    Tasks And Responsibilities

    Support logistics operations including all logistics assets maximize efficiency and ensures regular maintenance in order to ensure timely and cost-effective delivery of cargoes;
    Ensure integrity of transport information, including commodity tracking in the standard systems and maintains transport information for reporting purposes;
    Ensure FAO standard logistics forms are consistently used, readily available, and completed accurately and electronically by the inspection company, transporters, vendors and field personnel;
    Ensure adequate logistics preparedness through contingency planning and continuous logistics preparedness reviews;
    Establishes comprehensive purchase orders delivery tracking system in order to be informed of the status of accomplishment of purchase order deliveries at all stages of supply chain.
    Coordinate logistics operations with other organizations in the area and provides logistics support to ongoing air, land, sea, or rail operations in the area;
    Ensure maximum availability and implementation of controls and monitoring mechanisms for all logistics assets such as vehicles, generators, computers and all other technical items using either petrol, diesel or kerosene to maximize efficiency and ensure regular maintenance.
    Establish stock movement, fleet and logistics reports based on logistics movements and distributes them according to requirements;
    Monitor regular and timely transmission of pipeline, logistics monitoring information, stock levels and distribution status to programmes and logistics focal point at national level.

    Minimum Requirements

    University Degree, preferably in business administration or economics (preferably transport economics), logistics, finance, budget, public administration or related fields or extensive logistics experience
    Ten years of relevant experience at the national level in logistics management, administration, procurement, finance or budget more than five years in a management level position;
    Working knowledge (level c) of English and Swahili
    Must be a national of Kenya.

    Organizational Setting

    The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programmes aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies.

    Background

At country level, the approach aims in particular at enhancing the employment content of national strategies, policies and programmes for agricultural and rural development in order to optimize the contribution of the sector to improve the quantity as well as the quality of rural jobs. The approach is strongly focused on youth employment creation in agricultural food systems and value chain development, but also takes into account access to agri-finance, occupational safety and health, migration, youth engagement and digital tools.
    In Kenya, the project started in 2019 and will end in December 2022. During the remaining period  of implementation, the programme will focus on the following strategic entry points:

    Provide technical leadership and support to the overall Youth in Agriculture program in Kenya
    Policy/programmatic coordination around the youth in agribusiness strategy and its implementation in the ICA project target counties of Siaya and Kakamega;
    Support youth organizations, groups and networking;
    Identification of youth role models and champions/mentorship opportunities;
    Youth access to agri-finance;
    Alternative means of accessing land for the youth;
    Assess VC opportunities, and promote youth access to agribusiness training, market and private sector collaboration

    Reporting Lines
    Under the overall guidance of the FAO Representative in Kenya and Assistant FAO Representative (Programmes); direct supervision of the sub-programme team Leader- “Inclusive Value Chains” and technical supervision of the International Coordinator based in the Inclusive Rural Transformation and Gender Equality Division (ESP).
    Technical Focus
     the national coordinator will responsible for the day to day technical leadership and coordination for the project on “ Integrated Country Approach (ICA) for boosting decent jobs for youth in the agri-food system” (2019-2022).
    The incumbent will work in close collaboration with the relevant colleagues in the ESP/Decent Rural Employment Team (DRET) and FAO Kenya country office; as well as relevant UN agencies (e.g. ILO, UNDP, etc.) and in close consultation with the Ministries responsible for Agriculture, Labour, Youth, Gender, etc.
    Tasks and responsibilities

    In close coordination with the international Project Coordinator, and based on the results and activities presented in the project log frame, support the implementation and M&E of project activities including contributing to the development of annual work plans, activity requests and calendars;
    Oversee the process of policy dialogue with the national partners of the project and key agriculture, employment and rural development stakeholders;
    Actively participate in meetings, workshops and any other relevant events organized by the national partners of the project and key agriculture, employment and rural development stakeholders;
    Manage the day to day implementation of the project activities, including support to organizing periodic meetings and workshops/trainings, in collaboration with the FAO representation in that country, government, and its institutions, UN agencies as well as other relevant stakeholders;
    Provide technical inputs to key national stakeholders in the processes of revision of existing or formulation of new policies, strategies, plans and programmes around youth employment in agriculture, agribusiness, value chain development, access to agri-finance and private sector engagement;
    Prepare and submit report on progress of project implementation at national level on a quarterly basis, liaising with national partners;
    Coordinate and assist the missions and trainings conducted by international consultants and FAO staff by processing the administrative procedures and coordination with relevant governmental agencies, UN agencies and national stakeholders;
    Ensure the adoption of a sound project communication strategy, including by assisting in the development of information materials, to guarantee adequate access to information for all relevant stakeholders through different communication means;
    Collaborate and support other youth-related Programmes and projects within the FAO work programme and beyond that may bring collaborations and partnerships with the ICA project. The support may range from technical input into the development of related projects and supporting related missions among others;
    Contribute to the FAO Policy Database on Productive Employment and Decent Work by generating new entries and suggesting news;
    Coordinate an assessment of the presence of Indigenous Peoples inside or close to the project area and, if relevant, coordinate, document and act as a focal point for the Free, Prior and Informed Consent (FPIC) process throughout the different phases of the project in compliance with the relevant FAO Internal policies and procedures;
    In collaboration with the Decent Rural Employment Team, coordinate and act as a national focal point for establishing and implementing the project’s grievance mechanism, which is culturally appropriate and compliant with the relevant FAO policies and procedures, including receiving, assessing and registering complaints, interacting with complainants as required, ensuring complaints’ resolution at the project- or higher level of the grievance mechanism (Lead technical Unit, FAOR, or Regional Office), and documenting the process, all in compliance with the rules agreed with stakeholders and with the relevant FAO internal procedures;
    Perform any other relevant tasks as required

    Advanced University Degree in Economics, Agricultural or Development Economics, Development Studies, Social Science or related fields.
    Minimum of 7 years of experience working on agriculture and business development and/or youth employment issues

    The Food Security Cluster/Sector Coordinator (CC) is one of the core Food Security Cluster (FSC) Coordination team members and plays a vital role in ensuring timely, coherent and effective food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to a humanitarian crisis.
    Minimum Requirements

    University degree in food security, agriculture, economics, humanitarian affairs or related field;
    Minimum 5 years of professional experience in humanitarian response at a mid or senior level. Experience in food security related topics is mandatory and experience in the FSC is desirable;
    Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

    Responsibilities

    Contribute to the Humanitarian Needs Overview (HNO) and lead the process for the FSC through identification of needs, severity, geographical scope, and Persons in Need, with the support of the IMO and in consultation with the cluster partners;
    Undertake planning and strategy development by contributing to the Humanitarian Response Plan (HRP) and lead the process for the FSC through coordinating the design of the response strategy and logframe, in consultation with the cluster partners;

    Ensure mainstreaming of cross-cutting and cross-sectoral issues (e.g. gender, age, HIV and AIDS, human rights, disability, environment, early recovery, protection, nutrition) and appropriate participatory and community-based approaches in cluster/inter-cluster needs assessments, analysis, planning, implementation and monitoring;
    Ensure the use and application of common standards (e.g. SPHERE standards and CHS), and harmonization of programmatic responses (SOPs on modality of delivery, Minimum Expenditure Basket, minimum assistance package);
    Contribute to country level contingency planning and coordinate cluster/sector-wide emergency preparedness and response;
    Ensure the development of regular food security reports (Sitreps, Bulletins, newsletters, etc.);

    Background

    The Food and Nutrition Security Impact, Resilience, Sustainability and Transformation (FIRST) initiative is a partnership programme between target governments, European Union (EU) and the Food and Agriculture Organizations (FAO) aimed at strengthening the enabling environment for Food and Nutrition Security and Sustainable Agriculture (FNSSA) in selected countries through policy assistance and capacity development support. The FIRST Programme has been operational in Kenya since 2016. In the last 4 years, FIRST has made significant contribution in strengthening policy environment within the FNSSA in Kenya. A notable achievement is the development of the Agriculture Sector Transformation and Growth Strategy (ASTGS) through an inclusive process. The ASTGS envisions “a vibrant, commercial and modern agricultural sector that sustainably supports Kenya’s development in the context of devolution, short-term national aspirations for 100% food security, and longer-term global Comprehensive Africa Agriculture Development Programme (CAADP) and the Sustainable Development Goals (SDG) commitments.” A new office, known as the Agricultural Transformation Office (ATO), is in place to coordinate the implementation of ASTGS.

    By design, the FIRST programme adds value to the priorities of the EU and government. Under the 2021-2027 EU Multi-annual Financial Framework, priorities include among others digitalization and sustainable agri-food systems, as outlined in the Farm-to-Fork Strategy of the Green Deal. In view of this, FAO in partnership with European Union (EU) through the FIRST Programme and in consultation with Ministry of Agriculture, Livestock, Fisheries and Cooperatives (MoALF&C) seeks to engage an experienced senior policy expert to fill in the position of the Senior Policy Officer (SPO) under FIRST. The SPO (FIRST) will spearhead FIRST technical assistance to MoALF&C by building on previous work under FIRST to continue supporting evidence-based policies and strategies, policy dialogue, advocacy, and institutional and human capacity improvements while promoting strengthening of synergies across agricultural, socio-economic and environmental sectors to ensure food and nutrition security and sustainable agriculture. Such support will include analysis and development of sector digitization policies and strategies, establishment and strengthening of institutional framework for sector digital policy engagement and dialogues; and sector policy monitoring and evaluation. This assignment will be for an initial period of eleven months.

    Reporting Lines

    The Senior Policy Specialist (FIRST) works under the overall guidance and direct supervision of the FAO Representative for Kenya. The incumbent will be based at the Agriculture Transformation Office (ATO) in the Ministry of Agriculture, Livestock, Fisheries and Cooperatives. Working closely with the ATO, he/she will support Government efforts towards transformation of agriculture through the implementation of the ASTGS, ensuring complementarity with other EU Delegation (EUD) supported programmes, and will report directly to the Principal Secretary (PS).

    Technical Focus

    The incumbent will work closely with the FAO Kenya Policy Sub–Programme to ensure that FIRST benefits from synergies and coordination with a wider ecosystem of collaboration, building on the programmes that FAO is implementing in the country.

    Tasks And Responsibilities

    Specifically, the SPS (FIRST) will be the Policy & Advocacy Lead as provided for in the ATO organizational structure. He/she will build on gains already realized to contribute to the government’s agricultural transformation agenda by supporting the ATO in the following:

    Lead on policy & advocacy work for ATO, including managing relationships with relevant external lobby groups, preparing documents on specific development issues for a range of stakeholders, lobby groups and audiences.
    Provide policy and political analysis on issues of agri-food systems and synthesise country’s perspectives to national and global policy discussions.
    As part of knowledge sharing and information to policy decision makers and technical teams at national and county level, prepare policy briefs, technical notes, presentations and reports on a regular basis. This will include leveraging digital platforms such as the Kenya Integrated Agriculture Management Information System (KIAMIS) among others, to develop knowledge products for evidence-based decision-support.
    Create policy proposals to further the GoK’s agenda through coordinating the policy-making process with state experts and agencies to solicit input into and facilitate an effective policymaking process.
    Building on the foundational support to the ATO and CAADP team, continue to support efforts to strengthen the M&E system of the Ministry. This activity links to support provided in the previous phase of FIRST to knowledge and information management, leading to the recommendation of developing the Kenya Agriculture Knowledge and Information System (KAKIS), which is now subsumed under KIAMIS.
    Support promotion of digital driven data collection and service delivery to enhance effective monitoring and reporting, including reporting on progress made in transforming agriculture, policy effectiveness, as well as SDG indicators monitoring and reporting by the Ministry.
    Support the rollout and domestication of ASTGS at the counties level to enhance coherence between implementation and the policy. This necessitates the continued collaboration between SPO (FIRST), the ATO, and the Joint Agriculture Sector Steering Committee (JASSCOM) to strengthen the capacity of counties to integrate the ASTGS in the county plans and strategies.
    Provide technical support to the Food Systems Dialogues in the build-up to the Food Systems Summit. Further to this, support the synthesis of key thematic areas of focus arising from the Food Systems Summit in line with GoK, EUD and FAO priorities for enhanced investment to accelerate achievement of the Sustainable Development Goals (SDGs).
    Assist communications to ensure that policy ideas are accurately communicated in government’s messages.
    Ensure that linkages and synergies with other agricultural programs and projects are exploited for increased impact and avoidance of duplication.
    Liaison with policymakers, government agencies and non-state actors at the national, county, and local level.
    Incumbent will also perform any other tasks as may be required by the Principal Secretary.

    Advanced university degree in agricultural economics, public policy, development economics, policy analysis or related field.
