    Prevention of Sexual Exploitation and Abuse Specialist

    Responsibilities
    Background: The Kenya Network on Protection against Sexual Exploitation and Abuse Standard Operating Procedures (SOPs) for Recording and Processing Complaints has been recently drafted by a core PSEA team. The SOPs have been developed to guide and define steps and measures to be taken when there is a suspected or alleged sexual exploitation and abuse (SEA) committed by humanitarian aid workers in Kenya. Sexual harassment of staff members is not included in the scope of the SOPs. They are the framework and procedures that govern an inter-agency CBCM. They include the agreed upon referral pathways for complaints between organizations and for sending survivors to assistance services, as well as the roles of in-country stakeholders and the standards and principles that underlie complaint intake channels, complaint handling, and information management of SEA allegations in country.
    Moreover, the purpose of the SOPs is to facilitate a consistent approach across all potential SEA complaints received, from every possible channel, implementing Secretary-General’s Bulletin ST/SGB/2003/13, dated 9 October 2003, on “Special measures for protection from sexual exploitation and sexual abuse”, as well as the Secretary-General’s Report A/71/818 dated 28 February 2017 on “Special measures for protection from sexual exploitation and abuse: a new approach”, which emphasizes the importance of: (1) prioritizing the rights and dignity of victims;

    ending impunity through strengthened reporting and investigations;
    Engaging civil society and external partners; and
    improving strategic communication for education and transparency.

    The development of the draft SOPs has been led by a small number of PSEA focal points. A SOP Introduction Workshop was held recently with the PSEA Kenya Network and feedback on the draft was sought from members. The next step is to collaborate and consult with as many relevant stakeholders as possible such as I/NGOS and government, including national legal experts where possible to ensure that the SOPs align with Kenya’s national legal frameworks in the development and finalization of the SOPs. Consultation and active engagement with key stakeholders is key to the success of the implementation of the SOPs .
    Description of Functions: Under the overall supervision of the Coordination Specialist, Sari Seppanen, and under day-to-day guidance by UNOCHA PSEA Coordinator, Victoria McDonough, the consultant will be responsible for the following duties: 1. review the draft Kenya Network on Protection against Sexual Exploitation and Abuse Standard Operating Procedures for Recording and Processing Complaints to determine any gaps, key issues, and where further work is required especially around appendix’

    undertake inter agency consultations to gather information for the SOPs, encompassing all relevant UN Agencies, Funds and Programs, as well as their key implementing partners/INGOs/NGOs, government agencies
    facilitate a 1-day workshop with the key stakeholders (including preparations)
    incorporate feedback/agreements from the consultations into the SOP in partnership with the core PSEA team; and
    develop a 1-2 page communication strategy to socialize the SOPs.

    The Consultant position is located in the United Nations Resident Coordination Office (RCO) in Kenya and under the general supervision of the RCO Coordination Specialist and OCHA ROSEA PSEA Coordinator.

    Assist the Chief in planning and coordinating the annual training calendar
    Assist in providing administrative and substantive support required for the delivery of training workshops, observe these workshops, compile course evaluations, summarize findings, and based on participants evaluation and observations, recommend changes to the programme
    Provide relevant background materials and statistics on training activities for inclusion in reports
    Contribute to the planning, design, production review and dissemination of relevant training handbooks and audiovisual materials, and promote online learning and other alternative methods for the delivery of learning, including on the topic of Performance Management
    Schedule training programs and supervise maintenance of database of staff participation
    Assign, coordinate and review the work of Training Assistant(s)
    Promote the services of the Unit. The Staff Development Officer will also provide back-up on occasions when Chief, Staff Development and Training Unit is unavailable.

    Participate in classification of positions in support of the larger Talent Management Center (HRMS).
    Manage and Execute pre-recruitment testing requests, including coordination, programming on the external database (UNOETS) and billing to clients.

    Education

    Experience in an international organization, UN or other large international organization is required.
    Experience in using collaboration technology and tools to support delivery of training, and designing, developing and delivering online training programmes is desirable.
    Experience in managing language training is desirable.
    Experience in job classification is desirable.
    Experience dealing with budgeting and billing in training is desirable.

    Languages
