    Mission and objectives
    The International Maritime Organization (IMO), is the United Nations specialized agency with responsibility for the safety and security of shipping and the prevention of marine and atmospheric pollution by ships. As a specialized agency of the United Nations, IMO is the global standard-setting authority for the safety, security and environmental performance of international shipping. Its main role is to create a regulatory framework for the shipping industry that is fair and effective, universally adopted and universally implemented.
    Context
    This assignment is with a multi-year project under IMO’s Maritime Security Section, Maritime Safety Division, to assistant the project on Port Security and the Safety of Navigation in Eastern and Southern Africa and the Indian Ocean, which IMO is implementing with UNODC and INTERPOL, via funding from the EU. Working under the immediate supervision of the Project Officer for Training and Project Officer for Budget and Administration, the two UN Volunteers will work both on the Training and Budget/Administration aspects of the project.
    Task description
    Working under the direct supervision of the Project Officers, the two UN Volunteers will work on both the Training and Budget/Administration aspects of the project, including the following tasks : – Provide general administrative support for the Project ; – Take notes at project meetings and presentations ; – Draft and proofread Project documentation and correspondence, as required ; – Assist in collating training needs of Project countries and ensuring that the activity matrix is regularly updated on a country-by-country basis ; – Assist in implementing the Project communication plan ; – Assist in budget monitoring for the Project ; and – Perform other duties as required.     Duties

    Incumbent is assigned to the Overseas Buildings Operations (OBO) Office to monitor and provide security escort to non-cleared workers/vendors on an as-needed basis in designated areas as defined by the OBO Office.  Observes workers and contractors during the course of their work/duties to ensure that proper work is performed in accordance with security standards and to report suspected instances of violations to SSM.  Monitors contractor’s workers’ adherence to construction safety requirements and report noted violations to the point of contact (POC / OBO Safety Inspector in accordance with the Occupational Safety and Health Administration (OSHA).  Incumbent works under the direct supervision and guidance of the Site Security Manager (SSM).
    Planning is limited to the assigned task and schedule availability.  Must communicate with POC in the area work regarding activities to take place to ensure compatibility for job performance.

    Qualifications and Evaluations Requirements:
    EXPERIENCE:

    One (1) year general work experience. 

    JOB KNOWLEDGE:

    Bachelor’s Degree  in  any  of  the  following:  Information  Technology, Computer Science, Business IT, Software Engineering, ICT Project Management, Computer Engineering or their equivalent from a recognized Institution;
    Leadership Course lasting not less than four (4) weeks from a recognized institution PRINCE2, PMP or equivalent Project Management Certification;
    At least one IT management certification CompTIA Project+, CAPM, CGEIT, CSM, CISSP, COBIT or other equivalent qualifications;
    At least one information Security certification CISM, CEH, CompTIA Security+, CISSP, GSEC or other equivalent qualifications;
    At least any two (2) certifications from relevant professional bodies in either CCNP, CDCP, CCNA Cloud, CCNA Industrial/IoT, CCNA, MCSE, MCSA, MCSD, N+, A+ OCA, CISSP, Linux+, Network+, Microsoft Certified IT Professional (MCITP), CISA, CISM, CGEIT or other equivalent qualifications from a recognized institution;

    Duties and Responsibilities
    An officer at this level may be deployed as a head of a unit at Headquarters or as a Sub-County Works Officer or a County Structural Engineer. The duties and responsibilities at the Headquarters and County level will include work in the specialized fields of engineering in one of the following:
     
    Building and Allied Structures
    Duties will involve: design, detailing and site supervision of structures in various materials and forms of construction; liaison with Architects, and other Departments on project development; checking and monitoring projects designed by consulting engineers; and direct and control of engineers and Structural Assistants working in the specific project.
    Civil Duties will involve: design, detailing, site supervision and maintenance of the sewerage drainage, roads and paved areas pertaining to public buildings and checking and monitoring projects designed by consultants.
    Construction Duties will involve: supervision of structural, civil and marine works prepared by the Department and consulting
    engineers; enforcement of specifications, compliance with engineers’ drawings, conditions of contract, quality control, approval and measurement of completed works, progress reports and guidance of County/Sub-County Structural Engineers on all technical aspects of the work.
     
    Research
    Duties will involve: supervision and control of applied research projects pertaining to structural materials,
    foundations, structural elements, and constructional techniques, and building technology. The officer will be responsible to the Principal Superintending Engineer for work programmes in all the functional areas and training and development of staff under him/her. Coordination of design, supervision of construction and maintenance of public buildings, civil and other public works. In addition, the officer will be responsible for research activities, administration and supervision of all staff working under him/her
    Requirements for Appointment
    For appointment to this grade, an officer must have: –

    Served in the grade of Senior Superintending Engineer (Structural) or comparable and relevant position in the Public service for at least three (3) years;
    A Bachelor’s Degree in Civil Engineering or its equivalent and relevant qualification from a recognized
    Institution;
    Been Registered with the Engineers Registration Board of Kenya (ERB);
    A Current valid annual Practicing license from the Engineers Registration Board of Kenya;
    Corporate membership with the Institution of Engineers of Kenya (IEK);
    Attended a Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized Institution.
    Demonstrated general administrative ability required for direction, control and implementation of structural programmes including supervision of professional and technical staff; and shown merit and ability as reflected in work performance and results.
