    Background

    The Royal Danish Embassy in Nairobi has more than 50 staff covering Denmark’s broad and close engagement with Kenya and Somalia. Our work in Kenya is currently guided by the Denmark-Kenya Partnership Policy 2015-2020, soon to be succeeded by a Strategic Framework for the period 2021-2025.

    Implementation of the Denmark-Kenya Country Programme concludes in 2020 whereupon a new Bilateral Programme is anticipated to commence in 2021.

    The Green Growth and Employment Programme is among the three thematic areas of the current Country Programme and is soon expected to transition into the Green Sustainable and Inclusive Growth Strategic Objective of the new Bilateral Programme.

    In order to successfully deliver the ambitions of this thematic area, the Embassy is seeking to recruit a Programme Manager- Environment & Climate to join the Green Growth team as a focal point in championing the realization of Denmark’s climate strategy within the ongoing and new Kenya bilateral programmes, as well as through multilateral engagements.

    Reporting

    The holder of this position will report to the Team Leader for Green Growth at the Embassy. The work may require occasional travel outside Nairobi.

    Main duties and responsibilities

    Work across Embassy teams tensure maximum use of synergies in the area of environment and climate between engagements under the bilateral programme, strategic sector cooperation, Trade Council and in the political dialogue.
    Responsible for identifying opportunities and preparing for political dialogue in the area of environment and climate, including pursuing opportunities for Denmark tbuild international alliances with Kenya.
    Anchor for establishment/maintaining overview and creating synergies with other external Danish instruments on environment and climate.
    Focal point for Building Back Better and Greener.
    Anchor on general processes and hearings regarding environment and climate.
    Initiate and manage studies, reviews, audits with the purpose of increasing focus of Embassy portfolion environment and climate.
    Provide technical support tgreening initiatives within the Kenya Bilateral Programme, the Strategic Sector Cooperation, Trade Council and other Danida instruments.
    In liaison with the M&E team, establish overall environmental and climate targets & ambitions for the Denmark-Kenya partnership and track performance against targets.
    Focal point for documentation and communication of results and overall visibility of Denmark’s work on environment and climate in Kenya.
    Establish strategic interplay between bilateral and multilateral engagements anchored in the Embassy, including provision of technical input tvarious multilateral engagement processes
    Responsible for managing the Environmental Governance engagement between the Embassy and World Bank as well as backstopping other engagements within Green Growth Programme. This includes handling administration, budget management, performance, monitoring & evaluation, liaison and dialogue aspects of this engagement.
    Ensure coordination with the relevant focal points of Government of Kenya, Civil Society and Private Sector, for furtherance of the Embassy’s climate, environment and green growth initiatives and agenda.
    Actively advise the Embassy of new opportunities being undertaken by various stakeholders by staying updated on emerging global and national issues on climate, environment and green growth trends.
    Promote knowledge management and sharing, document emerging knowledge, best practices and lessons learned relevant tthe work of the Embassy in climate, environment and green growth
    Support the development and implementation of technical work and consultancies associated with the policy support components of the Programme, as required.
    Maintain and improve a broad network of contacts tthe benefit of the Embassy, including Government levels, civil society, think tanks and research institutions, private sector, development partners etc).
    Participate in relevant Development Partner coordination meetings related tclimate, environment and green growth

    Education and Desired Experience

    Master’s degree in development studies, economics, environmental management, sustainable development or other discipline related tclimate change, environment and green growth, with at least 7 years of working experience at a senior level. Bachelor’s degree with over 8 years’ work experience may be considered.
    Experience working with /for relevant Government of Kenya institutions including Ministry of Environment, NEMA, Ministry of Industrialization and private sector.
    Experience working for and/or interacting with development partners (‘donors’) and/or international organisations including multilaterals
    Good understanding of economic development factors in relation tclimate and inclusive green growth
    Good knowledge of Results Based Performance Management and Monitoring & Evaluation
    Experience in managing consultancy contracts (including audits, evaluations and reviews)
    Skilled in MS Office programs (Word, Outlook, Excel, PowerPoint), and other relevant programmes and applications as well as ability tuse IT-based organizational system

    The Director, Complaints, Investigations and Legal Services will be responsible to the Commission Secretary for strategic leadership and management of the Complaints, Investigations and Legal Department.

    Specific duties and responsibilities will entail: –

    Develop, review and implement policies, strategies and guidelines on complaints, investigations and legal matters;
    Coordinate the handling of complaints, investigation and legal services;
    (iii) Coordinate the design and facilitate mechanisms for formal hearing and inquires by the Commission;
    Develop and review guidelines on implementation of Alternative Dispute Resolution mechanism;
    Coordinate investigation on any conduct in state affairs, or any act or omission in public administration by any State organ, State or public officer in National and County Governments that is alleged or suspected to be prejudicial or improper or is likely to result in any impropriety or prejudice;
    Coordinate investigation on complaints of abuse of power, unfair treatment, manifest injustice or unlawful, oppressive, unfair or unresponsive official conduct within the public sector;
    Advise on modes and mechanisms for mediation and reconciliation;
    Provide advice on all legal aspects of the Commission, Regulations and other legal statutes;
    Coordinate Commission’s litigation matters with external Advocates;
    Coordinate preparation of investigation reports carried out on maladministration;
    Coordinate enforcement of matters of non-compliance with legal and regulatory framework on licenses and other parties with the relevant department;
    Coordinate drafting of legal instruments based on policy proposals by the stakeholders;

    JOB SPECIFICATIONS

    For appointment to this grade, a candidate Must: –

    Have relevant experience in a managerial position for a minimum period of ten (10) years;
    Have a Bachelor degree in any of the following disciplines: – Law, Sociology, Governance, Public Administration, Criminology, Forensic Science or any other equivalent qualification from a recognised institution;
    Have a Master’s degree in any of the following disciplines: – Law, Sociology, Business Administration/Management, Public Administration, Governance, Organisational leadership and any other equivalent qualification from a recognised institution;
    Have a certificate in Strategic Leadership course and/or Corporate Management Course lasting not less than four (4) weeks from a recognized institution;

    JOB SUMMARY:

    To provide technical leadership and supervision to regional/county technical mentors. Responsible for working closely with the MOH and County Health teams, partners and service providers in the region to strengthen health systems and ensure that the quality of prevention, care and treatment interventions initiated and supported across the program is consistent with the national MOH/County Health Services quality standards and guidelines.
    Responsible for supporting the training, on-site technical supportive supervision, mentorship, coaching and regular updates to the Technical officers and service providers in the area of Adult and pediatric HIV care and treatment, PMTCT, TB/HIV and Quality assurance and improvement.

    ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:

    Provide direct technical assistance to the regional mentors and health care facilities staffs supported by the project including clinical mentoring, strengthening monitoring and evaluation and information system, facilitation of community linkages, patient flow analysis, improvement of adherence support system, development or improvement of referral system, etc.
    Provide technical oversight, monitoring and support to county/sub county multi-disciplinary teams as assigned
    Supporting accelerated HIV care and treatment efforts directed towards increasing enrolment of HIV
    infected children and adolescents
    Ensure that project-supported clinical care activities at ART/PMTCT/TB sites conform to Kenya
    National HIV care and treatment guidelines and the project standards.
    Guide the development and/or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
    Spearheading continuous quality improvement (CQI) implementation in supported counties
    Partnering with MOH/NASCOP in offering mentorship, orientation, training and technical updates to service providers
    Supporting Site Improvement Monitoring Systems (SIMS) evaluation in supported counties, the
    formulation and monitoring of activity plans to mitigate identified gaps in performance
    Contributing to formulation of JWP in collaboration with MOH and overseeing the implementation
    of the JWPs that the project has with service delivery partners while strengthening collaboration with
    MOH/County Health Services
    Representing the project and organization in key sector meetings when called upon
    Writing and evaluating relevant reports as part of the routine project reporting and accountability requirements
    Participate in the development of quarterly and annual plans and activity reports.
    Establish and maintain good working relationships with MOH staff at all levels and other partners to ensure effective and efficient implementation of the program at all levels.
    Maintain smooth regular information flow with County MOH officials, FHI 360 technical staff on technical issues.
    Perform other related duties as assigned.

    REQUIREMENTS: KNOWLEDGE, SKILL AND ABILITIES

    Comprehensive knowledge of integrated HIV and AIDS, TB, QA/QI, reproductive health, family planning, public health
    Ability to provide a wide range of clinical services and capability to effectively transfer skills combined with effective communication
    Excellent managerial and administrative skills.
    Sensitivity of cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS/TB.
    Ability to lead and work with others and maintain compatibility among project staff, sub- contractors, consultants and recipients of assistance.

    MINIMUM REQUIREMENTS STANDARDS:

    Working experience of at least 5 years post qualification and 5-7yrs experience in a HIV/AIDS/TB. MPH added advantage.
    Bachelor’s degree (added advantage) in relevant field with 5-7 years’ relevant experience in successful field implementation of HIV/AIDS/TB programs in Kenya
    A Registered Clinical Officer/ Nurse with at least Seven (7) years’ work experience in a supervisory role.
    HIV/AIDS/TB program management experience
    Familiarity with decentralized public health systems.
    Familiarity with current national service delivery guidelines for the prevention, management and control of HIV and TB disease conditions
    Strong program management skills and experience in diplomacy with other stakeholders.
    Excellent computer skills in MS Office Suite.

    Contribute, in close collaboration with the Communication Manager and Program Director, the compilation and editing of material for 2SCALE’s annual highlights, and full program report.

    Build a collection of high-quality photographs on 2SCALE work in the relevant countries, taking photographs themself – or identifying, contracting and supervising consultants (where necessary).
    Develop good working relationships with key media in all target countries and  exploit synergies with communications staff from the 2SCALE consortium partners (IFDC, SNV and Bopinc);
    Coordinate the visualization, scripting and production of short videos on 2SCALE within program countries.

    Need to be mechanically minded and hands on person
    Capable of doing root cause analyses and corrective action on all types of mechanical and electrical vehicle defects
    Interpersonal skills
    Communication skills
    Leading of teams, own & cross functional
    Be able to drive and see continuous improvement and waste elimination opportunities
    Understanding and implementation of Lean Manufacturing principles

    Functional Areas & Responsibilities
    Production Strategy
    Set-Up: Define and develop manufacturing processes for body shop, paint shop and general assembly with the focus on achieving quality, safety, and efficiency targets.
    Tooling & equipment: Specify, source, install & commission the required tools and equipment required in production. Train TL & TM in use of the above.
    Re-Rating + Line Balancing: Adjust production set-up as required to achieve production targets; ensure the production lines operate efficiently based on available/forecast resources and output targets.
    Productionization
    Design Input: Provide input to technical team during design and prototyping to ensure that design-for-manufacturing/assembly principles are incorporated.
    Processes: Develop detailed cyclic and non-cyclic processes documentation (procedure/TIS/SOP/JES/SOS) and train the users.
    Process FMEA: Implement PFMEA process to define process risks, identify actions to reduce risk and implement the same. Coordinate annual PFMEA review sessions.
    Production BOM: Develop and maintain the production bill of material, manage running or coordinated changes to ensure a product manufactured to technical specifications.
    Process adherence: Identify critical processes and failed processes, audit the same on a regular basis, provide feedback and support to help drive compliance.
    Tracking & reporting: Track relevant data and provide reports to support the Plant to improve its performance and achieve its KPI’s.
    Lean Manufacturing
    Problem Solving: Lead & coordinate problem solving initiatives to help drive performance improvements in Plant KPI’s.
    Continuous Improvement: Implement continuous improvement initiatives and processes to drive operational efficiency (cost), quality & safety by reducing waste.
    Change Management: Coordinate the implementation material, machine, method & environment changes while maintaining stable operations to protect throughput, safety, and quality.
    Lean Coach: Help build a Lean Manufacturing culture by embracing, coaching, and teaching lean principles through all disciplines in the Plant.
