    Duties and Responsibilities

    Requirements for Appointment

    Be a Kenyan Citizen.
    Have a minimum of a Diploma in industry, Trade, Business, Investment Social Sciences, and any other relevant courses from institutions recognized in Kenya.
    Possession of a degree and master’s certificate will be an added advantage.
    Have knowledge and experience of at least five years in matters relating to Investments, Entrepreneurship, Development, Business, and Industry.

    Duties and Responsibilities

    Provision of strategic policy direction for effective service delivery
    To ensure departmental compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution
    Performance of any other functions conferred by the Constitution, National or County Legislation; and 
    Carry out any other function incidental to any of the assigned functions and/or as may be assigned from time to time by the County Governor, the Deputy Governor, the respective CEC-Member for finance or the County Secretary.

    Requirements for Appointment
    For appointment to this position, a person should:

    Be a Kenyan citizen.

    Job Description

    The Chief Executive Officer will be responsible for providing strategic leadership in the management of the day-to-day business operations and administration of the Corporation and the execution and communication of the KDIC Board’s strategies, decisions, and policies. This is aimed towards realization of its mandate of promoting the stability of the financial system by providing a deposit insurance scheme for customers of Member Institutions (Banks), providing incentives for sound risk management and prompt resolution of troubled banks.
    Functions
    The functions of the Chief Executive Officer are: –

    The CEO is the Accounting Officer of the Corporation and implements the decisions of the Board and Government policies in a result-oriented and timely manner.
    Overseeing the day-to-day management of the Corporation;
    Initiate and ensure implementation of corporate policies, strategies and   programmes;
    Develop and recommend to the Board long term strategy, work plans, annual operating budgets and establishing proper internal monitoring and control systems;
    Provide advice to the Board on key technical, financial and administrative matters;
    Ensure continuous achievement of KDIC’s financial and operational goals and objectives;
    Provide leadership to Senior Management and Staff;
    Maintain a conducive work environment for attracting, retaining and motivating employees;
    Attending to all Human Resource matters including organisational structure development, appointments, welfare, training, separation and effective management of succession planning;
    Ensure effective communication between management and the Board as well as between different levels of management;
    Foster a corporate culture that promotes ethical practices and good corporate citizenship;
    Be responsible for stakeholder management and enhancement of the corporate image of the organization;
    Ensure efficient and effective utilization of the Corporation’s assets and resources;
    Overseeing the preparation and presentation of the Corporation’s quarterly and annual financial statements, management accounts and other performance reports;
    Overseeing the effective development and implementation of policies, guidelines and frameworks to support the execution of the Corporation’s mandate;
    Providing custodial services to the Board;

    Overseeing continuous improvements in the quality and value of services and products provided by the Corporation by ensuring establishment, maintenance and integration of the Quality Management and Information Security Management Systems in the processes of the Corporation;
    Fostering a corporate culture that promotes ethical practices and good corporate citizenship within the Corporation;
    Overseeing the handling of complaints, compliments, requests for information and enquiries in the Corporation;
    Member of the Financial Sector Regulators’ Forum
    Member of the Financial Sector Crisis Management Committee
    Ensuring prudent investment management and accounting of the Deposit Insurance Fund 
    Appropriation of funds for institutions in receivership and Liquidation
    Authority to transfer surplus fund for a wound-up institution to the Deposit Insurance Fund

    Recognized Qualifications
    The following are recognized qualifications for appointment to this position: –

    A Bachelor’s degree in the field of either banking, law, finance,accounting, economics, commerce, or insurance from a recognized institution;
    A Master’s degree in in the field of either banking, law, finance, accounting, economics, commerce, or insurance from a recognized institution;
    Have at least fifteen (15) years cumulative relevant work experience, ten (10) of which should have been at Senior Management level in a reputable institution.
    Knowledge in policy formulation and procedures of government;
    A Leadership Course lasting not less than four (4) weeks (cumulative) from a recognized institution;
    Professional qualifications and membership of a professional body, in good standing, where applicable;

    Preparing and organizing fora where Government policies, programmes and projects can be propagated and promoted;
    Carrying out research based on both local and International press on possible causes of negative publicity on the Government and developing appropriate interventions,
    Preparing media supplements, documentaries, press release/media features;
    Deployment of public communications personnel;
    Succession planning as well as ensuring training and development of public communications

    Requirements for Appointment

    Must be A Kenyan Citizen
    A University Degree in any of the following disciplines: Mass Communication/ Communication Studies/ Information Sciences/ Journalism or any other approved equivalent qualifications from a recognized institution
    MBA or advanced degree in communication, marketing or related field is preferable and will be an added advantage

    Job Summary
    The overall function of this position is to ensure implementation of high quality, efficient and effective HIV Testing Services in supported health facilities. He/ She is responsible for ensuring efficienteligibility screening process, testing of all eligible persons who provide consent, immediate linkage of all persons who test positive to treatment, linkage of HIV negative individuals to appropriate preventionservices and screening of persons seeking HIV services for TB, Intimate Partner Violence, risks for HIVacquisition, Voluntary Medical Male Circumcision). The Program officer will also focus on Community case identification through PNS, SNS, Testing at workplace and HIVST. The incumbent will also be responsible for ensuringproper eligibility screening for PrEP, initiation of eligible persons on PrEP as well as retention. In addition, He/ She will provide mentorship to site level staff, ensure supervision and implementation of services that are aligned to MoH and CDC policy guidelines, ensure planning and execution of work- plan towards ensuring achievement of set targets and objectives.
    Roles & Responsibilities

    Organize and oversee effective and efficient implementation of HIV Testing and Services (HTS) and PrEP services in all relevant service delivery points and supported health facilities.
    To provide training, mentorship, and supervision of HTS and PrEP providers at the selected facilities
    Oversee establishment of efficient patient workflow, eligibility testing amongst children, adolescents, and adults; testing of all eligible persons and linkage of all HIV positive person to treatment as well as optimum provision of PrEP in all supported programs and health facilities in line with MoH guidelines
    Support efficient and effective strategies that ensure immediate linkage to treatment
    Oversee screening of persons seeking HIV testing for TB, IPV, PrEP, PEP and VMMC, and link all those that are eligible to appropriate services

    Required Qualifications

    A bachelor’s degree in Clinical Medicine or bachelor’s degree in Nursing with at least three (3) years’ experience in providing and /overseeing HIV Testing and /or PrEP or other HIV services at facility and county/subcounty-county level OR Higher diploma in clinical medicine or nursing with at least 5 years’ experience in providing and /overseeing HIV Testing and /or PrEP or other HIV services at facility and county/subcounty-county level
    Active/ current registration with professional body.
    Training on HTS and by NASCOP or equivalent professional body
    Very good knowledge of HIV testing guidelines
    Good report writing skills and ability to use data to inform programming.
    Good communication skills, written and verbal, in English and Kiswahili languages.
    Proficiency in Microsoft office application including Word, Excel, Power Point

    Duties

    The incumbent, the senior LE Staff member in the Political Section, serves as the senior policy advisor to the Ambassador, Deputy Chief of Mission, and Political Section staff. 
    The incumbent leads a four-person LE Staff team covering the full spectrum of political issues in Kenya and U.S.-Kenya relations.  Within the four-person team, the incumbent is the line supervisor with rating responsibility for one person.  The incumbent serves as the primary liaison between the Ambassador, Deputy Chief of Mission, and Political Section staff and senior leaders across the full range of Kenyan society. 
    The incumbent maintains the Political Section’s contacts with senior Kenyan government officials at both the national, regional, and county level, including officials in the office of the president, deputy president, members of the cabinet, parliamentarians, political party leaders, trade unions, non-governmental organizations, academic institutions, religious organizations, multilateral organizations, and media houses. 
    The incumbent influences and negotiates with these Kenyan contacts in furtherance of U.S. foreign policy goals and further advises the Ambassador, Deputy Chief of Mission, and Political Section staff on optimal ways to undertake both private and public diplomacy outreach.  In addition, the incumbent briefs visiting U.S. officials on the stability of the Kenyan government, attitudes toward the United States, and implications for U.S. policy objectives in the region. 
    The incumbent possesses significant analytical writing skills, including the ability to adhere to stringent State Department writing guidelines, and produces written work that is often passed on to Washington and which requires minimal edits and supervision.  The incumbent reports directly to and receives supervision from the Deputy Political Counselor. 

    The incumbent directly supervises one LE Staff member (Political Assistant) and is responsible for that individual’s evaluation, training, and professional development.
    Requirements:
    EXPERIENCE:  

    A minimum of five to seven years of work experience, including senior-level Kenyan government, public service, or journalism position working in multiple regions of Kenya that includes extensive knowledge of, access to, and familiarity with public security and political sector leadership. 
    Such experience must have involved sustained interaction with diverse social interests, the international diplomatic community, and non-governmental organizations. 
    A close familiarity with issues and problems of democratization and governance in less developed countries and a demonstrated ability to analyze democracy and governance development issues is required.

    JOB KNOWLEDGE:  
    The incumbent must have a thorough knowledge and deep understanding of Kenyan political institutions, electoral political systems, business climate, social and development issues, security and law enforcement institutions, and history.  The incumbent must understand political trends and the operations of non-governmental organizations in the democracy and governance sector.  The incumbent must also possess extensive knowledge and understanding of U.S. foreign policy objectives in Kenya and the region.
    Education Requirements:

    University Degree in Political Science, International Relations, Law, or Business Studies is required.
