    Position Description

    The Regional Engagement Manager is a key part of CFF’s global team, working across different geographies to deliver on their ambitious goals. Central to this role will be to ensure successful engagement with stakeholders in Africa, contributing to the transformational impact that knowledge can have.
    The Regional Engagement Manager will be responsible for building and maintaining a network of stakeholders to support the CFF’s work in the region, including financiers, NGOs, city networks and knowledge forums. This position will work in close collaboration with Senior Project Advisors, which are CFF staff delivering technical support in partner cities, the
    C40 Africa Regional team and other C40 programmes and staff in the region. This position will also be responsible for contributing to the production and dissemination of the knowledge documents produced by the CFF, and for identifying opportunities for feeding into dialogues and discussions on climate finance and sustainable urban infrastructure. The Regional Engagement Manager will engage with policymakers at the local and national level and represent the CFF in events and conferences. This position will also assist the CFF team in the selection of projects that the CFF supports during possible upcoming phases.
    The Regional Engagement Manager will report to the Senior Engagement Manager of the CFF but will also have close interaction with other C40 and GIZ staff based in Africa.

    Responsibilities:
    City and Stakeholder engagement (60%)

    Contribute to the development and delivery of activities for CFF projects in Africa, jointly with each city nucleus team (CNT) and working closely with both C40 and GIZ staff to ensure effective implementation of in-city and regional activities;
    Serve as regional focal point to the CFF on the continent and represent the CFF and C40 Cities at workshops and conferences (virtual and in person) as part of knowledge dissemination and partnership activities with CFF and non CFF partner cities.
    Support C40 Cities’ Regional Directors in Mayoral engagement and political analysis/engagement with CFF projects ;
    Liaise with Regional Directors and other relevant C40 relevant staff to inform and include them in the city and project development process.
    Maintain and monitor city project progress and report internally through City Asanas and other relevant internal communication tools;
    Work closely with relevant C40 and GIZ teams to ensure coordination and synergies between CFF and other C40 programmes and teams for relevant cities and projects.
    Identify, monitor and report project delivery risks to CFF Management and other relevant stakeholders (e.g. C40 regional directors, relevant partners, etc) together with other CNT members; .

    Knowledge creation , creation and dissemination (25%)

    Strategically and proactively disseminate CFF’s knowledge products within the region through regional and local events (virtual/in person).
    Support the CFF’s Head of Regional Engagement Manager, and Head of Knowledge & Partnershipsiin gathering information from CFF supported cities for the creation of knowledge strategies and products. This may include identifying opportunities, gathering information and contributing to different knowledge products.
    Support the delivery of replication and upscaling initiatives identified within each city, and lead on regionally-focussed opportunities agreed upon jointly;
    Support the monitoring, reporting and evaluation of CFF’s knowledge dissemination activities.
    Work with the Knowledge & Partnerships team to support the implementation of the CFF knowledge strategy, including in facilitating the delivery of relevant climate finance and equity & inclusion capacity building activities;

    Partnership building (15%)

    Identify, build and maintain regional networks and partnerships to support CFF’s strategic goals (e.g.financiers, NGOs, other project preparation forums, knowledge forums), working in close collaboration with Senior Project Advisors and with the C40 Regional Director
    Identify and prioritise opportunities for partnership engagement for the CFF in the region, including but not limited to policy discussions at the national or regional level that deliver on the CFF objectives.
    Provide information to CFF Management on potential partnership opportunities in the region.

    Other:

    Support the CFF communications team with regional communications and raise awareness of the work of the CFF within the region.
    Support CFF’s city selection process for future program phases
    Engage with other CFF and C40 relevant teams as requested

    Person Specification:

    You have experience and/or qualifications in one or preferably more of the following fields: infrastructure finance, project preparation, cities and urban development, climate finance and/or climate change or related fields.
    You have gained this experience either at a multilateral, a development bank, NGOs and Community based organisations, a city administration, a development organisation, the private sector or other relevant sectors.
    You embrace the flexibility and agility to operate within a partnership delivery structure, and within a complex organisational structure spanning two organisations and four continents..
    You are someone who enjoys “connecting the dots” in complex programmes. You enjoy working on cross cutting workstreams.
    You have the interpersonal skills to liaise and communicate clearly with people and partners at all levels of seniority and from different cultures and backgrounds.

    Position Description

    The Communications Manager, Zero Emission Freight will manage and coordinate cross-regional communications for Laneshift, a partnership between C40 and The Climate Pledge to decarbonize freight in Latin America and India. This role will work closely with colleagues across various teams to support programme delivery, including the Latin America and South and West Asia regional teams, as well as the global Zero Emission Freight team. This role will also serve as a key link between programme delivery teams, the Communications team and the Campaigns team, ensuring that all strategies and outputs align with C40’s global communications strategy.
    This role will serve as the primary communications contact with the donor and support the co-creation of communications activities, events and other deliverables at global and regional levels. They will support all communications activities regarding Laneshift at global events, i.e., U20, COP, New York City Climate Week and more. They will be an organised and proactive individual with excellent communication, organisational and project management skills. The person will liaise continuously with focal points responsible for Communications and Campaigns in the regional teams.
    The successful candidate will be a quick learner who thrives in dynamic, collaborative environments and is skilled in stakeholder engagement, communications and coordination across regions, teams and diverse groups of stakeholders.

    Responsibilities:

    Develop and execute a communications strategy for the Laneshift programme alongside the funder;

    The Project Manager will play a key part in the African Cities for Clean Air Programme, working closely with the Regional Technical Advisors, the Technical Head for Breathe Cities, Africa and the Head of Air Quality and Health Technical Programmes, supporting on regional management, delivery and covening functions of the programme. The post holder will provide coordination and administrative support, manage the delivery of workshops and events, support on reporting and public dissemination of project learnings.

    Position Description

    This key organizational position of the Regional Directors is a critical element in the C40 management structure. As part of the C40 Regions and Mayoral Engagement team, Regional Directors ensure regionally-aligned and coordinated delivery to cities. Through the C40 Regional Business Plans, Regional Directors coordinate all other teams in C40 in the delivery of the work in the region.
    Regional directors build strong relations with mayors, cities and regional political entities so that they are effectively engaged in the global climate agenda in line with the C40 Leadership Standards. Through the engagement with Mayors, the Regional Directors gather and share political and regional priorities and make these available to different teams in the organization.
    Regional Directors work closely together to share learnings from their regions among themselves and throughout the organization, and work collaboratively to ensure the C40 network operates in a cohesive and strategic manner.

    Responsibilities:

    Manage relationships with all the C40 member cities in the region and ensure that C40 city governments are satisfied with and benefitting from their partnership with C40.
    Build strong working relationships with the region’s C40 mayors and support their global collaboration and climate leadership.
    Coordinate the development of the C40 Regional Business Plan in close consultation with C40 cities, regional partners and relevant C40 teams and coordinate its implementation working with different C40 teams.
    Oversee the strategic development and implementation of C40 technical assistance programs in the region, guided by the Regional Business Plan and insights from the Regional Delivery Advisory Group; and provide oversight to in-region City Advisors.

    The Chief Financial Officer (CFO) Network for African Cities  is a programme being developed to support African city staff who manage city budgets and financial policy to improve channelling of government resources and outside investment to necessary climate actions. The mission of the CFO Network for African Cities is to help increase climate literacy among city CFOs, as well as support evidence-based budgetary decisions and policy making in public financial management. This network will aim to strengthen municipal environments that are favourable to investment, underpinning the development of climate-smart project pipelines at the pace and scale required to meet climate  goals.
    The CFO Network is co-led by the Africa Regional Team and The City Finance Programme. The C40 City Finance Programme is a global programme that supports C40 cities across multiple climate action types on preparing projects for finance from the demand side, increasing the flow of accessible finance from the supply side, and connecting demand and supply side actors in the finance landscape. 

    Position Description

    The Manager, CFO Network for African Cities will be responsible for early stage programme development and the delivery of identified workstreams of the CFO Network for African Cities. They will support the Global Senior Manager, CFO Network for African Cities to scope suitable activities for the Network and assess the best outputs to achieve the Network’s main priorities: capacity building and action-oriented networking; increasing own-source revenues; strengthening financial management practices and policies; identifying viable financing solutions for local infrastructure and services. They will support management of the Network’s members, funders, partners and advisors, and work with the Global Senior Manager, CFO Network for African Cities on developing and implementing the programmatic infrastructure required to fully launch the Network.

    Position Description
    The Senior Manager will report into the C40 Head of Implementation in Africa. They will also work very closely with the Director of Climate Resilience, Adaptation and the Adaptation Implementation Specialist seconded to the Urban Municipal Developemnt Fund (UMDF) under the C40-AfDB collaboration, to support the implementation of adaptation projects in C40 African Cities. Broadly, they will:

    Bring technical as well as managerial skills, demonstrated in the field of climate adaptation and water management, particularly in working with cities in Africa.
    Support C40 African Cities on their regional water priority action programs.
    Advise on the advancement of water resilience in the Africa region by supporting C40 African cities, build ‘soft’ and ‘hard’ resilience to climate-related water hazards like flooding and droughts; and ensuring impactful and scalable water resilience practices are implemented within C40 African Cities.
    Support the growth of C40’s water programmes and partnerships in Africa- between C40 Cities as well as private sector organisations to generate new and innovative solutions, related to water action implementation and poverty reduction.

    Key Responsibilities: 

    Leverage existing benchmarking approaches to undertake a needs assessment (and benchmarking) of C40’s 13 African cities, based on their climate action plans, risks assessments and current capacity and political context.
    Deliver technical assistance directly as well as through peer-to-peer learning between cities, to help selected C40 African cities address the gaps and challenges identified during the needs assessment in order to improve the water management enabling environment and advance implementation in the city. For example, the current Aarhus-Tshwane City partnership on improving water security in Tshwane, which C40 is looking to expand to new cities.
    Support water security budgeting and financing processes in selected C40 African cities through undertaking operations and maintenance forecasting, cost-benefit analyses, cost recovery assessments, developing financial plans and supporting advancements in city procurement.
    Offer upstream support for water security projects from preparing a pipeline of mature projects that unlock access to large-scale capital funding, to building capacity, understanding the business case for projects; and to developing potential financing sources and financing options.
    Help C40 Africa cities mobilise and access downstream finance for water and poverty reduction projects, including through UMDF.
    Lead the development and implementation of the Mayoral statements on Water security in Africa released by African Mayors and C40’s Africa Water Security Forum.
    Develop and support the fundraising strategy for the Water Secure African Cities programme, and other water and adaptation projects.

    Position Description
    The C40 Food Systems Network is part of C40’s Food, Water and Waste Programme. Food production accounts for 11% of global greenhouse gas (GHG) emissions, rising to 30% when distribution and land use are included. Cities have strong authority over many aspects of urban food systems. The network, in partnership with the EAT Foundation, supports cities efforts to create and implement integrated food policies that reduce greenhouse gas emissions, increase resilience and deliver health outcomes. The network helps cities advance and accelerate action by transferring existing knowledge, creating an environment of positive encouragement and friendly competition, and using the power of the collective to develop high impact joint projects which have a multiplier effect. The Food Systems network focuses on issues such as food procurement and sustainable diets; food production; food distribution; food waste; and governance.
    The Food Systems City Adviser will be the C40 focal point in developing Nairobi’s Food Systems Strategy, bringing together the integration/linkage with the existing policies and plans (e.g. Climate Action Plan) and the implementation mechanism (Food Action Plan). They will draw from substantial work on Nairobi’s Food System Status completed through the NADHALI project, a project developed by the United Nations Food and Agriculture Organization (FAO) which is coming to an end (http://www.fao.org/in-action/nadhali/en/).
    Additionally, the City Adviser will work within Nairobi City County to further the importance of sound urban food system. He/She will help facilitate regular discussions with other cites of the C40 Food Systems Network. The City Adviser will also support the development of a resource mobilization strategy, and connect the city to resources across the C40 Food Systems Network, FAO, and other technical partners. Furthermore, the City Adviser will support the city’s staff in organizing and facilitating meetings of the food systems multi-stakeholder platform when needed.
    The C40 City Adviser’s relationship with the Nairobi City County Government and other key stakeholders is critical for efficient and effective delivery. The City Adviser will be based at the Nairobi City County offices in Nairobi, Kenya, and will report to the C40 Regional Director, Africa in support of the C40 Food Systems Network. The position is a C40 role, funded by FAO financial support to C40. The Nairobi City Adviser will be the first food focused C40 City Adviser, but they will join a cohort of C40 City Advisers across several cities in Africa.
    As an ‘on the ground’ ambassador in Nairobi, the City Adviser will also help to support the partnership between the C40 Cities Climate Leadership Group and the Nairobi City County Government, and with FAO. This will include identifying and facilitating opportunities for collaboration, learning, innovation, action and advocacy, building local capacity, and building connections with other C40 cities and initiatives.
    The ideal candidate will have a strong technical background in integrated urban food systems; substantial experience working with cities on food systems; and excellent problem solving, project management and communication skills.
    Responsibilities:

    Working closely with the political and operational leadership within Nairobi City County Government, C40’s Food Systems Network Manager and Regional Director for Africa, and in collaboration with FAO, the Nairobi City Adviser will develop and deliver a varied technical assistance programme to support the Nairobi Government in:
    Developing the Nairobi Food Systems Strategy.
    Synthesizing and analyzing consultancy reports, baseline data and tools generated through the NADHALI project to come up with scenarios and recommendations for further development of the food system in Nairobi, including the convening of stakeholders for validation through multi-stakeholder validation workshops.
    Supporting Nairobi City County staff fill gaps in the food system data through further research/baseline data collection, particularly:

    Production component of food system
    Processing component of food system
    Suitability of air, water, soils for food production in Nairobi City County

    Facilitating multi-stakeholders engagement.
    Supporting the integration/linkage of the food systems strategy in/with the existing municipal plans and strategies (e.g. Climate Action Plan).
    Supporting the organization of a “Mayoral visit” for the Governor of Nairobi and the County Executive Committee Member for Food, Agriculture and Forestry Sector to a city that is well advanced on urban Food Systems.
    Contributing to the identification of opportunities for involving the Governor of Nairobi in a mayoral side-event on food systems during a big event like UN Habitat events or Africities or C40 Mayoral Summit.
    Supporting and facilitating Nairobi’s engagement with other cities of the C40 Food System Network through regular discussions, webinars and/or workshops.
    Providing advice and staff support to the city government on food security, nutrition and food systems and sharing of best practices from other cities, including exposing staff to operational food systems in other cities in C40 Network.
    Supporting the development of an action plan and resource mobilization strategy to deliver the Food System Strategy.
    Ensuring consistency between the food systems strategy and national policies, including but not limited to agriculture, livestock, fisheries and aquaculture strategies, food security and nutrition strategies, rural development etc. The
    Adviser will consult and collaborate with the FAO officer seconded to the national Ministry of Agriculture through the EU-FAO FIRST program (http://www.fao.org/europeanunion/eu-projects/first/fr/)
    Developing trust and strong relationships with the city government, international agencies and other key stakeholders and partners.
    Providing an interim and final detailed technical report highlighting the key activities and the achievements, and including suggestions for implementing similar activities (e.g. food system planning adviser model) in the future.

    Person Specification:

    A relevant post-graduate degree;
    Substantial experience in government, business or NGO sectors with a focus on sustainability and/or climate change and food, and substantive experience working with or within municipal governments;
    Experience in working with climate change adaptation-focused plans;
    Excellent project-management, strategic thinking and analytical capabilities;
    Demonstrable problem-solving, budget and people management experience, including working with UN agencies, and ability to manage multiple parallel tasks;
    Strong interpersonal, relationship building and written and verbal communication skills, combined with English fluency;
    Strong stakeholder engagement experience, as well as experience in developing or facilitating webinars and workshops;
    International experience, working across different cultures, languages and time zones.

    Contract Term:
    Fixed Term Contract – 12 months
