    Duties and responsibilities 

    The municipal manager shall report to the Vihiga Municipal Board. The Municipal Manager shall be responsible for:
    Implementing the decisions and functions of the Municipal Board as provided for in the Urban Areas and Cities Act section 20 (a) to (s); 
    Acting on behalf of the Board off the Municipality in ensuring the execution of the directives of the Board of the Municipality; 
    Preparing and presenting for approval to the Board of the Municipality, an annual estimate of revenue and expenditure to fund and carry out the programmes and operations of the Board;
    Be principally responsible for building strong alliance and effective working relations between the Board of the Municipality and the civil society, private sector and community based organizations; 
    Causing to be prepared, transmitted to the Board of the Municipality, and distributed to the public at least an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch Municipality; 
    Prepare and administer annual municipality budget; 
    Administer Municipality utilities and properties; 
    Acting as an ex-officio member of all committees of the Board of the Municipality; 
    Performing functions as may be delegated by the Municipal Board or by order or confer upon the Municipal Manager; and
    Perform other duties as directed by the Board of the Municipality

    Requirements 

    Be a Kenyan citizen;
    Hold a Bachelor’s Degree in Urban Management, Public Administration, Business Management or any other relevant Degree from a university recognized in Kenya 
    Possession of a relevant Master’s Degree would be an added advantage 
    Has proven experience of not less than Ten (10) years in administration or management either in the public or private sector five (5) of which should be in senior Management as well as senior leadership development programme (SLDP) lasting less than 6weeks.
    Should have attended a senior management course lasting not less than four (4) weeks at Kenya school of Government;
    be a member of the relevant professional institution and be of good standing; 
    Must be computer literate in Microsoft package from a recognized institution; 
    Satisfy the requirements of Chapter Six of the Constitution; 
    Be ordinary resident or have a permanent dwelling within Vihiga County.

    The salary, allowances and other benefits attached to these positions will be as determined by the Salaries and Remuneration Commission and other recognized CBAs as applicable.

    Ensure reporting on work done into the reporting structures in the Board on a monthly; quarterly or annual basis; 
    Play a senior leadership role in bringing the WASREB internal community along to support the outputs delivered by developing effective and strategic relationships;
    Develop strategies and tools for improving customer services in the sector; (xvii) Promote stakeholder/public participation in the provision of water services; (xviii) Create and manage platforms for engagement with stakeholders; 
    Develop and implement collaborative arrangements and networking with stakeholders; 
    Play a senior leadership role in bringing external stakeholders along with the WASREB 
    through open, professional, and proactive engagement and with enforcement partners in relation to specific cases; 
    Build a highly effective team, by leading, managing and motivating staff and by directing and coaching them where appropriate, so that they achieve excellence in delivery; 
    Take responsibility for the reports emerging from the Directorate and all documentation sent to the CEO; 
    Coordinate the Directorate’s budgeting and Cost containment within the budget; 
    Manage the skills development for staff to ensure that training needs are properly identified and appropriate training is arranged; 
    Manage and conduct performance management reviews for the Directorate;

    Persons Specifications:

    Master’s Degree in Law, Engineering, Business Administration, or a relevant field from arecognized institution

    Membership of a professional body and in good standing;

    Qualifications
    It is a prerequisite that the applicant meets the requirements for student interns that are described on  the Ministry of Foreign Affairs’ website , and accepts the conditions mentioned there.
    In the assessment of candidates, emphasis will be placed on:

    started higher education in social sciences, economics or legal subjects
    relevant academic background and interest in foreign policy
    knowledge of Kenyan and/or Somali politics, culture and society is an advantage
    experience from or interest in aid/development cooperation is an advantage
    personal initiative
    analytical properties
    good abilities for both collaboration and independent work
    experience with social media and online publishing
    very good written presentation skills in Norwegian
    very good English skills (written and spoken)

    Scholarships and practical conditions

    The traineeship lasts for six months, starting in September 2023.
    The trainee scheme is unpaid, but the trainee receives a stipend which currently amounts to NOK 14,000 per month. The scholarship can be combined with support from Lånekassen. The intern must cover his own travel and living expenses, and is himself responsible for obtaining accommodation. 
    Applicants must be prepared that changes in the Travel Council for Kenya may result in the offer of internships having to be withdrawn. Any expenses incurred prior to joining will not be covered in such situations.
