This position is located within the Africa Office, UNEP Headquarters in Nairobi, Kenya. Under the general supervision of the Director and Regional Representative, the incumbent will be responsible for the following:

    Responsibilities

    Coordinate Secretariat of the African Ministerial Conference on the Environment (AMCEN): In collaboration with President of AMCEN, Bureau, and host governments, organize ordinary and special sessions, Bureau, and consultative meetings of AMCEN, including preparation of background documents; Develop work programmes, draft policies, strategies and decisions for consideration and approval by AMCEN; Ensure follow-up and implementation of decisions and work programme of AMCEN in close collaboration with Bureau, governments, substantive units of UNEP and other partners; Coordinate and integrate implementation of AMCEN programme in the work of Specialized Technical Committee on Agriculture, Rural Development, Water and Environment of African Union Commission; Coordinate implementation of AMCEN programme with other activities and programmes undertaken by other organizations in Africa; Coordinate joint programmes with regional organizations such as AUC, NEPAD-AUDA, ECA, AfDB, RECs and other relevant ministerial fora to promote collaboration and synergies; Ensure effective communication to promote AMCEN programme, its objectives and activities; Manage AMCEN Secretariat, programme and budgets; Prepare project proposals and documents following approved recommendations by AMCEN Conference and Bureau; Develop and implement, in close collaboration with substantive units of UNEP, projects and activities in context of the AMCEN programme; Promote cooperation between African countries in the context of AMCEN Programme especially in global negotiation processes on climate change, biodiversity and desertification; Coordinate and support AGN on climate change and AGN on biodiversity, and facilitate their engagement in global negotiation processes; Ensure coordination between AGN on climate change, AMCEN and Committee of African Heads of State on Climate Change; Select consultants required to assist in implementation of AMCEN programme, prepare their TORs, follow up on their tasks and evaluate their performance and outputs; Prepare reports for various organs of AMCEN (Conference, Bureau) and other stakeholders (AUC, African Diplomatic Corps); Organize review and evaluation of AMCEN programme and activities; Undertake AMCEN, HESA and AGN resource mobilization and in coordination with UNEP’s Resources Mobilization unit, follow-up with African countries for their contributions to AMCEN Trust Fund;
    Coordinate UNEP’s engagement in the implementation of Health and Environment Strategic Alliance (HESA) in Africa: Act as focal point for UNEP’s engagement in the implementation of HESA in the context of Libreville Declaration on Health and Environment in Africa; In collaboration with World Health Organization (WHO) Regional Office for Africa, and other stakeholders, organize inter-ministerial conferences and related meetings on health and environment in Africa, including preparation of relevant background documents; Follow-up on implementation of outcomes of the inter-ministerial meetings in close collaboration with relevant substantive units of UNEP, WHO and other partners; Organize and participate in meetings of the Joint Task Team for implementation of Libreville Declaration on Health and Environment, ensuring linkages with priorities of AMCEN; Prepare documents, provide inputs and facilitate implementation of various activities in Africa with different stakeholders in the context of HESA; Participate and provide substantive inputs in development and review of project concepts, funding proposals and implementation of projects within the framework of HESA and the 10-year strategic action plan; Provide substantive inputs in preparation of policy briefings and updates of UNEP’s engagement in implementation of HESA; Undertake resource mobilization efforts for implementation of activities in the context of HESA and the strategic action plan.
    Facilitate UNEP’s-Africa Office engagement with African countries in UNEA-Processes: Provide support during UNEA and Open-ended meetings of the Committee of Permanent Representatives (OECPR), including supporting the Africa group for their participation in UNEA and OECPR; Provide technical support to the technical group of the Africa Diplomatic Corps (ADC) for their participation in AMCEN in preparation for UNEA; Assist in compilation and analysis of priority issues of significance and provide substantive inputs in the preparation of briefings and updates on progress of UNEP’s engagement in Africa.
    Support other activities related to the UNEP’s – Africa Office work in the African region: Work with Africa Office-Regional Coordination Officer to ensure consideration of outcomes of AMCEN as well as health and environment meetings into the Regional Coordination Mechanism and UNDAFs; Provide support for the organization of the expert meetings for Africa in preparation of the Conference of the Parties to UNFCCC, CBD, UNCCD, CITES and others; Support the organization of the Africa Environment Partnership Platform meetings in collaboration with NEPAD and other partners; coordinate South-South and Triangular Cooperation activities in the Africa Office in collaboration with other units of UNEP; and perform any other tasks required by the Regional Director/ Deputy Regional Director, Africa Office.

    Education

    Advanced university degree in environmental policy/science, development or related field is required or the equivalent combinations of education and experience in a related area. A relevant first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
     

    Work Experience

    A minimum of seven years of professional working experience of which three should be at the international level, including knowledge of the UN system is required.
    Relevant experience in UN engagement and interaction with Member states in developing regions of the world in particular Africa is desirable.
    Experience in environmental management and sustainable development with knowledge of policy setting in the Africa region is desirable.
    Experience and ability to establish and maintain effective work relationships and develop partnerships with different stakeholders is desirable.

    Languages

    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English required. Knowledge of French language is an added advantage.

    The Role:

    ActionAid International is looking to recruit a Transformation Lead to drive an organisational change process for the Global Secretariat (GS), planned for late 2020 and into 2021. Set for a 12-month fixed term period, the role is preferably based in one of our ‘hubs’ of Johannesburg, Nairobi or London with flexibility for other locations and contracting types for the right candidate. The newly created position will design and drive the delivery of the change management programme, working with ActionAid’s International Leadership Team (ILT) and key stakeholders on organisational design, communications and new ways of working.

    As an experienced change agent, you’ll be responsible for developing and executing a participatory transformation plan aimed at streamlining the organisation. This will include designing a consultation process with staff and key stakeholders, managing a communications strategy, identifying options and alternatives, and implementing a programmatic and organisational design to maximise the impact and efficient use of resources.

    Main Duties:

    Design and implement a clear and simple overarching change management approach and programme.
    Lead a change task force, working with teams across various work streams including management and comms / engagement activities.
    Own all aspects of the change management framework working with the leadership team and key stakeholders to provide assurance in consistency and planning.
    Assess the impact of all changes within the GS, as well as design and deliver appropriate interventions to enable the change to transition smoothly.
    Manage indirect reports for the delivery of transition activity.
    Ensure that the transformation work connects with other change projects within ActionAid.
    Act as key advisor and change business partner to the Secretary General and ILT.
    Contribute to the systems used to evaluate and monitor the success of changes in the forthcoming year.
    Preparing critical internal communications, including being chief scribe for the Secretary General around relevant change processes and communications.  

    Person Specification:

    Strong experience in mobilising and delivering large scale organisational and behavioural change.
    Consultancy and facilitation experience in ideally an international, federated organisation.
    Change programme management knowledge or experience.
    An understanding of organisational design to improve efficiency and risk mitigation.
    In depth experience in Project Management, including working with cross-functional teams.
    Understanding or awareness of Feminist Leadership Principles
    Well networked and able to access complementary skills as needed throughout the process.
    Ability to implement changes sensitively and with minimal disruption.

    Skills and experience:

    Change management experience, ideally 4-6 years hands-on consulting experience from a management consulting firm with experience of working on engagements in a complex international environment.

    Responsibilities

    Policy

    Serves as a senior policy officer, advising UNEP, and particularly the Regional Director and the Subprogramme Coordinator for Chemicals, Waste and Air Quality, on overall policy direction and country needs in the Africa region that require UNEP’s attention.
    Serves as the primary UNEP focal point in the region on delivery of the Programme of Work in the area of chemicals, waste and air quality; Keeps abreast of, analyses and reports on latest developments related to the field of chemicals, waste and air quality; Liaises with UN country teams/ Resident Coordinators, other UN specialized agencies, local, regional and international non-governmental organizations, national research institutes, national government institutions, relevant MEAs /conventions, etc. on matters related to chemicals, waste and air quality;
    Prepares strategies on the environmental policy aspects of UNEP’s regional work related to the sound management of chemicals and waste and improving air quality in the context of the Medium-Term Strategy and Programme of Work; Organizes follow-up work in the region, including inter-agency technical review meetings to support policy development work and decision-making on important issues based on country needs; ensures the consideration and regional implementation of recommendations emanating from relevant reports, including global and regional chemicals, waste and air quality assessments.

    Strategic Planning and Coordination

    Engages with teams across the Africa Office and Divisions to develop concepts and full project documents/ programme elements that can deliver on the Expected Accomplishments and their indicators in the region
    Oversees the delivery of the Programme of Work in the Africa region, with emphasis on priority topics such as improved waste management and the prevention of plastic pollution, building on lessons learned
    Acts as the regional focal point for the chemicals, waste and air quality sub-programme including related MEAs: In collaboration with the chemicals and waste MEA Secretariats and relevant UNEP Divisions, provides substantial support to national focal points on the implementation of actions agreed by the Conferences of the Parties; In consultation with MEAs, supports implementation of national and regional activities such as MEA related workshops, training programmes and capacity building activities in preparation for various MEA events and processes; Supports the mainstreaming of chemicals and waste MEAs implementation into national development processes; Coordinates the regional input into UNEP’s programming related to capacity building, policy support, data, information and knowledge management, access to technology, and development of standards within the area of chemicals, waste and air quality; Provides the necessary support to internal and external processes of UNEP including its governing bodies; Prepares situation reports as necessary to national and global partners.
    Coordinates UNEP’s work in the region, in collaboration with the relevant UNEP Division(s) and the global Sub-programme Coordinator for Chemicals, Waste and Air Quality, to help countries build capacity in the area of chemicals and waste and to facilitate access to air quality measures and technologies; Work through partnerships with key actors to catalyse action towards the sound management of chemicals and waste, including through multi-stakeholder partnerships and strategic alliances to scale up the use of tools and guidelines, and to improve the mainstreaming of chemicals and waste management in health and other key sectors; Develops region and country-specific recommendations based on the analysis of pertinent information.
    Facilitates a coordinated approach in the region in the area of capacity building and technology transfer in the field of chemicals and waste and improving air quality; Assists countries to integrate chemicals, waste and air quality considerations in the development and implementation of national and regional development strategies and within the UN system for country assistance; Advises on resource mobilization as well as the proper use and spending of related donor contributions, channelled through UNEP as well as UN system-wide efforts.
    Ensures appropriate monitoring and reporting on the implementation of UNEP’s programme of work within the Africa region and helps making the programmatic results visible in the region and globally.

    Partnerships

    Establishes and maintains contacts with counterparts, senior officers and technical staff in relevant MEA/Conventions Secretariats, other UN specialized agencies, local, regional and international non-governmental organizations, national research institutes, national government institutions, etc.; Ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to the field of chemicals, waste and air quality.
    Organizes and participates in relevant working groups, meetings, conferences, consultations with other agencies and partners on chemicals and waste-related issues.
    Establishes strong partnerships with UN sister agencies and MEA Secretariat focal points in the region, as well as external partners to leverage capacity building support and facilitate access to technology on chemicals and waste issues, particularly with and in support of the chemicals related MEAs.
    Facilitates coordination with institutions with primary implementation responsibility: Facilitates coordination of national governments, UN Agencies, business, civil society organisations; Furthers the collaboration between the chemicals and waste MEAs to strengthen their support to national and regional level actors; Develops and maintain a network for collaboration and partnerships within UNEP, UN organizations, governments and expert institutions, and promotes the mobilization of resources for programme activities; Develops a database of best practices in the area of chemicals, waste and air quality in the Africa region.

    This position is located in the Private Sector Unit, Governance Affairs Office of the United Nations Environment, at the Nairobi duty station. Under the direct guidance and supervision of the Head, Private Sector Unit, the incumbent will perform the following duties:
    Responsibilities

    Supports the implementation of the corporate Strategy for Private Sector Engagement of UNEP, in collaboration with Divisions, Regional Offices and Secretariats of Multilateral Environmental Agreements administered by UNEP.
    Organizes activities related to Private Sector engagement during the United Nations Environment Assembly (UNEA), such as the Sustainable Innovation Expo and other events.
    Supports the development of outreach and communication platforms to enhance private sector engagement, including by updating the website content and developing success stories.
    Works with key clients to facilitate the development, implementation and evaluation of programmes/projects related to private sector engagement; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
    Carries out basic assignments, in collaboration with the client, including private sector representatives, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
    Provides substantive support in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
    Assists in performing survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
    Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
    Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations.
    Undertakes outreach activities with business networks; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. Participates in field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
    Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports and financial statements) and prepares related documents/reports (pledging, work programme, programme budget.
    Performs other related duties as required.

    Education
    Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
    Work Experience

    A minimum of two (2) years of progressively responsible experience in private sector engagement, project/programme management and administration is required.
    Relevant experience working with UN or other inter-governmental organizations on similar assignments is desirable.
    Experience in planning and organizing international events and/or conferences is desirable.

    Languages
    English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
    Assessment
    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

    The livelihood project coordinator:

    · (S)he is in charge of the management of CEFA led component of the project Support to Resilience for Sustainable Livelihoods and the implementation of related activities.
    · (S)he is responsible for the overall supervision of administrative and financial aspects, logistic, security, Human Resources, quality Control of CEFA component of the project.

    Detailed assignments:

    (S)he ensures that the project is implemented according to the contract signed with the donor, its rules and indications (e.g. visibility, documentation, monitoring and evaluation, reporting etc), MoU signed with the leading agency and other consortium members and CEFA’s internal procedures.;
    (S)he is directly in charge of the management of the CEFA led component of the EU funded project in West Pokot included (and not limited to) the following main tasks: startup of the project, setup of the office/GH in Kapenguria, predisposition of work plans, M&E plans, financial forecast plan, recruitment and coordination of all the project staff, supervision and coordination of the implementation of the activities, narrative and financial reporting;
    Under the supervision of the RC, (s)he recruits and evaluates the staff based in the projects sites; (S)he promotes technical, administrative and managerial training of the project staff;
    · (S)he ensures the proper planning, implementation, monitoring and evaluation of CEFA project in West Pokot;
    · (S)he ensure sound Technical support and guidance in the field of food security and livelihood to all the consortium member;
    (S)he is responsible for the effective and efficient management of CEFA Office and/or Guest House in Kapenguria and for the adequate maintenance of CEFA assets/properties;
    (S)he is in charge of the Security of the staff in West Pokot;
    (S)he supports the RC in the identification and formulation of new project proposals in the area/region.
    (S)he facilitates the synergies, collaborations and sharing of best-practices among CEFA project areas in Kenya to effectively and efficiently implement CEFA’s activities (food security, livelihood, agriculture).

    Duties and Responsibilities:
    (S)he is responsible of the:

    Management of the entire expatriate and local staff of CEFA project in West Pokot, ensuring the respect of all security regulations, in coordination with the Security focal point on the ground and the RC;
    Provision of high level liaison and coordination services with other NGOs that make up the consortium and other relevant stakeholders, such as local authorities, and representation of CEFA in key meetings;
    Provision of high level technical support in the field of food security and livelihood;
    Daily project implementation and follow-up on activities at field level;
    Management of the project budget and the fund requests to Nairobi Regional Office and/or HQ, administrative and financial management of the project and collection of the necessary documentation for the financial report;
    Formulation/update of the projects work plans, monitoring tools and regular reporting according to requirements of the donor and CEFA;
    Draft/revision and submission of periodical project reports required by the donors, partners and CEFA HQ;
    Procurement of goods, services and constructions according to CEFA and Donor procedures with the support of the Procurement Officer and Regional Administrator;
    Information to the RC of any change/problem about the project, that may compromise the observance of the contractual bonds and/or the staff management and/or the presence and the good name of CEFA in the area/country;
    Management of mission from the donor, CEFA staff from HQ or Regional Office and any other relevant stakeholder in the Country;
    Identification, set up and maintenance of the office/guest house in Kapenguria;
    Identification and promotion of fundraising opportunities to co-fund the project with consequent formulation of concept notes and project proposals;
    The availability to perform any other task assigned by the Regional Coordinator in line with the profile.

    Mandatory Requirements:

    University degree in Agriculture, International Relations, Project Management, Business Administration, Social Sciences or a related field;
    Minimum 4 years’ experience of project management in a development or humanitarian context;
    Previous experience of at least 2 years in managing projects in the field of food security, livelihood and agriculture and/or water (irrigation);
    Proven leadership skills and demonstrated experience recruiting, developing, and managing/mentoring staff;
    Strong financial management abilities;
    Fluency in both oral and written communication in English;
    Excellent analytical and self-motivation skills, excellent advocacy and persuasion skills, able to think critically and motivate the team;
    Ability to work independently with minimal supervision;
    Prior experience successfully managing culturally-diverse teams to achieve project outcomes;
    Ability to work under tight deadlines and with minimal support;
    Good command of MS Office applications and other computer programs;
    Previous experience working in complex and volatile environments with limited facilities;

    Desired skills and experiences:

    Master’s degree in a relevant field (agriculture, food security, livelihood related issues);
    Previous experience working in Kenya and/or in ASAL areas is an asset;
    Good technical knowledge in the fields of agriculture and/or water (irrigation), better if at university level is a strong plus;
    Knowledge of Italian language is an asset;
    Previous experience in management of EU funded projects is a STRONG asset.

    Responsibilities

    Under the overall supervision of the Senior Programme Management Officer and the direct supervision of the Programme Budget Officer and the additional supervision of the Branch Chief, the incumbent will be responsible for the following:
    Drafts, in consultation with the UNEP GEF Coordination Office, Communications Division, Chemicals and Health Branch and UNEP GEF Chemicals and Waste unit, an internal and external communications strategy and annual communications plan (internal and external with targets and indicators) for the unit;
    In line with the above strategy, drafts in consultation with other members of the branch and GEF Unit, information and other relevant communication materials or products for target audiences which include brochures, briefings, video clips, newsletters, websites content, design and management, social media and news-feeds inputs, etc.;
    In consultation with others, identifies and proposes information opportunities, activities and approaches, taking into account the situation/topic and target audience.;
    Identifies key contacts/constituencies and opportunities for strategic partnerships to facilitate communication efforts and maintains working relationships with the same;
