    Monitoring and evaluation

    Lead the development, management and updating of AWARD ME&L tools, strategy/frameworks and systems;
    Coordinate the design, implementation and reporting of ME&L activities under the different AWARD initiatives and programs to achieve desired outcomes and impact;
    Provide technical backstopping for project/program’s progress tracking, advise on project/program’s overall approach and adjustments, and prepare regular and ad hoc updates;
    Lead the development of sound indicators and ensure data is regularly generated, compiled, analyzed and appropriate  recommendations are formulated;
    Support the implementation of quality assurance and control protocols and ensure internal consistency and validity of project/program’s monitoring checks to enable improved capturing and narration of programmatic results and impact.

    Contribute to sections of internal and external – technical and donor – reporting using appropriate formats to key stakeholders (AWARD team, Senior Management/Steering Committee, beneficiaries, partners and other stakeholders);
    Contribute to proposal development and grants’ negotiations including submission of quality ME&L inputs required to ensure successful proposals;
    Contribute to the review of existing grants’ overall performance and indicators against achieved cumulative results and make recommendations for performance improvemen
    Lead the updating and consolidation of knowledge on AWARD initiatives (research findings, lessons and best practices) and prepare information products (technical reports, policy briefs, manuscripts, etc.) for peer-review and publication;
    Coordinate the dissemination of findings/lessons learnt/best practices internally (strategic meetings, seminars and other sense making sessions) and externally (international conferences and other relevant forums)

      Capacity development for staff and partners.

    Facilitate the interpretation and use of M&E methods, systems, guidelines, data and findings through organised workshops and periodic meetings with partners and stakeholders.

      Team leadership and management.

    Supervise and coordinate unit staff members & consultants
    Contribute to solving complex problems and serve as a role model to others in the unit and overall team.

    Requirements

    Master’s degree or higher in a relevant field such as Monitoring and Evaluation, Development Studies, Social Sciences, or related disciplines;
    Relevant work experience of 10 years, with not less than 5 years in a management role for ME&L;
    Broad understanding of gender considerations in agriculture, social and policy-related issues, and opportunities for Africa’s agricultural development.

    Position Profile:

    Under the supervision of the MEAL Officer, the MEAL Monitor will be responsible for supporting the MEAL Manager/Officer in the development and implementation of appropriate and viable monitoring, evaluation, accountability and learning systems that are in line with the ACTED’s global MEAL procedures. S/he will support the implementation of solid MEAL systems and mechanisms that are in line with the global MEAL procedures and deliver effective research/outputs so to inform timely decision making and the adoption of sound corrective measures. S/he will ensure lessons learnt and best practices are discoursed and documented. The MEAL Monitor will contribute to theeffective functioning of beneficiary complaints and response mechanism and enhance the trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that ACTED learns from the feedback provided through this process.

    Duties and Responsibilities:

    Monitoring and Evaluation Systems

    Technical and Systems Development

    Contribute to the development and updating of the country MEAL strategy, the consolidated MEAL work plan and MEAL frameworks for all ongoing projects;
    Support the MEAL Manager to implement the MEAL policies and procedures as described in the ACTED MEAL standard guidelines and make sure that the tools are followed as applicable;
    Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.

     M&E Implementation and Management

    Support the development of ToRs and mission plans for assessments, monitoring and evaluations (baselines, mid-terms, endlines);

    Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;

    Beneficiary Complaints and Response Mechanism

    Qualifications/Skills Required

    Bachelor’s degree in social science, Community Development or related field.
    Experience of social research methods to conduct monitoring and evaluation for humanitarian and development initiatives/interventions will be a plus
    Proficient understanding of Mobile data collection.
    Basic Statistical analysis and IT skills, including use of Excel for data analysis.
    Excellent interpersonal and communication skills; the ability to successfully and effectively liaise with a variety of people in a multicultural set up.
    Ability to communicate in local (Pokot) language will be an advantage
    Prior experience working in West Pokot county is preferred
    Experience planning and delivering community engagement approaches, beneficiary communication, communication for development or accountability to communities
    Experience setting up and managing accountability to community systems i.e. feedback and complaints mechanisms
    Experience working for humanitarian or development organizations, within the context of developing countries
    Proven commitment to accountable practices.

    At least 2 years of experience in software development in any of the following programming languages Python, Java, or Scala.
    At least 2 years of experience working on streaming processing tools such as Amazon  Kinesis, Apache kafka, Apache Flink, apache pulsar.
    At least 3 years of experience working with data processing frameworks such as EMR , Apache Spark, Apache Hadoop, or Apache Nifi.
    Familiarity with database systems such as SQL databases, NoSQL databases, and distributed file systems both cloud and on premise.
    Experience with cloud platforms such as AWS, GCP, or Azure.

    Detailed Description 

    Reporting to the Snr Manager, Service Assurance, the position holder will have the following key responsibilities;

    Key responsibilities: 

    Drive the adoption and develop KPIs in the Fixed domain for Home and Enterprise. 
    Drive the adoption and lead KPI performance development in new growth areas, such as IoT and Fixed Wireless Access via both 5G and 4G. 
    Lead automation efforts for Fixed Services KPIs using Power BI and Tableau. 
    Formulate and implement plans to achieve a superior service experience across all Fixed Services platforms. 
    Develop a Fixed assurance strategy aligned with the Digital Telco strategy to ensure it is fit for the future. 
    Provide analytical, data-driven information alongside strategy recommendations, documentation, and presentations. 
    Create a Fixed service assurance strategy aligned with the Digital Telco strategy to ensure it is fit for the future. 
    Benchmark Fixed Services through crowdsourcing or using an appointed partner. 
    Create a customer experience roadmap for all Fixed services. 
    Perform Fixed Network Quality assessments, such as Node/Interface utilization and stability, document degradation, and follow up until resolution. 
    Analyze other Fixed customer touchpoints, such as call center demand and NPS verbatim responses, to draw actionable insights and resolve outliers. 

    Qualifications: 

    Degree in /computer science/IT/Engineering/Business related.  
    Highly analytical skill 
    Strong business acumen and mindset 
    1year experience in Fixed/Enterprise environment  
    Ability to persuade stakeholders and to champion effective techniques through delivery 
    Ability to drive initiatives without any formal authority in an ambiguous environment
