    Governance – The project manager is responsible for ensuring that project are run with a suitable governance structure. This may vary between implementation partners and customers.
    Scope – The project manager is responsible for tracking changes to the defined scope. A change control process should be used during implementations. The project manager is not always involved in the scope definition.

    Scope of Requirement
    Introduction
    World Animal Protection works directly with animals and with the people and organizations that can ensure animals are treated with respect and compassion and her campaigns effectively combat the world’s most intense and large-scale animal welfare issues. World Animal protection brings about lasting change by: helping people understand the critical importance of good animal welfare; encouraging nations to commit to animal-friendly policies and practices; building the scientific case for the better treatment of animals, and; encouraging a worldwide movement towards better animal welfare.In our 2020 strategy, we target to improve the welfare of 100,000 wild animals globally through our wildlife campaigns. One of the projects under the Animals in the Wild Programme area addresses the suffering of wild animals traded as exotic pets from Africa. Everyday thousands of animals are being taken from the wild and bred in captivity to supply the booming international market demand for exotic pets. Animals suffer at every stage of the trade chain; during capture, handling, transportation, and to their destination not forgetting issues in breeding and the associated poor husbandry, with many pronounced dead along the chain. The trade not only raises animal welfare concerns but also threatens emergence and spread of zoonotic diseases like Ebola and Marburg viruses, in addition to impacting the biodiversity. Africa is playing a critical role in this trade chain, being the main source of these animals. Some of the animals most traded are Python regius (Ball pythons) from West Africa and Psittacus erithacus (African Grey Parrot); regardless of this species being up listed to Appendix 1 by CITES.
    For that matter, Africa has an important role of disrupting the supply of exotic pets for international trade and World Animal Protection will set up campaign to educate, lobby and influence different stakeholders at national and regional levels, general public, Non-governmental Organizations and other relevant stakeholders. Africa regional economic blocks have been identified as one of key stakeholders of target in disrupting this trade. This consultancy is aimed at establishing baseline information from which to benchmark future efforts in eradication of exotic pet’s trade in Africa. To achieve this, there is need to understand the policy, legislation environment and existing regional agreements around the exotic pet’s trade at national and regional level and World Animal Protection seeks to understand the above together with the existing administrative frame works prevailing in East, West and Southern African regions. The Regional Economic Communities (RECs) blocks of focus are; 1. East Africa Community (EAC), 2. Common Market for Eastern & Southern Africa (COMESA) 3. Economic Community of West African States (ECOWAS) 4. Southern African Development Community (SADC) and these nationalities; 1. Togo 2. Ghana 3. South Africa 4. Kenya 5. Tanzania and 6. Nigeria.
    Objectives
    The general objectives of this study will be;

    To understand, describe and identify gaps in the policy, legislations and administrative frameworks surrounding wildlife (special focus to exotic pets) in the East, West and Southern African regions by analysing the position of the above-mentioned selected AU recognised regional economic blocks and the selected Sovereign states.
    To understand the political economy and the environment situation of reviewing the existing (if present) or including new exotic pets trade policies intended to stop international trade of Exotic pets.
    To identify the potential drivers of change through which World Animal Protection could push forward to eliminate trade of exotic pets from Africa, prioritising the areas of intervention.
    Identify and prioritise stakeholders in wildlife sector (especially exotic pets field) working in these regions and understand their constraints and opportunities, and identify potential partners for the World Animal Protection, Africa. The stakeholders list includes; public sector/government actors, non-state actors such as NGOs, CBOs and private sector.

    Methodological approaches
    This study will involve reviewing and analysing the primary and secondary data surrounding policy, legislation and different stakeholders involved in Exotic Pets Trade from Africa. The data sources will include but not limited to; 1. Regional and National policies and legislations 2. The Regional and National strategies, programmes and agreement documents to curb wildlife crimes 3. The documented administrative and institutional arrangements 4. National, Regional and International reports 5. Relevant studies and Publications. Other sources will include regional and national initiatives, debates and trends auspiced by big organizations like OIE, AU, RECs and other reputable regional and international organizations.
    Upon commencement, an Inception Report will be developed to ensure mutual understanding between World Animal Protection and the successful consultant’s plan of action on the deliverables of this consultancy. This report will describe the methodology, data collection tools and timelines.
    Expected outcome

    Comprehensive report containing
    Prevailing policy, regulatory and administrative frameworks, and the gaps relating to exotic pet’s trade in the selected RECs at regional and national levels.
    The roles which RECs can play to disrupt both legal and illegal trade in wildlife as pets.
    List of stakeholders in wildlife sector (especially exotic pets field) working in these regions and describing their constraints and opportunities
    Identify potential partners for the World Animal Protection, Africa.
    Entry points for engagement which World Animal Protection can venture into and key points to use to influence, nationals, regions and other institutions like CITES.

    Other relevant information
    The successful consultant(s) will report to the Wildlife Campaigns Manager, Africa, and closely working with the integrated team in exotic pet’s campaign;

    External affairs Manager and Campaign Mobilization especially in ensuring that the right stakeholders and the relevant policy issues are adequately covered.
    Global Investigation and Evidence team (Research Manager) for methodological and technical oversight.

    Academic Qualifications of the Consultant:
    The Consultant(s) being sought to undertake the research must have at least Master of Science degree in either of the following fields; Research Methodology; Wildlife; Veterinary Epidemiology; or Public Health from a recognized institution of higher learning.     Scope of Requirement
    World Animal Protection is looking to appoint a consultant to satisfy the Terms of Reference requirements for the effective delivery of disaster risk management for the animals in Kenya.
    TERMS OF REFERENCE
    INTRODUCTION
    The Sendai Framework
    The Sendai Framework for Disaster Risk Reduction presents a big step forward from its predecessor the Hyogo Framework for Action (HFA). The focus has moved from disaster management to disaster risk management, with the priorities for action converging on reducing risk, enhancing resilience and preventing disaster-related losses including protection of people’s productive assets. In its Priorities for Action the Sendai Framework emphasizes that DRR efforts must first and foremost address the risks faced by the poorest and those most vulnerable to disasters. To do this, under the Priorities for Action, Priority 3 – Investing in disaster risk reduction for resilience, the Sendai Framework recommends to: Strengthen the protection of livelihoods and productive assets, including livestock, working animals, tools and seeds (Para 30.p); and, Strengthen and promote collaboration and capacity-building for the protection of productive assets, including livestock, working animals, tools and seeds; (Para 31.f)
    Sendai implementation will be a national enterprise addressing local impacts of global problems. Monitoring of Sendai implementation will take place at the national level. Countries do not seek to achieve the Sendai indicators but rather the Sendai targets. The indicators are used to provide a globally comparable measurement of the degree to which policy and operational action has led to the achievement of the Sendai targets. The two indicators that use ‘the number of animals killed due to disasters’ as source data are related to target B (reduce the number of people affected by disasters) and target C (reduce the economic costs associated with disasters). In addition, Target E relates to countries having disaster risk reduction strategies by 2020, an animal emergency disaster management plans sit under this target.
    The Animals in Disaster (AiD) initiative
    The Animals in Disaster (AiD) initiative will assist Kenya to reduce animal deaths following disasters and measure progress towards achieving Sendai Framework Targets B and C and E. The AiD initiatives is also linked to key policies such as the Sustainable Development Goals (SDGs), Climate Change Adaptation (CCA), Livestock Development Strategy for Africa (LiDeSA) and the Africa Animal Welfare Strategy (AWSA) as well as national policies around livestock and disaster management and will therefore also be used to implement and report progress around these policy instruments.
    OBJECTIVES OF THE CONSULTANCY
    Overall Objective
    Animals are critical to their owners for their commodity value and as productive assets. They require protection and care to preserve their productive quality. Disaster risk management has remained one of Kenya’s enduring development challenges for decades with droughts and flooding being the most devastating. This has had major impact on development including reducing community livelihood support options. As a country, the Sendai framework provides significant guidance to disaster risk management. To assess disaster management for all animals (livestock, working animals, companion animals, wildlife and aquatic animals) there is need to review the policy and legal framework in relation to the institutional arrangement for effective animal disaster management delivery.
    The overall objective of the consultancy will be to make recommendations on effective delivering of disaster risk management in the animal resource sector. This will necessitate a review of current policy, legislation and institutional arrangements in the devolved system of governance in Kenya. In addressing the overall objective, the review will also make recommendations on how best to implement the National Disaster Management Policy and National Disaster Fund 2018 for animal emergencies.
    This will support one of the outputs of the AiD Initiative which is an Action Plan to address legislation gaps and make recommendations around institutional arrangements that will improve the effectiveness and coordination of animal emergencies disaster[i] preparedness, response and early recovery programmes in Kenya.
    Specific Objective
    The specific objectives of the consultancy are as follows:

    To carry out a comparative analysis of the successes, challenges and lessons learned around managing Rift Valley Fever and Pestis des Pestis (animal diseases emergencies) and Floods (animal disaster emergencies) in the devolved system of governance compared to the central system of management.
    To make recommendations on the National Disaster Risk Management Bill 2018 (included therein the National Disaster Risk Management Fund) for effective implementation of animal disaster management.
    To make recommendations for the Directorate of Veterinary Services on effective animal disaster management in the devolved system of Government in Kenya

    Animal Emergencies

    Animal emergencies are sub-divided into Animal Disease Emergencies (animals are the emergency)
    and Animal Disaster Emergencies (animals are in the emergency).

    Animal Disease Emergencies
    Animal disease emergencies, like transboundary diseases, have the same characteristics as other natural disasters. For instances, some diseases are sudden and unexpected, and may cause major socio-economic consequences that impact across the nation (and may even threaten food security), may endanger human life and requires a rapid national response.
    Animals Disasters Emergencies
    On the other hand, animals in disasters require protection to safe guard against loss of the animals, loss of animal genetic diversity, establishment of diseases, suffering of the animals, and physiological stress and loss of livelihoods for the animal owners.
    METHODOLOGY
    This will be mainly a desk study of secondary data/information sources. The Consultant may need to undertake key informant interviews to validate his/her initial findings. The consultant will also undertake a cost benefit analysis on the delivery of RVF, PPR and Floods emergencies in the central and devolved system of governance.
    The secondary sources are expected to include the following: regional and national policies, strategies and legislation; documented administrative and institutional arrangements; national, regional and international reports and relevant studies. The Consultant will be expected to consult and reflect on regional and international initiatives, debates and trends related to DRM delivery good-practices particularly those under the auspices of e.g. the OIE, AU-IBAR, RECs, and other relevant organizations where appropriate.

    The outputs of the consultancy will include the following:

    CONSULTANTS PROFILE
    This consultancy will be undertaken by an institution with demonstrated capacity and expertise in disaster risk management and a demonstrated understanding of national institutions governance and the other ecosystems supporting the animal sector like environment, water and public health. The institution will also have demonstrated capacity in a multi-disciplinary approach to disaster management and training, coupled with experience in good hands on livestock disaster project engagement with multi-level stakeholders.

    Description of the Assignment
    World Animal Protection uses social media to create lasting change for animals. We use social media Twitter, Facebook, Instagram and YouTube to drive high engagement and conversions through our Website. To effectively achieve this, we are looking for a Digital Agency with experience in developing digital campaigns to drive our digital work through effective social media buying, targeting and content delivery.

    The agency will be tasked to;
    Carry out a social media and website audit to identify the challenges and opportunities to inform the digital strategy and future online initiatives. The audit will be done in the first two weeks in September ahead of the campaigns launch.
    Develop and implement a high octane Digital Marketing Strategy that will ensure high engagement and conversions through our social media channels to the website.
    Develop an online design/prototype for our local Animals in Farming petition landing page. This should be informed by our website structure and the opportunity to maximise on our website visitors for conversion.

    World Animal Protection has set October as the month of the BIG arming Push. The October Farming Push is intended to raise awareness on the plight of farmed animals in Africa – with a special focus on pigs and chickens. The intended audience for this work is key industry players, value chain actors, governments and the public (consumers) who we believe have the biggest power to make change for farm animals. We will engage these audiences through mainstream and social media platforms, conferences, workshops and exhibitions in the hope of them taking meaningful action to ensure farm animals. We have also identified popular culture – Art, music and poetry a key driver of our campaigns- We shall build on our earlier partnership with Kenya Cultural Center to reach out and work with the performers on this aspect.
    About this Consultancy
    The nature of this consultancy is three –fold. At the first level, the creative agency will develop the creative concepts, messaging and a communication pathway for the Farming Week in Africa.
    At the second level, the creative agency in consultation with World Animal Protection will execute and implement the creative components for the successful completion of the Farming Week by applying the creatives to successful overall feel of the
    At the third level, the Creative Agency will organise and promote all on-ground work activities including identifying and working with creative artists, puppeteers in close collaboration with the Kenya National Theatre.
    Development of creative concepts and communication pathways for the Farming Week Campaign
    At this level, the successful bidder will develop a comprehensive creative strategy with messages and concepts for use during World Animal Protection Farming Week. This creative work should stagger around the following topical days World Farm Animal Day, World Animal Food Day, World Egg Day and World Food Day. The locations of the work are Nairobi, Kisumu and Uganda- Kampala.
    The creative components should promote uptake of behaviour and attitudinal change that will deliver a positive change for farm animals among the target audience. The creative components should leverage uptake of the key actions by policy makers, consumers especially around transportation and use of AMR.
    The scope of the consultancy will, therefore, entail generation of an Africa-centric communication theme for the entire campaign as well as specific messages for target groups.
    World Animal Protection anticipates that the successful consultant will use a participatory, consensus building process to interrogate barriers and involve creative messaging and material development process that involves stakeholders and beneficiaries. The consultant will develop a comprehensive plan to mobilize all sectors of society to promote and increase adoption of positive behaviour for pig farming, anchored on demand by pig consumers to pig processors and producers to guarantee higher animal welfare for farmed pigs.
    Specifically, the consultant will;

    Review reports of recent studies and isolate relevant knowledge, attitude and practice issues around Farm animals in relation to consumer’s attitudes and beliefs across Africa.
    Organize and facilitate strategy and message development workshop focusing on various farm animal issues.
    Develop concepts and rationale for IEC materials around the Farming Week Campaign.
    Develop creative concepts for assortment of campaign materials and related IEC materials.
    Develop sharp and focused messaging that will drive traffic to our website and influence media
    Leverage on their media network to get the media to profile and hook on the campaign.
    Pilot test the materials and messages developed in local languages

    2. Generate and develop media materials for the Campaign In this level, the creative agency will implement and execute the communication concepts by actualising them to the feel and impact of the campaign. The creative Agency will also execute on-ground communication pathways including on air, online and offline communication activities. The Creative Agency will also deliver on the communication asks (informed by part one of this consultancy) during the Farming Week.

    Organise and Promote Close Collaboration with Artists and Performers For the Artistic on -Ground Activations
    At this level, the Creative Agency will work and coordinate all performers, artists and poets during the Farming public dialogue at the Kenya National Theatre. Specifically, the successful bidder will;
    Identify the artists and performers to work with
    Organise trainings with performers and World Animal Protection
    Adjudicate and judge the competition this will entail developing rationale and performance indicators for the artists
    Monitor and capacity build the performers ensuring that they continue the work even after the one month.

    Expected Profile of the Consultant(s)
    Minimum qualification requirements:

    Relevant work experience related to creatives for farming systems.
    Proven record in developing comprehensive Creative Systems strategies, with particular focus on farming systems.
    Prior experience of working in a multi-stakeholder environment including community groups, local and international NGOs, the media and multi-level government structures;
    Demonstrated analytical and strategic planning skills;
    Sound knowledge of animal welfare issues in a development context;
    A demonstrated ability to write concise consultancy reports.
