    JOB OPPORTUNITY
    Overall Responsibilities:
    Spear head strategic development and planning of the programs and projects for the organization in the various countries within the region. Quality control of the programs, donor relations, project implementation & donor reports, provide leadership & management to the regional program staff and is responsible for the budgets.
    Key Responsibilities:

    Projects Development

    Provide strategic direction to the projects, to ensure they work towards achieving successful implementation in a sustainable manner and responds to emergencies effectively and efficiently.
    Design programs and projects based on the Organizational Strategic Plan.
    Work with the Country Directors & Project Managers to diversify the funding base through developing existing or new relationships with donors.

    Implementation and Quality of the Program

    Make key decisions in relation to the program implementation, and offer solutions to problems that arise during the implementation of programs in the region.
    Ensure the projects meet Donor & VSF G Quality Standards and international codes of conduct in project implementation.
    Develop an Internal Monitoring and Evaluation framework.
    Manage both donor and internal reporting on project implementation.

    Management

    Motivate the regional program team and ensure they have clear objectives and receive meaningful feedback on their performance.
    Participate in HR management to ensure the achievement of program goals & objectives, including recruitment, staff development, security etc.
    Develop country development plans with Country Directors for each country in the region.

    Networking and Communication

    Strengthen & build relationships with donors and other INGOs and government institutions and other stakeholders in the Region.
    Ensure regular and effective communications are maintained within the program, regional office and donors.
    Champion the development of lesson learnt and good practice documentation from VSFG’s intervention.

    Budgetary responsibility

    Assist the program team to develop, finalize and closely monitor the program budget.
    Work closely with the Finance Department to ensure effective financial and budgetary control of the programs, according to donor & VSF G policy and procedures.
    Ensure corrective measures are taken to address over/under expenditure in the project budgets.

     
    Qualifications, Experience, Attributes & Skills
    Required

    Degree in relevant field especially food security related disciplined (livestock, Agriculture etc)
    Postgraduate degree in development studies, project planning, veterinary medicine or international relations as an added advantage.
    A minimum of 8 years’ experience in management of development and humanitarian projects in the Greater Horn of Africa.
    Strong knowledge of major institutional donors (EU, ECHO, OFDA, BMZ, CHF, etc) regulations and systems
    Experience in complex emergency, big consortium is requested
    Good understanding of financial management of projects is a requirement
    Proven experience in donor liaison and negotiation and organization representation
    Practical experience in proposal development & grant making for humanitarian and development projects.
    Excellent computer knowledge (MS Office, SPSS, Web based data management systems etc).
    Outstanding communication and presentation skills.
    Willing to travel extensively to field locations including for extended periods

    Preferred

    Senior management experience highly preferred.

    A minimum of five (5) years’ senior management experience managing multiple projects and programs in emergency and development environments – essential.
    Experience in managing a program(s) of not less than $5 million – essential.
    Strong organizational skills, with experience in Project Management tools and methodologies.
    Strong Monitoring and Evaluation skills required, in particular for the development and analysis of baseline information, assessments and monitoring tools.
    Relevant overseas experience in development and humanitarian context is required.

    POSITION SUMMARY

    Project Coordinator

    Purpose of the Position:
    The purpose and role of the Project Coordinator is to ensure effective implementation and coordination of project funded by ECHO. This entails supporting the consortium in the following significant roles1) Guide field staffs on projects implementation, monitoring and evaluation of all field based interventions; 2) ensure compliance with relevant norms, policies and representation of the Consortium at the Project Steering Committee and; 3) promote learning. He/She will closely work with country programmes Coordinator, project management committee (PMC) and project steering committee (PSC) on the quality of work, work plan development and consolidation of lessons learnt. The role will also input significantly to the on-going development of the Consortium’s broader expertise in resilience programming.
    Location of work: 50% of time based in Nairobi and 50% in the field
    Contract Duration: Four (4) Months
    Major Responsibilities:
    Coordinate the consortium partners in the implementation of the project activities in the target counties.
    · Responsible for day-to-day management of project activities
    · Ensure that all 3 partners are on-track in the implementation of their activities. Therefore is the link, on day-to-day basis with the teams implementing the project activities
    · Follow up grant management (on-budget, on-scope, on-time)
    · Prepare partnership agreements and ensure they are compliant with donor and VSFG guidelines.

    Person specification/Attributes
    Essential:
    · Appropriate qualification at Degree level, such as Public management, Development administration, Rural Development, Disaster Management, Natural Resource Management, Agriculture or a relevant social science. A background in climate and environment, policy related programming and working in similar contexts are desired and a distinct advantage for candidates.
    · Proven experience of at least 5 years in senior programme management and leadership positions working with INGO’s, NGOs, CBOs, national governments, other civil society groups or private sector.

    Areas of Responsibility
    The Data Officer is a member of an inter-related project team.
    The DO is responsible for ensuring quality in collection, cleaning and entry of community and health facility data into the project databases as well as ensuring compliance in the use of relevant data tools.
