    Reporting Lines
    The Communication Consultant will be under the overall supervision of the FAO Representative in Somalia, direct supervision of the Emergency and Rehabilitation Officer and in regular consultation and coordination with the Regional Communication Officer and FAO’s Office of Communications (OCC).
    Technical Focus
    The Communication Consultant will provide strategic direction and communication support to enhance visibility of FAO’s programme. The incumbent shall ensure coherence with FAO’s corporate communication policy and operational guidelines for all communication and information outputs.
    Tasks and Responsibilities

    In line with FAO corporate and regional communication strategies, develop and update a communication plan the calendar of events for FAO Somalia, in close consultation with Programme staff including project managers and other technical colleagues;
    Develop briefs and other material to showcase FAO’s work and results in Somalia, working closely with IM, programme staff, and technical teams;
    Develop key messages tailored to specific audiences (including donors, beneficiaries, partners and the general public) and a dissemination plan;
    Interact with press and pitch stories of interest; organize visits for media to the field and serve as focal point for media missions;
    Draft press releases and statements for FAO Somalia in coordination with FAO Communication offices (at HQ, regional and sub-regional levels as appropriate), support press conferences, and prepare responses to media queries;
    Develop materials for media events, such as seasonal FSNAU Technical Releases, World Food Day, project launches and dissemination of key findings of key studies, research, assessments and evaluations;
    Develop and maintain a contact list of strategic partnerships with media organizations and journalists;
    Coordinate, produce and disseminate communication and advocacy materials, including brochures, human interest stories, posters and other visibility items (e.g. caps, tee-shirts), in coordination with focal points in RAF and HQ and following corporate branding guidelines;
    In close coordination with OCC, support FAO’s global campaigns on the national level, including World Food Day, international years, days and UN decades led by FAO.
    Produce content for and maintain the FAO Somalia web site and @FAOSomalia Twitter account, including writing and editing web posts, and ensuring web applications are user friendly and visible, in line with the FAO web and social media policies and in close collaboration with OCC. Liaise with OCCI to showcase success stories from Somalia on global social media platforms;
    Train FAO Somalia spokespeople in how to deal with the media, make the most of a publicity opportunity as well as in basic photography;
    Participate in and represent FAO as a member of the Humanitarian Communication and the UN Information Groups in Somalia;
    Evaluate performance of the communication strategy/strategies and provide appropriate guidance on how to constantly extend the reach of FAO Somalia’s communications materials and to improve their effectiveness/quality;
    In line with OCC audio-visual guidelines, develop and maintain an audio-visual archive, footage including b-roll, completed videos, photos, captions and stories.

    Minimum Requirements

    University degree in communication, social science, journalism, political science or a related field.
    Five years of relevant experience in communication, public information, journalism, international relations.
    Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

    Review incoming mail and identify action to be taken; prepare replies on routine operational matters;
    On instruction of the supervisor, prepare a broad variety of administrative actions necessary for the timely implementation of projects, including recruitment actions, travel requests, briefing schedules and procurement of equipment, works and services as well as partnership agreement (LOA and PA);
    Liaise with field staff, HQs, Public Administrations, NGO, Counterparts on all administrative and operations matters as requested;

    Organizational Setting
    The position is located in the FAO Representation in Kenya.
    FAO’s Kenya Country Programming Framework (CPF) sets out four priority areas that will guide FAO’s partnership with, and support to the Government of Kenya at the national and devolved levels – bringing together innovative international best practices and global standards with national and regional expertise during the five years from 2018 to 2022. One of the priority areas is on the development of the Inclusive Value Chains. The value chains under this priority are selected based on the countries priorities.
    The inclusive value chains sub program is implementing various value chain selection, analysis and development interventions in a number of value chains and sub sectors including horticulture, poultry, cereals, pulses, aquaculture and fruits. The interventions are designed to ensure inclusivity and sustainability in their impact as well as being aligned to various SDGs especially on contributing to economic growth, generate employment in rural economies – in particular for women and the youth, improve livelihoods, promote gender equality and reduce poverty.
    Currently within the region, the FAO is implementing a number of projects, which aim to increase investments, improve food security, generate employment and increase income for the farming communities and agricultural entrepreneurs in the region. There are also projects aimed at increasing opportunities for youth in agriculture. He/she will focus on the following outputs:

    Ensure that selected value chains are strengthened
    Entrepreneurship capacities of agri-value chain actors (including women and youth) strengthened
    Enabling environment to ensure increased investments in agriculture are achieved

    The Agribusiness and Value Chain Development Specialist will be responsible for supporting the IVC team in achieving these outputs.
    Reporting Lines
    The Agribusiness and Value Chain Development Specialist will work under the overall supervision of the FAO Representative in Kenya, and the direct supervision of the Sub Program Leader for Agribusiness and Inclusive Value Chains (IVC), he/she will be responsible for the program coordination of the Sub Program’s activities in the Lake region Counties (Kisumu, Busia, Vihiga, Kakamega, Siaya, Migori, Nyamira, Homa Bay, Kisii, Nandi).
    Technical Focus
    The consultant will be responsible for coordinating delivery of the outputs of the projects in the region that aim to Improve food systems, enhance coordination and foster agricultural investments. These targeted investments should be aligned with the Sustainable Development Goals (SDGs) that contribute to economic growth, generate employment in rural economies – in particular for women and the youth, improve livelihoods, promote gender equality and reduce poverty. The Consultant will be responsible for building the necessary stakeholder platforms and working closely with the County Governments and other development partners in the delivery of this assignment.
    Tasks and responsibilities

    Support the harmonization of the different projects into an overall program for the region.
    Provide technical, organizational and entrepreneurial skills to producers, Micro, Small and Medium Agro-Enterprises (MSMAEs) and agricultural service providers to establish and engage in inclusive, equitable and innovative business models.

    Organizational Setting
    The position is located in the FAO Representation in Kenya. The African Sustainable Livestock 2050 (ASL-2050) is the policy arm of the Emerging Pandemic Threats phase 2 (EPT-2) programme funded by USAID and implemented through the Emergency Centre for Transboundary Animal Diseases (ECTAD). In the last two years, it has collaborated with three governments in Eastern Africa, including Ethiopia, Kenya and Uganda, to formulate long-term (2050) livestock scenarios that point to a number of public health threats associated with the anticipated growth and transformation of the livestock sector. In the next 8 months, ASL2050 will collaborate with national government to support the identification and implementation of policy instruments that, by operationalizing the current policy framework, will reduce some of the identified public health threats along the livestock value chain. The ultimate objective is to develop and implement a scalable methodology assisting countries to successfully operationalize existing policies, both in the livestock sector and in other agricultural domains.
    The methodology includes three major outputs:

    A report on public health threats along the livestock value chain: stakeholders’ behaviour vs good practices The ECTAD team will examine stakeholders’ compliance with known good practices to identify public health threats at the major nodes of the livestock value chain (e.g. production; trading; marketing; etc.).
    A report on public health threats along the livestock value chain: a constraint analysis For the selected node of the livestock value chain / public health threat, the ECTAD team will further examine the behaviour of private actors, of public actors (livestock, public health, and environment) and their relationships, with the objective to identify the constraints that prevent them to comply with / follow good practices.
    Report on reducing public health threats along the livestock value chain: actionable instruments The ECTAD team will use policy analysis methods to identify actionable instruments addressing the constraints identified.

    Reporting Lines The consultant will work under the overall supervision of the ECTAD country team leader and in close consultation with the ASL2050 focal point. Tasks and responsibilities

    Assist the ECTAD team in drafting and disseminating the three major reports mentioned above (Stakeholders’ behaviour and good practices; Constraint analysis; Actionable instruments);
    Contribute to analysis of the current institutional structure and public budget allocated for prevention and control of Emerging Zoonotic Diseases (EZDs) and Antimicrobial Resistance (AMR);

    The main aim of FAO Somalia is to assist government towards strengthened institutional capacity and decision support for Somalia’s agriculture, livestock and fisheries sectors and natural resource management.     Reporting Lines
    The Project Specialist will be under the overall supervision of the FAO Representative in Somalia a.i., the direct supervision of the Head of Strategic and Resource Mobilization and guidance from CIO Division.
    Technical Focus
    The Head of Information & Systems Management Unit will be will be responsible for leading and managing the team in

    Contribute to defining the implementation workflow of cash-based interventions to ensure a timely and tailored development of the beneficiary ecosystem in all its components, in close consultation with FAO Somalia Head of Programme and Head of Emergency;
    Work with the Information Management Analyst to regularly collect and share implementation data to maximize the exchange of information within FAO Somalia and contribute to programme planning, implementation and reporting;
    Compile, analyse and disseminate FAO information products for internal and external audiences (e.g. IM dashboard, reports, briefs, charts, infographics, response highlights, advocacy materials), in collaboration with the communication officer and wider Strategy and Resource Mobilization Unit;
    Work with the IM Analyst and the Data Visualization Expert to transform key data into user-friendly tables to share with all units;
    Monitor and ensure corporate FAO (FAO main webpage and FAO emergencies page) and Inter-Agency platforms (i.e. Reliefweb) reflect accurate information, and contribute dynamic content in close collaboration with the Communication Officer;
    Oversee the compilation and production of monthly 3Ws reports for the Food Security Cluster;
    Represent FAO at the Information Management Working Group (co-hosted by OCHA and REACH), and collaborate with counterparts in other partner agencies to improve the consistency and timeliness of information disseminated;
    Keep abreast of best practices in IM area at internal and inter-agency level;
    Respond to various inquiries and information and data requests internally and externally.

    Continue the design and development of the systems and innovations already defined, mainly: Beneficiaries Information Management System (BIMS), AAP application – including two way SMS feedback mechanism and Interactive voice response (IVR), facial recognition integration in the database, BiMo and ODK, 10 fingerprints scanner integration, implementation dashboards, API integration with the corporate systems GRMS and/or IMIS, pilot of WFP Scope;
    Coordinate the setup and remote management of implementing partners devices (laptops, tablets, smartphones and fingerprint scanners) for beneficiary registration and verification;
    Research & Development of software and hardware innovative solutions, such as iris scan and facial recognition;
    Ensure the participation of IM staff in training implementing partners on the use of beneficiaries MIS ecosystem (i.e. during beneficiary registration and verification);
    Ensure that all software development is in alignment with FAO Software Development standards as well as industry best practices;
    Advocate for and facilitate the use of data standards and common platforms by Programme, Operations and Finance Unit staff;

    Organizational Setting Through its Country Offices, or FAO Representations, FAO assists governments to develop policies, programmes and projects to address hunger and malnutrition, and provides technical support for the sustainable development of their agricultural, fisheries and forestry sectors. The activities of the FAO Country Offices include design and implementation of country-tailored field programmes, liaison with local donor representatives, and active public awareness raising and outreach activities related to FAO initiatives such as the World Food Day. Reporting Lines The incumbent will be under the overall supervision of the FAO Representative in Kenya, technical supervision of the Assistant FAO Representative (Programmes); and work in close collaboration with the National Project Coordinator, Youth Officers and colleagues in headquarters and in the sub-regional office. Technical Focus Rural migration in Kenya is influenced by multiple factors including lack of employment, limited access to services and better education opportunities and limited access to social protection – to name some. Many migrants migrate to rural towns or secondary cities as the population grows quickly and the economy of the country develops further. As youth account for 35 percent of Kenya’s population, and with over 1 million entering the labour market annually, agriculture presents a prospect for job creation and holds opportunities for alternative(s) viable livelihoods to rural out migration. The ‘Migration, Social Protection and Youth Employment’ project aims to address the adverse drivers of rural out-migration of youth, by creating additional and improved employment and entrepreneurship opportunities in agri-business along select local value chains and create linkages with the existing social protection programmes with a special focus on Kiambu County, a peri-urban area with a vibrant agriculture sector. The project is grounded on the principle that migration should be a choice not a necessity.Tasks And Responsibilities

    Provide technical support to national and county-level stakeholders on ways to address the adverse drivers of rural out-migration as well as harness the potential of migration for rural development;
    Facilitate the organization of national and county-level policy consultations to enhance policy and programme coherence and coordination on issues related to migration and rural development;

    The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
    The posts are located in the FAO Representation in Kenya with duty station in Samburu and Laikipia Counties.
    The Food and Agriculture Organization of the United Nations (FAO) in Kenya is implementing an EU-funded project titled“Support to the attainment of Vision 2030 through Devolved Land Reforms in Community Lands of Kenya (GCP/KEN/085/EC).” in close collaboration with the Ministry of Lands and Physical Planning, the National Land Commission as well as the County Governments of Tana River, Turkana, Samburu, Marsabit, Baringo, Nandi, West Pokot and Laikipia.
    Job Description:
    The Land Technical Officer will be under the overall supervision of the FAO Representative in Kenya and the direct supervision of the Land Programme Manager.
    Responsibilities:

    In close coordination with the Programme Manager, act as the County programme manager in the full implementation of scheduled activities on land.
    Plan and report in the web-based database all county activities on a monthly basis in collaboration with county programme and administrative officers and in consultation with sector heads.
    Provide the first level of line management to county programme officers and support their engagement with the relevant county ministries (a second level of line management will be provided by the sector heads).
    Under guidance of the programme manager, provide technical support for the establishment and trainings of County Land Management Boards and Ministry of Lands office in the County.
    Guide and provide technical advice on the identification of existing policies, institutional and legal gaps/conflicts for sustainable governance of community lands and natural resources in alignment of the FAO county programme with a) the Country Programming Framework (CPF) and b) the County Integrated Development Plan (CIDP).
    With support from the programme manager, provide methodological recommendations for inclusive and negotiated Land Use Planning with the County Government.
    Promote and technically support county government and community groups trained on Voluntary Guidelines and other related FAO tools, e.g. Participatory Land Delimitation (PLD) methodology, Improving Gender Equality in Territorial Issues (IGETI), etc. for monitoring efficiency and transparency in community land administration and management and training on provisions of the new legal frameworks for land governance.
    If there is no Head of County Officer already appointed, represent FAO in the county by holding regular meetings with senior county government officials and being the prime point of contact between the County Governor and FAO Kenya.
    Monitor the progress and execution of activities as per the work plan, and perform other duties as required.

    Qualifications:
