    Job Purpose

    The Merchant Vetting Officer will be responsible for managing end to end onboarding of new merchants, ensuring operational efficiency through visits, KYC document management, contract facilitation, online merchant support and training.

    Responsibilities

    New merchant onboarding end to end management.
    Conduct regular on-site and off-site visits to check on our merchant’s activities to ensure smooth operations.
    Collect KYC documents electronically from merchants, ensure that documents are serialized and saved in a depository for future reference.
    Ensure all merchants records are up to date and have been validated through proper co-ordination between merchant vetting officer and the KYC & AML officer.
    Monitoring of dormant and inactive merchant accounts to ensure that all underlying challenges are resolved, and feedback collected, analyzed and reported to departmental head.
    Help merchants with contract signing to ensure timely submission, seek compliance guidance in case a merchant needs amendments on their contracts or need an addendum to the main contracts.
    Ensure all merchant rates are correctly captured on the system and in line with our catalogue.
    Hand hold online merchants through their integration process on the payment gateway as well ensuring that their websites and Applications meet the e-commerce standards.
    Provide our merchant training regarding usage of the iPay merchant dashboard, POS terminal usage and card schemes acceptance guidelines.
    Maintain and update records of all merchant sign ups and their access credentials in with the compliance office.
    Generation of monthly/weekly reports on sales team performance on merchants onboarded and transaction volume/values.
    Responsible for all merchant tickets related to onboarding and contract uptake.
    Manage PDQ (Point of Sale) support activities, including handling requisitions for new PDQ devices, coordinating delivery, and facilitating technical support to merchants.
    Transaction monitoring to identify trends, patterns, and insights for performance evaluation and optimization and prepare daily reports on transaction activities, including volume, value, success rates, and any anomalies detected.

    Qualifications

    University graduate from a recognized university
    Proficient in relevant computer applications (Word processors, Browsers, Spreadsheets)
    1-3 years of experience in a FinTech environment would be an added advantage
    Knowledge of customer service practices and principles is a must.
    Excellent internet usage, data entry and typing skills are a must.
    Superior listening, verbal, and written communication skills are a must.
    Ability to handle stressful situations appropriately.

    Duties And Responsibilities
    Provide protocol services to Regional Office and Kenya Country Office:

    Support Finance team in processing (VAT) exemptions, annual VAT blanket exemptions for official/staff members accounts and individual staff members’ V.A.T. claims, as needed;

    The scope of work of the Policy Advisor, Governance, Peace and Security, who will be based in UN Women’s Regional Office, Eastern and Southern Africa (ESARO), requires experience and in-depth understanding of gender equality women’s political participation, democratization and women, peace and security issues, to translate UN Women’s strategic plans in the area of Governance/Political Participation and Peace and Security into effective programmes and results. It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, and CSOs.
    Reporting to the Regional Director and working closely with the Peace & Security, Prevention & Resilience at UN Women HQ the Policy Advisor will engage proactively with local and regional women leaders and UN Entities (including relevant Divisions, Sections, and Country Offices within UN Women) to ensure gender issues are addressed on Women, Peace & Security (WPS) efforts related to, peacemaking, peacekeeping and peacebuilding including formal mediation processes with UN’s involvement, transitional justice mechanisms, security sector reform processes, prevention of violent extremism, post-conflict elections among others relevant in the region. The Policy Advisor will support the development of WPS and humanitarian action programmes and regional interventions, advocate for Feminist Foreign Policy and support UN Women offices in the ESARO region, establish and strengthen partnerships.     Analysis and monitoring of trends and opportunities:

    Provide policy recommendations, strategic advice, and proposed courses of action to the Regional Director and Country Representatives;
    Maintain up-to-date knowledge of regional developments in political participation, governance and peace and security issues and integrate information in support of policy development, analysis, outreach and advocacy;
    Prepare analytical reports, briefing notes, background papers, summaries, talking points and others as required by senior management;
    Establish and maintain close working contacts with key national, regional and local stakeholders from Government, Civil Society, Regional Organizations and other relevant international actors to build and strengthen strategic alliances and partnerships on women, peace and security issues and initiatives;

    Programme development and technical support:

    Promote coordination and participation in joint activities with various stakeholders to work collaboratively in the area of political participation, governance and peace and security in the region such as: UN agencies, relevant government stakeholders, civil society, inter-governmental organizations and regional women’s networks;
    Work closely with UN Women country offices in the region and provide programme guidance and support to develop and implement programmes at the local and national level on the area of governance, women’s political participation, women’s participation in public service delivery, and on all aspects of women, peace and security in conflict-affected settings, including conflict prevention, mediation, transitional justice, justice and security sector reform, peacekeeping, conflict-related sexual violence, national action plans on SCR 1325, among others;
    Support country offices to provide technical assistance to the Government on key governance/political participation and women, peace and security issues, including for the development and implementation of National Action Plans on women, peace and security, as requested by the Regional Director and in collaboration with the Peace and Security section;
    Assist country offices in developing and strengthening policies to scale up efforts to increase women’s participation as candidates and voters;
    Work closely with UN Women country offices in the region and provide programme support to develop and implement programmes at the local and national level to enhance women’s political influence;
    Learn from Country Offices in order to ensure that technical support and programme advice provided is relevant to the national and cultural context.

    Establish and strengthen strategic partnerships with key stakeholders, regional and international actors and development partners:

    Support the building of strategic alliances and partnerships to develop regional strategies and initiatives on the area of governance, women, peace and security;
    Maintain close liaison with relevant donors, regional entities and other actors supporting efforts on governance/political participation and women, peace and security in the region;

    Knowledge management and reporting:

    Manage the process of compiling reports and lessons learned on women’s political participation and contribute to UN Women’s knowledge management efforts;
    Collect information at the regional level to input to into regional mechanisms as appropriate and the annual SG report on Women and Peace and Security (usually due by May of each year), as well as other relevant thematic SG reports such as peacebuilding;
    Provide strategic information to input into briefings by UN Women’s Executive Director to the Security Council, as requested, as well as ongoing provision of relevant information to HQ in relation to Security Council debates and resolutions;
    Provide inputs regarding the implementation of the SG’s 7 Point Action Plan on Gender-Responsive Peacebuilding.
    In close consultation with Field Offices manage the process of compiling reports and lessons learned on women, peace and security issues in the region and contribute to UN Women’s knowledge management efforts;
    Facilitate cross-regional exchange of best practices and lessons learned with Regional Governance, Peace and Security Advisors and relevant Policy Division units;
    Contribute to the development of the regional knowledge hub and propose plans to enrich the evidence base on all aspects of gender-responsive governance, peace and security in the region.

    Leadership and overall management of the unit:

    Establish the work plan/s in line with the UN Women bi-annual work plans and set objectives, performance measurements, standards and expected results in collaboration and discussion with the Team;

    Under the overall guidance of the Deputy Director, Financial Management, Financial Management Section, Division of Management and Administration in Headquarters (HQ) and the daily supervision of the Regional Office Finance Specialist the Finance Analyst is responsible for providing: i) technical dedicated Quantum support to the region; ii) support to the Regional Finance Specialist as well as to all the offices in the Region for budgetary management including direct project costing; iii) partner audit preparation and management focal point in the region; and  iv) supporting Regional Finance Specialist for training and certifications and approvals; and under the virtual supervision of the Revenue & Asset Management Unit Head Finance Specialist is responsible for revenue application and management as part of the Revenue Virtual Global Service Centre (RVGSC). 
    The Finance Analyst support staff of the RO and COs Finance Units. The Finance Analyst works in close collaboration with Regional Finance Specialist and Financial Management Section/DMA, Programme and Operations colleagues, teams at the country level, UNDP staff and Government officials ensuring high performance and efficiency in Finance.

    Duties and Responsibilities
    Provide Regional and field financial management support the New ERP Formulation and Implementation:

    Support with the General Ledger (GL) reconciliations;
    Perform solution readiness testing;
    Implement new ERP training;
    Act as a functional Helpdesk for the region;
    Provide support to the Regional Finance Specialist and Region’s Finance Staff, and relief Expert staff time on the ERP project;
    Formulate and develop Manual Work-around for complex issues for Quantum and once system is stabilized, propose further streamlining opportunities for greater efficiency.

    Provide financial, technical and coordination support in the financial planning, analysis, and provision of services to (Multi) Country Offices (COs) and Regional Offices (RO), CO/MCO/RO in accordance with UN Women internal control framework, rules, regulations, policies and procedures:

    Recommend and/or implement cost saving and reduction strategies;
    Review and/or verify financial transactions/activities, recording/reporting system and audit reports. Co-ordinate with Financial Management Section/DMA on suggestions for amendments;
    Review financial business processes and use of Quantum system to ensure accurate and complete reporting of financial transactions by UN Women staff in accordance with the Internal Control Framework and Delegation of Authority and the timely flow of financial information in UN Women for management, monitoring and oversight purposes;
    Analyze and oversee all financial resources managed by the CO/MCO/RO and provide high-quality professional advice on financial issues to the CO/MCO/RO management, as necessary;
    Coordinate cash management processes, including liquidity management, recommend impress level, risk assessment, security for cash assets on site;
    Assist with financial risk assessment reviews for the RO/MCO/CO, by identifying areas of risk and providing recommendations and action plans for addressing issues raised.

    Provide coordination support in the audit processes, including but not limited to External, Internal, Partner audits, EU Verifications in accordance with UN Women rules, regulations, policies and procedures:

    Coordinate the pre-audit preparations for financial management of the CO/MCO/RO to be audit ready and complete the pre-audit checklist. Travel to the COs as necessary to assist during CO audits;
    Contribute technically to the training in the RO/MCO/CO as part of the training plan or requirement of pre-audit preparations or as otherwise determined by Operations Manager or Deputy Director of Financial Management;
    Write responses to internal and external audit inquiries and other findings related to financial management for review/approval by Operations Manager and Deputy Director of Financial Management and incorporate recommendations in development in policies, procedures and practices;
    Plan and track expenditures and performance audit of financial resources, including extra-budgetary income;
    Follow up and/or take prompt action to respond to audit and other findings on financial management.

    Provide coordination support programme/ project and management budgets in accordance with UN Women rules, regulations, policies and procedures:

    Coordinate all financial resources of programmes/ projects through planning, guiding, monitoring and controlling of the resources;
    Prepare and monitor budgets of management projects;
    Analyze and report on the budget approvals and the delivery situation of management projects;
    Contribute to the proper mechanisms to eliminate deficiencies in budget management, including acting as focal point for Cost Recovery policy and Direct Project Costing (DPC) procedures/guidance for the region in conjunction with Regional Finance Specialist and Budget Section;

    Ad hoc Financial Support for HQ and Regional Office when required, including at peak times such as year-end, audit and Certified Financial Donor Reporting.
    Support the Regional Finance Specialist in Coordinating financial training and communication for the CO/RO:
    Monitor the effectiveness of the services of the finance team on a regular basis to ensure close relationship between Finance Section and Finance Users in RO/MCO/CO and take corrective measures as needed;
    Coordinate development projects to ensure effective finance and communication tools are in place and regularly monitored for improvements;
    Perform the Finance Helpdesk function for RO/MCO/CO to ensure accurate and timely response to issues and advice requested in conjunction with Financial Management Section/DMA;
    Support in the implementation of the approved Training plans (specifically Quantum and IPSAS) in conjunction with Financial Management Section/DMA and Finance specialist in RO on a recurrent basis to ensure competency across all Finance Users at CO/MCO;
    Provide oversight for Finance staff of the RO/MCO/CO and monitor progress and provide guidance and direction to the staff as necessary to ensure goals and objectives are achieved.

    Perform Financial tasks, approving and certifying function:

    Oversee that vouchers processed are matched and completed, transactions are correctly recorded and posted in Quantum; payrolls are duly prepared; travel claims, and other entitlements are duly processed;
    Implement timely corrective actions on unposted vouchers, including the vouchers with budget check errors, matching exceptions, unapproved vouchers;
    Provide timely response to HQ requests to resolve financial data issues;
    Perform delegated approval function in Quantum on a timely basis;
    Review and provide financial clearance of all donor agreements as delegated for compliance with standard agreements on a timely basis.

    Revenue Management and Approving and Certifying Function as part of Revenue Virtual Global Service Centre (RVGSC):

    Perform delegated approval function in Quantum Contracts Module by Region on a timely basis;
    Verify and approve Donor Agreements via the Donor Agreement Management System (DAMS) as Level 2 approvers by Region;

    The Programme Associate will provide support to the Regional Coordinator to ensure that the development and implementation of projects are consistent with UN Women rules and regulations.     Duties And Responsibilities
    Functions:
