    Duties
    Incumbent is responsible for a broad range of customs & shipping functions, to a very large Mission, that include managing official and personal effects shipments; diplomatic customs clearances; registration and licensing of personal and official vehicles; Posts’ $27M Tender of Services agreement; and advises post management and other USG agencies concerning diplomatic import-export regulations. Performs assignments for ICASS subscribers, and other U.S. federal agencies. He/she is directly supervised by Customs & Shipping Supervisor.
    Requirements:
    EXPERIENCE:  

    At least 5 years of progressive experience in the Customs & Shipping, Expediting, Sea and/or Air Freight or Logistics is required.

    JOB KNOWLEDGE:  

    A detailed knowledge of the host government requirements pertaining to Ministry of Foreign Affairs, customs and Kenya Revenue Authority requirements and procedures dealing with the shipment of household effects, POVs and U.S. Government equipment. Extensive knowledge in tax matters, logistics, and import/export procedures. Knowledge of capability and reliability of local transfer and packing companies.
    Knowledge of Transportation of Materials including export, import or customs regulations, and the transportation of materials across borders to move material efficiently and legally.  Knowledge of U.S. customs law.

    Education Requirements:

    Mandatory: Bachelor’s Degree in business administration, supply chain management, organizational development, commerce, or logistics management is required.

    Evaluations:

    LANGUAGE: English Level IV (Fluency, reading/writing/speaking) is required (This may be tested). Level III (Good working knowledge, reading/writing/speaking) of Kiswahili is required.

    SKILLS AND ABILITIES:

    Must possess management skills with ability to organize, manage and track the numerous actions pending with the Ministry of Foreign Affairs, Customs, Kenya Revenue Authority and Contractors.  Must have interpersonal skills which allow the fostering of a good business relationship with all outside contacts associated with the program and ICASS members. Highly developed Customer Service skills are essential for dealing with Mission clients.
    Skill in Analyzing Complex, Abstract Written Information including written material such as Kenyan laws/regulations, and other legal documents so as to understand host government requirements, to perform successfully the registration, licensing, importation, exportations, etc., and, if needed, to advise clients.
    Skill in Time and Project Management including identifying resources, anticipating challenges, establishing milestones, defining beginning and end dates, so as to efficiently and knowledgeably accomplish projects.
    Skill with Computers using computer software programs including word processing, managing files/records/databases, and office computer programs such as Outlook, Word, Excel, and PowerPoint, and SharePoint.
    Requires highly developed customer service skills. Must possess excellent interpersonal and communication skills and strong customer service orientation.

    Plan, coordinate, organize and implement HR strategies, policies rules, regulations, and systems for the Authority;

    Qualifications

    Duties and Responsibilities

     Taking history, examining, diagnosing and treating patients’ common ailment at an outpatient or inpatient health facility.
    Implementing community health care activities in vision with other health workers
    Guiding and counselling patients, client and staff on health issues
    Sensitizing patients and clients on preventive and promote health;
    Referring patients and clients to appropriate health facilities.
    Providing clinical outreach and school health services
    Carrying out minor surgical procedures as per training and skill; collecting and compiling clinical data assessing, preparing and presenting medico- legal reports.
    Provide quality clinical services to HIV patients at HIV clinic and any other department (TB, MCH, and inpatient including patient counselling, ART treatment preparation, initiation and follow up.
    Undertake comprehensive clinical evaluation of PLHIV for ART eligibility and ongoing care as per national guidelines including requisitions for baseline and follow up laboratory tests.
    Support clinical management of opportunistic infections.
    Offer integrated prevention of mother to child transmission of HIV (PMTCT)
    Screening for HIV exposure in children, ART initiation and follow up during ANC and PMC and appropriate follow up on HIV infected children as per National guidelines.
    Support integrated TB/HIV service including a TB active case finding and ICF, TB Preventive treatment for PLHIV
    Appropriate and timely initiation of TB and ART treatment and TB patient follow up and accurately documentation of treatment outcomes.
    Support integration of the following services in routine HIV Care-family planning cervical cancer screening, GBV screening and referral, PEP and PrEP services.
    Monitor facility ART cohort growth by ensuring program retention strategies are implemented with fidelity.
    Support facility rational use of ART and TB commodities through good dispensing practices, stock monitoring, reporting, placing order and pharmacovigilance.
    As a technical member of facility service delivery team, participate in implementation of QI project, preparation review and submission of report, multi-disciplinary team meetings and trainings, ECHO/Zoom meetings and trainings.
    Actively participate in other service delivery areas and joint facility activities.

    Requirements for Appointment

    KCSE Mean Grade C, C in English or Kiswahili, C in Biology/Biological Science, C- in Chemistry/Physical Science; C- in any one of the following:- Mathematics, Physics/Physical Sciences.
    Diploma in clinical Medicine and surgery from a recognized medical training institution.
    Registered with the clinical officers Council and possess a valid practicing licence.
    Over two year’s relevant experience in implementing ART and TB Programs.

    Competencies

    Competencies in PMTCT, Adult and Paediatric ART, Counselling and Testing programs and integrated TB and HIV services are essential. And
    A-team player, motivator with excellent interpersonal and communication skill.

    Requirements for Appointment:
    For appointment to this grade, an officer must have:

    A Degree in any of the following fields, Computer Science/Information Communication Technology or in Electronics/Electrical Engineering from a recognised institution.
    A minimum period of five (5) years relevant work
    Proficiency in computer applications
    Supervisory course lasting not less than two (2) weeks
    Fulfilling the requirements of Chapter (6) Six of the Constitution

    Duties and Responsibilities at this level will entail:

    Carrying out systems analysis, design and programme specifications in liaison with users
    Developing, implementing and maintaining of systems
    Ensuring adherence to established ICT standards
    Supervising and compiling overall systems documentation: and advising on ICT related issues
    Supervising installation certification, repairs and maintenance of ICT equipment and associated peripherals
    Developing and maintaining ICT standards
    Recommending and supervising Hardware /Software specifications for Information Communication Technology equipment
    Logging problems and bugs
    Drawing and scheduling preventive maintenance
    Assisting in feasibility studies as assigned.
    In addition, the officer will train officers working below him/her and any other duties which will be allocated to him or her by his/her superiors.

    Requirements
    A person shall be qualified for appointment as a Chairperson if such a person:

    Holds a degree from a university recognized in Kenya;
    Has knowledge and experience in finance, investment and fundraising;
    Has at least 15 years’ experience in leadership and management of public or private institution;
    Has proven business management or other relevant professional experience;
    Is not a serving public servant; and
    Meets the requirements of Chapter Six of the Constitution

    Duration of Appointment
    The Chairperson of the Fund shall hold office for a term not exceeding three (3) years and shall be eligible for re-appointment for one further term.
    Terms of Service

    The position is non-executive
    Provide overall leadership in the board
    Conduct board meetings and guide the board’s decision-making process
    Harness the collective skills of the board and its committees
    Monitor the performance of the Board members and the Management
    Act as an informal link between the Board and stakeholders
    Provide updates on governance matters and any issues thereof to the responsible Cabinet Secretary among others
