    The NANHRI Operations Manager will be the anchor person in the daily work of the Secretariat.     Provide technical and program management to ensure programs delivery, high quality outputs, with accuracy and consistency.
    Key duties

    Develop clear plans and strategies for program management to ensure effective implementation in line with NANHRI’s strategic goals and objectives and that respond to the needs and priorities of NANHRI members and stakeholders.
    Lead in proposal development for program growth.
    Disseminate program information by preparing timely and regular program reports for the Executive Director.
    Develop and lead research and advocacy activities integrated in the overall program.
    Develop and maintain solid working relationships with relevant stakeholders to ensure ownership and delivery of project results.

    REQUIREMENTS
    Professional Qualifications
    Master’s degree in international law, human rights, development studies, social sciences or other relevant field.
    Relevant experience

    A minimum of five (5) years’ experience in working on human rights issues with extensive knowledge of the International and African human rights systems
    Experience in coordinating national or regional human rights networks or coalitions
    Demonstrated expertise in successful resource mobilisation.
    Experience in managing staff and teambuilding.
    Working knowledge of programme/Project management software is an advantage

    Building sustainable livelihoods represents one of the broad based Programmes adopted by Islamic Relief in its institutional strategic plan.
    The programme focuses on the poor and primarily rural communities with the aim of strengthening their access to resources in order to strengthen food security and income generation.
    This post requires someone with experience working in or with community based enterprises and the ability to understand the constraints of early stage businesses. We are looking for someone who has strong written communication skills and financial analysis expertise, with the ability to engage stakeholders in the implementation of the project and generate quality regular internal reports.     ACDI/VOCA is currently seeking two Country Directors to serve on the antipated Farmer-to-Farmer projects in Kenya and Tanzania. As part of the Farmer-to-Farmer (F2F) program ACDI/VOCA will provide short-term technical assistance through highly qualified volunteers to support international agricultural development activities with an emphasis on improving private agricultural operations. Activities may relate to all aspects of chosen sectors from production, processing, range management, marketing, credit and input supply, as well as improved agribusiness management, environmental conservation and improved policy and regulatory issues. Flexible volunteer assignments outside of the core sub-sectors can be utilized as targeted of opportunities to expand F2F outreach. The project’s primary goal is to generate rapid, sustained and broad-based economic growth in the agricultural sector. A secondary goal is to increase the American public’s understanding of international development issues and international understanding of the United States and U.S. development programs. The Country Director will plan, develop, and manage all aspects of the F2F core Country Program.
    Responsibilities

    Responsible for overall administration and implementation of ACDI/VOCA F2F program.
    Act as ACDI/VOCA’s F2F representative to donors and in-country agencies.
    Develop strategies and priorities in accordance with ACDI/VOCA and donor’s strategic objectives.
    Develop and maintain constructive contacts with USAID and other donors.
    Reports to F2F headquarters project management staff on corporate and project matters.
    Initiates contact with targeted host country organizations to assess need for short-term technical assistance through volunteer specialists.
    Provides advice and guidance to requesting host country organizations to (1) define their immediate and longer-term needs for short-term, technical assistance from agricultural and environmental specialists, and (2) completes applications in detail and accurately defines and writes scopes of work for volunteer assignments.
    Assesses viability of host organization requests made to ACDI/VOCA, considering priority of development needs, terms of reference and scopes of work for the proposed assignments, necessary background of potential volunteers, and willingness and ability of requesting organizations to provide necessary substantive staff and logistical support to the volunteer.
    Secures commitment to in-kind and/or cash contributions on the part of requesting organizations.
    Assesses results of work and recommendations of ACDI/VOCA volunteers through interviews with officials of organizations that requested ACDI/VOCA assistance.
    Monitors project budget to ensure that expenditures are within approved budget parameters and assists F2F HQ management team in ensuring that all appropriate financial reporting requirements are met.
    Establishes own travel schedule required to carry out duties.
    Recruits, develops, and manages host country project staff in accordance with good management practices and in compliance with host country labor laws.
    Contributes to the professional development and training of project staff.
    Contributes to the project reporting, public affairs and coordination activities.

    Qualifications

    Bachelor’s degree (B.A.) from four-year college or university in agriculture, international development or another relevant field.
    Minimum eight years of relevant experience in Kenya or Tanzania required.
    Proven leadership and management skills, including strong communication, planning, negotiating, and interpersonal skills. Ability to represent ACDI/VOCA before large audiences, build effective management and program teams, and negotiate with other donors, contractors, and host country organizations.
    Ability to understand macro development issues and develop strategized policy recommendations.
    Ability to analyze mixed issues and develop project specific recommendations and ability to define problems, collect data, establish facts, and draw valid conclusions.

    Purpose
    The Grants Officer will support the Programmes team in ensuring high quality grants’ administration and compliance with both DRC and donor requirements. Specifically, the Grants Officer will support the Head of Programme in regularly updating country programme milestones in the Grants Management System, ensure high level donor reporting for both external and internal use, support the programmes and field teams in proposal development and fundraising efforts, provide the link between programmes and finance, and provide oversight in the implementation of systems and procedures that are in compliance with both DRC and donor regulations.
    Key Responsibilities

    Regular and timely updating of deliverables for all Kenya Programme projects in the Grant Management System.
    Ensure the grants management filing system is maintained and all donor grant documentation (both soft and hard copies) is properly filed.
    Coordinate, compile, review and edit all project reporting (both internal and external), ensuring high quality and timely report submission in line with donor compliance requirements, managing monthly and quarterly Rolling Action Plans (RAPs), including with partners and sub-grantees where relevant.
    Assist the Head of Programmes in proposal development and fundraising; coordinate and compile inputs from programme staff, field staff, technical advisors, or the regional office in line with the proposal development plan.
    Organize and lead grant management meetings according to DRC grants management guidelines (kick-off, project closure meetings, review meetings, Project Steering Committee meetings etc.)
    Assist the Head of Programme in bi-monthly budget analysis, in coordination with Finance, and highlight potential issues.
    Support and liaise with the M&E department in conducting monitoring and verification of project activities to highlight potential compliance issues for management action.

    Personal Specifications

    Have a university degree in international relations, social science, development or a relevant field.

    The PO is to serve for a period of one year (renewable) starting as soon as possible. The position is mainly field based (Turkana County – Kakuma) with occasional consultations meetings in the DCA Nairobi Office.     The main responsibilities of the PO are:

    Manage the assigned DCA direct/self-implemented aspects of projects at the field level.
    Ensure high quality management of projects. This includes designing, planning, implementation, monitoring & evaluation, as well as capacity building of partners including documentation of project results and learning.
    Lead the development of value chain and youth empowerment component of the DCA country program through new initiatives and field based technical support to partner staff.
    Manage and facilitate DCA initiated and managed innovation initiatives at the field level in close consultations with the HoP and DCA implementing partner staff. These will include private sector, universities partnerships and related innovation incubation and prototyping.
    Network & coordinate with relevant field operational I/NGOs, UN Agencies and LGAs and explore/advise on possible areas of collaboration/partnerships to enhance program synergy.

    The PO has a technical backstopping responsibility over the DCA partners implementing youth development , livelihoods and resilience building project/s in Turkana County. The PO will works close consultation the DCA HoP – Kenya. The DCA PO is also expected to have a proactive accompanying role with DCA partners that enable a sector integrated approach in relief, rehabilitation and development as well as facilitate institutionalized communication between stakeholders and promote a rights based approach in all DCA programming.
    Professional Qualifications:

    Liaise with the Programme Manager and CD to establish work plans and clear roles and responsibilities in order to produce quality proposals on time ensuring adequate technical and desk review in Head Office.
    Prepare new projects grant launch document and also revise the existing ones.
    Under the supervision of the CD, organise and lead planning workshops at the start of each new contract, ensuring that all relevant staff understand donor specific compliance issues and ensuring that roles & responsibilities and activity plans (including procurement and HR recruitment) are established

    Monitoring and Evaluation:

    Ensure that WCDO country programme continues to have robust monitoring systems in place to provide relevant data for donor requirements and internal learning.
    Lead the development of baseline and end-line data for WCDO programmes in Somaliland
    Support projects staff on ways to properly document, organize and capture programme progress and also enhance their capacity in the use of digital data collection
    Draft tools and their revision and data collection procedures (eg the logical framework, project performance tracking, indicators, data flow etc). This may involve periodic reviews of the global monitoring framework ensuring the appropriateness of monitoring tools.
    Monitor and quality assurance spot checks on each project site.
    Review and analyse weekly / monthly reports with the technical team to identify the causes of potential bottlenecks in the project implementation and to enhance quality of reporting
    Supervise data input into the database monitoring and reporting system and processes for checking data quality
    Coordinate the updating of indicators in the monitoring and reporting system database to enable the fulfilment of reporting obligations to donors.
    Ensure that monthly, quarterly and annual monitoring and reporting system reports are submitted to the programme manager by the stipulated deadlines.
    Oversee the outputting of reports from the monitoring and reporting system in preparation for the annual Review and Re-planning process as directed by the CD / Programme Manager.
    Support the PMs in the review of monitoring documentation relating to programme activities including (but not limited to): training and dissemination reports, KAP reports
    Lead and support the programme team in producing / documenting quality case studies / most significant change (MSC) which meet donor standards

    Reporting:

    Manage WCDO Somaliland internal and external reporting schedule, ensuring that the organisation is meeting the highest standards of donor compliance.
    Ensure that donor reports are produced to a high standard and respond to donor requirements.
    Compile stakeholder reports and for the Government of Somaliland according to the requirements set.
    Assist the Country Management Team to develop country specific papers and reports as the need arises.

    People Management:

    Design, plan and implement a capacity building plan for all relevant WCDO staff on key elements of the different components of monitoring, learning and funding.
    Manage the relevant staff to create an environment conducive to a proficient and effective implementation of the set activities in order to strengthen the decision making capacities of Somaliland National staff.
    Ensure that all positions have accurate job descriptions and that each member of the team fully understands outcomes which are expected of them, by setting SMART objectives, and that they are aware of the success criteria relating to their work.
    Monitor and review performance and hold staff accountable for meeting the success criteria; give constructive feedback on an ongoing basis where required and take decisive action in the case of poor performance. Conduct regular PDR processes for the managed staff.
    Ensure that work within the team is planned and organised in a way which will meet the organisation’s needs in the most cost effective manner possible; ensuring that team members are given appropriate workloads and are working efficiently.

    Others:

    Attend cluster and other coordination meetings at the request of the Programme Manager / CD
    Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other WCDO initiatives.
    Take active measures to address equality issues, particularly relating to gender, equality, community feedback as the key focal person.
    Actively participate in any emergency response as assigned from time to time by the CD
    Undertake other related duties as may reasonably be assigned by the CD.

    Person Specification
    Essential
    Education, Qualifications & Experience Required:

    Bachelor’s or Master’s or equivalent degree in public administration, community development, statistics, social or development related studies;
    Strong commitment to confronting poverty and under development; Understanding and supporting the role of communities and non-governmental sector in poverty alleviation and its associated challenges
    At least three years relevant experience in the development (WASH, livelihoods) / humanitarian sector with at least one of those years being field based.
    Proven experience in proposal and report writing.
    Proven experience in managing M&E systems.
    Experience of managing donor funded projects

    Special Skills, Aptitude or Personality Requirements:

    Fully fluent in English and working knowledge of Somali would be an added advantage

    Experience with hardcopy and electronic filing and archive management

    Working Conditions:

    Based in Somaliland
    Requires periodic travel to areas of significant insecurity
    Field travel can involve driving on bad roads, traveling in small planes and frequent encounters with armed militia.  Some additional travel to other regions may be required.
