    Duties and responsibilities will entail: –

    Coordinating, planning and development control of County Government Towns, Urban Areas and Cities;
    Overseeing the formulation of physical planning manuals, standards and guidelines for the county government;
    Coordinating research on matters relating to strategic county projects and 
    programmes, human settlement patterns, urbanization patterns, urban 
    sprawl and emerging methodologies, issues and trends;
    Coordinating preparation of county, metropolitan, regional, urban and rural physical development plans; 
    Formulating strategies for public education, participation and engagement; 
    Overseeing the preparation of annual county physical planning reports; 
    Monitoring and evaluation of physical planning projects/programmes at the county; and
    Preparing and implementing strategic plans and annual work plans; and 
    facilitating continuous professional development of staff.

    DUTIES AND RESPONSIBILITIES

    Preliminary assessments and designs for Water projects which include; Rehabilitation of existing projects such as boreholes, Earth dams, sand/subsurface dams, Water pipelines and Rock catchments;
    Valuation and estimation of engineering works undertaken by contractors;
    Preparation of technical site plans;
    Production of work estimates (bill of Quantities) and project costs;
    In liaison with other officers, compile technical project reports;
    Advise the directorate on project technical details;
    Ensure continued operation and maintenance of rural water schemes by keeping in touch with the water resource persons and community mobilizers for real-time information on boreholes operational status;

    Duties
    The incumbent reports directly to the Building Engineer Supervisor.  The position holder is employed as a Trades Helper to assist the technicians of the skilled trades in the performance of routine and preventive maintenance, and new installations and demolition work.  The Building Engineer Supervisor will assign the incumbent to any of the skilled trade shops on a daily basis to assist the skilled technicians with maintenance and repair work throughout the Embassy Compound (NEC) office buildings, grounds and residential owned/leased properties.  In addition to assisting the skilled trade technicians, the incumbent may be assigned tasks include material handling, painting, custodial type work, snow removal, common laborer work, and  grounds maintenance and gardening work.  
    JOB KNOWLEDGE: 
    Must have a basic technical understanding of major building mechanical systems and equipment. Must be familiar with construction techniques and workplace safety, personal protective equipment (PPE) – how and when to use it.
    Education Requirements:

    Completion of secondary school is required.

    JOB KNOWLEDGE:

    Training through a recognized apprenticeship program provided by a trade union is considered acceptable.

    EXPERIENCE:
