in Kalobeyei and its environs.
    The overall outcome expected from these activities is improved nutrition and improvements in incomes from agricultural activities for 2500 host and host community members.

    The Field School Master Trainer Officer will work under the overall guidance of the FAO Representative in Kenya, the direct supervision of the Programme Coordinator, the direct technical supervision of the Project Manager RDPP – KISEDP and in close collaboration with the Head of FAO Kenya Turkana County Office.
    Technical Focus
    The Field School Master Trainer Officer will support the implementation of field schools and community based saving and loaning activities in Turkana West Sub-county and Turkana County in general under FAO Kenya’s KISEDP – EUTF.
    Tasks and responsibilities
    Be responsible for overseeing field implementation of KISEDP – EUTF activities in Turkana west sub-county of Turkana but when required for the specific sites in other parts

    Duties for the Project Assistant Job
    Under the overall guidance of the FAO Representative in Kenya, direct supervision of the National Project Manager, technical backstopping from NRM Sector Head and AFAOR (Administration and Finance), the field project assistant will be responsible for all financial and administrative operations of the project in accordance with FAO regulations and guidelines.
    He/she will be responsible for the operational and logistical aspects of the project. The field project assistant will be responsible for the day-to-day management of project operations and with financial and administrative reporting. The field project assistant’s primary responsibility is to ensure that the project activities specified in the project document are facilitated to the required standard of quality and within the specified constraints of time and cost. He/she will specifically:
    Support the day-to-day operation of the project activities in the field
    Establish and organize project task forces and ensure timely provision of suitable inputs (personnel, training, equipment and supplies) including preparing initial and regular budget revisions and providing overall administrative and operational support to the project in the field;

    Reporting line and specific tasks
    Under the overall supervision of the FAO Representative in Kenya, and the direct supervision of the TA-SIVAP project manager, the consultant will be responsible for the deliverables in Activity 1.1 under Output 1.0 and Activity 2.1 under Output 2.0 in the project document. Output 1.0 and 2.0 narrate as “KSIVAP’s National and County Coordination Unit members’ knowledge and skills to oversee and coordinate the implementation of KSIVAP enhanced”, and “Capacity of County government technical staff and local private extension service providers to facilitate increased agricultural productivity, incomes and food security enhanced” respectively.
    The consultant will assess;
    i) The existing capacities of the PCU, CCU and county agricultural extension staff to successfully undertake their roles and fully implement SIVAP
    ii) Capacity building/training needs required for the PCU, CCU and county agricultural extension staff to promote increased agricultural productivity, improved household nutrition, agribusiness management and market development
    The exercise will involve use of participatory approaches and employing a methodology that will include institutional and field visits to all the select counties, literature review (previous capacity assessments of relevant projects), key informant interviews, focus-group discussions as well as other relevant assessment tools.
    The key responsibilities entail:
    Holding entry meetings with the TA-SIVAP team to clarify TORs and assignment including methodology and approach and depending on the agreed methodology, development of tools such as interview guides and questionnaires.
    Undertake a capacity/training needs assessment of the national and county project coordination units, county agricultural extension staff and producer organizations at the select SIVAP sites targeting both men, women and youth on nutrition-sensitive agricultural issues, and agribusiness and market development.
    ·Develop one comprehensive overall capacity-building plan based on the identified needs after the capacity assessment to be integrated into the programmed training that will be implemented over time.
    Compiling a draft report on findings and proposed capacity building processes, facilitate and participate in the presentation of the key findings in validation workshops with relevant stakeholders.

    Minimum Requirements
    Advanced university degree in any of the following; Agricultural Economics, Agribusiness, Social Sciences and/or Development Studies or related fields.
    Minimum 5-7 years of relevant experience in capacity needs assessments and development at national and/or county level related to nutrition-sensitive agricultural interventions, agribusiness management and market development.
    Work experience in more than one location or area of work, particularly in field positions is desirable
    Extent of Experience in participatory methodologies.

    General Objectives of the Assignment
    The general objective of the assignment is coordinate the Multi-Stakeholders Food Systems Planning Platform meetings, to ensure invitations to the meeting are done in a timely manner and to serve both as Secretariat to the MFSP Platform and maintain a database of members and periodically updating it, keeping schedule of meetings and documenting the meeting proceedings.
    Reporting line and specific tasks
    Under the general supervision of Programmes Coordinator and in direct supervision of the Project Coordinator, the Information management and Data Analysis support officer will perform the following duties:
    Coordinate the Multi-Stakeholders Food Systems Planning Platform (MFSPP) meetings ensuring invitations to the meeting are send out in a timely manner.
    Serve as Secretary to the MFSPP meetings and documenting the meeting proceedings.
    Research on possible members, maintain good relationship with the MFSPP members and periodically update the membership of MFSPP.
    Work closely with the Urban Food System Analyst to analyse researched information and generate useful information for sharing with MFSPP meetings
    Collaborate with the Communications team to facilitate establishment of a webpage for the Nadhali project in Kenya and facilitate populating of the webpage with updated information, meetings and upcoming events.
    In collaboration with Project coordinator and Urban Food Systems Analyst support in organizing for meeting, events and workshops for the Nadhali project.
    Consolidate relevant brief information from stakeholders for sharing in the FAOKE webpage and Nadhali HQ coordinators.
    Any other relevant assignment.
    Minimum Requirements
    Master’s degree in development studies, economics, social sciences, and other related fields with understanding and experience in urban work environment.
    Experience in working and managing networks and coalitions, maintaining membership database and communication to members.
    At least 4 years of working experience on participatory planning approach at urban level with International Organizations, preferably UN.
    Good interpersonal skills and ability in facilitating meeting, networking and communication between different stakeholders
    Understanding the local context and familiarity in working with local governmental institutions, private partners and CSOs.
    Previous experience on food system related planning would be an asset.
    Experience in integrating gender and nutrition issues in agriculture and urban food systems.
    Demonstrated capacity to speak and write fluent English and communicate effectively in Swahili language

    Fisheries Officer

    For successful implementation of the project, FAO intends to recruit a Fisheries Officer to be based in Mogadishu to support the implementation of project activities (including fish processing, anti-piracy advocacy, institutional strengthening for fisheries organizations, fleet improvement) in the southern part of Somalia.
    The Fisheries Officer will work under the general supervision of the FAOR, the direct supervision of the Fisheries Coordinator and CCAP Project Manager, and in close collaboration with the Project Team. Specifically the duties and responsibilities of the Fisheries Officer will include:
    Responsibilities for the Fisheries Officer Job
    Facilitate and support all aspects of project implementation in Somalia;
    Act as Focal Point and first point of contact for the project for stakeholders and interested parties from the field;
    Maintain strong working relationships with all stakeholders (particularly Ministries and co-operatives, local authorities, elders etc) in project area and ensure their active involvement with project interventions;
    Ensure regular communications with Ministry of Fisheries and Marine Resources (MFMR) at State and Federal level, to integrate FAO and project activities harmoniously within the development plans and objectives of the MFMR;
    Establish dialogue with fishermen, fisherwomen, fish vendors, fisher folk associations and coastal communities in general, to develop an understanding of local requirements, constraints and issues to be consider through project activities;
    Support the strengthening of women’s groups in fisheries in coastal communities recognizing their role in community life and decision-making;
    Supervise and support contracted NGOs implementing project activities in the project area;
    Represent Project and FAO at public meetings and other gatherings as required;
    Conduct participatory field work, research and consultations in coastal fishing communities;
    Facilitate, usually with other members of the Project Team, meetings and trainings in communities and other locations;
    Prepare workshop and training reports as necessary;
    Complete necessary preparations and facilitate Missions and inputs from national and international consultants in field work;
    Support advocacy activities against piracy in project locations;
    Perform other related duties as required.
    Fisheries Officer Job Requirements
    Bachelor’s degree in Fisheries, Rural development, Business Studies or other relevant subject.
    At least 3 years of relevant experience in fisheries or rural development project implementation;
    Experience in coastal and rural communities and/or with fisheries co-operatives in Somalia; especially women’s groups in Somalia
    Knowledge of fisheries or natural resource management, or food and nutrition sciences will be considered a valuable asset;
    Track record of successful implementation of similar assignments;
    Experience with FAO, United Nations, NGOs, EU or other similar partners will be a definite asset;
    Working knowledge (level C) of the FAO official language used for communication within the country (English).
    Ability to effectively use standard office software such as MS Office (Windows, Word, Outlook, Excel, Exchange) etc.
    Ability to use software and other information systems and databases to insert data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.
    The incumbent must possess teamwork spirit, flexibility and ability to undertake regular field visits. Tact and courtesy. Ability to establish and maintain effective working relationships with people of different national and cultural background.
