    Organizational Setting The GEF Integrated Approach Pilot (IAP) Strategy comprises three programmes that were agreed as part of the sixth replenishment of the GEF Fostering Sustainability and Resilience for Food Security in Sub-Saharan Africa , Sustainable Cities , and Taking Deforestation out of Commodity Supply Chains .The Food Security Integrated Programme (FS-IAP) targets agro-ecological systems in the drylands of Sub Saharan Africa (SSA) where the need to enhance food security is directly linked to opportunities for generating local and global environmental benefits. The FS-IAP Programme seeks to contribute to a paradigm shift in African Agriculture in the context of policy debates about how to feed a rapidly expanding population, one which emphasizes the importance of natural capital and ecosystem services.The intention of the FS-IAP is to demonstrate how these principles can be applied in practice across a range of contexts in SSA, with a focus on identifying proven multi-benefit practices, which can be scaled up; while promoting an enabling environment for scaling up via engagement of key decision makers at various scales. The FS-IAP consists of 12 individual country projects (being implemented in Malawi, Tanzania, Kenya, Swaziland, Senegal, Burkina Faso, Niger, Nigeria, Uganda, Ghana, Ethiopia, Burundi) and an overarching regional project to support the country projects.The Regional FS-IAP Project Has Three Components As Follows1: Create and/or strengthen integrated institutional frameworks and mechanisms for scaling up proven multi-benefit approaches2: Scaling up integrated approaches and practices3: Monitoring and assessment of global environmental benefits and agro-ecosystem resilience Reporting Lines The consultant will work under the supervision of the Project Budget Holder and the FAO Lead Technical Officer (LTO) together with designated Project Task Force members. In close consultation with UN Environment Focal person for Component 1, and the other members of the FS-IAP Programme Coordination Unit (PCU) based at World Agroforestry Centre (ICRAF), the consultant will lead the establishment and implementation of a ‘Science and Policy Interface’ (SPI). He will facilitate liaison between the Programme Coordination Unit based at ICRAF, FAO and UNEP. Technical Focus The overall objective of the SPI is to identify and document best practices of:

    National policies and strategies for Integrated Natural Resource Management (INRM) and Sustainable Land Management (SLM) and their linkages to food security;
    Mechanisms for mainstreaming INRM/SLM that include agrobiodiversity and ecosystem services for food security;
    Sustainable and innovative financial mechanisms and market opportunities for scaling-up.

    The SPI will function as a multi-stakeholder knowledge exchange mechanism between IAP 12 countries and existing and relevant scientific and policy platforms and initiatives in the region that support innovation for sustainability and resilience of agricultural ecosystems at country and regional levels. In addition, the SPI will support countries participating in the FS-IAP on specific topics on a needs-basis, or by request of and funding by the country (child) projects.Tasks And ResponsibilitiesThe international consultant will be responsible for the implementation of the first component of the regional project, jointly co-managed by FAO and UN Environment in partnership with a range of other actors. The component will help to address institutional and policy barriers that prevent the inclusion of ecosystem services-aware approaches into policies and investments for food security, improved and sustainable smallholder agriculture and food value chains.Specifically, the international consultant will undertake the following duties and responsibilities:Coordination And Implementation Activities

    Prepare and submit to the PCU the terms of reference, letters of agreements, work plans and other relevant documents for the establishment of the SPI, based on the consultation report prepared by Ms Anne C. Woodfine;
    Provide technical inputs to the preparation of regional workshops, training materials and publications required for Component 1 of the project;
    Organize workshops as may be determined by the PCU and stakeholders in support of project implementation;
    Provide support to the implementation of other project components, in particular to aid linkage with the sub-component 2.2;
    Support the management of the component 1’s budget in accordance with the agreed work plan and approved disbursal of project funds;
    Act as focal point for liaison with co-financing partners in order to secure the committed in-kind and in-cash contributions for the Component 1’s delivery;
    Participate in missions to the project implementing countries and provide backstopping assistances that may include the organization of in-country meetings with beneficiaries and relevant institutions; and
    Prepare a report on the consultancy assignment

    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
     

    Advanced university degree in agriculture, environment or natural resource management or any other subject related to the mandate of the Organization.
    Seven years of relevant experience with international projects in the Region, preferably as team leader or project coordinator on themes focused on sustainable food and agriculture, natural resource management, environmental conservation, climate change mitigation and adaptation.
    Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

    Organizational Setting The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.The position is located in the FAO Representation in Kenya Background The Integrated Country Approach Programme is geared towards sustainable policy change and places emphasis on strengthening the capacities of national institutions responsible for agriculture and labour to promote decent rural employment, including through private-public partnerships and multi-stakeholder mechanisms. At country level, the approach aims in particular at enhancing the employment content of national strategies, policies and programmes for agricultural and rural development in order to optimize the contribution of the sector to improve the quantity as well as the quality of rural jobs. The approach is strongly focused on youth employment creation in agricultural food systems and value chain development, but also takes into account access to agri-finance, occupational safety and health, migration, youth engagement and digital tools.In Kenya, during the 4 years of implementation, the programme will focus on the following strategic entry points:

    Policy/programmatic coordination around the youth in agribusiness strategy and linked to the forthcoming youth policy
    Support youth organizations, groups and networking
    Identification of youth role models and champions/mentorship
    Youth access to agri-finance
    Alternative means of accessing land for the youth

    Reporting Lines The National Coordinator for Decent Rural Youth Employment will work under the overall guidance of the FAO Representative in Kenya and Assistant FAO Representative (Programmes); direct supervision of the sub-programme team leader – Inclusive Value Chains and technical supervision of the International Coordinator based in the Social Policies and Rural Institutions Division (ESP). The national coordinator will responsible for the day-to-day technical leadership and coordination for the project on “Integrated Country Approach (ICA) for boosting decent jobs for youth in the agri-food system”. The incumbent will work in close collaboration with the relevant colleagues in the ESP/Decent Rural Employment Team (DRET) and FAO Kenya country office; as well as relevant UN agencies (e.g. ILO, UNDP, etc.) and in close consultation with the Ministries responsible for Agriculture, Labour, Youth, Gender, etc.Tasks And Responsibilities
     

    In close coordination with the international Project Coordinator, and based on the results and activities presented in the project log frame, support the implementation and M&E of project activities including contributing to the development of annual work plans, activity requests and calendars;
    Oversee the process of policy dialogue with the national partners of the project and key agriculture, employment and rural development stakeholders;
    Actively participate in meetings, workshops and any other relevant events organized by the national partners of the project and key agriculture, employment and rural development stakeholders;
    Manage the day to day implementation of the project activities, including support to organizing periodic meetings and workshops/trainings, in collaboration with the FAO representation in that country, government, and its institutions, UN agencies as well as other relevant stakeholders;

    Organizational Setting

    Organizational Setting
    The post is located in the FAO Representation in Kenya.
    The County Programme Officer is recruited to spearhead implementation of a USAID funded project which is on Increasing Smallholder Productivity and Profitability (ISPP) and implemented by FAO-Kenya in five counties – Machakos, Makueni, Taita Taveta, Tharaka Nithi and Kitui. The project officer shall be based in FAO’s field officer at Machakos County within the offices of the department of Agriculture, Livestock and Fisheries.
    Reporting Lines
    The County Programme Officer will be under the overall supervision of the FAO Representative and the direct supervision of the Senior Project Manager and Programme Coordinator
    Technical Focus
    Provide both technical coordination and operational support to the county governments on agriculture development and in line with FAO’s country programme framework
    Tasks and responsibilities
    The County Programme Officer (CPO) is expected to undertake the following functions among others:

    Work closely with the County Government and the department of Agriculture in the Implementation of the ISPP project;
    Support county agricultural and nutrition officers and partners in building capacity within the framework of FAO and USAID delivery modalities;
    Undertake to collect data on key USAID and FAO outcome indicators
    Establish and maintain partnerships with relevant stakeholders and initiatives at county level while identifying synergistic opportunities for collaboration;
    Actively participate in the updating of the County project management unit/coordination fora at the county on project progress

    In coordination with M&E officer, take lead in coordination of regular data collection, verification and progress monitoring of project activities;
    Timely submit to the Project Manager the monthly progress reports, work and travel plans on the program implementation at the respective counties;
    Perform other duties as required by FAOR and his assignees

    The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
    The post is located in the FAO Representation in Kenya.
    Background
    About one third of officially registered refugees in Kenya are hosted in Turkana County, specifically in Kakuma Refugee Camp. Initially set up for 100,000 people, as of 2016, Kakuma hosts about 163,192 refugees and asylum seekers, representing about 15% of the total population of Turkana County. To accommodate the increasing number of refugees in Kakuma, the County Government of Turkana allocated some 1,500 hectares of land in Kalobeyei for a new settlement on 19th June 2015. The Government of Kenya, the County government of Turkana and all key stakeholders agreed to use the land to develop a settlement that will promote the self-reliance of refugees and host communities by providing them with better livelihoods opportunities and integrated services and thus the KISEDP concept was born.
    The objective of KISEDP is “to create an evidence-based, innovative and sustainable development and protection solution for refugees and host communities in Kalobeyei through the establishment of an integrated settlement area, in which refugees and the host community live together peacefully, have access to social services and develop economic ties to build sustainable livelihoods”. For FAO the expected project outcome is “Support host communities and refugees to increasingly be able to ensure their own food and nutrition security”
    Under this outcome one of the outputs is “Establishment of Field Schools amongst the refugee and host communities” where the key activities include: establishment of 22 farmers’ schools within the Kalobeyei settlement, 34 pastoralists and livestock field schools amongst the host communities and 6 Junior farmer field and lives skills in Kalobeyei and its environs.
    The overall outcome expected from these activities is improved nutrition and improvements in incomes from agricultural activities for 2500 host and host community members.
    Reporting Lines
    The Field School Master Trainer Officer will work under the overall guidance of the FAO Representative in Kenya, the direct supervision of the Programme Coordinator, the direct technical supervision of the Project Manager RDPP – KISEDP and in close collaboration with the Head of FAO Kenya Turkana County Office.
    Technical Focus
    The Field School Master Trainer Officer will support the implementation of field schools and community based saving and loaning activities in Turkana West Sub-county and Turkana County in general under FAO Kenya’s KISEDP – EUTF.
    Tasks and responsibilities
    Be responsible for overseeing field implementation of KISEDP – EUTF activities in Turkana west sub-county of Turkana but when required for the specific sites in other parts
    Specific Objectives:

    The officer will take the lead in field implementation of the following components of the KISEDP project:
    Follow up and monitor the performance of all field schools established under KISEDP in the Kalobeyei refugees settlements and wider Turkana West Sub-county of Turkana (UNJP/KEN/086/EC)
    Support the establishment of table banking activities for groups targeted under KISEDP in the targeted 10 irrigated areas in the wider Turkana County
    Oversee the day to day issues related to management of the proposed 400 hectares agricultural land and other crop production activities within the refugee settlement
    Day to day management of the Kakuma field office
    Provide monthly reports on progress of project implementation
    Perform any other duties as assigned
