    Vacancy: Project Officer (1 position) and Project Assistants (2 positions)
    Summary of Responsibilities: To coordinate the project activities of the NTA, in close collaboration with NTA Secretariat staff and national and regional partners.
    Required Qualifications:

    A Masters or Bachelor degree in development studies, governance, law, political science, public sector administration or related field;
    A least three years working experience at a project or programme officer level in a regional, national or international non-governmental organization;
    Excellent communication skills;
    Excellent writing skills;
    Experience in qualitative and/or quantitative research will be an advantage;
    Fluency in the main languages spoken in region; and
    Must be physically based in the regional capital town where applying.

    Job Responsibilities

    The Deputy Director of physical planning will be responsible to the Chief Officer Lands and Physical Planning for management and administration of the physical planning function;
    Implementing of the Physical Planning Act, (Cap 286) the Physical Planners Registration Act 1996 and Urban Areas And Cities Act No.13, 2011;
    Advise to the County Government on physical planning matters, formulation and review of national, regional and local physical development policies, guidelines and strategies;
    Developing, implementing, and evaluating the national spatial plan, reviewing and certifying, regional, county, metropolitan, urban, rural, techno-cities, resort cities and special economic zones physical development plans;
    Providing guidelines for regulating use of land, ensuring proper physical planning practice in towns, municipalities and other urban areas;
    Initiating research and innovation on urbanization strategies and policies and any other matters related to physical planning;
    Being the secretary to the county physical planning liaison committee;
    Preparing and implementing the performance targets work plans and contract, overseeing planning and budgeting for the department; and
    Mobilization of resources, managing, mentoring and developing staff.

    Requirements

    Have served as a Physical Planner or relevant field for a minimum period of five (5) years;
    Have a Bachelor’s degree in any of the following discipline:- Urban and Regional Planning, Urban Planning or Town Planning from a recognized institution;
    Master’s degree in any of the following disciplines:- Urban and Regional Planning, Urban Planning, Regional Planning, Town Planning, Transport Planning or Spatial Planning from a recognized institution will be an added advantage;
    Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter);
    Be registered by the Physical Planners Registration Board;
    Have a certificate in Strategic Leaders Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution;
    Have a certificate in computer application skills from a recognized institution;
    Demonstrate professional ability, high integrity and competence matched by a proper appreciation of the country’s socio economic development needs at the national, sectoral and local levels; and
    Demonstrate ability to interpret and apply the Physical Planning Act (Cap. 286) and other related statutes in line with the National vision and goals.

    Job Responsibilities
    An officer at this level will be deployed at the County level and will report to the County Drought Coordinator.

    Ensuring that the design of the drought contingency planning and financing system at the County level is consistent with national and international best practices and subject to ongoing review and improvement, including through the integration of appropriate technologies;
    Coordinating the generation and publication of drought contingency plans at county level, and contribute to the production of a national drought contingency plan;
    Ensure that the content of these plans is widely understood by relevant stakeholders and accessible through a database;
    Determine the criteria for disbursement of contingency finance and produce relevant technical guidance and procedures;
    In collaboration with the County Drought Information Officer, maintain constant oversight of the drought status in the County and determine the level of response required; ensuring that applications for drought contingency finance are in line with the agreed criteria and guidelines;
    Developing monitoring and control mechanisms to ensure that county drought response activities are timely and appropriate, and that all accountability requirements for drought contingency finance are met; anddeveloping and implementing strategies for continuous capacity development of all those involved in the drought contingency planning and financing system at the county level, through the provision of training, development of manuals and guidelines, or other measures.

    Requirements
    For appointment to this grade an officer must have:-

    Served in the grade of Response Officer or in a comparable and relevant position in a large organization for a minimum period of three (3) years;
    Bachelor’s Degree in any of the following disciplines:- Range Science, Agriculture, Livestock, Economics or Sociology from a recognized institution;
    Master’s Degree in any of the following disciplines:- Range Science, Agriculture, Livestock or its equivalent from a recognized institution
    Certificate in Strategic Leadership lasting not less than six (6) weeks from a recognized institution;

    The Ministry of Education seeks to recruit a total of 1,600 young Kenyan graduates to join the fifth cohort of Kenya’s G-United National Volunteer Programme.
