    The programme is funded through the DAI Deepening Democracy Programme and will focus on the following: 
     
    improving the ability of parliamentary oversight committees to carry out effective oversight and scrutiny of public finances, aimed at supporting accountable service delivery by both national and county governments. addressing organizational capacity gaps facing parliamentary oversight committees, which hinder their ability to carry out practical oversight of public finances managed by the government Main Purpose of the Role The role will be responsible for leading, driving and coordinating the day to day delivery of programme activities and managing administrative and logistical requirement in planning, budgeting, implementation and, reporting of the programme. 
     

    The coordinator will be preparing and disseminating project documentation, lead in the preparation of the narrative and financial reports,
    monitoring and evaluation of programme activities, distilling leering and best practices and communicating programme successes and successful case studies through WFDs reporting and information sharing mechanisms.
    One of the Programme Coordinator’s key tasks will be to realise the successful implementation of the activities of the programme. The Programme Coordinator will work closely with responsible officials of the beneficiaries of the project, including: The Senate County Public Accounts and Investment Committee; The National Assembly Public Accounts Committee and the Office of the Auditor General.

     The successful candidate will have the following skills and experience 

     First degree or similar, in a relevant discipline such as social sciences. A master’s degree in development or a related field is an added advantage. 
    A minimum of 7-10 years of experience in the field or in a related area, broad familiarity with standard concepts, practices, and procedures in Democracy Assistance 
    Proven experience in developing and implementing monitoring and evaluation frameworks for development programmes. Experience with MEL in the democracy support sector would be an asset 
    Possess a certain degree of creativity, innovation and latitude including a good understanding and knowledge of the Kenyan democratic and political environment and its interplay with devolution 
    Critical thinking, problem solving, organization, attention to detail, leadership, clear spoken and written communication, active listening, and can perform a variety of tasks

    SNV Kenya is bidding within a consortium to deliver advisory epertise within an upcoming dairy project that aims to improve the incomes of smallholder dairy farmers in a number of counties in Western Kenya by ensuring that dairy value chain in the target counties:

    Increases average income for farmers from the sales of specific products in the promoted value chain
    Increases employment
    Increases productivity of small-scale farms

    The Position
    SNV is recruiting a long-term national expert in either cooperative development or dairy farming. The expert will work under the projects team leader/project manager to assist the project manager in achieving project outcome and output as listed above; implement the support strategy of the dairy value chain component: either in cooperative development or/and agricultural extension or/and training in dairy farming or/and commercial fodder production and ensure close coordination with team leader of this project within SNV and other programme manager(s) within the consortium.
    Responsibilities

    Achieving project outcome and output
    Management of team of short term consultants
    Close coordination with programme manager with respect to development and implementation of dairy value chain support strategy
    Ensuring implementation of result oriented monitoring and evaluation system
    Being in charge of technical implementation of support measures of at least one of the following technical areas: agricultural extension or cooperative development or commercial fodder production
    Participation in the international dairy working group of the Project as agreed with the programme manager
    Ensuring the connectivity of the dairy project with established practises by applying Capacity WORKS

    Qualifications

    General qualifications:

    At least 20 years of working experience in rural development projects either in the area of agricultural extension or/and cooperative development or/and dairy farming

    Specific qualifications:

    Practical knowledge of ATVET approach and excellent training skills
    Excellent knowledge of dairy value chain support activities of government and non-government organisations and donors in Kenya and good networking abilities
    Extraordinary coordination and communication skills
    Fluent (written and spoken) in English

    Additional:

    Client and partner orientation, efficient work practices, interdisciplinary thinking and training experience are mandatory

    Key Responsibilities

    Provide a bold vision for innovative work that will add value to the existing efforts in the region by identifying grant-making, operational, and advocacy strategies on food security and land rights in Eastern Africa.
    Support the program in conducting relevant legal and policy analyses for internal and external audiences.
    Support in the identification of capacity and institutional development opportunities in partner organizations (grantees).

    Control of cash books from partner implemented projects in Kenya according to donor and Malteser standards.

    Preparation of budget controls for Malteser partner projects (according to donor and Malteser budgets and grant contracts) and giving regular feedback of the same to the projects and partners.
    Independent preparation of financial reports, particularly donor reports with subsequent authorization by management.
