Chief Legal Officer Job Responsibilities
Undertaking the duties of a Corporation Secretary as spelt out in the Mwongozo Code;
Advising and representing the Council on all legal matters;
Custodian of the Council’s legal documents;
Liaising with other Government Agencies and other stakeholders on legal matters relating to Disability services;
Undertaking Disability Law review;
Ensuring compliance with principles and values of good governance in the Council ;
Identifying issues and areas for policy formulation and reform;
Finalizing and ensuring Legislation and Gazettement issues of the Council;
Advocating for legal rights of persons with disabilities;
Finalizing on contracts, agreements, memoranda;
Mentoring and supervision of staff working under them.
Any other duty that may be assigned from time to time.
Requirements for the Chief Legal Officer Job
Master’s Degree in Law (LLM)
Eight (8) years’ practicing experience as a Legal Officer;
Diploma in Legal Studies (Kenya School of Law);
An advocate of the High Court of Kenya;
Member of the Law Society of Kenya and Institute of Certified Public Secretaries of Kenya;
Certified Public Secretary CPS(K);
Holder of a current practicing certificate.
Computer Application skills.
Have professional, Management and administrative skills;

Job Summary
The Internal auditors are responsible for providing independent, objective assurance and consulting activity aimed at adding value and improving the operations of the Council. In addition, Internal Auditors assist the Council accomplish its strategic objectives by affecting a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, control and governance processes.
Responsibilities
The duties and responsibilities of the officer will entail:-Provide inputs for the update of policies and procedures for the Department;
Develop individual audit engagement plan and ensure implementation;
Review and evaluate the system of internal controls, assess their adequacy, effectiveness and proposing recommendations for their improvement;
Safeguard the Council’s assets by establishing appropriate means of verifying their existence, ownership and valuation;
Prepare draft audit reports on completion of each audit engagement for review by the Chief Internal Auditor;
Assist in establishing a follow up mechanism on recommendations received from all internal and external audits; and

For appointment to this grade, an officer must have:-Bachelor’s Degree in Accounting, Finance or Business Administration (Finance and Accounting option) or relevant field from a recognized university;
Master’s Degree in Business Administration (Accounting/Finance Option) or relevant field from a recognized institution will be an added advantage;
CPA (K) or its equivalent;
Member of ICPAK in good standing;
Attended a supervisory course lasting not less than two (2) weeks from a recognized institution;
At least four (4) years’ relevant experience gained from a public or private organization.
Demonstrated results in work performance; and
Fulfilled the requirements of Chapter six of the Constitution.Key Competencies and skills

ResponsibilitiesParticipating in the preparation of HRM policy papers;

The National Council for Persons with Disabilities invites applications from qualified, competent and experienced candidates for the following Permanent and pensionable positions. An officer at this level will report to a more senior officer in the cadre.
Duties
Assist in the procurement planning and budgeting processesEnsure the collating of all procurement plans for the Council as part of Budget input.
Ensure that all costing of procurement requirements is accurately carried out as input to the Council’s budgetEnsure that the Council adheres to the Public procurement rules, regulations and guidelines
Ensure that all procurement is done through laid down procedures at all times.
Ensure the accurate uploading and keying of the procurement plan in IFMIS
