    JOB PURPOSE
    The Procurement Officer shall be reporting to the Finance Manager and they will be is responsible for the procurement of goods and services for the technical and operational needs of the organization; ensure all procurement and associated processes are executed in accordance with CREAW and its donor’s requirements and in line with the set regulations and policies. The Procurement Officer will be responsible for overseeing and maintaining the integrity of the procurement process, including accurate procurement documentation. Working closely with different departmental heads towards ensuring efficient accomplishment of the various procurement and administrative assignments
    KEY ROLES & RESPONSIBILITIES:

    Administrative – 30%

    Organizing office, project/ program meeting in consultation with the program officers.
    Prepare daily correspondence related to administrative, financial and human resources matters.
    Assisting the finance personnel with clerical duties like filing, typing, etc

    Supplier Management – 30%

    Create and maintain good relationships with vendors/suppliers
    Review and analyse all vendors/suppliers, supply, and price options
    Negotiate the best deal for pricing and supply contracts
    Responsible for conducting both regular and impromptu spot checks through field visits for verification purposes towards ensuring that the products and supplies are high quality
    In charge of the preparation of Service Level Agreements, management of proposal evaluation and vendor selection processes by carrying out bid analysis.
    In consultation with the Monitoring and Evaluation Officer, preparation of Terms of References for both consultants and suppliers.

    Procurement – 30%

    Manage all field‐initiated procurement processes from beginning to end, ensuring compliance with CREAW and donor regulations.
    Responsible to ensure accuracy of all procurement documents including contracts, sub-contracts, solicitations, amendments, proposals, purchase orders, memoranda, LSO’s , SLA’s etc.
    Periodically audit CREAW’s procurement management system to ensure accuracy, quality and completion of relevant documentation.
    Estimate and establish cost parameters and budgets for purchases
    To coordinate physical office space planning, identification of office assets, equipment and maintenance of the same.
    Responsible for all booking and reservation of activities for the organization.
    Ensure goods and services are received as per contract/LPO.
    Liaise with Finance for efficient payment of suppliers and consultants.

    Reporting – 10%

    Participate in and organize activity budgeting and work planning in support of anticipated operations and technical needs and develop a procurement plan.
    Responsible for analysing costed Work plans from the project staff and generating monthly cash flows that inform the process of purchasing equipment, services, and supplies
    Maintain and update list of suppliers and their qualifications, delivery times, and potential future development
    Work closely with the finance team complete duties as needed
    Performing any other related duties as may be assigned for the overall success of CREAW Programmes.

    ACADEMIC QUALIFICATIONS, EXPERIENCE, SKILLS AND PERSONALITY DESIRED:-

    Since 2014, Act! has been implementing the Strengthening Community Resilience against Extremism (SCORE) Program with support from the United States Agency for International Development (USAID) Kenya and East Africa Mission. The 5-year program integrates programming that seeks to address the root causes of conflict and violent extremism in the coastal region of Kenya. Key to this is the collaboration between communities at risk and the government (county and national government agencies); providing young people at risk with positive alternatives to enable them resist the lure of extremist groups; and building capacity of local civil society to mobilize communities against insecurity and violent extremism.
    The main objective (goal) of SCORE is to address the root causes of conflict and violent extremism and to reduce the allure of potentially radicalizing messages. SCORE has three specific objectives. These are:
    Strengthen community resilience against conflict and violent extremism.Enhance institution functionality and technical capacity of targeted CSOs to address conflict mitigation and CVE in the context of devolution.Establish a fund that can rapidly and effectively respond to incidences of violence, be it from community conflict or violent extremism.
    Since its inception in October 2014, SCORE has supported 18 key organizations (Sub Awardees) spread across the 6 Counties in the coastal region of Kenya to mitigate conflicts and counter violent extremism (CVE). Currently, it is working with 14 of these sub awardees (partners) in the coastal region of the country to among other things strengthen community resilience against conflict and VE through various approaches such as interfaith dialogues and counter messaging, empowering women and girls to address VE and conflict, advocating for the strengthening and harmonization of policies on CVE and land to mitigate land conflicts, and youth empowerment by expanding economic opportunities and encouraging civic participation to reduce the allure of financial gain from VE and violence. For example, one of the SCORE sub grantees established a support group for mothers and wives of men recruited into terrorist organizations to address their psychosocial needs, link them to economic opportunities, and encourage them to share their stories to prevent further radicalization. Through continuous institutional capacity building, SCORE is creating an empowered cohort of local CSOs to counter VE and conflict.
    In 2018, SCORE commissioned a Mid/End of Program (Activity) external evaluation to assess emerging results of SCORE. The draft evaluation report concluded that SCORE contributed to several positive, higher level effects in targeted communities. Interfaith dialogues and targeting of religious leaders, community policing approaches to CVE, women, youth focused interventions, County CVE Action Plans (CAPs) and various community engagements on CVE and conflict mitigation were found out to be some of the outstanding initiatives and approaches that should be documented and replicated. Benefits include greater awareness and discussion among communities about CVE and conflict, a decrease in VE recruitment and greater resilience to VE. Communities talk more openly about VE. There is better understanding of rights, and improved ability of communities to identify signs of radicalization. SCORE activities have contributed to increased trust between civil society and state actors, increased tolerance between different groups, and established or strengthened structures for responding to VE and conflict.
    It is against this background that, Act! is seeking to engage the services of a qualified and experienced consultant to document success stories and approaches/strategies that will highlight key results, interventions, successes and challenges as well as recommend future programming in the realm of CVE and conflict mitigation not only in the coastal region of Kenya but the country as a whole.
    Overall Objective
    The overall objective of the assignment is to document success stories, CVE strategies/approaches and lessons that provide a clear, in-depth cases and compelling narratives on the efforts by the various actors supported by Act! so far with a focus on results achieved, applicable strategies and challenges faced in the implementation of the program and identify lessons learned and best practices for potential scalability and future programming.
    Specifically, the success/impact stories will highlight the following;

    Develop tools and formats that will be used for documenting the stories to be packaged in the agreed format(s).
    Develop compelling concept and storylines that capture the various segments of the outstanding concepts/stories such as a brief description of the concept/strategy/approach, how it was implemented, most significant changes attributed to the concept/strategy/approach, challenges faced, lessons learned, emerging opportunities and replication (including future programming. This will involve undertaking desk review/literature review to understand the overall program objectives, target beneficiaries, strategies/approaches used and expected results in line with the program’s theory of change before the actual field interviews.
    Conduct data collection through small group discussions or key informant interviews with select program target beneficiaries and stakeholders to provide a clear and objective perspective on the impact of the program.
    Capture high quality digital photographs that showcase the impact of the program to accompany the success stories.
    Provide periodic updates to the SCORE Chief of Party, MERL and Communication teams on the proceedings of the assignment.
    Have full control over the entire process of recording in terms of creativity, technical aspects, content, follow safe working practices and professional practice.

    Methodology
    The exercise will involve desk review of SCORE program reports and initial discussions with Act! SCORE team to identify and agree on the potential storylines/concepts/strategies/approaches to be documented. This will be followed by site visits to the following counties; Mombasa, Kwale, Kilifi, Tana River, Lamu and Taita Taveta where the program is being implemented, with sites visited depending on the selected stories.     Job Description
    In this position, the incumbent will be responsible for providing technical and programmatic support related to Agroecology to the Country Programme as whole and to the partner organizations with a specific focus on addressing constraints and opportunities of the target groups, in predominantly indebted small-scale farmers organized in Solidarity Groups. He/she will also train, mentor and coach staff and animators (community volunteers) of partner organizations and be responsible for the management of all related to Right to Food in the Country Programme. S/he will assist in the development of appropriate guidance and approaches to programming, identifies appropriate sources of knowhow outside and inside the projects and ensures the systematic sharing of lessons among partner organizations. S/he will also help build partnerships and relationships with likeminded organizations aiming at ensuring the Right to Food and builds the capacities of partner organizations to become recognized actors at local and regional level. Together with the Country Programme Coordinator and Programme Manager, s/he will also accompany partner organizations in the design of their projects, annual planning and project implementation and monitoring. He/she will also share responsibilities in monitoring of projects and reports.
    PRINCIPAL RESPONSIBILITIES
    Consultancy to Partner Organizations and knowledge management within the Country Coordination team:

    Provide appropriate and targeted technical advice or assistance to projects, project staff and volunteers of activities linked to Right to Food
    Mentor and coach staff members and community volunteers of partner organizations
    Develop and apply training methods appropriate to the needs of the trainees with various needs and skills levels (from experienced staff members to illiterate community members)
    Support AE advisors and nursery managers in managing nurseries and support projects in all activities linked to selecting and propagating seeds
    Gather and manage relevant knowledge (e.g. training materials such as manuals)
    act as a focal point for any potential research project related to agroecology
    Act as focal point for potential research projects
    Support partner organizations in their awareness raising and A&L campaigns linked to Right to Food

    Monitoring and controlling:

    Ensure that all projects are planned and implemented along the Country Programmes key policies and documents
    Monitor and evaluate the implementation of partner organizations in all activities related to right to food and assist the Country Programme Coordinator in monitoring and evaluating other project activities
    Support and accompany the partner organizations in developing and applying their own monitoring systems as well as assessing and managing the risks

    Communication and reporting:

    Ensure strong communication and co-ordination with partner organizations, target groups and key stakeholders related to the Right to Food and Agroecology
    Revise reports submitted by partner organizations regarding issues linked to Right to Food and Agroecology
    Submit visit reports to coordination office after each project visit
    Network with like-minded organizations in the field of agroecology in close collaboration with the Country Coordinator
    Thematically contribute to the of the coordination office and support the coordination office in the elaboration of proposals for institutional fundraising and back-donor reporting
    Assist with internal and external communication and discussions as delegated by National Programme Coordinator

    Country programme development and evolution:

    Support the Country programme in the design, elaboration and evaluation of the Country Programme strategy in particular regarding climate change adaptation and mitigation elements as well as disaster risk reduction and risk management
    Continuously asses major risks and follow developments in the context and the legal framework in the field of agriculture

    KEY QUALIFICATIONS AND COMPETENCES

    Certified education (university degree) in Agriculture (preferred in sustainable agriculture and/or organic farming) with demonstrated knowledge and experience in Agroecology or Permaculture
    At least 3 years of working experience with elements of capacity building, accompaniment and knowledge management for staff and communities in NGOs or other civil society actors
    demonstrated experience as an advisor on agroecology, sustainable agriculture and organic farming with proved competences in one or several of the following fields: agroforestry, bio intensive gardening, sustainable land management practices, mixed cultivation, seed production and storage, climate change adaptation and mitigation, water harvesting and/or disaster risk reduction
    proven competences in knowledge management and dissemination
    Proven competences in project management and PCM instruments
    Experience with working with farmers’ groups
    Excellent written and oral skills in English and Kiswahili
    Excellent IT-skills (word, excel, power point)
    Ability to plan, set priorities and multitask
    Proven ability to work autonomously, in teams and multidisciplinary
    Excellent communication and interpersonal skills; networking skills an asset
    Knowledge and experience in participatory approaches, gender approaches and/or working with youth an asset
