    About the Opportunity
    The Impact & Social Performance Associate will play a vital role in implementing the BRAC International Holdings BV (BIHBV) mission specifically focusing on social goals aiming to drive social performance management (SPM). The associate will provide technical assistance to all BIHBV microfinance entities in RIF related areas. The key responsibilities include but are not limited to the following:

    Financial Literacy Roll out and scale

    In 2021, BIMF worked on developing a financial literacy curriculum which aims to promote financial knowledge and behavioral change to how our clients relate with their finances. In the first two years, the candidate will particularly spend the majority of their time supporting the BIMF entities implementing the financial literacy project. This will involve developing the project logical framework.
    Responsible for spearheading curriculum customization, collaborating with and reviewing third party services such as designers, collaborating with other BRAC relevant programmes including but not limited to Ultra-Poor Graduation, Youth, and Agriculture.
    Collaborate with country teams to plan and implement the project pilot and further scale up in line with the logical framework.
    Help track the client outcome and impact of the financial literacy project.
    Throughout the project, the candidate will ensure timely reporting to the relevant stakeholders on the project.
    Liaise with BIHBV technical leads and country teams to customize, plan, pilot, and scale up financial literacy curriculum.
    Social Performance Management and Client Protection
    Work with Social Performance Manger and country leadership to follow up on Social Performance Management (SPM) work plan and schedule for each countries’ implementation of responsible inclusive finance (RIF) practices and ensure plan is fully implemented.
    Work with country teams in ensuring that consideration (backed up by social data) is given to social objectives in all key investment, strategic and other management decisions.
    Work with the BIHBV team and leadership, governing bodies, and country leadership to promote use of social data and implementation of industry best practices across BI’s portfolio of microfinance programs.
    To ensure BIHBV leadership/ boards receives robust responsible inclusive finance updates and data from MF entities on a regular basis (quarterly) through the presentation of SPI4 and Smart tools results as well as other reports and assessments.
    Support BIMF entities execute other surveys such as client dropout as needed.

    Safeguarding:

    Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
    Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
    Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

    PROJECT
    These 5 projects were formulated in response to the National Capacity Self-Assessment (NCSA) and were developed in line with the GEF-5 Cross-Cutting Capacity Development Strategy. In the context of these projects, the aim was to synergise with existing national baseline projects to enhance, increase or strengthen the capacity of national institutions for the implementation and monitoring of international conventions and environmental management. This was intended to be done by institutionalizing identified tools and practices for environmental information and knowledge management and to use information and knowledge for both policy development and planning as well as for monitoring and evaluating environmental impacts and trends.
    The Individual Project Objectives are as follows:

    Afghanistan – The objective of the project is to build Afghanistan’s core capacity to implement NCSA priority actions and International Environmental Conventions in a decentralized manner
    Bosnia and Herzegovina – To enhance capacities of institutions for environmental management in Bosnia and Herzegovina by institutionalizing identified tools and practices for environmental information and knowledge management
    Cameroon – To strengthen institutional capacity in the implementation of international conventions as a follow-up to the National Capacity Self-Assessment (NCSA) Cameroon
    Haiti – To enhance capacities for Haiti to strengthen the Government capacity for decision making in national priority plans with emphasis in forest and coastal-marine ecosystem regeneration
    St. Lucia – To strengthen institutional capacity for the implementation and monitoring of international conventions as a follow-up to the National Capacity Self Assessment (NCSA) of St. Lucia and to better integrate environmental concerns, and the value of ecosystems, into its broader development frameworks
    Synergised Objective – Enhance/increase/strengthen capacity of national institutions for the implementation and monitoring of international conventions and environmental management by institutionalizing identified tools and practices for environmental information and knowledge management (and improving decision making/integrate into wider development frameworks).
    The Principal Evaluator will be responsible, in close consultation with the Evaluation Office of UNEP for overall management of the Evaluation and timely provision of its outputs. The Principal Evaluator will ensure that all evaluation criteria and questions are adequately covered.

    Specific Responsibilities for Principal Evaluator:

    The Principal Evaluator will be responsible, in close consultation with the Evaluation Manager, for overall management of the Evaluation and timely provision of its outputs.

    The Principal Evaluator will deal with all five projects:

    GEF ID 5017 – Developing Core Capacity for Decentralized MEA Implementation and Natural Resources Management in Afghanistan
    GEF ID 5302 – Capacity Development for the Integration of Global Environmental Commitments into National Policies and Development Decision Making in Bosnia and Herzegovina
    GEF ID 5557 – Developing Core Capacity for MEA Implementation in Haiti
    GEF ID 5060 – Developing Core Capacity for MEA Implementation in Cameroon
    GEF ID 5197 – Increase St. Lucia’s Capacity to Monitor MEA Implementation and Sustainable Development

    More specifically:

    Inception phase of the Evaluation, including:
    preliminary desk review and introductory interviews with project staff;
    draft the reconstructed Theory of Change of the project;
    prepare the evaluation framework;
    develop the desk review and interview protocols;
    draft the survey protocols (if relevant);
    develop and present criteria for country and/or site selection for the evaluation mission;
    plan the evaluation schedule;
    prepare the Inception Report, incorporating comments until approved by the Evaluation Manager

    Data collection and analysis phase of the Evaluation, including:

    conduct further desk review and in-depth interviews with project implementing and executing agencies, project partners and project stakeholders;
    (where appropriate and agreed) conduct an evaluation mission(s) to selected countries, visit the project locations, interview project partners and stakeholders, including a good representation of local communities. Ensure independence of the Evaluation and confidentiality of evaluation interviews.
    regularly report back to the Evaluation Manager on progress and inform of any possible problems or issues encountered 
    keep the Project/Task Manager informed of the evaluation progress.

    Reporting phase, including:

    draft the Main Evaluation Report, ensuring that the evaluation report is complete, coherent and consistent with the Evaluation Manager guidelines both in substance and style;
    liaise with the Evaluation Manager on comments received and finalize the Main Evaluation Report, ensuring that comments are taken into account until approved by the Evaluation Manager
    prepare a Response to Comments annex for the main report, listing those comments not accepted by the Evaluation Consultant and indicating the reason for the rejection; and
    (where agreed with the Evaluation Manager) prepare an Evaluation Brief (2-page summary of the evaluand and the key evaluation findings and lessons)

    Managing relations, including:

    maintain a positive relationship with evaluation stakeholders, ensuring that the evaluation process is as participatory as possible but at the same time maintains its independence;
    communicate in a timely manner with the Evaluation Manager on any issues requiring its attention and intervention.

    Qualifications/special skills

    Academic Qualifications: A first level (Bachelor’s) university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced (Master’s) degree in the same areas is desirable
    Experience: A minimum of 10 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of Global Partnerships and Climate Change related issues is desired.

    Responsibilities
    PROJECT IDENTIFICATION AND DEVELOPMENT:

    Duties and Responsibilities

    The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP administers the Nairobi Convention for the Protection, Management and Development of Coastal and Marine Environment of the Western Indian Ocean (WIO), under the Ecosystems Division. The Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.
    The Nairobi Convention is executing the GEF funded project on the “Western Indian Ocean Large Marine Ecosystems Strategic Action Programme Policy Harmonisation and Institutional Reforms (SAPPHIRE) in coordination with the participating countries and partners both at national and regional level. The United Nations Development Programme (UNDP) – Regional Service Centre for Africa is the implementing agency of the SAPPHIRE project providing oversight in the execution of the project. The main objective of the SAPPHIRE project is to achieve effective long-term ecosystem management in the WIO Large Marine Ecosystems in line with the Strategic Action Programme for sustainable management of the WIO Large Marine Ecosystems as endorsed by the participating countries. The Convention has provided the legal framework for regional cooperation and coordination among WIO countries to address common challenges such as marine pollution, oil spills and the conservation of marine biodiversity.
    Mauritius is prone to oil spills at sea by the fact that it lies along the international shipping lanes which are among the busiest in the world. The demand for oil is expected to remain robust, with an increase in maritime traffic and trade of oil products in the region, thus increasing the risk of oil spill further. In 1990, the first National Oil Spill Contingency Plan (NOSCP) was prepared with the collaboration of UNEP and International Maritime Organization (IMO). The NOSCP has been reviewed severally and tested regularly through drills and desktop exercises. The NOSCP covers the roles, duties and responsibilities of relevant national authorities before, during and after an oil spill. In view of the recent increase in risk of oil spill in the territorial waters of the Republic of Mauritius, the Government has reviewed the current National Oil Spill Contingency Plan which includes the Port Louis Harbour Oil Spill Response Plan, the draft Rodrigues Oil Spill Contingency Plan and the draft Dispersant Policy.

    Objective
    The Nairobi Convention would like to hire a senior consultant in Oil Spills to work with the Convention, the Government of Mauritius, and other key stakeholders to Conduct Public Consultations and Finalise the Updated National Oil Spill Contingency Plan of the Republic of Mauritius. The consultant will facilitate stakeholder consultations workshops to sensitise the population on the updated NOSCP and update the NOSCP based on comments and inputs from the workshops. In executing the consultancy, the consultant will work closely with the Convention team, designated officials of the Government of Mauritius, UNDP Country Offices in Mauritius, National Focal Point of the SAPPHIRE project, and others as deemed appropriate and necessary.
    Specific Tasks and Responsibilities

    Under overall supervision of the Head of the Nairobi Convention Secretariat and direct supervision of the SAPPHIRE Project Coordinator, and in close collaboration with the Government of Mauritius, the consultant will coordinate the overall process of stakeholder consultations to sensitise and receive inputs from the population of Mauritius on the updated National Oil Spill Contingency Plan. The consultant will undertake the following specific tasks: 1. Facilitate consultation meetings (10), on the revised NOSCP, with key stakeholders (ministries, parastatal bodies, private sector including tourism, fisheries amongst others).
    Develop a report documenting the comments, inputs, and perspectives from the participating stakeholders.
    Revise and submit the updated NOSCP by incorporating the comments and inputs from the consultation workshops including recommendation on gaps to be addressed to make the NOSCP fully operational.

    Performance Indicators

    Workshop report(s) capturing the key concerns, inputs, perspectives, and relevant recommendations from the consultation meetings.

    Qualifications/special skills
    Academic Qualifications: 

    First degree is required in Marine Biology/ Sciences (Marine biology and coastal management/Maritime Safety and Environmental Protection/ Maritime Affairs – Maritime Safety & Environmental Administration/ Oceanography and Marine Environmental Management), Marine Engineering, Environmental Sciences or other closely related fields.
    A diploma in the above fields with an additional five years of experience may be accepted in lieu of first degree.

    Experience: 

    Minimum of 10 years of relevant work experience is required in the environmental or marine sciences sector, in international setting including in the Western Indian Ocean region.
    Experience with oil spill contingency at sea (plans, methods and technologies) and related national laws, policies, strategies is desired.
