    OVERVIEW OF RESILIENCE LEARNING ACTIVITY
    The Resilience Learning Activity (RLA) USAID Kenya and East Africa flagship learning award was fully executed effective October 1, 2019. It will support regional and country-level institutions to conduct and act upon resilience learning for key knowledge gaps in the Horn of Africa, contributing to the region’s Journey to Self-Reliance. By building the capacity of institutions to improve analytical capacity, increase the evidence base for resilience programming, and strengthen CLA systems and networks, RLA will contribute to the HoRN’s objective to strengthen regional and cross-border collaboration and improve evidence-based learning.
    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Provide technical leadership and direction in the implementation of effective KM, that includes tacit and explicit knowledge, content management, and knowledge sharing strategies.
    Provide guidance on KM governance, social networking, and collaboration.
    Lead organizational capacity assessments and capacity building related to KM content, architecture, and infrastructure.
    Support field-level resilience partnerships in designing strategic communication plans for communicating learning to high-level stakeholders (donors, government, etc.) and supporting in the systematic delivery of related products.
    Actively support the creation of and participation in relevant external and internal information sharing platforms.
    Oversees techniques for information mapping, dissemination, KM campaigns, strategies for collecting tacit and explicit knowledge,and knowledge audits.
    Provide support to local organizations that are facilitating learning forums and platforms, communities of practice, trainings, and other forms of knowledge capture and transfer.
    Provide tailored support to M&E and Learning derived from county specific resources.
    Manage short-term KM technical assistance and vendors.
    Actively participate in PREG meetings and task groups as assigned.
    Serve as Acting COP in the absence of COP.

    QUALIFICATIONS

    Advanced degree in knowledge management,  communications, or other relevant field; additional technical certification preferred.
    Minimum 5 years of experience in engaging and managing KM and communication activities in the region and/or Kenya.
    Strong interpersonal, teamwork, and leadership skills.
    Demonstrated experience in KM and communications related to resilience, food security, livelihoods, market systems, or private sector engagement programming.
    Superb written, and verbal communication skills.Regional experience and thorough understanding of East African context.
    Fluent language skills in English.

    JOB SUMMARY
    The Communications Manager will take a dynamic approach to developing and executing the Livestock Market Systems Activity communications strategy. S/he will build relationships across the LMS project portfolio with staff and take a proactive approach to identifying stories and messaging that communicate LMS learning and results to various stakeholders, especially USAID. S/he will lead both internal and external communications efforts, S/he will contribute to content-development of project outreach materials, including learning, success stories, Facebook/LinkedIn postings, Tweets, presentations, photography, videography, events management, and media relations. S/he will liaise between project partners, beneficiaries, key project staff, and local service providers to build a strong bridge for the exchange of information and incorporate the project’s learning, results and findings into the overall communications and outreach activities of the project.
     
    ESSENTIAL DUTIES AND RESPONSIBILITIES 

    Review the existing communication strategy and update it regularly, as applicable
    Develop the annual communications work plan based on the Leader and Associate awards work plans;
    Execute the activities in the communications work plan using overarching communication strategy for LMS;
    Attend monthly USAID communications meeting and actively participate in the LMS Communications Working Group and execute on action items that come out of these meetings;
    Proactively work with field staff across LMS using the project updates from the field and other reporting to identify learning and achievements;
    Craft messages (case studies, one pagers, webinar, tweets, LinkedIn posts etc.) to disseminate learning and results to different stakeholders (USAID, implementing partners, government of Kenya and others);
    Coordinate with program staff to gather information for writing programmatic communications including manuals, graphics, articles, success and impact stories that offer analytical story telling;
    Share appropriate content with ACDI/VOCA’s HQ to be distributed on the weekly internal newsletter “AV Global”, on ACDI/VOCA’s public website and social media;
    Edit project reporting deliverables such as quarterly and annual reports to ensure we are communicating our progress, learning, and results in alignment with USAID’s Journey to Self-Reliance;
    Lead and coordinate with field staff the organization of events. This includes drafting communications collateral (manuals, press releases, key messages, success stories, talking points, graphics etc.);
    Build the capacity of and provide communications support to LMS team;
    Maintain a comprehensive database of communications consultants who can offer niche communications services;
    Manage LMS’s photo library and conduct photo editing as appropriate.

    QUALIFICATIONS 

    Education: Master’s degree in Mass Communication or its equivalent
    Experience: A minimum of 5 years’ experience in communication specially using digital media and excellent writing skills;
    Excellent written and verbal English communication skills;
    Experience drafting and executing a comprehensive communication plan in support of a project strategy, incorporating a variety of media and tactics;
    Experience writing and managing content for a variety of media including digital and social media platforms (Twitter, LinkedIn, Facebook, etc.), video scripts and story-boarding, case studies, and factsheets/briefings;
    Ability to work proactively with teams to anticipate and identify learning and results occurring in the field and craft messaging around those;
    Ability to work independently as well as build relationships across a variety of internal and external stakeholders;
    Ability to represent the project in external meetings including with the donor;
    Ability to research, analyze, evaluate and synthesize information quickly;
    Ability and willingness to travel in LMS’s implementation counties (Garissa, Isiolo, Marsabit, Turkana, Wajir), including to remote locations;

    Program Background: The USAID Kenya Feed the Future Livestock Market Systems (LMS) Leader with Associates (LWA) program is focused on strengthening community resilience and overcoming poverty, household hunger and chronic undernutrition through: expanded and viable economic opportunities; improved systems, institutions, governance; and human capital.
    The Program comprises of Leader and Associate Awards with the objective to maximize local capacity to plan and manage integrated resilience programming and foster collaboration with other implementers to achieve significant and lasting social change.
    The Expanding and Diversifying Viable Economic Opportunities in Northern Kenya (AA1) project provides market-based pull by facilitating a more competitive, commercialized livestock value chain for pastoralists that are moving up in the livestock market system and, by creating viable, diversified livelihoods opportunities for those that are moving up or moving out of the sector.
    The AA1 design builds vibrant market systems in livestock and other viable industries, enabling households to generate more income within the sector and to diversify into other income sources. By increasing and diversifying income sources, households –with a focus on youth and women– build resilience and create sustained pathways out of poverty.
    The three objectives that comprise the pull structure of AA1 are:
    1) expanded and diversified viable economic opportunities;
    2) strengthened institutions, systems and governance; and
    3) collaborative action and learning for market systems change.
    Position Summary: The Accountant is responsible for the implementation of accounting tasks, policies and procedures for the USAID-funded ACDI/VOCA programs, including but not limited to the responsibilities outlined below.
    The position will be based in Nairobi reporting to Finance Director.
    Essential Duties / Responsibilities:

    Oversee financial transactions, activities and monitor financial compliance with ACDI VOCA and USAID requirements.
    Manage the Nolan payroll system. Make monthly payroll inputs into the system, prepare the payroll variance reconciliation and taxable M&IE reconciliation monthly.
    Prepare payroll statutory deduction payments including calculating, withholding and recording all applicable income taxes and other social payments based on Kenyan tax rules and other ACDI VOCA discretionary benefits.
    Prepare accounting vouchers (vendor vouchers), ensure that all supporting documentation (invoices and receipts) are attached and the correct account & project codes used.
    Review vendor payments and verify that every release of funds is backed-up by adequate supporting documents (e.g. quotes, invoice, delivery notes) and has been authorized before submitting to Chief of Party (COP) or other authorized signatory.
    Record vendor vouchers/payments and petty cash vouchers in the QuickBooks accounting system and ensure that the transactions are properly coded per the ACDI VOCA chart of Accounts.
    Record payroll transactions for regional staff and shared pool staff monthly and prepare payroll reconciliations before month close.
    Withhold withholding tax and VAT from vendor payments and remit the same to Kenya Revenue Authority as per the Act.
    Follow up and ensure the Logistics Assistant has submitted to Finance office by 30th monthly Motor vehicle Mileage allocation schedule.
    Prepare cost share allocation schedule using approved vehicle log sheets and pass journal entries to allocate costs charged to the pool.
    Review and verify cash disbursements from petty cash and record the same on QuickBooks.
    Prepare monthly balance Sheet reconciliation for all Liability Accounts and ensure that unreconciled items are actioned latest the following month.
    Assist the Director of finance carry out field office compliance reviews.
    Notify Director of Finance and/or COP in writing about any concerns risks or misuse of resources and report any illegitimate expenses, misuse of funds or other false financial claims.
    Keep all sensitive program financial information confidential.
    Perform other finance related duties as assigned by the Director of Finance.

    Education & Experience Requirements

    Bachelor’s degree in accounting or related field.
    CPA/ACCA or equivalent certification.
    Minimum seven (5) years of experience in Financial management or equivalent.
    Sufficient knowledge of accounting standards and government of Kenya tax laws and regulations.
    Good administrative and organizational skills; record keeping and filling systems.
    Good problem solver, self-starter and innovative, good communication, leadership and reporting skills.

    Monitor and update on execution of approved LMS grants/projects within Turkana County, flagging areas of improvement for immediate action, and any environmental mitigation concerns from construction projects.
    Collaborate with Turkana County Government and LMS Technical Specialists to outline and execute gender and youth workforce development inclusion actions.

    Coordination and Management

    Employ management styles that ensure Turkana County LMS team members individually and collectively deliver structured services to LMS community partners, including on a just-in-time basis.

    ACDI/VOCA is promptly seeking a Monitoring and Evaluation Lead for the upcoming USAID Title II Development Food Security Activity (DFSA) in Kenya. The DFSA in Kenya is anticipated to be a multi-year project to address the underlying causes of chronic food insecurity. The activity will aim to sustainably reduce levels of acute malnutrition and increase food security in the most vulnerable households in northern Kenya. To achieve this, the ACDI/VOCA team will ensure the implementation of interventions designed to increase incomes, ensure access to nutritious food year-round, improve household nutrition and hygiene practices, and strengthen governance in communities affected by shocks and stresses.
    The Monitoring and Evaluation Lead, a member of senior management team, will play a critical role in generation and analysis of quality evidence and data through monitoring, assessments, and evaluations. S/he will lead design and development of monitoring systems, conduct data assurance and effectively promote evidence-based program management.

    Provide technical leadership for M&E to the project team to ensure USAID and Food for Progress M&E requirements are met
    Guide data collection, management of the data, and display of the results including reporting and dissemination, building capacity of M&E and technical staff, and ensuring compliance
    Design and lead implementation of efficient and accurate data collection system that includes efficient processes for collecting data and ensuring data quality
    Provide oversight of the M&E database, using it to track progress and trends, generate reports, and conduct data quality checks
    Coordinate and facilitate the refinement of the Theory of Change, logical framework, and food security and nutrition indicators

    Requirement

    Job Details

    ACDI/VOCA is currently seeking a Chief of Party for the upcoming USAID Title II Development Food Security Activity (DFSA) in Kenya. The DFSA in Kenya is anticipated to be a multi-year project to address the underlying causes of chronic food insecurity. The activity will aim to increase food security in the most vulnerable households in northern Kenya. To achieve this, the ACDI/VOCA team will ensure the implementation of interventions designed to increase incomes, ensure access to nutritious food year-round, improve household nutrition and hygiene practices, and strengthen governance in communities affected by shocks and stresses.
    The COP is responsible for overall DFSA program implementation and achievement of activity objectives. He/she will provide leadership, oversight, and support to all aspects of the program. The COP will promote strong relationships with the USAID Mission, the host government, sub-recipient partners and other donor and non-governmental organizations. This position is based in Kenya with frequent in-country travel.

    Provide technical leadership and managerial oversight to all aspects of the program, including support in programmatic areas such as improving livelihoods of beneficiaries and promoting improved health and nutrition
    Foster strong relationships with the USAID Mission, host government institutions, and other donor and nongovernmental organizations
    Supervise commodity management, budgeting, pipeline analyses and financial accounting
    Oversee planning sessions, development, refinement and implementation of strategies to improve program performance
    Ensure timeliness of monitoring and evaluation activities and develop reports for donor and ACDI/VOCA management
    Implement the system to ensure accuracy of setting targets, progress tracking, and compliance with evidence of reporting
    Coordinate activities and write annual results report, resource requests, quarterly reports and pipeline analyses
    Directly liaise with the USAID Mission for an update, addressing issues and responding to project-related questions and requests

    Requirements

    Master’s degree in development studies, agriculture, nutrition, public health or related field
    Minimum of 10 years of progressively increasing management responsibility in international development projects
    Experience managing multi-sectoral food security projects including agricultural development and maternal child health and nutrition
    Proven leadership skills and demonstrated experience recruiting, developing and mentoring, and managing staff
    Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners
    Understanding and demonstrated commitment to the importance of gender and youth issues in food security programming
    Regional experience in East Africa is highly preferred
    Demonstrated skills in meeting programmatic and financial reporting requirements
    Excellent oral and written communication skills in English; Swahili a plus
    Ability to travel within the country and internationally, as required

    Collaboration, Learning, and Adaptation (CLA) Director, Kenya
    ACDI/VOCA is seeking a Collaboration, Learning, and Adaptation Director for an anticipated USAID-funded research and learning opportunity in Kenya, broadly in the areas of agricultural development, market systems, and resilience. The CLA Director will be primarily responsible for leading project learning internally, as well as supporting collaborative design and dissemination processes that enhance application of project-sponsored research and learning externally – e.g. by implementing partners, donors, government staff, and market actors. S/he will provide project leadership as the centralized point for analysis, strategic planning, and support to improve technical implementation, effective use of resources, and sustainability. The CLA Director will also oversee the development and implementation of capturing lessons learned to inform the activity’s technical approach.

    Manage the process of project learning to ensure knowledge and learning from a range of sources – pilot and intervention experiences, performance monitoring data, staff and partner observations, research studies, contextual trends, etc. – is effectively analyzed, shared and applied to improve practice and enhance the scalability, efficiency, and sustainability of project impact. Plan, design, and/or manage processes, tools, and team skills that enable this.
    Provide technical support to project collaborators (e.g. other implementers, government or donor stakeholders, etc) in the areas of learning design and implementation, analysis and reflection, and facilitating adaptive management processes to ensure learning is applied.
    Lead development of the project’s internal learning agenda, collaboratively with stakeholders and cross-functional staff. Update and adjust learning agenda as needed.
    Support development of the project’s external learning agenda, through hosting stakeholder feedback sessions with the project’s research partners to enhance relevancy and practical application of research questions and learning plans. In addition, co-design creative and user-focused ways to disseminate and communicate research findings to maximize absorption and application of information for partners. (e.g. infographics and other graphics, use of social media, well- facilitated in-person meetings, email bursts, web presence, webinar, trainings, etc.).
    Assist the Chief of Party in identifying areas that may require adaptive management which will allow the project to review activities, pilot where relevant, and abandon, modify, or scale them to achieve the desired outcomes. Seek out ways to cultivate skills and behaviors by team members that support behaviors collaboration, learning, and adapting.
    Organize and facilitate regular staff and partner meetings to share experiences and lessons, and brainstorm ways to apply new learning in day-to-day as well as strategic plans.
    Work with the M&E Manager to support research selected activities by providing the necessary program and organizational support.
    Leverage a mix of informational sources and research methods – project M&E and other partner data, observations from staff and partners, primary and secondary market research – to (i) analyze project progress towards goals and learning objectives, (ii) communicate those findings externally (e.g. to donor, external partners) and internally (e.g. to project staff), and (iii) apply that learning into improved work-planning and project activities.
    Participate in regular senior management planning meetings and provide analytical feedback and support to inform technical decisions by senior management and the technical component leads.
    Coordinate regularly with ACDI/VOCA’s headquarters office in Washington, DC, including the program management, M&E, and technical learning and application teams.

    Requirement

    At least 10 years’ experience in international development, preferably working in agriculture, markets, and/or food security programming. Of this, at least 5 years of practical experience in performance monitoring and results management, collaboration and learning. Knowledge of USAID’s CLA approach and/or trends in market development M&E (e.g. measuring systemic change, indirect impact, resilience) desired.
    Bachelor’s degree in a related field, such as in business, organizational learning, or economics. .
    Experience with USAID programs and knowledge of USAID rules and regulations desired.
    Previous experience working in Kenya or East Africa strongly preferred.
    Proven experience leading project teams in the process of regularly capturing and analyzing information, reflecting on its implications for current practice, and adapting accordingly to support and improve development outcomes strongly
    Demonstrated ability to inspire cross-functional teams to collaborate effectively and efficiently.
    Excellent oral, written (especially analytical skills to inform high quality reports), and interpersonal skills.
    Fluency in English required.
