    ActionAid International seeks an experienced Campaigns and Communications Officer who will report to the International Project Coordinator. The ideal candidate will be responsible to effectively implement campaign, advocacy and communications plans for the multi-country Norad-funded Tax Justice and Gender Responsive Public Education projects as well as support the development of campaign, capacity, alliance and advocacy budgets and budget tracking.
    Responsibilities

    Support development of, coordinate, manage and deliver campaign actions, events and advocacy activities in order to meet agreed organisational and project specific objectives and targets;
    Work with ActionAid member countries and other Global Secretariat stakeholders to ensure effective ownership of these activities;
    Support project countries with their project-related advocacy, communication and campaign plans to ensure delivery on project objectives, are linked to organisational strategic priorities and meet country teams’ needs;
    Work with designers, translators, printers to create attractive campaign materials to support NORAD national project countries and regional and international advocacy;
    Work with the Global Engagement Team, Project Coordinator and MEL & Research Coordinator to contribute to the organisation’s knowledge and learning campaigns culture; and
    Liaises with project countries to ensure ActionAid and key partner social media spaces are regularly used for sharing content such as blogs, photos and videos. Writes or share blogs and tweets, etc. where requested.

    Required Skills and Qualifications

    Relevant Bachelors degree; A Masters degree would be an added advantage.
    Previous involvement in campaigning actions and campaign or communications planning.
    Experience of undertaking research, fact-checks, and writing for an external audience.
    Strong written and spoken English.

    As a member of the ESA Regional Finance Leadership team, the Head of Support Services (HSS) shares in the overall responsibility for the strategic direction and coordination of the ESA Regional and Sub Offices. The Head of Support Services (HSS) in his / her capacity will be accountable for overseeing the RO Finance and Support Services functions in both leadership and strategic contexts and is considered to be a key Business Partner for the RO Senior Leadership Team (SLT).     Essential

    This role has both line management for a pool of project accountants, and matrix management of other accountants employed directly by project teams.
    Areas of Responsibility
    Coordinating and leading finance support to donor-funded projects:

    Manage project accountant resource availability and allocate to projects to ensure maximum efficiency.
    Coordinate appropriate resources to develop proposals and, where this is not available, produce those proposals and budgets.
    Sign-off all complex budgets to ensure that donor guidelines are met, and that cost-recovery has been built in at acceptable levels (including budget-relieving projects).
    Undertake regular personal training on the correct use of financial systems and roil this out as required to all project accountants, producing and retaining documentation as appropriate to ensure sustainable processes.
    Produce and utilise new starters guide specific to the technical aspects of the role of project accountants.
    Document evidence of how practices amongst project accountants meets ActionAid’s internal assurance standards, and those of donors.

    Financial Management:

    Produce consolidated budgets, forecasts and quarterly management accounts with brief summaries of project progress (financial aspects) and financial risk register for review by the International Leadership Team.
    Review proposed coding structures of each project in Sun 6.3 to ensure donor and internal reporting can be automated (including budget-relieving amounts and co-financing).
    Roll forward all restricted projects in the finance system at year-end, working with the Global Secretariat Finance Manager to obtain approval.
    Conclude and close all restricted projects in Sun 6.3 (Action Aids finance system), preparing final journals for approval by the Director, linked to final donor report.
    Ensure project authorisation structure in Sun 6.3 adheres to internal and donor procurement guidelines.
    Act as a subject matter expert on ActionAids cost-recovery practices.
    Ensure financial aspects of the Contract Management System are correct and up to date for all restricted projects managed by the Global Secretariat.
    Conduct monthly meeting with Global Secretariat Finance Manager to ensure consistent financial practices and use of the system, resolve discrepancies and document unresolved exceptions for review by Director.
    Conduct monthly review of all payroll journals, other transactions and restricted fund balances and verify them with project managers, identifying and posting corrective transactions asappropriate.
    Identify trends of incorrect transaction processing and control weaknesses, address them with project accountants and keep a running log of problems identified and overcome for training purposes.

    People Management:

    Directly line manage a pool of project accountants and allocate them to smaller projects as appropriate.
    Matrix manage project accountants (those aligned directly to projects) and ensure consistency with other project accountants in all HR matters
    Working with project managers, allocate all project accountants to projects to ensure fair distribution of work and 100% cost-recovery for those roles and self.

    Education, Language & Qualifications

    Qualified Accountant
    Excellent oral and written communication in English

    Essential Knowledge, Skills and Experience

    Substantial post-qualification experience in the NGO sector.
    Demonstrable and significant experience of the following:
    Working as the most senior finance person on complex donor-funded projects;
    Managing a team of more than three staff (over an extended period in the last three years) and resolving complex HROD matters;
    Managing complex organisational change through to conclusion;
    Hands-on correction of financial records in relation to historical and complex errors, and oversight of the same through others;
    Creating management information to support decisions up to Director and Board level;
    Documenting best-practice, applying it through self and others, and in creating sustainable finance practices that are not dependent on any one individual.

    You will lead in developing a global data protection and privacy policy and related information and IT security standards for our 45-country Federation. This means implementing systems, training and controls to ensure compliance with relevant data protection legislation and regulation, most importantly the EU’s General Data Protection Regulation (GDPR). You will also act as the designated Data Protection Officer for ActionAid International’s Global Secretariat, reporting to and liaising with regulatory authorities as required.
    This is a highly visible position, both internally and externally, and will require exceptional influencing and relationship management skills as you work to promote data protection best practice across the entire organisation. The ideal candidate will have experience in a similar role in a global but decentralized organisation, preferably in the non-profit sector.     Reporting to the Head of Programme Quality and Compliance; the position holder will be providing support in monitoring and evaluation for the organizations programs.
    The incumbent will be responsible for overall Monitoring & Evaluation, Knowledge Management and Program Compliance, and will come up with findings based on real data to show performance of the organizational programs against the Country Strategic Paper.
     
    They will also help the organization strengthen reporting and its M&E functions and support the implementing partners and program teams to improve on program delivery through M&E findings as well as in enhancing flow of information and its management.
     
    The incumbent will play a role in promoting of key learnings for the improvement of program/projects and for wider leaning of the Organization.
    The position holder will be responsible for

    Assessing compliance to the agreed approach, quality and impact areas as committed in the Country Strategy Plan;
    Coordinating delivery of planning, reviews and reporting including overseeing the donor funded projects reviews and reporting in line with Accountability, Learning, Planning Systems (ALPS);
    Generating evidence of impact for accountability by county/national government for effective policy and advocacy work;
    Support the development of program monitoring and evaluation frameworks
    Build and sustain long-term security risk management capacity within ActionAid’s programmes.

    Specific Duties and Responsibilities Are;
    Compliance

    Conduct program quality audits for LRPs/programme locations/ mission related units at least twice a year
    In liaison with HoPQC develop tools and terms of reference for programme compliance

    Work with HoPQC to develop planning, reviews and reporting guidelines for the organization

    Evidence of impact for accountability

    Support staff and local partners capacity building in accountability as a political process

    Documentation of best practices and lessons for wider sharing within the federation and for influencing policy and practice

    Programs Monitoring and Evaluation

    Provide support to the programme and fundraising team in developing projects/program M&E tools and frameworks
    Regularly review Program/Project M&E  frameworks and reports for quality  and promotion of learning
    Produce Quaterly organization Monitoring and Evlautaion reports
    Provide technical and capacity building support to partners and staff on M&E.

    Security risk management

    Support the Country Director to develop and implement security management systems and procedures in line with ActionAid’s policies and informed by country’s political, social and security context

    Act as the key contact on matters concerning staff security on behalf of the Country Director

    Qualifications
