    Job Description
    The Corporation Secretary and Legal Services Manager reports directly to the Director General/CEO of the National Youth Service.
    The office is responsible for:
    Providing the National Youth Service Council Secretariat and related services while assisting the Director General as provided for in Code of Conduct for StateCorporations.
    Advising the Council and Management on legal matters, as well as implementing good corporate governance to enhance organizational credibility.
    Responsibilities
    Duties and responsibilities of the Corporation Secretary and Legal Services will entail:

     Developing and reviewing relevant regulatory Legal frameworks for the better implementation of the Service mandate;
    Providing advice on legal and corporate matters to the Service through interpretation and writing legal opinions;
     Providing secretariat services on behalf of the Director General and the Council;
     Coordinating and ensuring representation of the Service in courts or other judicialauthorities;
    Drafting and reviewing contracts, Service Level Agreements, Memorandum of Understanding, leases and other legal documents to ensure compliance to statutory requirements and the Service’s policies;
    Liaising with the Attorney General, law enforcement agencies and stakeholders on all legal matters;
    Ensuring that Legal Audit Compliance is carried out to confirm compliance with relevant statutory requirements;
    Overseeing implementation of Code of Conduct in the Service;
    Liaising with the office of the Cabinet Secretary responsible for the youth and the AG’s Office in formulating, drafting and gazettement of Legal Notices for the Service;
    Supervision of staff of the Council Secretariat; and Any other duty, assigned by the Director General/CEO of the Service.

    Qualifications
    For appointment to this post, the candidate must;

     Have a minimum of an Upper Second Class Honors Degree in Law from a recognized university;
    Have a Master’s Degree in Law from a recognized university
     Post Graduate Diploma in Law from the Kenya School of Law;
     Have a certificate in Strategic Leadership Course from a recognized institution;
    Be proficient in ICT;
    Have experience of not less than ten (10) years, three (3) of which must be in aleadership/senior; management position in the Public Service or Private sector;
    Be a practicing advocate of the High Court of Kenya;
    Be a member to the Law Society of Kenya;
    Hold a current practicing certificate;
    Be a member, Institute of Certified Public Secretary of Kenya (ICPSK);
    Demonstrate strong abilities on a spectrum of key work performance competencies such as managerial, teamwork, interpersonal, negotiation, analytical, numerical and organization skills; and
    Fulfillment of the requirements of Chapter Six of the Constitution.

    Duties and Responsibilities

    Provision of the Accounting and Finance services, including:
    Provide leadership on the strategic and policy direction for the directorate in order to ensure efficient service delivery and adherence to existing laws; supervise preparation of the Budget for the Assembly;
    Offer advisory services to the board on the strategic direction in all matters relating to finance and Accounting;

    Requirements for appointment

    For appointment to this grade, an officer must have satisfactory served as a Principal
    Accountant/Finance/ Officer CAKSB 10 for a minimum period of three (3) years;
    Be in possession of either a Bachelor of Arts Degree in Economics; Bachelor of
    Commerce (Finance/ Accounting Option); or other relevant discipline from a recognized university;
    He/ she must have demonstrated professional competence either in financial management; Accounting or Economics;

    Kenya Youth Employment and Opportunities Project

    Job Details
    The Kenya Youth Employment and Opportunities Project is a Government of Kenya Project funded and implemented in collaboration with the World Bank. The project aims at increasing employment and earnings opportunities for targeted youths by providing training, business financing and relevant labor market information.
    The main beneficiaries of the proposed project will be youth between 18 and 29 years of age, who are without jobs and have experienced extended spells of unemployment or who are currently working in vulnerable jobs.  The level of education of targeted beneficiaries will be up to Form 4. At the same time the project will support catalytic interventions for job creators who will in turn create jobs for the primary beneficiaries.
    The project comprises the following components

    Improving youth employability
    Support for job creation
    Improving labour market information
    Strengthening youth policy development and project management

    Component 2, which will be jointly implemented by the Micro and Small Enterprise Authority (MSEA) and MPSYGA, will address key constraints and market failures that limit the demand for youth employment and their productivity once in employment.
    Sub-component 2.1 supports employment and earnings generation among urban and rural youth by financing business start-up grants and relevant business development services (BDS).
    Main Function 
    The Interns will assist County Enterprise Development Officers the implementation sub component 2 activities under KYEOP.
    Responsibilities
    Specific duties and responsibilities for the Interns will include:

    Coordinate implementation of KYEOP programmes in the County.
    Monitor, evaluate and report KYEOP activities in the County.
    Organise KYEOP activities in the County.
    Offer any other technical support and operational assistance as may be required.

     Qualifications 

    A Bachelor’s degree in Social Sciences, Management, Entrepreneurship or any other related field.
