    Duties/ Responsibilities:

    Facilitating a discourse on data extraction, access and sharing protocols with RELI members, MEL mentors, and the funder;
    Data cleaning and harmonization including conducting all the required consistency checks for data from various partners and studies;
    Creating automated systems for data harmonization and consistency checks;
    Documentation of data sets from various partners according to agreed guidelines on data documentation, archiving and sharing;
    Perform basic and advanced statistical analysis of data;
    Developing an interactive data platform on the RELI website complete with data archiving protocol/architecture, programming the protocols, data cleaning etc.;
    Participate in evidence sharing sessions with select regional bodies to inform regional and global discourses on education and enhance RELI visibility;
    Write technical reports on data issues; and
    Participate in proposal development and review.

    Key Competencies, qualifications and experience:

    Master’s degree in computer science, statistics, economics, machine learning, or other related technical disciplines;
    At least two years of experience in mining, processing, cleansing and quality assessment of data from diverse studies and organizations;
    Experience in data analysis using STATA, R, SPSS and data documentation software’s such as NESTAR;
    Experience in visualizing/presenting data for stakeholders and the use of relevant data science tools kit;
    Ability to regularly report and synthesize emerging information;
    Good communication, presentation, and teamwork skills.

    Job Description

    APHRC  seeks  to  engage  an  intern  for  an  initial  period  of  six  months  to  support  in  designing  and implementing  database  management  systems.  More  specifically,  the  intern  will  be  supporting  the development and management of a telephone directory What is a telephone database and what is its purpose? A telephone database consists of telephone numbers stored in an institutionally controlled device, e.g.  a  server,  standalone  computer  or  cloud  solution.  The  phone  numbers,  ideally  mobile  phone numbers,  are  part  of  anindividual’s contact information. The contact information includes other selected details of the individual. The database can be connected to a calling system for purposes of contacting the individual when needed. The purpose of a telephone database is to:

    To conduct non-face to face research, trainings, communications and policy engagement;
    To conduct targeted marketing, and monitoring of research activities including implementation of interventions;
    To provided sampling frames that will allow efficient samples to be drawn;
    To reduce the time, it takes to collect primary data with large samples; and, ●To enhance the cost-effectiveness of APHRC field activities.

    Desirable Skills

    Experience in design disciplines and processes such as client server solution architecture, MVC Models, OOP or High performance solutions preferably using PHP, HTML 5, CSS, JavaScript, Ajax and pre-processors like SASS and LESS is highly desirable
    Experience  using  collaborative  software  tools  such  as  SVN,  GIT,  CVS  and  Mercurial  for  version control purposes
    Experience with relational databases (schemas, design) and XML ishighly desirable

    APHRC seeks to recruit an Economist to work in its Education and Youth Empowerment unit.

    The candidate will work primarily in a partnership project between APHRC and the Center for Global Development (CGD)—a US based organization whose mission is to reduce global poverty and improve lives through innovative economic research that drives better policy and practice by the world’s top decision makers.

    Major Responsibilities

    Lead the design of aspects of research projects or research projects in a way that allow high quality economic analyses including costing analyses.
    Design and lead research teams in the EYE unit (this may include coordination/ supervision of preparatory work, data collection, analytical work and reporting for research projects in the unit).
    Support economic analyses and/or costing analyses for various projects in the EYE unit on a need by need basis.
    Contribute to scientific writing, and production of technical reports, journal articles, policy briefs and blogs.
    Liaise with partners and/or collaborators to ensure unit deliverables are met.
    Contribute to the education policy dialogue and sector policy including making recommendations on strategies and policy options.

    Experience and Skills

    The program seeks to support the full domestication and translation into practice of continental commitments, forged collectively by African States.

    This is to enhance the sexual and reproductive health and realize the rights of all, including young people and women, in pursuit of the aspirations of Agenda 2063 and development that leaves no one behind.

    The aim of the CPSE program is to act as a critical and neutral knowledge partner to the constellation of actors working towards the full domestication and implementation of continental commitments on sexual and reproductive health, and the rights of Africa’s young people and women.

    As a knowledge partner, CPSE will work to support these actors in developing and deploying effective, evidence-based advocacy, specifically on three focal SRHR issues:

    1) The sexual and reproductive health and the rights of adolescents;

    2) Access to safe abortion and post-abortion care; and

    3) The discrimination of marginalized sexual and gender minority groups.

    Project Approach

    CPSE’s work is anchored on partnerships with key government and civil society bodies at the regional and sub-regional levels, in Eastern, Southern and Western Africa in seven countries: Kenya, Rwanda, Zambia, Malawi, Sierra Leone, Burkina Faso, and Liberia.

    Across these geographies, CPSE encompasses three key pillars of work, namely:

    Research – generating policy-relevant evidence;
    Supporting the use of evidence in advocating for change; and
    Strengthening capacities of policy partners to use evidence and learning to achieve change.

    The APHRC seeks to recruit a Policy Officer to work in the CPSE project within the Policy Engagement and Communications Division.

    The officer will report to the CPSE Advocacy Manager, while working closely with the CPSE project team, the Policy Engagement and Communications Division (PEC) and other APHRC units.

    Externally, the officer will work closely with national parliaments, Civil Society Organizations, UN agencies such UNFPA, WHO; regional economic groups such as EAC, EALA, SADC PF and ECOWAS/WAHO among others.

    Duties/Responsibilities

    Coordinate and work with the CPSE policy team in management of partnerships.
    Coordinate policy engagement, communications and capacity strengthening activities for partners.
    Respond to rapid response requests from partners while managing the rapid response service.
    Work closely with the CPSE research team to develop knowledge translation products such as evidence briefs, policy briefs, fact sheets and others for partners.
    Conduct policy analysis on relevant issues related to CPSE thematic areas.
    Work closely with the project team in ensuring compliance with donor requirements such as writing of annual progress reports and updates to the project funder.
    Provide support to the wider Policy Engagement and Communications Division as requested including writing division’s reports and fundraising efforts.

    Qualifications, Skills and Experience

    Master’s degree in public health, public policy, public administration and social policy, anthropology, economics, politics and internal relations, or sociology.
    At least three years’ post-qualification experience in advocacy, policy engagement and a year in research and analysis in sexual and reproductive health (including quantitative and qualitative), needed to build an evidence base from which you will work.
    Excellent communication (written and spoken) skills to absorb complex information and present it to different audiences in a clear and accessible way.
    Good interpersonal skills, to work and build relationships with a wide range of people holding different views.
    Experience of policy development and advocacy in social or economic policy areas at a national level, regional or international level.

    BACKGROUND
    APHRC is implementing an exciting project that seeks to create a new inclusive space for promoting the use of evidence and policy engagement at all levels of society through a board game. The project embraces innovative and Africa- relevant ideas that capture our day-to-day realities. The game is set up in an informal settlement in Africa drawing from our research and the lived experiences of people within these settings. It will take on a life-course from infancy to old age and looks into the diverse health and social-economic factors that play out in people’s lives. Our concept is anchored on APHRC’s signature issues to be manifested at every stage of the life course. These include:

    Maternal and Child Wellbeing – The strategic focus is on assessing interventions to optimize early nutrition specifically breastfeeding. According to the WHO, breastfeeding is one of the most effective ways to ensure child health and survival. As a key element in the infancy stage, we will aim to demonstrate the benefits of exclusive breastfeeding.
    Education and Youth Empowerment – This strategic focus aims at understanding how to make Africa’s education systems more inclusive and equitable. Through the game, we will explore how access to and quality of education impacts the learning outcomes among the urban poor.
    Population Dynamics and Reproductive Health – Cognizant of the challenges facing Africa’s young population, the game at the stage of adolescent to young adulthood will focus on the importance of equipping youth with relevant services and information on their sexual reproductive health for improved health outcomes.
    Aging and Development – The WHO estimates that the population of elderly people is sub-Saharan Africa is projected to reach 163 million by 2050. Through the game, we will aim to show the challenges faced by older populations and the urgency of investing in quality informal and formal long-term care provision and receipt for later life well-being.
    Health and Systems for Health – Access to quality healthcare is a human right. Working health systems are responsive to health needs across the human life cycle, from maternal and child health to reproductive health to chronic disease management. Through universal health coverage, health systems should ensure that every citizen has access to the quality healthcare services they need without getting into financial difficulties or worse, being pushed into poverty.
    Urbanization and Wellbeing in Africa – This strategic focus cuts across all aspects of the life course. At one point in the human life cycle, we are bound to experience the effects of rapid urbanization including the growth of slums (1 in 4 people will live in a slum by 2030). The game will link APHRC’s research and existing facts on the need for proper sanitation and investing in service delivery models responsive to the slum context.

    SCOPE OF WORK
    APHRC is looking for a talented game developer who recognizes the value of art and design in developing an African-based board game. The team at APHRC has developed the game mechanics and rules and is looking for someone to:
    Responsibility

    Design and share ideas for different sketches, layouts, characters and backgrounds for an African-based board game including illustrations for the board layout, gaming cards and packaging. The design should describe the game concept and major gameplay elements in detail.
    Support in finalizing the game mechanics/game rules and game logic following reiteration in the play-testing phase.
    Produce at least two prototypes of the board and its components.
    Design, tweak and optimize the player experience.
    Participate in a collaborative environment, receiving and giving constructive criticism to the creative team and beyond.

    Requirements

    3+ years of experience in creating visual illustrations preferably in game design, motion graphics (board and/or video games).
    At least a Diploma in Computer Science, Information Technology or any other related field.
    Ability to create characters, backgrounds and other assets in a variety of styles, both 2D and 3D.
    Excellent drawing and illustration skills.
    Ability to illustrate multi-dimensional elements of the board game.
    Up to date with industry software and excellent demonstrable skills in Adobe suite e.g. Photoshop, adobe illustrator etc. or its equivalents.

    A plus

    Technical experience in game design and game UI experience.
    Experience in developing a board game or mobile game application.
    Knowledge of health and population challenges in Africa.

    The African Population and Health Research Center (APHRC) is an international non-profit, non-governmental organization that carries out high quality, policy-relevant research on population, health and education issues facing sub-Saharan Africa. Our goal is to generate evidence for meaningful action to improve the lives of all Africans.
    APHRC engages in various research capacity strengthening initiatives, including those of its flagship program, the Consortium for Advanced Research Training in Africa (CARTA). CARTA is an Africa-based, Africa-led initiative that seeks to rebuild and strengthen the capacity of African universities to produce well-trained and skilled researchers and scholars in Africa by Africans. The program addresses an important challenge facing the African academy – the scarcity of a robust research and training capability to offer vibrant and sustained doctoral training necessary to attract, train and retain the continent’s brightest minds.
    CARTA seeks to assess how its training component can be adapted to a mix of virtual spaces and face-to-face interactions. The virtual learning space will complement existing or modified face-to-face learning and enable fellows and facilitators to interact beyond the physical space. The mix of virtual and face-to-face interactions should allow for delivery of the CARTA training curriculum in the most efficient and cost effective manner without sacrificing quality – providing protected time for the participants to be engaged in their own learning and facilitating networking and the formation of the cohort identity.
    APHRC seeks to engage an expert to guide the adaption of virtual learning environments in the delivery of CARTA’s training component, with the view of extending the same to other capacity strengthening/training initiatives within the organization. The strategy and adaption of the virtual learning space should be completed within 6 months (3 months for Phase 1 and 3 months for Phase 2).
    Qualifications

    Master’s degree in Education or related field;
    5 years post-degree experience in on-line education services;
    Experience in on-line learning systems and design; and
    Experience in an academic and/or research institution would be an added advantage.

    Terms of Reference
    To facilitate the transition of APHRC trainings to the virtual space by:

    Developing a strategy for effective integration of virtual learning technologies into the APHRC capacity strengthening initiatives, beginning with the CARTA training component.
    Assessing existing training tools and recommending the most suitable ones for delivery on virtual platforms based on the capacity strengthening needs of CARTA and APHRC.
    Assessing costing models for virtual training and recommending the most suitable ones for capacity strengthening needs of CARTA and APHRC.
    Proposing appropriate virtual learning platforms that:

    Are compatible with the existing APHRC ICT infrastructure and capacity strengthening initiatives;
    Have features and tools that allow for high level of interaction and engagement between the trainees and facilitators;
    Allow users to import and customize training content/ material;
    Enable live training sessions;
    Have large multimedia capacity;
    Have offline features that allow for uploading of learning content for learners to revisit after the session ends;
    Are able to host different content formats, including articles, interviews, webinars, charts, PowerPoint presentations, simulations and video; and
    Include content, learning, evaluation, and communication modules.

    If satisfied with this phase, the consultant may be engaged in a second phase to coordinate the design and creation of online courses and learning materials that facilitate the delivery of the APHRC capacity strengthening initiatives, including those of the CARTA Program and other training courses. In this respect the consultant will also be required to build the capacity of APHRC staff members to develop training modules and implement online training sessions (including providing prior orientation/digital literacy to participants to the learning platform), through using one existing training program as a pilot/demonstration.
    Expected Deliverables:

    An assessment of the infrastructural and skills-related needs in the adaption of virtual learning spaces for the support of capacity strengthening initiatives at APHRC, including recommendations on suitable learning platforms, training tools and costing models.
    A transition-to-virtual strategy for APHRC trainings.
    A roadmap for transition to appropriate virtual learning platforms.
    A roadmap for the development of modules and learning materials for use in virtual learning.

    APHRC’s Data, Measurement and Evaluation (DME) unit has received funding from the Children’s Investment Fund (CIFF) to carry out an independent external evaluation of the project “The Digital Dividend: A Smart Contract for Equitable Health Care Outcomes’’ implemented by PharmAccess International (PAI). The project which is being implemented in Kenya (Kisumu and Kakamega counties) and Tanzania (Manyara region) uses a digital platform to enable pregnant and lactating women to access healthcare services through a ring-fenced wallet on their phones at a network of contracted clinics. The intervention is intended to directly benefit about 30,000 women in Kenya and Tanzania who will benefit from the improvements in provider services. The external evaluation is expected to take place from July 2020 to July 2022.
    The DME unit therefore seeks to recruit a Monitoring, Evaluation and Research Officer to support the evaluation activities of the Digital Dividends Project.
    Duties/Responsibilities:
    The MER Officer will organize the routine assessment and evaluation field level activities for the Project in Kisumu and Kakamega counties in Kenya, and the Manyara Region in Tanzania. S/he will track and assist in data collection activities at health facilities to inform routine data quality assessments (DQA), base-line, mid-line, and end-line surveys. The MER Officer will be supervised by and work closely with the M&E Specialist at APHRC. S/he will have the following major responsibilities:
    Project coordination and management
    Coordinate with PAI program teams to ensure that routine quality assessment and evaluation data collection aligns with program implementation processes and timelines.
    Facilitate and recommend (as needed) updates to electronic data collection tools and oversee quality control on data entry via tablets for both routine quality assessments and evaluation.
    Ensure evaluation resources are applied efficiently and effectively to achieve objectives within established timeframes according to routine quality assessments and evaluation plans.
    Make sure that deliverables are completed according to plan and are of high quality, in accordance with the overall evaluation and DQA plans.
    Foster and maintain good working relationships with internal and external stakeholders such as PAI, CIFF, and project beneficiary communities/health facilities.
    Monitor and manage enumerators during DQA and evaluation data collection in project regions of Kenya and Tanzania: check progress and assist in resolving challenges or issues, in collaboration with the M&E Specialist and the Data Visualization Officer.
    Data Quality Assessments and Evaluation
    Accurately collect, enter, compile and clean DQA and evaluation data to report progress towards project objectives with minimal errors.
    Support the M&E Specialist and Evaluation Lead in preliminary quantitative and qualitative analysis of M&E data as needed.
    Provide feedback as required on field level observations and monitoring results to the Project Evaluation team.
    Under the guidance of the M&E Specialist, support in reviewing and finalizing the DQA and Evaluation plans, and contribute to drafting of work plans, data collection tools, and field monitoring tools for each assessment activity.
    Work with Project Evaluation Team to provide timely updates and reports on DQA and evaluation activities as needed.
    Qualifications and experience:
    The ideal candidate will have demonstrated experience in conducting research/data collection, preferably with expertise in health facility surveys, health services register data abstraction, DQAs, and quantitative data management skills:
    Bachelor’s degree in Statistics, Social Sciences, Public Health, Monitoring and Evaluation, Epidemiology, Project Management, and Evaluation, or other relevant fields.
    2 to 5 years of relevant working experience in managing field-level data collection of quantitative and qualitative data for M&E, DQAs, health facility assessment, and/or research.
    Demonstrated experience in conducting quality checks during quantitative and qualitative data collection, and data entry using electronic tools.
    Demonstrated experience and knowledge in quantitative and qualitative data cleaning and analysis and in drafting reports of M&E, DQA or research results.
    Preferred demonstrable skills:
    Certification or specific training in Statistics, Information Management and/or Data Management
    Ability to work independently, virtually, and communicate efficiently using virtual platforms. The present working environment requires for most of the work to be conducted virtually, there will be need to travel to the project counties to conduct DQAs and evaluation data abstraction at health facilities.
    Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks, and maintain attention to detail.
    Good interpersonal and problem-solving skills, creativity and flexibility, ability to coordinate and build consensus.
    Proficiency in English and Swahili is required.
