    The overall objective of the project is refugees, asylum-seekers and stateless persons have equitable access to safe water, sanitation and hygiene facilities in Dadaab refugee camps. PWJ is planning to engage a consultant to assess the changes realized through the WASH interventions. The findings of this KAP survey will inform and serve as a basis for improving future interventions.

    Objective of the project

    The principal objective of the project is to attain self-reliance in the provision of essential Water, Sanitation and Hygiene (WASH) services for Persons of Concern in Dadaab. Specifically, this is done by empowering the Persons of Concern (PoCs) towards discharging responsibilities that enhances sustainable access to WASH services by individual households and the larger community.

    Objective of the Consultancy

    The survey is expected to employ cross sectional, scientific and statistical approaches to examine knowledge, attitudes and practices of the beneficiaries, gaps in the WASH activities in Dagahaley, Ifo, Ifo2 and Hagadera camps and to provide information that would improve future programming. The KAP survey activity will be conducted from 15th February, 2023 and the final report submitted by 15th March, 2023. Specifically, the consultant is expected:

    To understand and evaluate the water, sanitation and hygiene situations in Dagahaley, Ifo, Ifo2 and Hagadera camps.
    To determine existing knowledge on WASH issues such as: access to water, sanitation, hand washing, latrine hygiene and use, water borne and hygiene related diseases, gender roles and relations regarding WASH, menstrual hygiene management, community participation in WASH management, social inclusion, and distinct issues of disability/vulnerability/gender.
    To determine the impact and identify the gaps in water supply/quality, solid waste management, sanitation facilities, vector control and hygiene promotion communication and mobilization strategies implemented by PWJ.
    To determine the efficiency and effectiveness of CLTS/SLTS interventions in improving sanitation and ownership of latrines.
    To determine if humanitarian assistance by PWJ is delivered in a safe, accessible, accountable and participatory manner.

    Specific Terms of Reference

    Develop an Inception Report detailing the survey process and methodologies among other things to be employed to achieve the objective of this consultancy. It should include the field interview schedules, important time schedules for this exercise and should be presented to the PWJ program team for review and further input.
    Undertake a desk review of the relevant project documents that include the project proposal, implementation plans, project progress reports, PWJ Evaluation Policy guidelines and any other relevant documents.
    Meeting with various stakeholders at the Dadaab level to inform them about the planned survey and the activities to be undertaken
    Design, develop, critique (with the program team) and refine data collection tools according to the indicators of the project intervention logic to measure results.
    Train data collectors for the KAP survey.
    Organize adequate supervision and coordination of the survey teams in the field during the time of conducting the survey.
    Conduct a comprehensive KAP survey [using both quantitative and qualitative data collection methods] to gain insights on the intended results.
    Set up and share the quality control mechanisms that will be used to ensure the conduction of credible and quality survey.
    Carry out data collection, entry, cleaning, and analyses (using appropriate programs, such as SPSS for quantitative data and any appropriate technique for qualitative data) and present the draft report to the PWJ program team for first review before producing a second draft.
    Draft and submit a final report, presenting and analyzing all relevant findings and reflecting remarks and comments of the PWJ program team and stakeholders.

    Requirements for the consultancy

    A degree in Social Sciences, BSc. degree in Public Health or Water Engineering or related discipline from a recognized university with experience of at least 8 years in a similar discipline.
    Master degree in Development Studies, Monitoring and Evaluation, Social Sciences, Project Management, Public Health or WASH discipline is an added advantage.
    Demonstrate experience of having conducted at least 3 assignments of similar complexity and scope over the last three years.
    Strong background in statistics and data analysis of qualitative and quantitative methodology and use of mobile data collection tools.
    Good communication and inter-personal skills.
    Previous work experience with NGOs in WASH interventions, especially in a humanitarian context.
    Excellent report writing in English and presentation skills.

    Contractual Responsibilities

    The consultant

    The consultant in consultation with PWJ and other stakeholders will be responsible for the following;

    Prepare and deliver the consultancy services as per this ToR through effective, adequate and participatory methodologies.
    Review of the project documentation and other relevant documents.
    Facilitate the training of the survey enumerators.
    Obtain maximum input from major stakeholders, such as the project participants and project staff including PWJ partners where relevant.
    Design and refine the data collection tools.
    Design data input screens; supervise data collection/entry, data cleaning and data quality. The consultant will be expected to do data analysis, which will be done at the consultant offices within the stipulated period.
    Conduct two debriefing sessions, one prior to the field mission and one after the survey. Both debriefing sessions will be conducted in PWJ’s Dadaab Main Office.
    Prior to finalization, 2 draft reports will be submitted for review to the satisfaction of the project staff and senior management team – the draft will be discussed with the consultant for clarifications upon which the remarks shall be reflected by the consultant in the final report.

    Coordination & reporting

    The consultant will be under the direct supervision of the Programme Coordinator and Area Manager, based in Nairobi and DMO (Dadaab Main Office) respectively for the duration of the contract. In the field, the consultant will work closely with the WASH Coordinator and Officers, MEAL Officer and other key project staff who will be identified for the purpose of this task. The consultant will maintain an official communication with the Area Manager, WASH co-coordinator and the MEAL Officer.

    Senior Clinical Trial Manager

    IAVI is seeking a highly motivated Senior Clinical Trial Manager (CTM) who manages, oversees and executes day-to-day operational activities for the conduct of clinical trials according to ICH/GCP guidelines and relevant regulatory guidelines. The Sr. CTM will lead clinical operations of early and late phase and/or highly complex clinical trials, mentor other clinical operations staff, and lead process improvement.

    Key Responsibilities:

    Develop the Protocol Management Plan (PMP) and coordinate the development of operations plans for all applicable functions for inclusion in the PMP.
    Develop study timelines and ensure adherence; Escalates concerns/issues related to timelines to senior management appropriately.
    Lead clinical trial team meetings and contribute clinical updates to cross-functional project team meetings.
    Oversee the evaluation, development, set-up, training, and monitoring of investigational sites participating in epidemiology studies and clinical trials.
    With oversight from the Associate Director and/or Director, Clinical Operations, develop and control study budgets, working with other departments as appropriate, to ensure execution of studies within budget; escalate concern /issues related to budget management to senior management appropriately.
    Assist the Associate Director, and/or Director, Clinical Operations in determining which services will be conducted by IAVI and which will be outsourced to other vendors, and assists in the identification, evaluation and selection of CROs and other vendors.
    Proactively anticipate risks, and plan for and implement risk mitigation strategies throughout the trial conduct, keeping senior management informed appropriately.
    Actively manage issues that could impact study progress, and take actions or make recommendations to solve issues to support compliance
    Coordinate and assist in developing study protocols.
    Develop Informed Consent Documents, Study Operations Manual, monitoring plan, tracking forms, and other study related documents as required.
    Lead implementation of risk-based monitoring for assigned studies.
    Review and approve monitoring visit reports submitted by CRAs for assigned studies.
    Complete monitoring oversight visits as needed to review clinical data for accuracy and completeness and resolve discrepancies in accordance with the study monitoring plan.
    Maintain good relations with IAVI collaborators and trial sites to facilitate site development and execution of clinical trials.
    Mentor and train CRAs and Clinical Trial Associates, Clinical Operations Specialists and Clinical Trial Managers as needed.
    When assigned a trial with a Clinical Operations Specialist (COS), delegate clearly defined clinical trial management activities to the COS and ensure deliverables are met with appropriate timeliness and quality; mentor and provide training to the COS as needed.
    Contribute to the Clinical Development (CD) departmental Standard Operating Procedures for conduct of clinical trials based on IAVI templates as well as ensure adherence to regulations/guidelines for GCP.
    Perform other duties as assigned by the manager.

    Education and Work Experience:

    Bachelor’s degree in a scientific or related field is required; an advanced degree is highly preferred.
    Minimum 7 years relevant experience in clinical trial operations, including 4 years in clinical trial management or equivalent experience at study sponsor or CRO is required.

    Qualifications and Skills:

    Expert knowledge of clinical research operations, Good Documentation Practices, ICH GCP, FDA CFR and other relevant regulations as well as Declaration of Helsinki and relevant country-specific regulations is required.
    Experience in project management, including skills and the ability to deliver on assigned tasks within deadlines is required.
    Experience leading multi-disciplinary clinical trial teams, effectively to deliver clinical trials at high quality, on time and within budget is required.
    Strong interpersonal skills and ability to work effectively with outside vendors, collaborators, subordinates and functional peer groups at various management levels.
    Ability to work on problems of high complexity and diverse scope using good judgment within defined procedures and policies to determine appropriate action is highly desirable.

    Education and Work Experience:

    MD Required.
    Minimum of 10 years’ experience in clinical development and minimum of 5 years’ drug safety and pharmacovigilance is required.
    Experience with infectious diseases and/or vaccine development is required.
    Experience with DSPV specifically related to vaccine and monoclonal antibody studies, including those conducted in healthy volunteers is highly desirable.
    Global DSPV experience, including oversight of studies conducted in Africa, is highly desirable.

    Qualifications and Skills:

    Experience in leading DSPV for clinical development and marketed medicines, vaccines experience preferred.
    Experience in building and leading teams, directly or matrixed, and leading projects.
    Experience in risk management strategies and signal detection strategies.

    Responsibilities
    Within delegated authority, the Security Lieutenant (Fire) will be responsible for the following duties: 

    Conduct daily briefings and assign fire officers to various functions or posts; Supervise fire officers on duty to ensure they discharge their functions appropriately.

The minimum years of relevant experience is reduced by two years for candidates who possess a first level University degree.
    A  minimum of 2 years of experience in public fire service in a supervisory role is required.
    Substantive experience in supervisory responsibility of fire services in a public fire service management in a supervisory role is desirable.

    IAVI is seeking an experienced Medical Writer to join our Clinical Development department and lead a number of writing initiatives including (but not limited to) drafting protocols, clinical study reports, Investigator Brochure’s, Investigational New Drug Applications, and other regulatory and scientific documents.  The Medical Writer will lead all clinical writing activities outlined in the Project Clinical Development plans, as well as review documents, and provide guidance in preparation of regulatory and publication documents.

    Key Responsibilities:

    Research, draft, and edit protocols, clinical study reports, and summarize data from clinical studies for publication and presentation as well as for submission to the FDA and other regulatory agencies.
    Research, draft, and edit clinical evaluation plans, clinical evaluation reports, clinical summary and overview documents in CTD/eCTD format for regulatory submissions, including IMPDs, INDs, MAAs, NDAs, variations and supplemental NDAs.
    Provide medical writing deliverables covering all phases of clinical research, and in various therapeutic areas, by working with relevant Department Heads and staff in Clinical Development, Clinical Operations, Data Management, Biostatistics, Quality, and Regulatory Affairs.
    Serve as representative and SME for all medical writing related tasks for the cross-functional clinical team.
    Adhere to established regulatory standards, Company Standard Operating Procedures (SOPs), and company-approved templates, and ensure written documents are in compliance with all regulations (ICH, GLPs, and GCPs).
    Develop, plan, and track cross-functional delivery of clinical documents and medical writing deliverables and sub-deliverables.
    Serve as a departmental resource for training, mentoring, and the development of process improvements for medical writing.
    Collaborate with the Senior Specialist, Information for on-line clinical literature searches.
    Support the development, improvement, and maintenance of the Departmental Guidelines Management System, writing style guides and formats, and departmental templates.
    Review statistical analysis plans and table/figure/listing specifications for appropriate content and consistency.
    Maintain knowledge, and updates team, of current industry practices and latest professional, technological, and regulatory developments in medical writing and therapeutic areas.
    Occasionally research, draft, edit, and coordinate the review of non-clinical medical and scientific reports and documents.

    Education and Work Experience:

    Master’s degree or PhD in life sciences, clinical sciences, or related field is required.
    Minimum of 5 years’ experience with regulatory writing and authoring clinical protocols and clinical study reports is required.
    Medical writing experience in a pharmaceutical, biotech, or CRO is required.

    Qualifications and Skills:

    Familiarity and experience with principles of clinical research, and the ability to interpret and present clinical data and other complex information is required.
    Understanding of FDA and ICH regulations and guidelines is required.
    Detailed oriented with excellent grammatical, editorial, and proofreading skills is required.
    Flexibility to switch between changing priorities and deadlines to meet organizational needs is required.
    Ability to work well independently as well as with internal and external teams while exercising discretion is required.
    Takes the initiative to resolve problems is required.
    Highly proficient with MS Word, Excel, PowerPoint, and EndNote is required.
    Experience in Infectious Diseases, including HIV and TB, and emerging infectious diseases as well as vaccine and antibody trials is highly desirable.
    Experience with EDMS (e.g., Documentum, Core Dossier) is highly desirable.

    Responsibilities
    BUDGET AND FINANCE

    Monitors status of expenditures and allotments through the Enterprise Resource Planning (ERP) System (known as Umoja within the United Nations) and Business Intelligence (BI), records variations, updates budget tables. 
    Reviews status of relevant expenditures and compares with approved budget. 
    Reviews requisitions for goods and services to ensure: (a) correct commitment items have been charged and (b) availability of funds. 
    Assists in the preparation of budget performance submissions.
    Monitoring Regular budget and extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
    Assist in the execution of cost recovery in line with established agreements and policies and support on the collection of associated receivables.

    Master Plumber Water Quality Officer

    JOB OVERVIEW:

    Reporting to the Water Officer, the Master Plumber will be responsible for quality installation of water reticulation systems, repair of bursts, ensuring that all water appurtenances are fixed correctly and in a professional manner and will train and mentor repair team members.

    TASKS AND RESPONSIBILITIES
    Installation of water pipes and fittings

    Guide a team of refugee’s plumbers in repair and installation of water reticulation system when a need arises and fixing associated fittings.
    In collaboration with other team members, give technical extension information to the tap stand monitors on areas of facilities proper/prudent management for sustainability.
    Lead the repair team in pressure regulation for equitable potable water distribution in the reticulation system, in line with the set water regime and SPHERE / UNHCR standards.
    Work in collaboration with Water Officer in ensuring efficient and yet uninterrupted water supply during supply hours, should there be any repair work it should be attended in the shortest time possible.

    Reporting

    Prepare a record of daily activities performed in the field and submit weekly reports to the supervisor.
    Provide a record of all repairs and bursts attended during the week for documentation.

    Supervision

    Inspect and certify any pipe repair work done by refugees’ plumbers before back-filling the soil to ensure quality workmanship is maintained.
    Approve trench excavation done by contractors to ensure correct depth and width is achieved before pipe installation commences.
    Supervise the repair team member and ensure appropriate work allocation for each work day.

    Collaboration and Networking

    Work together with WASH committees, community leadership in the field in identification of problematic areas, water reticulation systems with a view of providing a sustainable solution.
    Collaborate with other agencies’ staff in the field

    QUALIFICATIONS:
    Education:

    Certificate/Diploma in plumbing course from a recognized institution in Kenya
    Certificate in Microsoft office
    Experience: 5 years working in a building maintenance environment as a Plumbing technician is required. Experience working with an NGO in a camp setting will be an added advantage

    Other knowledge, additional competences

    Must have fundamentals of plumbing theory relating to the installation and testing of water supply and distribution systems
    Must have ability to comprehend relevant safety requirement in the application of chemicals and the disposals procedures in accordance with international safety standards.
