    Reporting to: Director Corporate Services.
    Job Purpose: The job holder provides strategic leadership in the establishment and enforcement of accounting methods, policies and principles; coordinates financial management and control systems; and guides the Council on financial matters.

    Managerial / Supervisory Responsibilities

    Analyzing and reporting on financial performance
    Coordinates development, implementation and review of the division’s strategic plan and directing financial planning.
    Researching and interpreting accounting policies so as to provide sound financial support and insights to enable the council make sound decisions.
    Managing financial reporting of the Council which includes quarterly reports and donor/partners financial reports
    Managing and overseeing compliance with statutory requirements.
    Managing the External Auditor relationship
    Managing and overseeing the council’s banking arrangements
    Advising and implementing best practice methods to increase revenue and reduce costs
    Risk Management to ensure the Council has a solid risk framework in place for the division.
    Prepare reports on financial statements, project budgets and Donor/GOK
    Coach, mentor staff.

    Operational Responsibilities / Tasks

    Coordination of Council’s budget Planning, formulation and execution.
    Develop the division annual work plan
    Developing and implementing accounting policies, financial and reporting system and internal controls.
    Preparation and maintenance of accounting records
    Coordinates preparation of external/internal audit material and external financial reporting
    Reviewing annual and quarterly financial reports for the council
    Monitoring and interpreting council cash flows
    Developing financial management mechanism that minimize financial and operational risks in the Council.
    Organize and manage the Finance and Accounts Division
    Responsible for implementation and maintenance of ISO management systems in the Division

    Requirements for Appointment
    For appointment to this grade, a candidate must have at least the following qualifications:-

    Master’s degree in Business Administration (Accounting / Finance option); Economics, Finance, Commerce or equivalent;
    Bachelor’s degree in Commerce/Business Administration/Finance/Accounts or related;
    Attended a Strategic Leadership Development Programme/Course lasting not less not than four (4) weeks or its equivalent;
    CPA or ACCA finalist, CPAK
    Nine (9) years of relevant work experience, five (5) of which must be at managerial level;
    Shown merit and ability in work performance and results;
    Be a member of a relevant professional body in good standing
    Proficiency in Microsoft Office applications and accounting packages and ERP

    The Project Manager will be responsible for the overall management of the project, including the mobilisation of all project inputs, Supervision over project staff, consultants and sub- contractors.

    Term of Engagement: The position shall be on an initial twelve (12) months contract with possibility for extension.

    Duties and Responsibilities:-
    Reporting to the National Project Director (NPD) at the Ministry of Environment and Forestry; and on a periodic basis to the Project Board, the Project Manager will:-

    Plan the activities of the project and monitor progress against the approved work- plan;
    Supervise and coordinate all project inputs; the production of project outputs, as per the project document in a timely and high quality fashion; while ensuring that these adhere to UNDP procedures for nationally executed project;
    Coordinate the recruitment and selection of project personnel, consultant and sub-contracts, including drafting terms of reference (TORs) and work specifications and overseeing all contractors work;
    Manage requests for the provision of financial resources by UNDP, through advance of funds, direct payments, or reimbursement using the UNDP format provided;
    Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
    Liaise with UNDP, Project Board, relevant government agencies and all project partners, including donor organizations and CSOs; for effective coordination of all project activities;
    Oversee and ensure timely submission of all financial reports, and other reports as may be required by UNDP, GEF and UNEP;
    Oversee the exchange and sharing of experiences and lessons learned with relevant ASGM projects nationally and Internationally;
    In collaboration with the GEF GOLD global component, identify opportunities for communication of project activity results at a global level on quarterly basis; and
    Assist community groups, municipalities, CSOs, Staff, Students and others with development of essential skills through training workshops and on the job training thereby increasing their institutional capabilities.

    Requirements for the Position:-

    Qualifications
    Applicants must possess the following, in order to be considered for appointment to the position:-

    Bachelor’s degree; field from a recognized institution; in Environmental Science, Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences or any other related
    MSc. degree field from a recognized institution; in Environmental Science, Chemistry, Mining, Geology, Chemical Engineering or Chemical/ Biological Sciences or in any other related field.

    PhD in any of the above ,or related fields; and
    Specialized training in toxic chemicals; and waste; and
    monitoring and evaluation;

    Experience
    In addition the applicant should have the following:

    At least ten (10) years’ experience in the implementation; management, monitoring and evaluation; of environmental projects;
    Five (5) of which (years) must have been in the Implementation of projects related to toxic chemicals;

    Experience in the implementation; management, monitoring and evaluation; of projects related to mercury; and ASGM; in particular;
    Proven experience in working with government ministries, national or county institutions that are concerned with natural resource and/ or environmental management.

    Manage technical and administrative teams, work with a wide range of stakeholders across various sectors and at all levels;

    Demonstrate an understanding of government development priorities, policies, Financial and Accounting Regulations and Procedures.

    Experience in WTP Design and Construction Project Management as a member of a Contracting Authority.
    Willing to stay in Mombasa to Supervise the Design and Construction and Operation of the Water Treatment Plant for a minimum of 3-4 years after completion
    Registered by the Engineers’ Registration Board of Kenya and be a corporate member of the Institute of Engineers of Kenya.

    8. Implement the decisions of the Board and Government policies;
    9. Liaison between the Board and management;
    10. Foster a corporate culture that promotes good governance in the Authority;
    11. Ensure proper internal monitoring and control systems in the Authority;
    12.Coordinate the development and maintenance of corporate risk management framework to ensure risks are
    effectively monitored and managed;

    Job Purpose
    The Chief Executive Officer (CEO) of the Board is responsible to the Board of Directors for the implementation of the Board’s strategic goals, prudent management of resources, giving direction and leadership in the achievement of the Board’s mission and strategic objectives. The Chief Executive Officer is also responsible for the day–to–day management and administration of the Board.

    Person Specification
    For appointment to this grade, an officer must have:

    At least Fifteen (15) years’ working experience, five (5) of which must have been in Senior Management;
    A Master’s Degree in either Law, Engineering, Economics, Business Administration, or relevant field from a recognized institution;
    A Bachelor’s Degree in Law, Engineering, Economics, or any other relevant field from a recognized institution;
    Membership to a professional body and member in good standing
    Leadership Course lasting not less than Four (4) weeks from a recognized institution;
    Demonstrated results in work performance;
    Meet the requirements of Chapter Six (6) of the Constitution.

    The position of the Chief Executive Officer will be on Three (3) year contract renewable once on satisfactory performance

    Basic Salary Scale: Ksh 38,270 – Ksh 51,170 p.m (Job Group ‘K’)

    Terms of Service: Three (3) years Renewable contract subject to satisfactory performance

    For appointment to this position a candidate must;

    Be a Kenyan citizen;
    Have a Bachelors degree in Human Resource Management OR a Bachelors degree in Social Sciences with a Higher Diploma/ Diploma in Human Resource Management;
    Have worked as a Human Resource Management Officer or its equivalent for a period of not less than two (2) years;
