    Providing software application support under the supervision of the Infrastructure Lead & Service Delivery Teams.
    The Application Support Engineer will be a key member of the Merchant Support team responsible for using technology to improve business support performance and effectiveness.     Overall purpose
    The Angaza Movement (TAM) aims at fostering electoral integrity and transforming political leadership in Kenya. The Angaza movement is made up of over 20 civil society organizations whose goal is to foster integrity, transparency and accountability in electoral and political processes in Kenya ahead of the 2022 General Elections.
    The Angaza Movement now seeks to recruit a Consultant to develop a monitoring, documentation, resporting and response tool. These compendium of tools will be used for technical and political empowerment, engagement and action within TAM and its grassroots partners. This set of assignment is being undertaken pursuant to the collective action points adopted during the last retreat for The Angaza Movement (TAM) held in Mombasa on January 25-26, 2022. It is also in pursuant and consolidation of the separate institutional initiatives earlier advanced by the Kenya Human Rights Commission (KHRC) and InformAction (IFA) a media grassroot human rights organization that uses film as a tool for change among member’s organizations.
    THE PROPOSED FRAMEWORKS
    HUMAN RIGHTS MONITORING AND RESPONSE MECHANISMS

    Undertake a normative description of human rights/ violations and abuses,
    Undertake a deep analysis of key human rights issues and protection frameworks,
    Develop a human rights monitoring, reporting and documentation tool, with guidelines on patterns, trends and response mechanisms to human rights violations,
    Design standards for assessing legal and medical/ forensic evidence in all situations,
    Design a tool for capturing data and information on all emerging human rights violations with a focus on Civil and Political Rights, Economic and Socio-cultural Rights, Group Rights, and Climate Justice and Environment Rights,
    Provide guidance on the core approaches for seeking remedies against violations.

    MECHANISMS FOR ELECTION MONITORING, DOCUMENTATION, REPORTING & GOVERNANCE FRAMEWORK

    Determine the core standards for determining electoral integrity in Kenya
    Outline the legal and normative framework governing elections
    Provide the institutional and operational environment governing the election management body.
    Outline the principles and standards of a democractic election and their application to conduct of political leaders, parties/coalitions and other key actors in the electoral process.
    Develop and outline a human-rights centred election security management
    Outline the role of key state and non-state actors charged with delivering a free, fair and peaceful election.

    MECHANISMS FOR MONITORING, DOCUMENTING AND REPORTING OTHER KEY HUMANRIGHTS GOVERNANCE COMPONENTS.

    Outline the key human rights governance components for monitoring, documenting and reporting within the CPR, ECOSOC, Group Rights, Climate Justice and Environment,
    Develop guidelines for designing and implementing fact-finding missions and actions,
    Design guidelines for monitoring and responding to Sexual and Gender Based Violence,
    Design mechanisms for monitoring media conduct and reporting on human rights,
    Develop guidelines for community organizing against governance abuses. Qualification/ Applicant Requirements**
    A postgraduate degree in Social sciences, law, political science, or any other related field.
    A minimum of 12 years experience in election, human rights and governance related field.

    Provide policy and programme advice to country offices, specific technical assistance and quality assurance:

    Provide technical support and policy advice to programme/ project managers/ specialists in country offices (COs) to support implementation of thematic programmes, aligned with corporate direction and messaging, including the UN Secretary General Common Agenda, and in compliance with UN System wide policy.
    Oversee the development of regional programming on women’s political participation in collaboration with COs, the Liaison Office in Addis Ababa and the Political Participation team in Headquarters.
    Provide thematic oversight of COs’ corporate planning (incl. development of Strategic Notes and Biannual Work Plans) and annual reporting processes (inc. Annual Report to the Executive Board) ensuring corporate policy coherence (including thematic support to UNSDCF processes as needed).

    Provide capacity building support to country office teams and partners:

    Provide substantive and policy support to COs to implement and localize corporate guidance notes, knowledge products and tools, ensuring policy and strategic coherence, and avoiding duplication.
    Develop, implement, and monitor capacity building initiatives on key priority topics in the region.
    Manage surge capacity deployments as needed, experts, practitioners, trainers, academics, etc.
    Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to women’s political participation and where necessary represent UN-Women.

    Manage the resource mobilization strategy in the area of women’s political participation in the region

    Undertake targeted resource mobilization in the area of women’s political.

    Prepare and/or deliver presentations to development partners on this topic as needed.

    Establish and strengthen strategic partnerships with regional/ international actors and development partners and stakeholders.

    Build and maintain alliances and strategic partnerships for the advancement of women’s political participation in the region, especially with the African Union (AU), and the RECS (IGAD, SADC, EAC and ICGLR).
    Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, COs, RO and Headquarters.
    Maintain close contact with relevant staff in UN-Women Liaison Office in Addis Ababa and HQ.
    Oversee Knowledge Management On Women’s Political Participation
    Conduct capacity building and substantive sessions through in-person trainings, induction, webinars, workshops etc.
    Provide quality assurance of COs’ knowledge products in line with corporate strategies.
    Manage the Regional Community of Practice on Women’s Political Participation, including through codifying lessons learned and good practices from the region and liaise with HQ focal point for ongoing contribution to the global thematic Community of Practice.
    Maintain up-to-date relevant thematic regional data; and integrate analysis to policy-oriented advocacy and corporate support (e.g. briefing notes, background papers, region-specific reports).

    Provide substantive technical and policy support to country office and multi country office programme teams in developing and strengthening WPS portfolio: Country Office Strategic Plans, Annual Workplans and programmes;
    Develop, implement and monitor capacity building initiatives for Country Offices.
    Provide technical support to partners on implementation of WPS programmes and projects;
    Provide technical policy advice to WPS programme/project managers

    Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners:

    Build, manage, and expand relationships with reginal and national partners, including development partners to support implementation and expansion of the Women, Peace and Security programme;
    Provide technical advice to partners and oversee capacity building opportunities and initiatives;
    Produce periodic updates, briefs and analysis on regional/country dynamics of the Women Peace and Security portfolio to be used by stakeholders, CO and HQ;
    Closely liaise with relevant colleagues at County/Regional offices and HQ.

    Manage the resource mobilization strategy for Women Peace and Security in the region

    Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on Women Peace and Security in the region;
    Finalize relevant documentation on donors and develop potential opportunities for resource mobilization.
    Provide technical support to field-based presences in the region in mobilizing resources for the implementation of Women Peace and Security portfolio;

    Review budget management for Regional Office WPS programmes and manage people:

    Lead and supervise WPS team, including by performing personnel performance reviews and ensuring ongoing capacity development of personnel by suggesting development opportunities;
    Monitor budget and financial delivery of the WPS programme to ensure timely allocation and utilization of resources, in line with UN Women rules and regulations and against agreed targets and expected results and using appropriate business management systems;
    Ensure effective information flow, communication and coordination between offices, programmes and projects.

    Oversee Monitoring And Reporting For The WPS Portfolio

    Oversee the monitoring of progress against mutually agreed results frameworks and performance indicators;
    Gather information and prepare reports on progress of programme implementation for donors, including technical reports and periodic (quarterly/annual) progress reports;
    Provide technical support in the preparation of audits and evaluations and follow up on the implementation of audit and evaluation findings and recommendations related to the regional WPS portfolio.

    Oversee the design of WPS in the region and the development of relevant knowledge products:

    Represent UN Women in meetings and policy dialogues on issues related to WPS;
    Work closely with and provide advice to regional/ national bodies and interagency groups that influence national and regional policies related to WPS;
    Identify best practices and lessons learned to guide programme improvement and strategy planning;
    Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on WPS.

    Required Skills And Experience

    Education and Certification

    Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender is required
    A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    A project/programme management certification would be an added advantage

    Experience

    At least 7 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building.
    Technical experience in Women Peace and Security, preferably with field experience in managing and/or overseeing related programmes, including policy development.
    Experience coordinating and liaising with government agencies and/or donors is an asset.
    Experience in setting priorities, budgets, work plans, participating in programme development and programme writing;
    Experience working in the UN System is an asset;
    Proven experience in leading teams effectively.

    Language

    Fluency in English is required;
    Working knowledge of the other UN official working language is an asset.
