    Job purpose
    To undertake research and analysis and to provide data and analytics to inform decision making in remuneration and benefits. The role will also provide leadership in undertaking monitoring and evaluation to ensure adherence to the Commission’s mandate.
    Roles and Responsibilities

    Conduct research assignments and inquiries to provide relevant data that informs evidence-based policy formulation and Commission decision making;
    Provide accurate and timely data for decision making in remuneration and benefits;
    Prepare quality and timely reports and provide secretarial services to the Commission Committee;
    Cultivate, manage and sustain meaningful relationships with stakeholders;
    Develop innovative monitoring and evaluation framework, system and tools to achieve monitoring and evaluation objectives;
    Undertake periodic fiscal sustainability analysis of the impact of the set and advised Remuneration and Benefits to ensure affordability and sustainability of the total Public Compensation Bill;
    Undertake periodic analysis of wage bill data and ratios, analysis of the impact of the set and advised Remuneration and Benefits to ensure affordability and sustainability of the total Public Compensation Bill;
    Review macro and micro economic studies on Remuneration and Benefits and advice on harmonization and equity to ensure implementation of efficient Remuneration and Benefits cycles;
    Develop and continuously update the broad parameters for wage reviews and determination;
    Maintain and review remuneration and benefits data base;
    Develop internal and external linkages with other stakeholders on matters of research, monitoring and evaluation;
    Provide leadership in the execution of the Commissions’ Strategy on Research and Monitoring and Evaluation;
    Contribute in the development of the strategy, policies, procedures and manuals for research and monitoring and evaluation;
    Develop work plans and undertake continuous performance monitoring and reporting on the work plans;
    Develop, motivate and manage the performance of the team and ensure continuous alignment to the values of the Commission.
    Preparation of appropriate budgets for programs, monitor absorption and ensure optimal utilization;
    Drive efficiency of systems, processes and operating procedures to achieve operational excellence;
    Identify, monitor, evaluate and mitigate operational and strategic risks of the function;
    Ensure compliance and reporting with provisions of internal guidelines and policies and Government Circulars.

    Minimum Qualifications and Personal Specifications
    Qualifications and Experience

    Bachelor degree in Economics, Statistics, Social Sciences or other relevant field from a recognised university.
    Master degree in Economics, Statistics, Human Resources, Public or Business Administration or other relevant field from a recognised university.
    Relevant work experience of at least ten (10) years four (4) of which must be at senior management level in a reputable organization.

    Key Responsibilities

     Providing overall leadership in the coordination of strategic research and development, knowledge management and capacity building programmes in the energy and petroleum sectors to enhance uptake of new technologies and innovations for safe, efficient and sustainable energy solutions;
     Overseeing stakeholder engagements, creation of awareness and dissemination of information to ensure support for the nuclear power programme and the research and development in the energy sector;

    Key Qualifications

     Hold a degree from a university recognized in Kenya or its equivalent in the fields of Engineering, Nuclear Science, Law, Finance, Economics or Energy and related fields;
     Masters degree in relevant field as above;
     Has 15 year experience of service, 7 years must be in a Senior Position;
     At least 3 years’ experience in Nuclear Energy or relevant field;
     Is a member in good standing of the relevant professional association;
     Meets the requirements of leadership and integrity set out in Chapter Six of the Constitution; and
     Demonstrate Knowledge of Corporate Governance/ Leadership/ Strategic Management.

    Person Specifications
    For appointment to this grade, a candidate must have:

    The Head of Foundation requires a Bachelor’s degree in Social Sciences and accounting knowledge and Master’s degree in Business Administration, Non-profit Management or related field. 
    Overall, a minimum of eight (8) years relevant work experience with at least three (3) years in Supervisory role.
    A further key consideration of a minimum of five (5) years of professional level resource mobilization experience or related experience, experience in Foundation Board development, annual giving, Foundation and corporate relations, personal solicitation of major gifts, capital campaign planning and implementation, volunteer training is required.
    Membership to any of the following recognized professional bodies: -ICPAK, ICIFA, ICS, or related relevant body.

    Job Specification

    The Director (Commuter Rail) will report to the Director General. He / She will be responsible for coordinating, managing and supervising the Commuter Rail Infrastructure Department’s functions through the development and review of Commuter Rail policies, plans, designs and programmes for the implementation of Commuter Rail Transport within the Nairobi Metropolitan Area (NMA). 

    Duties and Responsibilities 
    Specifically, duties and responsibilities will entail: 

    Development of safe, reliable and clean Commuter Rail transport infrastructure; 
    Provision of technical advice on Commuter Rail infrastructure within the NMA; 
    Undertaking research on Commuter Rail infrastructure; 
    Maintaining safe custody of Commuter Rail Infrastructure data for policy decision making; 
    Commissioning the Annual Commuter Rail Infrastructure inventory and condition survey; 
    Surveillance and protection of Commuter Rail Infrastructure assets; 
    Facilitating the development and implementation of policies, strategies, standards, procedures and guidelines on Commuter Rail programmes; 
    Facilitating the design of Commuter Rail projects timetable to ensure harmonization of project deliverables; 
    Coordinating the Commuter Rail infrastructure department’s projects and programmes; 
    Facilitating of the agreements and contracts with other implementing agencies for Commuter Rail infrastructure development; 
    Ensuring infrastructure works are delivered as per schedule and to the specified quality; 
    Identifying and providing appropriate learning and development activities for department’s staff; 
    Facilitating the development of projects templates, tools and software to manage projects and programmes; 
    Coordinating the development of the scope, plans and schedules for the Commuter Rail infrastructure projects; 
    Monitoring Commuter Rail infrastructure projects implementation; 
    Managing Commuter Rail infrastructure project risks; 
    Coordination of the development and preparation of Commuter Rail infrastructure project reports; 
    Overseeing the vesting and transfer of Commuter Rail infrastructure assets from stakeholder agencies to the Authority; 
    Contracting Commuter Rail infrastructure providers; 
    Developing and enforcement of Commuter Rail standards on infrastructure. 

    Requirements for Appointment 
    For appointment to this grade, an officer must have: 

    A minimum period of twelve (12) years in relevant work experience and at least four (4) years in senior management role in a position in the Public Service or Private Sector; 
    Master’s Degree in Civil Engineering, Transport Engineering, Transport Planning, Urban Planning/Design and Development or equivalent qualification from a recognized institution; 
    Bachelor’s Degree in Civil Engineering, Transport Engineering, Transport Planning, Urban Planning/Design and Development, Architecture, Project Management, Communication Technology, Computer Science, Digital System Design, Electrical and Electronic Engineering or any other relevant qualification from a recognized Institution; 
    Leadership Course lasting not less than four (4) weeks from a recognized institution; 
    Certificate in Project Management from a recognized institution; 
    Registered with an accredited and recognized professional body; 
    Registration in Environmental and Social Impact Assessment (ESIA); 
    Proficiency in computer skills; 
    Fulfil the requirements of Chapter Six (6) of the Constitution.
