Project Background
ACDI/VOCA is seeking a Finance and Investment Director, for an anticipated five-year, $50-100 million USAID-funded enterprise development and investment activity in Kenya, the Kenya Investment Mechanism (KIM). ACDI/VOCA seeks a highly qualified candidate with proven experience leading project teams and implementing integrated programs that support capital mobilization. The ideal candidate should have experience implementing highly innovative, scalable, replicable programs with the goal of unlocking public and private and international capital for investments to enhance competitiveness.
The activity will address innovative solutions to sustainable economic growth, enhancing private sector growth through small and medium enterprises (SMEs), expanding investment opportunities, and supporting small and medium business owners to efficiently utilize finance in order to support business growth. The projects anticipated focus will be to mobilize financing for investment in agriculture value chains, clean energy, and water, sanitation and hygiene (WASH) activities in Kenya to enhance inclusive, sustainable economic growth while advancing USAIDs priorities in SMEs, county-led development, cross-border trade, youth, and entrepreneurship.
The activity will work to facilitate an enabling environment for private sector financing through policy reform, including investment policies under Kenya’s devolved governance structure. Finally, the activity will manage and provide oversight of the DCA portfolio to increase its utilization by participating Kenyan financial institutions.
Job Summary
The Finance and Investment Director will report to the Chief of Party and will supervise the projectâ?’s efforts to leverage capital and expertise from investors and asset management firms that can evaluate, manage, and implement investment transactions with both impact (increased revenues and jobs) and financial return mandates.
This includes working with firms, organizations, and individuals with the resources and expertise to i) create and implement financial products tailored to SMEs and/or, ii) structure, capitalize, and manage an investment vehicle (comprised of local or off-shore capital) to finance SMEs. Responsibilities
Reporting to the overall KIM Chief of Party, this position will lead the anticipated Finance and Investment Component and team of staff, providing technical and managerial oversight and leadership, contributing to the design and implementation oversight of annual work plans and strategies, and ensuring that interventions respond to identified market opportunities and create sustainable development outcomes.
Design and implement activities to increase financing and investment for longer-term SME lending and working capital, including for processors, manufacturers, equipment providers, leasing companies, service providers, etc.
Design and implement activities in partnership with investors, banks, and financial service providers that expand investment, increases the flow of financing, and supports the overall competitiveness of targeted SMEs.
As part of this, facilitate partnerships and collaboration to leverage resources for investment in target SMEs and economic sectors.
Recommend finance-related solutions to constraints identified by other project components and the ongoing market analysis by senior leadership.

County Program Manager
The USAID Kenya Feed the Future Livestock Market Systems (LMS) Leader with Associates (LWA) program is focused on strengthening community resilience and overcoming poverty, household hunger and chronic undernutrition through: expanded and viable economic opportunities; improved systems, institutions, governance; and human capital.
The Program comprises of Leader and Associate Awards with the objective to maximize local capacity to plan and manage integrated resilience programming and foster collaboration with other implementers to achieve significant and lasting social change.
The Expanding and Diversifying Viable Economic Opportunities in Northern Kenya (AA1) project provides market-based pull by facilitating a more competitive, commercialized livestock value chain for pastoralists that are moving up in the livestock market system and, by creating viable, diversified livelihoods opportunities for those that are moving up or moving out of the sector. The AA1 design builds vibrant market systems in livestock and other viable industries, enabling households to generate more income within the sector and to diversify into other income sources.

The CLA Director will be primarily responsible for leading project learning internally, as well as supporting collaborative design and dissemination processes that enhance application of project-sponsored research and learning externally – e.g. by implementing partners, donors, government staff, and market actors. S/he will provide project leadership as the centralized point for analysis, strategic planning, and support to improve technical implementation, effective use of resources, and sustainability. The CLA Director will also oversee the development and implementation of capturing lessons learned to inform the activity’s technical approach.Manage the process of project learning to ensure knowledge and learning from a range of sources – pilot and intervention experiences, performance monitoring data, staff and partner observations, research studies, contextual trends, etc. – is effectively analyzed, shared and applied to improve practice and enhance the scalability, efficiency, and sustainability of project impact. Overview
Tanager, an ACDI/VOCA affiliate, is promptly seeking a Gender Expert for Impacting Gender & Nutrition through Innovative Technical Exchange in Agriculture (IGNITE) project funded by the Bill & Melinda Gates Foundation. This 5-year project will improve household nutrition and women’s empowerment by strengthening African institutions’ ability to integrate nutrition and gender in agriculture interventions and business practices.
The Gender Expert will provide thought leadership on the development of tools, resources, and models that will facilitate the integration of gender into agriculture interventions. S/he will lead provision of technical services to IGNITE clients, supporting them to design, implement, and monitor gender-sensitive business strategies and agriculture activities in Burkina Faso, Ethiopia, Nigeria, and Tanzania.
RESPONSIBILITIES:Lead the analysis of research and field assessments to identify gender-specific challenges and opportunities for female social and economic empowerment, particularly in household decision-making.
Co-create the design and implementation of gender activities that employ intergenerational and male engagement approaches.
Design and conduct participatory training and workshops on gender mainstreaming for clients.
Collaborate with evaluation partners in designing tools and assessments that identify most effective and efficient models for increasing women’s empowerment in agriculture.
Advise on and support development, collection, and analysis of indicators for measuring gender gaps and empowerment; identify and mitigate risks for intended and unintended impacts; support collection of sex- and age-disaggregated data.
Support clients on development, refinement, alignment, and/or roll-out of policies and procedures to promote gender mainstreaming and equitable business practices.
Contribute to development of case studies that make the business case for integrating gender into agriculture activities and business plans.
Develop and test tools that integrate both gender and nutrition into the design and implementation of agriculture activities.QUALIFICATIONS:
Advanced degree in sociology, anthropology, women’s studies, gender studies, or other related discipline.
Minimum of 8 years of progressively responsible experience in Sub-Saharan Africa, in at least 3 different countries; with an international NGO mainstreaming gender equity into food security, nutrition, or agriculture programs.
Minimum of 5 years’ experience facilitating training on gender, leading gender analysis and/or gender audits, providing gender technical support to organizations and institutions; OR an equivalent combination of education and experience.
Proven successful ability to conduct gender analyses, including leading research teams, facilitating focus groups, and conducting interviews.
Demonstrated ability to develop evidence-based recommendations and interventions to promote gender equity and women’s empowerment.
Demonstrated knowledge of social and behavior change communication theory and techniques.
Excellent verbal and written communication skills, including demonstrated ability to write required documents, analyses and reports in a clear, concise, well-organized manner.
Fluency in English, written and oral, required; French language skills strongly desired.
